The student welfare organization in Vestfold(SIV) is a welfare organization for students in Vestfold.
Student housing is one of our welfare offers, and SIV has approximately 374 student housing units.
There will also be 100 new units on campus Bakkenteigen in 2012. Do you find it comfortable to
have the most of all services included in the rent like caretaker, cleaning of common areas and a
high speed internet connection? If your answer is yes, you can enjoy a pleasant stay in one of our
student housing complexes.

Description of Ollebakken
Ollebakken Student House is situated just north of Horten. It is about 8 km to the campus in Borre.
The house has 33 units and the complex was finished in 1989.
All units in Ollebakken are furnished and have a small kitchenette.
The department of accommodations
The undersigned are the ones you probably will meet and are the ones to contact as regards
practical matters while staying with us in Ollebakken. We can assure you that we will do our up most
to make your stay as pleasant and comfortable as possible. Simultaneously we will try to look after
SIV’s values in a best possible way and we look forward to a good cooperation and communication.
It is essential to us that you have consideration for fellow tenants, in order for everyone to achieve a
comfortable time while studying. If conflicts should arise and you are unable to solve these on your
own, then please contact us, so we can find a best solution for al part.

Residential regulations for the Student Welfare
Organization in Vestfold (SIV)
§1. Introduction
These regulations pertain to residential premises owned and run by the Student Welfare
Organization in Vestfold (SIV) and regulate matters which are not covered by the Tenancy
Agreement. These regulations supplement the Tenancy Agreement.
§2. Fire / safety
1. The tenant must make themselves acquainted with the fire instruction and
escape/evacuation routes. Tenant must be careful and pay attention when dealing with fire,
sources of heat, hotplates, etc. to avoid risk of fire or falsely triggering of the fire alarm.
2. Escape routes (stairways and corridors) must always be kept free from hindrances in case of
fire. It is prohibited to block fire doors (doors marked with exit signs or emergency exit signs)
or allow these to remain open. The caretaker will remove objects that constitute a hindrance
or block free exits without further notice.
3. The tenant is responsible for changing batteries in the smoke alarms and otherwise ensuring
that this is in proper working order. The tenant must immediately give notice to SIV if it is
suspected that smoke alarm is faulty.
4. The tenant may not store objects that could represent a risk for others, either in the
accommodation, in the common areas, in the outside areas or in the storeroom. SIV is
allowed remove any such objects considered hazardous without notice.
§3. Smoking and pets
1. Pets are not allowed. Exceptions will be made for guide-dogs.
2. All rooms (single, apartments and common rooms) are non-smoking rooms. A violation to
this rule will be treated as a breach of contract according to §14 in you tenancy agreement.
Tenants caught breaking this rule will be held responsible for all expenses in relation to the
violation.
§4. Cleaning
1. Every tenant is responsible for keeping their own accommodation clean and tidy.
2. Shared kitchens and any other shared rooms must be washed at least once a week by those
who have access to use these rooms. Garbage must be removed daily. Tenants must
ensure that the refrigerator as well as shared cupboards is kept clean and tidy.
3. Shower, toilets, entrances and staircases must be washed at least once a week.
4. When there are several users of common rooms such as kitchen, showers/toilets etc., a
wash/cleaning list will be posted. Every tenant must comply with the lists for cleaning and
tidying.
5. If SIV after given notice does not find the cleaning and tidying acceptable, our employees will
clean the areas and tenants sharing the area will be invoiced for the expenses. Tenants shall
give SIV notice if the cleaning of shared areas fails.
6. All tenants are responsible for keeping common rooms clean and tidy at all times. This rule
also applies to common rooms cleaned by SIV. Common rooms can be temporarily and
permanently closed by SIV if they are not kept clean and tidy at all times.

The head of Student Accommodation, or other authorised representative, may grant an exemption
to the benefit of tenants from all of these regulations.

§5. Storerooms
1. Storerooms must be kept tidy.
2. SIV can organize a voluntary work/tidying of storerooms when this is required. Storerooms in
apartments are not a part of this regulation.
§7. Use of the accommodation and the common areas
1. Tenants are under obligation to respect the right of other tenants to work undisturbed and to
keep peace and order after 11.00 pm on weekdays and after 12.00 midnight on days
preceding public holidays and until 08.00 am. This applies to the accommodation and the
property as a whole. Tenants are also responsible for the conduct of their visitors. SIV or
SIV’s representative may, if necessary, demand that visitors shall leave the accommodation
and the property.
2. It is not permitted to shake bedclothes, carpets or other material from windows, balconies or
verandas. Barbequing on balconies/verandas is not permitted.
3. Drying and airing of clothing is never allowed in common areas or escape routes, or in such
a way that it may cause inconvenience for other tenants.
4. It is not allowed to drill holes in the wall. All pictures etc must be hung onto hooks attached to
the picture rail, or by other methods that do not leave marks on the wall. This applies for
common rooms, stairways, etc as well as your room/apartment. Notice, messages, etc. may
only be posted on notice-boards.
5. It is not allowed to install washing machines, dishwashers or similar unless the
accommodation is adapted for this use.
6. It`s not permitted to remove/exchange fittings unless special permission to do so has been
given by SIV.
7. It is only allowed to install wired telephones at rooms/apartments where this is clarified.
8. All electrical equipment owned by tenants are connected on the tenant’s reasonability. The
tenant is responsible for trouble and damages caused by the use of the tenant’s electrical
equipment.
9. Approval to install private antennas can be given from SIV.
10. It is permitted to have guest staying overnight in the accommodation for a time period of 10
days in total. The tenant must be present during such visits.
11. Ventilation: Ventilation openings must not be blocked by clothing or similar. This can cause
damp, mildew and damage to the building. The tenant are not allowed to adjust the
ventilation system
12. Windows in common areas must not be left open at night.
13. Entrance doors must be kept locked at all times. Tenants must never provide unknown
persons access to the common areas.
14. All tenants are obligated to keep the outdoor areas tidy at all times.
15. Violation to Norwegian law gives SIV legal right for dismissal of the tenant according to the
tenancy agreement.
§8. Removal of private property and rubbish
1. SIV can instruct tenants to remove any private property (wrecked cars, rubbish etc.) that the
tenant has left on SIVs property. If the tenant fails to comply with this instruction, the
property will be removed for the expenses of the tenant.

§6. Garbage handling
1. All garbage must be properly wrapped before being placed in the proper garbage bin.
Regulations concerning use of garbage containers, sorting of garbage etc. must be followed.

§9 SIV`s liability for the tenants belongings
1. The tenant is responsible for insurance policy against thefts and damage to their personal
belongings.
2. SIV is not in any way liable for the tenants belongings when kept in their student
accommodation, unless the loss or damage to such belonging is caused by SIV`s
negligence or the negligence of someone acting on SIV`s behalf.
§10. Data/Network connection
1. The HiVe data connection in the accommodations is meant as a study-supply. Misuse of this
connection may lead to a discontinuation of these rights.
§12 SIV`s access to the premises, inspection and maintenance
1. If the tenant reports maintenance required to SIV the tenant by this also grants SIV, or
persons authorised by SIV, access to the premises until the maintenance has been done.
The maintenance must be carried out within a reasonable period of time.
2. Inspections and maintenance work shall normally be announced upfront.
3. Inspections that do not have to be informed upfront:
a. Inspections prompted by a suspicion that people`s lives and health may be at risk.
b. Inspections prompted by a suspicion serious breach of the tenancy agreement or
residential regulations.
c. Inspections prompted suspicion material damage or deficiency which requires
rectification.
§13. Appointed representatives
1. The host or SIV may be called upon for the application of the rules.

§11. Parking
1. Bicycles and prams must be placed only in the location indicated by SIV.
2. Cars, motorcycles and mopeds must be parked in the designated areas.
3. It is not permitted to connect engine heaters etc. to any power outlet in the student housing
unless there is specific outlet for this use and permission has been given.

Practical information
Host
There is one host at Ollebakken student accommodation. The host is there to welcome you and to
offer you assistance when needed, i.e. give you information about the Students’ Welfare
Organization (SIV) and practical arrangements, open the door if you have locked yourself out of
your accommodation, make sure that the house rules are being followed correctly and act as a
mediator if conflicts arise. The host is also selling washing cards and he has access to batteries for
fire alarms and light bulbs for the areas you have in common, like kitchen and hallways. You can
also contact him for booking and keys to the guestroom.
Post address
There are one post address per accommodation unit, i.e. each apartment has got its own box; the
single rooms in one unit share. Please add your name on your mailbox! It is very important that you
remember to add to your address both the name of the building in which you live and the room
number. Mail without the necessary information will be returned to the sender. SIV are using these
for giving you information and sending you your monthly rent invoice. You can get a name tag at our
office.
If you do not want to receive direct mail advertising you can get a sticker from our housing
department that says “no thanks to mail advertising” to put on your mailbox.

Change of address
When ending your stay in our accommodations, we would like all tenants to inform us about a
forwarding address. Remember also to notify everyone else concerned; i.e. the post office, bank,
insurance companies, newspapers/magazines, friends and acquaintances. This insures safe and
prompt mail deliveries. SIV is not responsible for your mail.
Fire directives
For your own and others' safety: Always remove the plug of electrical appliances after use. Please
be careful when using candles. Learn where emergency exits and fire-fighting equipment is. Go
always out when you hear the fire alarm .Read Instructions and Fire Escape Plan. Keep escape
routes free.
Fire sign and smoke detectors should always be intact. It is your responsibility to ensure that smoke
detector in your room / apartment / common area is not taken down, covered or that the battery is
removed. Sabotage of the detectors and / or extinguishers may result in replacement. Contact us
immediately if you notice an error.

If repairs etc. are required please use our internet service at: http://www.sivbolig.no/. At the lower
left corner you will find an English version. Then go to the area for “send complain”. You may also

No-smoking
In SIV’s accommodation there is no smoking allowed. The tenant will be charged for cleaning and
renovation if this is needed after smoking inside.
There are ashtrays placed sporadically around the outside area. We encourage the smokers to use
these and empty once in awhile.
Insurances
SIV has insured the buildings and our own inventory. Please remember the importance of having
the necessary insurances. Accidents may occur! It is your responsibility to insure your own personal
items.

Please notify that all tenants who repeatedly pay their house rental too late will be invoiced for
interest. Only one reminder will be sent out before we forward our claim to a debt-collecting agency.
Television
All the rooms have an outlet for cable TV. All the costs are covered by SIV. Every tenant is
however responsible of the NRK-license.
Electricity
The house rental includes electricity in the single rooms.
Please assist us in keeping the electricity consumption at a moderate level. Think environment, –10
degrees outside and open windows throughout the day will definitively consume a lot of electricity.
Remember to turn off the lights and lower the thermostat before leaving your room or joint areas.
Show respect
Please show respect for the other tenants. There should be peace and quiet after 11.00 pm during
the week and at midnight in the weekends and before holidays.

Joint rooms
SIV will clean the floors in the joint rooms on a weekly basis. It is however your own responsibility as
a tenant to tidy and clean up everything after use. Please put all the furniture back to the correct
places, remove bottles and garbage, wash the dishes and wipe the tables, if necessary. Remember
also to leave the washing room, sun beds etc. clean and tidy. This will certainly make a difference to
other tenants.
Also remember that you don’t live alone and you are not allowed to do as you would like to all the
time. If you are having trouble with some of the people you live with, we would recommend you to
talk to this person on your own as soon as possible. A small problem often ends up being a bigger
problem than needed if you wait too long.
Sun bed
The Sun bed is located next to washing facilities. The company ”Norsk Solservice” is the owner and
is responsible for the management of the bed. If there are any problems call them at 33 77 54 70.
SIV will clean the floors. All other cleaning, removal of rubbish etc. must be taken care of by the
users.
Storage rooms
There are marked storage rooms in the attic. These rooms are suitable for smaller belongings, such
as suitcases, boxes etc. You will need to buy a padlock yourselves. It is not allowed to move the
standard furniture in each accommodation to the attic – without a special agreement to do so.
Personal belongings which are left out in the open attic will be removed. Please inform SIV if you
find any items that belong to previous tenants. The storage room must be emptied and brushed
before departure
Bicycles
Please use the bicycle shed for storing your bike. The shed must always remain locked (use the key
to the main entrance door). It is not allowed to keep your bicycle inside the accommodation. Our
caretaker will remove these immediately.
Parking
There are no fixed parking spaces. Please park correctly with adequate space between the cars.
Border for pictures
SIV has installed borders (with special hooks) for pictures in each room. Wall decorations of any
kind must be hanged on these designated borders. Please use fishing line or string. It is not allowed
to use drawing pins(thumbtack), nails etc. in the walls, due to considerable extra costs in
maintenance this could cause. Contact our caretaker if you need any extra hooks.
Washing facilities
There is a washing machine and tumble dryer in building B. You can buy the washing tokens from
the host and from SIV’s office. Each wash costs NOK 12.
PS! Bras containing metal must never be washed in the machines unless you use a special washing
bag. Loose metal items have, much to our regret, caused many expensive repairs.

You are welcome to arrange social activities together in the hallways, like dinners and parties
together to make a good relationship.

Outdoor areas and furniture
If you move outdoor furniture, always remember to get all items back where they belong again.
Wipe the tables after use and make sure to remove all rubbish. We all want the facilities to look at
its’ best.
Snow
We are responsible for clearing the roads, parking spaces etc. When heavy snow occur it may take
some time before all areas are cleared. You will find a shuffle outside the building for your own use,
if needed.
All joint areas mentioned above must be cleaned thoroughly, from ”top to bottom”, on a yearly basis.
Look at “Cleaning especially for you” to see which areas you should wash. This thorough
cleaning must be done before August 15th each year. There will be done a check, by the house
keeper, in short time after this. We appreciate if you contact Ann Mari (house keeper), as soon as
you are done with your cleaning.

Out removal
Remember to send SIV a written confirmation about the day of your departure two months before
checking out. The dismissal can be register on our home page/housing system: www.sivbolig.no on
“My page” or at our office. If your dismissal is before the 15th, we will invoice you for ½ month only.
But if your dismissal is after the 15th, you will be charged for the whole month. Your room and joint
areas must be cleaned properly before departure (for further information, please see the following
pages).

Cleaning
All tenants are responsible for cleaning their own apartment and the joint area that belongs to their
room. We suggest that you make ”cleaning lists”, i.e. a composition containing the names and dates
when each tenant is responsible for doing the cleaning. All tenants have to take this responsibility
and make sure that the job gets done. The house keeper checks each week that the joint areas are
clean. The places where the cleaning works fine the inspection will be more seldom and inspections
will be taken occasionally. If any problems you can contact the house keeper or the department of
accommodation, and full inspection will be performed.

Garbage handeling
There is garbage recycling outside every SIVs accommodations. The garbage disposal is placed
next the bicycle sheet.
Remember to think about the environment and recycle and sort your garbage: Paper / Cardboard,
Bio-waste, Plastic, glass/metal and mixet-waste in separate disposal. Remember to always zip your
garbage before throwing in the disposal. Please help us to keep it clean in the garbage area. That
way we avoid mouse, rats and birds in the garbage area.
This is glass garbage:
 Glass that has contained jam, pasta sauces, baby food, etc.
 Wine and liquor bottles
Throw it in the boxes whit orange led.
This is metal garbage
 soda and beer cans
 canning, caviar and mayonnaise tubes etc.
 corks, metal, soft metal cans, foil.
Only glass and metal that have contained food or beverage to be recycled.

This is plastic garbage:
 plastic packaging that has contained food, beverages or other household goods
 polystyrene, plastic film
 window washer fluid jugs, shampoo bottles, etc.
Rinse plastic container with cold water before you throw it. It doesn’t matter whether it is a thin layer
of fat left. Labels can stay on. Use common sense: Is it difficult to get the plastic packaging, clean,
use the dispose whit mixed garbage
Tip: The plastic waste is collected in a plastic bag in the kitchen and thrown into the plastic waste
bin.
Throw it in the boxes whit gray led.
This is Bio- waste:
 Food left overs
 Tea bags and coffee filters
 Paper towels and napkins
 Plants, flower bouquets
Throw it in the boxes whit braun led.
Remember to only use the BIO- bags, not regular plastic bags. Empty your bio-garbage every day,
that way you avoid bad smell in the kitchen.

You can disposal discarded EE waste in the box under the staircase in B-Blokk.
This is the EE-waste:

 phones / cell phones, chargers, lamps, wires, switches
 toys with batteries and electronic components
 Radios, CD players, cassette players, video players, MP3 players, cameras
 computer equipment, clocks, bells
 coffee makers, kettles, kitchen appliances, hairdryers

Electrical appliances: TVs, washing machines, dishwashers, refrigerators, stoves, freezers, heaters
and microwave ovens you need to deliver yourselves in the shops where such equipment are sold.
You do not have to buy again to deliver. The shop is obliged to receive if they sell similar products.
You may also deliver to the recycling stations.

Internet / network
General
Each user is solely responsible for all activities she/he is doing on the network. Abuse will be
punished with a warning or exclusion from the network depending on the nature of the abuse. All
users must comply with Norwegian law. Our residents also have to comply with Uninett/Vestfold
University College rules for use of the network.
Wireless/wired routers
The tenant is allowed to set up a wireless router at his dorm/apartment if the tenants have good
knowledge of how the device should be configured. It is not allowed to have routers or other devices
connected to the network running DHCP (dynamic distribution of IP addresses). If it is discovered
routers or the like that have enabled DHCP in a single room, the user will be blocked to access the
network from their dorm room.
SIV will handle support for:

Errors/Problems in the network
•
Problems with connections from student room.
SIV is trying to solve most problems for tenants by phone. We always perform a basic check of the
user equipment when communications problems occur, and it is therefore important that you as a
tenant have your computer available and turned on when you contact us. If a tenant asks SIV to
come to the room/dorm house to correct an non-existent error or is due to the users own mistake or
equipment failure, SIV reserves the right to bill the customer for this.
Resident Assistants on each property has a relatively good knowledge of the network and use of
this. If you cannot solve your problem yourself, you can contact your Resident Assistants to ask for
assistance on connecting your machine.
Use of computer networks
The data connection in your room/apartment is a service that is accessible through collaboration
between SIV and Vestfold University College. The setup of own computer and use of this is the

Connecting to the Internet from the room - Use of VPN
All students who have created an account on the student server is able to use the connection to the
internet through a VPN connection to Vestfold University College (VUC).
1) Connect your machine into the wall outlet using a network cable. PS! Use the network outlet
marked with an odd number.
2) Turn on your computer.
3) Open a web browser, and enter the address: http://intra.hive.no/
4) Press the "IT-Tjenester" on the top and select "VPN" from the menu on the left.
5) Follow the instructions on this page point by point.
6) Start the VPN software you have installed and log in using your (student) user name and
password.

Connecting to the Internet from the room - with the router from SIV
The room/apartments are equipped with routers from SIV is configured to connect to the internet.
Use one or more of the four "LAN" ports on the back of the router to connect to your PC(s). You do
not need to use VPN to connect to the network if you have installed separate router from the SIV in
the room. It is not allowed to disconnect/remove the SIV routers.

Checking out and cleaning
Generally
We need to be strict as regards the cleaning of the premises before checking out to ensure
comfortable accommodation for new tenants. Please contact our House keeper at number 9007
1215, at latest one week before your checking out datum, for an appointment. You must check out
before 12.00 o’clock the last date in the contract.
When checking out of your room we prefer to check the premises before you leave. It is an
advantage that both tenants and the House keeper are present. If the cleaning needs to be
improved and you are not present to rectify the matter, you will be billed a fee of minimum NOK 500.
If you not are finished with the washing for the checking out time, or you do not have cleaned
adequately, you will be charged of NOK 100 because of a new checking out.
Cleaning before leaving (rooms):
Throughout the school year all tenants are responsible for the cleaning of assigned parts of the joint
areas. In addition to cleaning your own room before leaving, these same areas must also be
cleaned properly before checking out.
Look at “Cleaning especially for you” to see which areas you should wash.
On request from students - SIV has made a distribution list. Each tenant will be given specified jobs.
Your storage room needs to be emptied and wiped before checking out. SIV will check all the rooms
each summer and anything left behind will be thrown away.
Cleaning before leaving (apartments)
When you move out you need to wash your apartment. That means everything should be washed,
including ceilings and walls.
Windows washed inside and out. Curtains shaken or washed as needed (at 40 ° C). Bath washed
thoroughly and shower curtain is machine washable at 40 ° C.
Fan and cooker washed thoroughly. Refrigerator thawed and washed.

Room / apartment must be checked out before 1200 o’clock at the day of departure. If the key is not
delivered to SIV within 12.00 o’clock the last date in the contract we have to replace the cylinder and
the tenant will be charged for NOK 750 for cylinder exchange.
