Rules governing the management and control of the Minnesota State Fairgrounds and the Minnesota State Fair.
CHAPTER ONE – GENERAL
1.01 Authority: These rules are promulgated pursuant to authority granted the Minnesota State Agricultural Society by Minn. Stat.. § 37.16.
The Minnesota State Agricultural Society is not an agency of statewide jurisdiction, therefore, rules adopted by the Minnesota State
Agricultural Society have not been promulgated pursuant to Minn. Stat. Ch. 14 and will not be found in the bound volume of Minnesota rules.
1.02 Definitions: For purposes of these rules, the following definitions shall apply:
A.Board of managers: The board of managers is responsible for management and control of the Minnesota State Agricultural Society
including the annual election of its secretary.
B. Commercial space: Those areas and locations on the State Fairgrounds designated by the Society to be used for commercial exhibits and
concessions.
C. Commercial space committee: The committee of three or more members of the board of managers, designated by the president of the
Society, empowered to examine Society commercial space policies and the actions of the commercial space division and make
recommendations thereon to the board of managers.
D. Competitive exhibitor: Any person or firm which enters animals or articles for competitive exhibition at the State Fair.
E. Delegate: That employee of the Society given authority by the secretary to act on the secretary’s behalf in the instance specified.
F. Department superintendent: That delegate of the secretary who is head of a specific Society department.
G. Director: That delegate of the secretary who is head of a specific Society division.
H. License: An agreement whereby the Society grants to an entity the privilege to exhibit, disseminate information, sell, make deliveries of or
accept deposits for future deliveries of goods, services, or information on or from an assigned State Fairgrounds commercial space during
the period of the State Fair. Licenses will be granted in accordance with the Society’s commercial space policy and rules, upon timely and
proper application and showing of qualification, and if commercial space is available.
I. Minnesota State Agricultural Society (Society): The public corporation and department of state charged with the responsibility for
management and control of the State Fairgrounds and conducting the State Fair and other exhibitions on the State Fairgrounds.
J. Personal property: All privately owned buildings, tents, booths, structures, improvements, business equipment, fixtures or other
enclosures, whether portable or permanently affixed to State Fairgrounds property are personal property. A private party is precluded from
holding any interest in real property on the State Fairgrounds.
K. Secretary: The secretary of the Minnesota State Agricultural Society is also the executive vice president.
L. State Fair: An annual exhibition conducted by the Society on the State Fairgrounds.
M. State Fairgrounds: That certain area of land in Ramsey County, Minnesota defined and described in Minn. Stat. 37.01 and other real
estate parcels as recorded with Ramsey County Register of Deeds, including the area outside as well as inside the fenced portion thereof.
1.03 All pay gates: Entry into the State Fair shall be solely contingent upon the presentation and surrender of a valid ticket of admission in
accordance with the most current schedule of gate prices as established by the board of managers. Only properly identified emergency
personnel, such as police, fire and ambulance, as well as properly identified Society service personnel, shall be exempted from this rule when
engaged in legitimate emergency or service duty which requires passage through State Fairgrounds admission gates.
1.04 Gate controls: Admission gates and exhibit buildings of the State Fair will be open to visitors on days and during operating hours as set
by the board of managers. Persons not involved in the preparation or teardown of exhibits for the State Fair may be prohibited from entering
the State Fairgrounds during the preparation and teardown period. Gate admission fees will be charged during nighttime (non-operating) hours
with the same fee schedule in effect as during day time (operating) hours. Persons entering the State Fairgrounds during non-operating hours,
in addition to paying established gate fees, will be required to provide proof of their having business on the State Fairgrounds during said nonoperating periods. License holders and their employees needing to enter or remain on the State Fairgrounds during the overnight period must
first obtain an overnight badge from the appropriate Society department superintendent or division director. No badge will be issued without
proper identification.
1.05 Pass-out gates: A pass-out system is operated during the State Fair at admission gates. Persons exiting through these gates may,
upon request, obtain proper credentials for readmittance to the State Fairgrounds without additional charge. Readmittance will be honored the
day of issuance only.
1.06 Admission prices: The board of managers shall annually review and establish gate admission prices for persons and vehicles including
specific fee exemptions and discounts.

1.07 Vehicle restrictions: Maximum vehicle speed limits on the State Fairgrounds, as well as appropriate allowances and restrictions
dealing with unnecessary acceleration, vehicle parking, delivery hours, restricted areas, tow-away zones and impound arrangements, shall be
established by the secretary or delegate. The secretary or delegate shall provide for the placement of such traffic control signals, signs, and
other traffic control devices on the State Fairgrounds as deemed necessary for the safety, protection and control of the State Fairgrounds and
the people thereon. When any police officer or security person finds a vehicle illegally parked on the State Fairgrounds, they are authorized to
issue a citation, or provide for the removal and impoundment of such vehicle, or both. Cost of removal and storage shall be borne by the
vehicle’s owner.
1.08 Pedestrian right-of-way: When walking on or about any street, sidewalk or other area generally open to the public on the State
Fairgrounds, pedestrians shall at all times have the right-of-way as against all vehicles, other than identified emergency vehicles. Drivers of all
vehicles, other than identified emergency vehicles, shall yield the right-of-way to any and all pedestrians on the State Fairgrounds.
1.09 Two-wheeled and track-vehicles: Two-wheeled vehicles, such as bicycles, motorcycles and motor scooters, will not be allowed on the
State Fairgrounds during the State Fair unless such two-wheeled vehicles are on display in a commercial space licensed by the Society and, in
such case, said two-wheeled vehicles must be kept in the assigned commercial space and may not, under any circumstances, be operated on
the streets of the State Fairgrounds. Electric personal assistive mobility devices may be used on the State Fairgrounds by person that are
physically challenged. Track-type vehicles, including snowmobiles, may not be operated anywhere on the State Fairgrounds at any time of the
year without the express authorization and approval of the secretary or delegate.
1.10 Bannering, picketing, interfering, protesting: No person or group of persons shall banner, picket, march, protest, demonstrate or
caucus on the State Fairgrounds before or during the State Fair in any manner that interferes with the convenience and safety of any State
Fair patron, exhibitor or employee.
No person or group of persons shall banner, picket, march, protest, demonstrate, or caucus on the State Fairgrounds during any event held
on the State Fairgrounds while the annual State Fair is not in session (the off season) without first applying for and obtaining a permit from the
Secretary of the Minnesota State Agricultural Society. Applications must be submitted to the Secretary no later than 30 days prior to the first
day of the event. Application forms and the procedures and policies governing permitting decisions are available from the Secretary upon
request. This Rule does not replace or modify any other rule.
1.11 Handing out materials: The sale, posting or distribution of any merchandise, products, promotional items and printed or written material
except from a fixed location on the State Fairgrounds approved by the secretary or delegate shall be prohibited.
1.12 Advertising vehicles: The operation or parking of any sound truck or vehicle upon which advertising signs, political or otherwise, have
been affixed in any manner shall be prohibited anywhere on the State Fairgrounds. This rule is not applicable to a lettered service vehicle
advertising a firm or its products while making deliveries or to the normal advertising on bumpers and windows of motor vehicles.
1.13 Conflict of interest: No manager, officer or employee of the Society shall:
A. Enter into a contract with the Society.
B. Have or acquire any financial interest, whether direct or indirect, in any contract between the Society and any license holder, performer,
vendor or contractor.
C. Engage or participate in personal business or financial transactions that conflict with the interest of the Society or their obligations and
interests as a member of the board of managers, officer or employee of the Society.
D. Be entitled to any special consideration involving the storage of vehicles and materials on the State Fairgrounds or the use of Society
buildings, machinery, or equipment, except as may be specifically approved by the board of managers.
E. Be allowed to purchase any material for their personal use through the name, credit or account of the Society.
1.14 Use of vehicles by Society employees: All vehicles used by managers, officers or employees of the Society in connection with Society
business shall:
A. Be the property of the manager, officer or employee, with the Society to have no interest or obligation except as authorized by the board of
managers and stated in the Society bulletin covering expense reimbursement; or
B. Be used by the Society as part of a service contract, through rental or on a courtesy basis; or
C. Be the sole property of the Society to be used only on Society business.
No vehicle shall be rented by the Society from any Society manager, officer or employee.

1.15 Equal employment opportunities: The following policies concerning fair and equal employment shall be followed by the Society:
A. It shall be the policy of the Society to foster the employment of all individuals with the Society in accordance with their fullest capacity and
ability, regardless of race, color, creed, religion, sex, sexual orientation, age, national origin, marital or veteran status or status with regard
to public assistance or disability, and to safeguard their right to hold employment with the Society without discrimination; and
B. Every contract for or on behalf of the Society for materials, supplies, construction or licenses may be cancelled or terminated by the
Society when discrimination on account of race, color, creed, religion, sex, sexual orientation, age, national origin, marital or veteran status
or status with regard to public assistance or disability, exists in the hiring or employment of common or skilled labor by the contractor
pursuant to the contract for or on behalf of the Society.
1.16 Acceptance of gift: No manager, officer or employee of the Society shall accept from a person or company that does business with the
Society, any gift, gratuity, cash, merchandise or thing of value. This prohibition shall extend to the acceptance of food or beverage or
merchandise at less than full retail price from a license holder during the State Fair.
1.17 Hiring of relatives: No relative of a Society employee or a relative of a member of the board of managers shall be given preferential
treatment in being hired or promoted. Relatives may be precluded from working in the same Society department.
1.18 Dogs: During the period of the annual State Fair, no dogs or other pets shall be allowed on the State Fairgrounds. Exception: Dogs or
other pets may be allowed when part of an exhibition or demonstration authorized by the secretary or delegate. No other exceptions will be
allowed during the period of the State Fair.
During the non-fair period, no dogs or other pets shall be allowed in State Fair buildings, unless part of an exhibition or demonstration
authorized by the secretary or delegate. No dogs or other pets may be allowed on the State Fairgrounds at any time unless confined or
restrained on a leash of less than six feet in length. During fair and non-fair periods, society personnel are empowered to order the removal
from the State Fair any dog or pet in violation of the above, or found to be disturbing or endangering the public.
1.19 Roller skates, in-line skates and skateboards: Use of roller skates or in-line skates shall not be permitted on the State Fairgrounds
during the State Fair except as authorized in an agreement executed by the secretary or delegate. Use of skateboards shall not be permitted
on the State Fairgrounds at any time except as authorized in an agreement executed by the secretary or delegate.
1.20 Practice driving: The State Fairgrounds may not be used by any person, organization or firm to conduct lessons for or to practice driving automobiles or other motor vehicles, unless such activity is covered under an agreement executed by the secretary or delegate.
1.21 Use of metal detectors: The use of metal detectors or similar devices shall be prohibited on the State Fairgrounds. Any activity of discovery, whether undertaken with or without a detection device, which results in digging, probing or otherwise disturbing the ground, shall be
prohibited on the State Fairgrounds. This rule shall neither limit nor prohibit activities or the use of detection devices as may be directed by the
secretary or delegate in the legitimate conduct of Society work.
1.22 Electrical inspections and requirements.: Minn. Stat. 326.244, Sub. 4 authorizes the Society to provide for inspection of fixed and
transient electrical installations within its jurisdiction and to that end the Society has elected to adopt by reference as if fully set forth herein the
following sections of Minn. Stat., Chapter 326 dealing with electrical regulations and inspections: A. 326.01 Definitions; B. 326.242 Licenses;
C. 326.2421 Alarm and Communication Systems; D. 326.243 Safety Standards; E. 326.244 Inspection, except with respect to fees; F. 326.245
Manufacture of Electrical Apparatus; exempt; and G. 326.246 Crimes.
With respect to Minn. Stat. Sections 326.44 and 326.246, adopted above by reference. wherever the words “the Board,” referring to the State
Board of Electricity, are used therein, the words “the Society”, should be substituted therefore.
The Society will undertake inspections within its jurisdiction in compliance with applicable requirements of the Minnesota Board of Electricity
Rules, Chapter 3800, which are hereby adopted by reference, along with any future revisions, modifications or amendments thereto, except
with respect to fees, which shall be established by the Society. With respect to said rules, wherever the words “the Board,” referring to the
State Board of Electricity, are used therein, the words “the Society” should be substituted therefore.
Electrical inspections shall be accomplished by an electrical inspector(s) contracted by the Society to provide such service with qualifications
and credentials as are required for the performance of such duties and who further meet the standards specified in Minnesota Board of
Electricity Rules, Chapter 3800.3630.
Each individual, partnership, corporation or other business association doing electrical work within Society jurisdiction shall file with the Society
a copy of their current license issued by the Minnesota Board of Electricity or such other evidence of such license as may be provided by said
board. No electrical construction, remodeling, replacement or repair shall be undertaken within the jurisdictions of the Society, except minor
repair work as defined in Minnesota Board of Electricity Rules, Chapter 3800.1100, without first having received an inspection from the Society.

1.23 Service animals: A service animal is a dog that is individually trained to do work or perform tasks for a person with a disability. Service
animals can accompany people with disabilities in all areas where members of the public are allowed to go.
Service animals are defined as dogs that are individually trained to do work or perform tasks for people with disabilities. Service animals are
working animals, not pets. The work or task a dog has been trained to provide must be directly related to the person’s disability. Dogs whose
sole function is to provide comfort or emotional support do not qualify as service animals under the ADA.
Service Animals must be harnessed, leashed, or tethered, unless these devices interfere with the service animal’s work or the individual’s
disability prevents using these devices. In that case, the individual must maintain control of the animal through voice, signal, or other effective
controls.
Inquiries, Exclusions, Charges, and Other Specific Rules Related to Service Animals
A. When it is not obvious what service an animal provides, only limited inquiries are allowed. Staff may ask two questions: (1) is the dog a
service animal required because of a disability, and (2) what work or task has the dog been trained to perform. Staff cannot ask about the
person’s disability, require medical documentation, require a special identification card or training documentation for the dog, or ask that
the dog demonstrate its ability to perform the work or task.
B. A person with a disability cannot be asked to remove his service animal from the premises unless: (1) the dog is out of control and the
handler does not take effective action to control it or (2) the dog is not housebroken. When there is a legitimate reason to ask that a
service animal be removed, staff must offer the person with the disability the opportunity to obtain goods or services without the animal’s
presence.
In addition to service dogs, miniature horses that have been individually trained to do work or perform tasks for people with disabilities may
be allowed. (Miniature horses generally range in height from 24 inches to 34 inches measured to the shoulders and generally weigh
between 70 and 100 pounds.) Assessment factors are (1) whether the miniature horse is housebroken; (2) under the owner’s control; (3)
the facility can accommodate the miniature horse’s type, size, and weight; and (4) the miniature horse’s presence will not compromise
legitimate safety requirements necessary for the safe operation of the fair.
CHAPTER THREE – COMPETITIVE EXHIBITS
3.01 Competitive exhibition times: Times for the setup of State Fair competitive exhibits, the dismantling and removal of exhibits and the
hours of public viewing will be set annually by the secretary or delegate and will be stated in individual department premium books.
3.02 Responsibility for competitive exhibits: The Society will use diligence to protect livestock and articles entered for exhibition, after their
arrival and placement, but under no circumstances will it be responsible for any loss, injury or damage done to or caused by any animal or
article on exhibition. It is the responsibility of the competitive exhibitor to obtain appropriate insurance for any damages due to or caused by the
exhibit and to indemnify and hold the Society harmless against any claim arising out of incidents involving the exhibit. Removal or pickup of
exhibits at established times as stated in individual department premium books, entry blanks or entry receipts, shall be the responsibility of the
competitive exhibitor. The Society shall not be responsible for any exhibit not removed or picked up at established time and the secretary or
delegate will dispose of all exhibits not removed or picked up within one year of such established time.
3.03 Board of Animal Health: The exhibition of livestock on the State Fairgrounds shall be under the supervision of the Minnesota Board of
Animal Health and its applicable rules and regulations will be complied with in full. Health requirements for individual departments will be set
forth in their respective premium books.
3.04 General competitive entry requirements: Competitive exhibitors must file proper entry blanks with any applicable fees prior
to the designated closing date for entries. The Society reserves the right to refuse entries or prohibit the exhibition of animals or articles entered if the showing of such animals or articles is contrary to law, or violative of the Society's interest in providing for the health, safety and protection of its patrons. Exhibits entered in the wrong class or category may be transferred prior to judging at the discretion of the department
superintendent to the proper class or category of competition.
Deception of any type by an exhibitor, as determined by the department superintendent will ban the exhibitor from any further competition and
result in the forfeiture of all premiums. Mechanical or artistic articles must be entered in the name of the artist, inventor, manufacturer or maker.
The Society desires that all prospective exhibits be given a fair opportunity to enter their exhibits and to have them judged on the basis of their
individual merits without favoritism or undue influence. This means that, as a minimum safeguard, an objectively qualified prospective exhibitor
shall not be given an advantage or placed at a disadvantage because of his or her familial relationship with a Society officer or member of the
Board of Managers. On any occasion when a relative of a Society officer or member of the Board of Managers has objectively qualified for the
entry of an exhibit, the related Society officer or Board of Managers' member shall not have any written or oral communication with either the
affected department superintendent or exhibit judge before, during and after the judging process is completed as the communication relates to
the competition in which the exhibit is entered.

3.05 Animal competitive entry requirements: When animals are entered for State Fair competition by an entity other than an individual,
that entity (whether a corporation, partnership, breeding establishment or other) must have been in existence as of the closing date of entries.
Appropriate documentation showing the status of the entity must be available for inspection by the department superintendent. All animals
entered under a breed classification must be recorded in a breeding association recognized as representative of the particular breed. The
competitive exhibitor must produce a certificate of registry at the request of the department superintendent. All animals shown must be owned
by the competitive exhibitor from the time of making entry, except as otherwise provided in special rules of the department.
3.06 Judges: Competent and qualified persons will be employed as judges by the Society to evaluate all competitive exhibits. Judges shall
be responsible for reading and understanding the general rules and all special rules applicable to the department or class in which they are to
serve. No person who is a competitive exhibitor may act as judge in a class in which they are competing.
3.07 Interference with judging: Judges shall report to the department superintendent any competitive exhibitor who in any way, whether in
person or by agent or employee, interferes with them or shows any disrespect to them during the judging. The department superintendent may
exclude any such competitive exhibitor from further competition. The secretary may withhold from such competitive exhibitor any or all
premiums that have been awarded and may also exclude such competitive exhibitor from further competition at the State Fair.
3.08 Award books: Judges and persons acting as clerks to the judges must use special care to record the proper names in the award books
after awards have been made. The judge, competitive department superintendent in charge and clerk recording the awards of the department
must sign the award book at the close of each class immediately after all awards in such class have been made.
3.09 Qualification of entries: If there is any question as to the regularity of an entry or the right of any animal or article to compete in any
class or category, the judge or judges shall report same to the competitive department superintendent in charge for adjustment. Judges shall
place a reserve award in each class. Should any animal or article awarded a prize be disqualified, the animal or article awarded the next lower
prize shall graduate into the next higher position, if in the opinion of the judge, it is worthy of such prize. Judges must not award a prize to an
unworthy exhibit. No premium or distinction of any kind shall be given to any animal or article that is not deserving.
3.10 Finality of decisions: In judging livestock, the decision of the official State Fair veterinarian and judge as to soundness shall be final.
The decision of the judge shall be final in all cases, except when mistake, fraud, misrepresentation or collusion, not known at the time of the
award, is discovered. In such cases, the secretary shall take appropriate action or refer the matter to the board of managers.
3.11 Interpretation of rules: A faithful observance of all rules governing the exhibit will be required, and when in doubt as to the application
or meaning of a rule, the competitive department superintendent in charge shall interpret such a rule. This interpretation when requested by
either a competitive exhibitor or judge must be reduced to writing and returned to the secretary or delegate with the award books.
3.12 Protests: A protest from the decision of a judge will only be accepted from a competitive exhibitor named in the official judge’s sheet for
competition in the class or class under protest, and must be filed with the secretary within five hours after the award has been made. An award
is deemed to have been made when the notation of the decision of the judge is entered into the department award book. All protests must be
made in writing and must be accompanied by a deposit of one hundred dollars. The protest must state plainly and specifically the facts upon
which the complaint or appeal is based. The right to appeal will lie only when it is charged that the award has been made in violation of the
rules governing the exhibit, or when it is charged that the decision of the judge has been influenced or interfered with by another person.
No protest or appeal based upon the statement that the judge or judges are incompetent or have over-looked an animal or article will be
considered. The one hundred dollar deposit will be returned only if the protest or appeal is upheld. In protest and appeal instances where rules
established by a breed association or other competitive organization with which the Society has an agreement differ from this rule, rules of the
association or organization shall govern.
3.13 Late showing of exhibit: No animal or exhibit will be judged or awarded a prize if it is not ready for judging and promptly brought into
the show ring when the class is called.
3.14 Premium money: Cash premiums awarded will be paid by check made out to the competitive exhibitor and mailed to the post office
address as stated on the entry blank. Competitive exhibitors may forfeit all premium money if exhibits are removed from the grounds prior to
the official time of release. The board of managers reserves the right to make reductions in premiums if the financial conditions of the Society
make such reductions necessary.

SPECIAL RULES
1. ELIGIBILITY.
A. Entries in this department are limited to bona fide living residents of Minnesota and must be the work of the exhibitor, completed
within three years preceding the fair, except as otherwise provided.
B. Articles which have won a first prize at a previous Minnesota State Fair are not eligible for entry. Entries are open to anyone 14
years of age or older as of the first day of the fair (exception: some of the special contests have different age
requirements; see individual special contest rules), whose exhibit represents a recreational hobby and is not used as a
means of livelihood directly or indirectly; as determined by the State Fair staff. In the case of a protest, please refer to
page 6, section 3.12. Each case will be handled on an individual basis.
C. Not more than one entry will be permitted in any class by one exhibitor. No entry required for classes designated
“Sweepstakes” or beginning with the letters “SP”.
D. We reserve the right to refuse entry to unusually large or heavy items that are difficult to handle and display. Pre-approval by
superintendent required on large items.
E. No tree skirts, plastic needlepoint canvas, pillow cases, tied quilts, plastic milk cartons, cans, aprons, dish towels, dish cloths, pot
holders, napkins, wedding gowns or baptismal gowns, yard art, photography, drawings on paper, wreaths, doilies, or any type of
taxidermy will be accepted in any category.
F. “Not otherwise specified” (NOS) classes are only for such articles that have no regular classes listed. If there is an existing
classes where an entry fits, it cannot be entered in NOS.
2. ENTRIES.
A. Entries close at 7 p.m., Monday, Aug. 15. No entries will be accepted after 7 p.m. on closing date. All canning, baking and
special contest entries must be registered by 4:30 p.m., Tuesday, Aug. 9. Errors or omissions must be registered within 10
days after fair closes, Sept. 5. No entry fee required.
B. Online registration for individuals. Available for all categories beginning Monday, May 2. Online registration closes 4:30
p.m. Tuesday, Aug. 9. All baking, canning and special contests entries MUST be registered (see pages 34 and 45). Early
registration for all other categories is optional. However, exhibitors taking advantage of this opportunity will speed up their entry
process when bringing in their articles on the delivery dates. Follow the procedure below:
1) Visit the Minnesota State Fair website at www.mnstatefair.org.
2) Click on “Competition & Contests” choose “Enter a Competition” and select the link for “Creative Activities”. Begin online
registration and follow the instructions to add the classes you intend to enter. After entering your contact information, click
“submit” to continue the process.
3) When the summary page appears, review your selected classes, and be sure to click “confirm registration” to finalize
your online registration. The last page of registration process should indicate you have registered, indicate drop off/pick up
times and remind you about email confirmation.
4) You will receive an email confirmation of your entries. Print a copy of your registration confirmation. If you do not receive
confirmation within 24 hours, please call (651) 288-4417.
5) Exhibitors must bring their registration confirmation with their entry.
C. Mail-in registration. Must be in our hands (not postmarked) by 4:30 p.m. Tuesday, Aug. 9. All baking, canning and special
contests entries MUST be registered (see pages 35 and 45). Early registration for all other categories is optional. However,

1) List the class numbers and descriptions of the classes you intend to enter on an 8 1/2” x 11” sheet of paper. Also include your
name, address and phone number.
2) Mail to: Competition Department - c/o: Creative Activities, Minnesota State Fair, 1265 Snelling Ave. N., St. Paul, MN 55108.
3) You will receive a paper confirmation of your entries via USPS mail.
4) Exhibitors must bring their registration confirmation with their entry.

3. DELIVERY OF ARTICLES
A. The Creative Activities Building will be open to receive articles beginning Saturday, Aug. 13 from 11 a.m.-5 p.m. Articles entered
must be delivered to the Creative Activities Building by 7 p.m. Monday, Aug. 15, in Needlecraft, Garment Making, Work of Senior
Citizens, Handcrafts, and Collections (Exception: quilts and rugs entered in County Sweepstakes Contests will be received up to
Friday, Aug. 19).
B. PLEASE NOTE - DAY AND TIMES! Entries in the Baked Goods category will be received Saturday, Aug. 20, 10 a.m.-1 p.m.
See page 34 for additional information.

C. Exhibitors unable to bring exhibits to the Creative Activities Building on entry days may bring them beforehand to the Competition
Department, 1312 Cosgrove Ave. on the fairgrounds between 8 a.m.-4:30 p.m., Monday-Friday. A list of the exhibits with class
numbers and descriptions MUST be attached. The name and address and telephone number of the exhibitor should head the
list. Please note the delivery procedures on the next page will take effect Aug. 8, 2016.
D. Exhibitors who send articles by mail or express should do so at least three weeks before the opening day of the fair. Articles
sent by mail or express should be addressed to the Superintendent of Creative Activities, Minnesota State Fair, 1265 Snelling
Ave. N., St. Paul, Minnesota 55108. The sender’s name and address must be plainly written upon the outside of the package and
also placed upon a card inside. A LIST OF THE ARTICLES BEING SENT SHOULD BE ENCLOSED. If article is made by a
person over the age of 65, special note should be made of that fact. Department clerks will classify exhibits, prepare entry tags
and attach them to each article sent. All express and parcel post charges must be prepaid by the sender. NO P.O. Box
addresses will be accepted. Directions for return shipment should be given, and money or checks (made out to Minnesota State
Fair) must be enclosed to cover cost of returning exhibits to exhibitor. DO NOT send stamps.
4. JUDGING
A. Judging of all articles except baking will be conducted Wednesday-Saturday, Aug. 17-20. Should any article be entered in the
wrong class and the error be discovered before the judging, the superintendent may make proper correction in the entry.
B. Competent judges will score each exhibit. A duplicate of the judge’s scorecard will be returned to the exhibitor for each entry in
order that the reasons for decisions may be apparent. The sweepstakes winner is chosen from the first place winners within a
category.
C. Judges are instructed not to award premiums unless articles are deemed worthy of merit. If no competition exists and an article is
not worthy of a first premium, the judge may award a second or a third premium, according to his or her judgment. In large
classes ALL entries are evaluated, but only the top 25 will be scored.
D. Only finished or mounted work will be accepted. Wall hangings and pictures must have a means of hanging them. Any article
having exhibitor’s name displayed must have the name securely covered by stitched cloth or heavy tape.
E. Soiled articles and articles not made within the last three years will not be judged.
F. Every effort will be made to display entries in an attractive arrangement and according to display space available. The State Fair
reserves the right to reject any exhibit offered if it is objectionable in any way, if it requires an excessive amount of space, or if the
capacity of the department has been reached. First place prize winners will be posted near the door of the office in the Creative
Activities building during the fair and on the Minnesota State Fair website at www.mnstatefair.org. No information on prizes will
be given over the phone prior to the start of the fair. Due to the enormous number of entries, all entries may not be displayed
or judged.
5. RETURN OF EXHIBITS
A. No articles can be returned before 1 p.m., Wednesday, Sept. 7. Please access the fairgrounds using Gate 0 (see page 13) or the
main gate (Gate 5) off of Snelling Avenue. Articles should be picked up at the Creative Activities Building from 1-7 p.m.,
Wednesday, Sept. 7, and from 9 a.m.-4 p.m., Thursday, Sept. 8. When dropping off your articles you will receive a yellow
confirmation sheet. Please be sure to bring the yellow confirmation sheet back with you when picking up your items. If you are
unable to pick up your exhibits on these days you must make arrangements with the Competition Department at (651) 288-4417
for pickup; 8 a.m.-4:30 p.m. Monday-Friday. NOTE: All entries must be picked up by December 31, 2016 at 4:30 p.m. AFTER
such date, the Fair reserves the right to destroy or dispose of non-claimed items at its discretion. Each person who enters an
item at the fair does so on the condition and with the understanding that he or she forfeits any and all legal rights and claims to
his or her entered items that is not picked up by the deadlines described in this section.
B. Premium checks will be distributed at the same time articles on exhibit are available for return to exhibitors. Premium checks not
picked up during those dates will be mailed to exhibitors at the address listed on their entry form. You may also donate any
premiums won to the Minnesota State Fair Foundation 501(c)(3) to support their mission of preserving and improving the
historic Minnesota State Fairgrounds and buildings, and supporting State Fair agricultural, scientific and educational
programs. Should you choose to donate your premiums, you may sign over your check when you pick up your article(s).

DUE TO SECURITY CONCERNS, AND FOR YOUR SAFETY, vehicles coming to the fair will be subject to inspection. In addition,
we ask exhibitors to work with us to maintain a safe and secure environment for all our guests. Please follow the below
instructions for the delivery of entries to the Creative Activities Building. Please note this only pertains to the delivery of entries
prior to the start of the fair. After the fair is over, the main gate off Snelling Avenue (Gate 5) will re-open for the return of entries.
SEE MAP and INSTRUCTIONS BELOW.
• Beginning Aug. 8, vehicles will be required to enter the grounds at Gate 0 (access off Larpenteur Ave. or via Hoyt Ave. off of
Snelling Ave.). Individual vehicle inspections may occur at this location.
• Follow Dan Elmer Way to Randall Ave. and turn left. Take the first right on Underwood St. Follow Underwood St. to Dan Patch
Ave. and turn left at Visitor’s Plaza. Go two blocks and the Creative Activities Building is on the corner of Cosgrove and Dan
Patch (just inside the main gate).
• After dropping off entries, take Cosgrove to Randall Ave., and turn left. Remain on Randall for three blocks. Turn right on Dan
Elmer Way, and exit the fairgrounds onto Larpenteur Ave. or Snelling Ave.
• Public vehicle traffic is not allowed on the grounds during the fair. Exhibitors choosing to participate in Special Contests
held during the fair will need to bring their entries to the Creative Activities Building on foot. The purchase of a gate admission
ticket is required to deliver item.

QUILTING
Please read and follow the size, technique, and quilting method requirements for each class. The construction of all quilt tops
must be done entirely by the entrant except in classes 215 and 216, but the quilting requirements vary. Be sure to clearly indicate on
the entry form if this is your “First Pieced Quilt”, or your “First Appliquéd Quilt” if you want to be eligible for these special awards. (“First”
means first ever made, not first entered into the State Fair.) Wall hangings must have hanging sleeve attached. Note: No tied, yo-yo,
puff, daisy, folded star, or simulated patchwork accepted. No quilts larger than bed size. All entries must have three layers and be
quilted through all layers.
JUDGING FOR QUILTS
Areas of consideration by judge will include: Overall Appearance, Visual Impact, Color and Design, Construction
Workmanship, Quilting Design and Workmanship, Settings, Sashings, Borders, Binding, and other Finishing Techniques. Rather
than numerical scores, entrants will receive written comments about these areas, plus one overall score. The purpose is
so the critiques and comments are helpful both for recognizing your quilting strengths as well as noting areas where you could
improve your techniques.

BAKED PRODUCTS
SPECIAL RULES (ALSO READ ADDITIONAL RULES ON PAGE 8)
1. ENTRIES.
A. All baking and special contest entries must be registered by 4:30 pm. Tuesday, Aug. 9. Errors or omissions
must be registered within 10 days after fair closes Sept. 5. No entry fee required.
2. REGISTRATION INFORMATION.
A. All Baked Products and Special Contest entries must be registered by 4:30 p.m. Tuesday, Aug. 9.
1) Online registration. Available beginning Monday, May 2. Closes at 4:30 p.m. on Tuesday, Aug. 9. Follow the
procedure outlined on page 8. If you do not receive an email confirmation within 24 hours please call (651) 2884417 to confirm. Exhibitors must bring their registration confirmation with their entry.
2) Mail-In registration. Must be in our hands (not postmarked) by 4:30 p.m. Tuesday, Aug. 9. Follow the
procedure outlined on page 8. You will receive a paper confirmation of your entries via USPS mail.
3) Note: If you enter a class or Special Contest that requires a recipe to be submitted, DO NOT send it with your
registration. Recipe should be delivered with your entry. Be sure to read each Special Contest’s rules carefully.
Name, address, phone number, entry number, class number should be included on back of recipe.
B. All articles exhibited must be the product of the exhibitor and must be baked. Each exhibitor is limited to a total
of 20 entries. Entries in the special contests (class 1107, 1109, 1112-1120) are not included in the limit.
C. An exhibitor may make only one entry in any class. Entries cannot be made in the same class or classes by more
than one person from the same family, except in Special Contests. If a product fits in a designated class, it cannot
be entered under “not otherwise specified”. Do not make entries in sweepstakes classes.
3. DELIVERY OF ENTRIES. (Please note the procedures for delivery of entry on page 10.)
A. IMPORTANT DELIVERY NOTICE! Articles entered must be delivered to the Creative Activities Building on
Saturday, Aug. 20, from 10 a.m.-1 p.m. except for those entered in The Great American Spam Championship and
ALL Gold Medal Flour Contests.
B. Disposable containers should be used, as no containers will be returned. Cakes will not be accepted on any plate
or dish that has to be returned to the owner. All baked products except iced cakes must be enclosed in a
plastic bag or disposable container, uncovered exhibits will not be accepted. Baking entries will not be
returned. Due to limited space, not all entries can be displayed. Cakes must be boxed and delivered on 8 in. or 9
in. flat cardboard rounds (available at bakeries), unless otherwise specified in class.
C. For food safety and health concerns of judges: No fruit (canned or fresh), flowers, cream, cream cheese,
sour cream or items requiring refrigeration to be used on products or as garnish. Exception: Because
judging is done immediately and no refrigeration is necessary, entries in class 1113-1120 may use the above items.
D. Minnesota State Fair gate admission is necessary when delivering items for special contests held during the fair.
4. ELIGIBILITY. (ALSO READ ADDITIONAL RULES ON PAGE 8)
A. Only articles which are the product of the “home” kitchen will be eligible. No mixes; no cheesecakes.
B. An exhibitor having received first premium at three successive Minnesota State Fairs will not be permitted to
compete in that class (excluding sweepstakes) at succeeding fairs for a period of two years.
C. In large classes, ALL entries are evaluated, only 25 will receive scores.
D. Carefully read and follow ALL directions and rules for each category. Points will be deducted if directions are not
followed.
5. SPECIAL AWARDS.
A. SP1000 Supreme Baker of the Kitchen. Awarded to the individual earning the most points on their entries in the
baking categories (not including sweepstakes classes or special contests or awards). Points will be awarded as
follows: first place earns 5 points, second place earns 4 points, third place earns 3 points, fourth place earns 2
points and fifth place earns 1 point. (Points will only be awarded as far out as the ribbon placing for the class.) The
winner will receive a plaque and be listed on the Creative Activities webpage and in premium book. The
winner will be contacted by phone and announced by signage in the kitchen area of Creative Activities.
B. Red Star Yeast will present Red Star yeast and a coupon for more yeast to all exhibitors entering the baking
competition (NOT including special contests).

COOKIE RECIPE CHALLENGE
Prepare the following recipe exactly as printed (no additions or substitutions). Enter four (4)
cookies on a disposable plate in a plastic bag or disposable container.
Crisp Oatmeal Cookies
¾ cup sugar
¼ cup firmly packed brown sugar
½ cup butter, softened
½ teaspoon vanilla
1 egg
¾ cup all-purpose flour
½ teaspoon baking soda
½ teaspoon cinnamon
¼ teaspoon salt
1 ½ cups quick-cooking rolled oats
½ cup dried cranberries
Heat oven to 375°F. Spray cookie sheets with nonstick cooking spray. In large bowl, combine sugar, brown sugar and butter; beat until
light and fluffy. Add vanilla and egg; blend well. Add flour, baking soda, cinnamon and salt; mix well. Stir in oats and dried cranberries.
Drop dough by rounded teaspoonfuls 2 inches apart on sprayed cookie sheets
Bake at 375°F for 7 to 10 minutes or until edges are light golden brown. Cool 1 minute; remove from cookie sheets. Yield: 36 cookies

Greater Midwest Foodways Alliance is dedicated to exploring, celebrating and preserving unique
food traditions and their cultural contexts in the American Midwest. By hosting public events,
developing archival resources and generating publications, the Alliance celebrates the distinctiveness of a region that is
as varied in tastes and traditions as it is in its geography from the Great Lakes to the Great Plains. Exploring indigenous
foods like Wisconsin cranberries and Minnesota walleye, celebrating iconic flavors like the wheat and corn from across
the prairies, chronicling cuisines from Native American to early European immigrants to 21st-century newcomers, or
highlighting fish boils in small towns and fine dining big cities, the Alliance promotes and chronicles the diversity of the

Every ingredient must be listed in exact measurement (no rounded teaspoons, etc.) and the type of ingredient (example: selfrising flour) must be specified. No mixes may be used, such as cake or bread mix. Follow general proper recipe procedure, listing
all steps of preparation, pan sizes, temperature and baking time.

Entries can be typed (or neat hand writing) on 8 1/2 x 11 inch paper in duplicate. Include photo of food for the display during the
fair. On one page provide the recipe and contestant’s name, exhibitor number, class number, age at time of contest, address,
phone number and email address. On a separate sheet(s) present the recipe's history. You may include who passed the recipe
down to you, ethnicity (if relevant), number of years the recipe has been in your family and any interesting information about its
place in your family’s traditions. Note the history accounts for 50% of the score so be sure to do justice to your recipe’s story.

Registration is required. Entries in this class must be registered by 4:30 p.m. Tuesday, Aug. 9. Follow instructions on page 34.
IMPORTANT: Entries in this class must be delivered on Friday, Aug. 26 (between 9-10 a.m.). They must be brought in a disposable container to the demonstration kitchen located inside the Creative Activities building. Entries should be delivered cold for
safe handling.
Make any sweet and savory themed recipe with at least one 12-ounce can of SPAM® products any variety (Classic, Lite, Less Sodium, Hot & Spicy, or other) and up to 10 other ingredients. (Packaged items such as cake mixes and other timesavers are welcome and count as one/individual ingredient. Salt, pepper, cooking oil, water and garnishes do NOT count.)
Judging Criteria is to emphasize the sweet/savory theme (creativity); prioritize taste (as in overall flavor and SPAM® product
presence); and to address the recipe's clarity, simplicity and visual appeal.
Recipes should be named, original, unpublished, the sole property of entrant, and not used for another contest.
Submit your entry with a clear/typed recipe (illegible recipes may be disqualified), a product label and your contact information.
One entry per person.
No SPAM® recipe contest 1st place winners from any fair in 2015 are eligible to win in 2016, nor are those who have won 1st
place three or more times.
All recipes become the property of Hormel Foods Sales, LLC, which has the right to publish or advertise the recipes and contestants without compensation.
Judges are chosen by the fair; their decisions are final. Hormel Foods is not responsible for lost recipes, nor is the fair.
All winners are required to sign a release provided by Hormel Foods. Winner awards will not be distributed until their releases
are received.
All contestants including fair winners, finalists and the national grand-prize winners shall not make any public appearances or
give any interviews associated with this competition without the permission of Hormel Foods or the Blue Ribbon Group.
Taxes on the prizes are the responsibility of the winner.
Employees of Hormel Foods Corporation, its affiliates, subsidiaries and families of each are not eligible to participate.
National Judging & Grand Prizes:

Fair contest supervisors forward 1st place winning recipes for national grand prize judging for both Adult and Kid Chef categories.
Hormel Foods’ Test Kitchens judge recipes on the above criteria. Their decisions are final.

For the National SPAM® Champion Grand Prize (adult: age 18 & up) one national grand-prize winner will be selected out of all 26

1 place recipes. He/she will receive a voucher to cover $3,000 in travel costs (airfare, hotel and food) for the 2017 Waikiki SPAM
JAM® Festival in Hawaii. The national grand-prize winner may elect to accept a $3,000 cash prize instead of the trip (ARV $3,000).

Both grand-prize winners will be notified by phone no later than Feb. 28, 2017. If Hormel Foods is unable to reach the grand-prize

1. ENTRY INFORMATION.
A. All Canned and Preserved Foods entries must be registered by 4:30 pm. Tuesday, Aug. 9. Errors or omissions must
be registered within 10 days after fair closes Sept. 5. No entry fee required.
1) Online registration. Available beginning Monday, May 2. Closes at 4:30 p.m. on Tuesday, Aug. 9. Follow the
procedure outlined on page 8. If you do not get an email confirmation within 24 hours please call (651) 288-4417 to
confirm. Exhibitors must bring their registration confirmation with their entry.
2) Mail-In registration. Must be in our hands (not postmarked) by 4:30 p.m. on Tuesday, Aug. 9. Follow the procedure
outlined on page 8. You will receive a paper confirmation of your entries via USPS mail.
B. Each exhibitor is limited to a maximum of 20 entries.
C. An exhibitor may make only one entry in any class. Entries cannot be made in the same class or classes by more than
one person from the same family or address.
D. If a product fits into a designated class, it cannot be entered in "not otherwise specified". Such exhibits will not be scored.
E. All canned goods will be opened for judging when they pass the appearance test. In order to judge accurately, this
procedure is deemed necessary. Every precaution is taken to prevent breakage or loss in the handling. Any product
deterioration or food safety issues to the display jar, due to display conditions, weather conditions or faulty canning
methods must be at the exhibitor’s risk.
2. DELIVERY OF ENTRIES.
A. IMPORTANT! DATES HAVE CHANGED FROM PREVIOUS YEARS. Canning entries must be delivered Saturday,
Aug. 13; 10 a.m.-5 p.m. and Sunday, Aug. 14; 11 a.m.-5 p.m. ONLY. Delivery procedures as outlined on page 8.
Entries should be brought to the annex entry (north side of Creative Activities Building).
Judged jars may be picked up on Wednesday, Aug. 17 from noon-7 p.m.
3. ELIGIBILITY. (ALSO READ ADDITIONAL RULES ON PAGE 8)
Foods must be canned in colorless, heat-tempered, regular or wide-mouth Mason-type threaded, home-canning jars with
self-sealing lids.
A. Two (2) same-size jars of the same product must be brought for each class entered. On the side of the jar to be
opened and judged, place a label with: the name of the product (this rules does not apply for the display of vinegars, dried
classes, or maple syrup classes), entry number, class number, processing method and length of time processed. DO
NOT INCLUDE exhibitor name. The second jar will be used for display and returned.
B. All jams, jellies, butters and relishes are to be exhibited in colorless half-pint canning jars. NO Ball® Elite Jars. All pickles,
fruit and vegetables are to be exhibited In colorless pint canning jars. NO Quart size allowed. No decorations (lace,
ribbons, etc.). An entry having other than the specified container will not be judged.
C. Approved USDA methods are pressure canning, hot water bath or atmospheric steam canning. No open kettle or oven
processing. You can view the USDA Complete Guide to Home canning (by visiting their website at: www.nchfp.uga.edu)
or calling the University of Minnesota at (800) 854-1678.
D. All jars must be sealed with self-sealing lids and include new bands. NO WAX.
E. Exhibit must be a recreational hobby and is not used as a means of livelihood directly or indirectly; as determined by State Fair
staff.
F. Recipes are Required. Except for maple syrup. Provide one complete recipe for each class entered, typed on 8 1/2 x 11
sheet of paper- NOT double sided. Must include entry and class number, descriptive product name, processing method
and time, ingredient amounts (provide ounce weight of pectin), preparation method and reliable recipe source. Include:
name, address, phone number on back of recipe. Recipes will be used to verify food safety and will be shredded following
fair. See sample recipe on next page:

Quick Fresh Pack Dill Pickles

2 Quarts water
8 Pounds of 3-5 inch pickling cucumbers
2 Tbsp. whole mixed pickling spice
1 ¼ cups canning salt (divided)
about 3 Tbsp. whole mustard seeds
2 Gallons water
about 14 heads fresh dill
¼ cup sugar
1 ¼ Quarts (tell type such as apple cider) vinegar (5%) if using apple juice, tell acidity
Wash cucumbers. Cut 1/16-inch slice off blossom end and discard. Leave ¼ inch of stem attached. Dissolved ¾ cup salt in 2
gallons of water. Pour over cucumbers and let stand for 12 hours. Drain. Combine vinegar, ½ cup salt, sugar, 2 quarts water.
Add mixed pickling spice.
Fill jars with pickles. Add 1 teaspoon mustard seeds and ½ head fresh dill per pint jar. Cover with boiling pickling solution, leave
½ inch headspace. Remove air bubbles. Wipe jar rims. Adjust lids. Process 10 minutes in a boiling water bath.
G. A jar of canned or preserved food which has been judged in a previous Minnesota State Fair is not eligible for entry.
H. An exhibitor having received first premium at three successive Minnesota State Fairs will not be permitted to compete in
that class at succeeding fairs for a period of two years.
I. In large classes, ALL entries are evaluated, only 25 are scored.
J. NO pre-packaged, one-step relish or pickle mixes.
4. RETURN OF EXHIBITS. Wednesday Sept. 7, 1-7 p.m.; Thursday, Sept. 8, 9 a.m.-4 p.m. Must bring entry form confirmation
sheet, for canning jars; bring sturdy box.
5. SPECIAL AWARDS.
A. SP1200 Prestigious Processor of the Pantry. Awarded to the individual earning the most points on their entries in the
canning categories (not including SP classes or special awards). Only exhibits made in the “home kitchen” will be eligible
(Gedney classes eligible). Points will be awarded as follows: first place earns 5, second place earns 4, third place earns
3, fourth place earns 2. (Points awarded as far out as the ribbon placing for the class.) The winner will receive a plaque
and will be listed on the Creative Activities webpage and premium book. Winner will be contacted by phone and
announced by signage in the kitchen area of Creative Activities.

Gedney Foods Company proudly continues its tradition of supporting the development of homemade
pickle recipes with sponsorship of the Minnesota State Fair Canning Contest. This year Gedney Foods is
celebrating 25 years of producing and marketing their State Fair pickle brand, with recipes produced by
State Fair pickle recipe contestants.
In addition to harvesting the best pickle recipes offered by state fair contestants, Gedney Foods also
wants to hear what drives your Passion for Pickling.
Include your personal, written story telling us how your Passion for Pickling was cultivated - perhaps you’ve learned the pickling
particulars from a family of picklers who passed down the recipe for generations? Or maybe you are a cool cuke who just discovered
the craft and can’t keep quiet? Whether you’ve been doing this a long-time or for the first-time - we want to taste your homemade
recipe and know your real-life story.
Each contest year blue ribbon winners are a first consideration for possible inclusion on Gedney’s State Fair line of pickles. While there
is no guarantee or obligation by Gedney Foods to produce the winning recipe or include it in the product line, we seek to discover the
most flavorful home-crafted pickle recipes inspired by tradition and “pickle pride”.
Let your entry be a culinary expression of your Passion for Pickling and remember to follow these simple rules:
• Contest open to ages 14+ with consent of minors provided by parent or legal guardian upon submission of entry(ies). Open to
individuals or joint entries from recipes developed & prepared by more than one person.
• By participating, contestants agree that all recipes become the property of Gedney Foods Company and may be edited, adapted,
copyrighted; published or used by them for publicity, promotion and/or advertising in any form of media including websites, social
media, printed materials, etc., at their discretion without compensation to the contestant. This includes publishing winner names and
city/state of residence, in any form of media, including websites, video, photographs, etc.
• Taxes on prizes are the responsibility of winner. Contest is void where prohibited or otherwise regulated by law.

• All entries require use of fresh cucumbers, however the cut is not specified and is at the discretion of the contestant whether
submitted whole, in chunks, slices, halves, etc.

• Use Mrs. Wages® pectin product or fruit preserver to prepare jam.
• Exhibit two (2) half pint size colorless home canning jars of the same product. One will be opened, and judged, The second
will be used for display and returned.
• ONE jar must be labeled, on the side of the jar with the name of product, class number, processing method and length of
time processed. Do not include exhibitor’s name on the jars. Approved USDA methods are pressure canning or hot water bath.
No open kettle processing.
• Entries must be submitted with 1) Mrs. Wages® proof of purchase or product label, 2) a clear/typed recipe for the entry, and on the
back of the recipe, 3) your name, address, and telephone number. One entry per person.
• Please visit www.mrswages.com to find products and information about their mixes. If you go online you can find a store near you,
which carries Mrs. Wages® products, or get them sent directly by ordering online.
• This product is available at L & M Farm Supply in Northern Minnesota and most products available at Mills Fleet Farm locations as

MAPLE SYRUP Must be registered. See page 45 for procedures and entry rules. The syrup contest has been developed
to offer adequate challenge and interest to persons who are now making syrup. Syrup entered in the contest must be
produced and processed in Minnesota. No additives, coloring agents or preservative of any type or amount can be added
to the syrup.
All syrup will be opened for judging. All syrup must be exhibited in one (1) colorless HALF-PINT glass container with
handle, flat sided. No labels should be present on the container. An entry having other than the specified container will
be disqualified.
A small amount of syrup will be used for judging purposes. Syrup which has been judged in a previous Minnesota State
Fair is ineligible for entry.
An exhibitor may make only one entry in any class. Entries cannot be made in the same class or classes by more than
one person from the same family.
