pril at Lake Trasimeno has always been associated with the arrival of spring, with all the
green surrounding this territory coming back to life especially after this year’s long and
cold winter. The center of most of the events and happenings of this April is Castiglione del
Lago. Chosen for its strategic position, the town hosts events like the flower fair the day after
Easter, followed by the Tulip festival, the spring meeting for ultralight planes and at the end of
April and beginning of May the yearly kite and hot balloon festival. Castiglione isn’t the only
town hosting important events in the Trasimeno area: Città della Pieve is the setting for one of
the most important typical products fairs with stands throughout the historical centre, as well
as the Living Paintings event, where actors recreate famous paintings. But no matter what town
in Trasimeno you choose to spend your April vacation at, the Easter atmosphere is very evocative throughout the whole territory: chefs at the many restaurants or housewives in their own
kitchens are preparing the traditional lamb dishes and the rustic cheese filled breads to be ready
for the big Easter Sunday lunch as tradition demands.

he event will take place, as every year, in Corciano old town, where the
best of Umbrian handcraft products will be on display. This year the event
will be spiced up with some new additions.
The workshops (or
Botteghe) in the old
town of Corciano
have been recreated,
allowing visitors the
opportunity of seeing
how Umbrian artisans
carry out their work,
from wood to pottery,
from iron to textile
and on to embroidery. The event offers
a wide range of attractions. Among the
most fascinating are:
- Threads of love. Majolica Spindles
and Umbrian Embroideries on calling
cards - Exhibition in the S. Francesco
Church-Museum, with thanks to Ars
Umbra.
- Arts and Crafts Trade Fair The
best Umbrian craftsmen and craftswomen exhibit their work in the “botteghe” or workshops of the medieval
town.
- Traditional Arts and Crafts Fair
– 25th-26th April . Traditionally dressed
craftsmen demonstrate medieval arts
and crafts using traditional tools.

has by now become
a classic appointment
for fans of ultralight
planes, helicopters and
air baloons.
The gathering is open to
the majority of sport and
leisure aviation associations, clubs, commercial operators and the
specialised press. The
organisers have confirmed the new edition
of the annual rendezvous, which will enrich
the vast landscape of
the scheduled events.
The Spring Meeting is conceived as a chance for enthusiasts to meet up, but it also gives
the layman the perfect opportunity to participate in beautiful surroundings: the geographical position, the touristic context of the Trasimeno Lake district and its surroundings, and
the potential of the area where the old airport was based, contribute to making Castiglione
del Lago the ideal strategic location for such an event; since the last edition the event’s international ambitions have been ever more apparent. In response to the many requests made
by commercial operators of this sector and the unanimous agreement of pilots and admirers
who took part in the gathering, this year the organisers have finally made the leap to become
a truly international market fair.

areas and so on), the festival has became an international showroom for aircrafts, gear and
accessories for leisure aviation and sport flying.

The old ritual of Christ’s passion
A
t Easter time, Umbria - land of Saints, mysticism
and medieval villages - revives the old rituals of
Christ’s Passion in every village. Celebrations begin
with Palm blessing on the Sunday before Easter.
In Tuoro three processions merge in the main square before heading back together to the Church of Saint Mary
Magdalene for the Mass.
On Maundy Thursday in Piegaro the unique “Ecce Homo”
procession involves the worship of a 17th century wooden
image of Jesus after flagellation. The image is carried
through the village on a torch light parade. Members of
the Brotherhood of Death, dressed in black, carry a huge
wooden cross, followed by the members of the Brotherhood of the Sacrament, dressed in white with red capes,

Don’t panic: Trasimeno has

A
ntonio Circignani was born in 1560 in
Umbria, in Città della Pieve. He was
the first-born of the painter Niccolò Circignani. He was known, as his father was,
as Il Pomarancio. He started working as a
painter when he was still very young, helping his father in his bottega or workshop.
From 1589 we can see his signature on
works in the Valvisciolo Abbey where he
was assisting his father Niccolò. When his
father died, Antonio inherited the workshop and began his own activity. The first

works that can definitively be attributed to

decorate the Saint Mary of Consolation
Church in Rome (from the beginning of
the seventeenth century), because his style
was still very close to that of his father.
Afterwards Circignani studied the latest
innovations of late Roman Mannerism, as
shown by his following works which are
characterized by their simple settings with
very well thought-out proportions. These
works lean towards naturalism, giving
much more importance to chiaroscuro and
chromatism. Antonio Circignani’s masterpieces show how the painter not only
understood the innovations of seventeenth
century painting, which was strongly influenced by Caravaggio, but was also able
to use them in painting frescoes. His wellknown documented works can be found in
Rome, in Tuscany and in Emilia Romagna,
while those of Umbria and Marche are
very often unknown or not distinguished
from the works of Niccolò. Among the
best works of his Umbrian period are the
frescoes decorating the walls of the third
Chapel on the right side of the Santa Maria
degli Angeli Basilica (Scenes of the Virgin’s life). In the Romanic Church
of Santa Maria Maggiore, in Collescipoli, near Terni, his Madonna of
the Rosary is in the third chapel on the
right, while in Mezule, close to Narni, Antonio painted stories from the
life of Saint Margaret in the S. Margherita church. Furthermore, should
you visit Orvieto to admire, among
all the attractions the town offers, the
splendid cathedral, pay particular attention to the mosaics decorating the
façade. Some of these masterpieces,
which were added after the Church
was built, were made from Antonio
Pomarancio’s cartoons. For mosaics
and frescoes a “sinopia” (or sketch)
must first be painted on the wall.
Antonio Circignani’s cartoons were
used for “The Virgin Mary’s Wedding” and for “Mary’s Introduction
in the Temple”, both in the spires. If
you want to admire his works around

alone and as an assistant to his father, in the Duomo and in the S. Francesco

n the last few years you may have thought, while strolling somewhere along the
shore: “My God, this lake is fading away!”
Don’t be afraid. The lake has to be taken care of, but its present low level is not
exceptional. Last year the level was 1.65 mt. below the “zero” threshold, but
today it has risen to 1.05 mt. This is still not enough, but much better than the
minimum of 3.5 mt. below it reached in 1957!
The basin of Lake Trasimeno is more or less what remained underwater after
the draining and drying of Val di Chiana more than a million years ago. It has
always been a closed lake and the level of its waters has always tended to change
dramatically, greatly depending on the seasonal rainfalls and the conditions of the
small rivers flowing into it. The waters could rise or fall by several meters. In
1654, for example, the level was 1.50 mt. under the draining channel “La Cava”
and a few years later 2.50 mt. above it.
During Roman times the lake was far higher than now, reaching Panicarola in the
South and the plain of Cortona in the north. In order to avoid floods the Roman
emperor Claudius ordered an underground draining channel dug.
1500 years later, as the lake kept flooding the surrounding areas, Braccio Fortebraccio da Montone, Signore of Perugia, ordered the opening of a new channel,
named “la Cava”.
Further attempts to reduce the level of the waters by deviating rivers Tresa and
Rio Maggiore from the lake made the situation worse, as malaria claimed a great
number of victims.
Many engineers and architects devised projects to regulate the waters of Lake
Trasimeno. One of the most interesting was Leonardo da Vinci’s. In 1503 he
advised the linking of the rivers Arno and Chiana with Lake Trasimeno. The lake
was also to be connected with the river Tiber, thus providing a water link between
Florence and Rome. A pity the two cities were at war at the time and absolutely
not interested in closer connections and common plans.
In 1602 the waters had risen so much that Livio Eusebi drew new borders for the
lake in his map of Perugia (see the map below).
The last greater flood started in 1762 and lasted eleven years, but in the 19th
century the lake began to recede. One of the most exceptional drops happened in
1832-35, when witnesses wrote that they were able to move around the lake in
“punt” style. In 1862 the Italian Minister of Agriculture was very close to ordering the complete drainage of the lake. Fortunately the studies he commissioned
showed that the damage to the environment, both geographically and socially,
would be greater than any possible advantages and the idea was abandoned.
The problem of flooding was solved with a new drainage channel, but although the
rivers Rio Maggiore and Tresa were redirected into the lake, its level kept sinking
and reached a minimum of 3.50 mt. below the
threshold in 1957, as we mentioned above.
A new artificial channel, Canale dell’Anguillara
now collects the waters of two other streams
and brings them into the lake, thus providing for
that circulation of water which is indispensable
for its survival and health.
Moreover, we must not forget that the long
hatched project of a pipeline conveying water
from the reservoir of Monte Doglio in the Upper Tiber Valley to Lake Trasimeno is almost
completely realized. So we have good reasons
to be optimistic and believe that in a few years
the lake will reach its old level again.

The Seven Brothers Abbey -
U
I
ntil the late Middle Ages frate was commonly used
as anabbreviation for fratello or brother; only after 1200 and Saint Francis did the word come to signify
member of a religious order.
Near to Pietrafitta there are still the remains of what was
the most important monastery in the area, named locally
The Seven Brothers, after the seven brother - monks who
lived there when the monastery was first founded. This
place-name later became used to describe one of the
largest annual fairs in the Papal States that was of such
importance that it was referred to, until quite recently, to
establish the price of cattle. The fair would begin the 17th
of July and last a few days - Perugia itself would control
the event through the auspices of the Captain of the Territory and the Deputy of the Podestà.
We learn of the Abbey as far back as 1099 when it was
given over to the Abbey of Camaldoli by Alberico di
(L’Abbazia dei Sette Frati)
Guidone, Count of the Casentino; in 1163 Frederik I
put the Abbey under the jurisdiction of the Comune of
Perugia, and in 1475 it passed as Church
property to the Cardinal of the monastery
of San Pietro in Vincoli. Sixteen years later it was passed to Gentile Baglioni who
for some time dominated Perugia, and in
1614 Pope Paul V unified the Abbey with
that of Santa Maria Maggiore of Rome.
Wealthy and powerful, the Abbey helped
to cultivate the marshlands around; although fortified, parts of its walls were
destroyed by order of the Perugian Magistrates for security reasons, as in 1402 it
had been used as a base by Papal troops in
their war against Perugia’s alliance with
the Visconti of Milan.
Currently the abbey is a private residence.
Inside the property most of the original frescoes are
still present, kept in a good state of conservation.

Tulip Festival
An imported tradition lasting over forty years
T
he Tulip Festival has been celebrated
in Castiglione del Lago since 1956,
Local Tourist Association (“Pro-Castiglione”), and now the festival attracts
thousands of visitors every year. The
main event is the parade of floats
through the historic centre. This sees
the five contrade, or quarters, competing to have the most original float
decorated solely with tulips.
The program also includes traditional food tasting at taverns located
around the centre. On the Sunday
when the floats parade the town
wakes to find the streets festooned
with flowers: like in a fairy tale, hundreds of tulips bloom from windows,
balconies, offices, shop windows and
street corners. Now that the festival
has been running for so long, some
of the participants have become professional flower decorators in order
to win the prize for best balcony or
best window.
The Race
when some Dutch families, who had
purchased land near Lake Trasimeno to
plant tulip bulbs, brought the custom to
the town to greet the arrival of the Spring,
decorating windows, balconies and small
floats with the first flowers, which were
too short to be sold. Since then most of
the land has been destined for other cultivation, but the yearly celebration started
up again after a few years thanks to the

XVIII Edition of the International Kite Festival

T
he festival started in 1982, thanks to a
meeting between Oliviero Olivieri, the
President of the Italian Kite Association
(AIA), the Municipality of Castiglione del
Lago, and the Tourist Board of Trasimeno
(APT). The AIA are the real pioneers of
Italian kite flying, bringing the activity to
life, whilst in Europe this activity had already been increasing in popularity since
the 1970s.
After just two editions of the event, in
1984, it became an international festival:
kites representing countries from all over
the world participated. Participants over
the years have included the Englishman
Peter Waldron, the Australian Peter Lynn,
Hideo Matsutani from Japan and many
more.
A central element of the festival is the exhibition, which is situated in the impressive chambers of the Palazzo della Corgna
council building. The building’s original
frescoes match the shapes and colours of
the kites perfectly. Displays have included
artistic kites, themed exhibitions about the
centuries-old culture of kites in China as
well as in Japan, the sophisticated kites of
Western technology and so on.
The 1996 edition was particularly moving:
for the first time since his death,
the artistic kites of Peter Malinski were put on display, thanks
to Birgit Sovern who made it
possible to admire these genuinely unique kites.
In 1984 the Trasimeno Kite Association was inaugurated,
and with it came the
permanent presence
of workshops to teach
the technical aspects
of kite construction in
schools and in hobby
clubs. Collaboration
with the various youth
associations which have placed
the festival on their calendars
makes Coloriamo i Cieli a very
appealing form of education.
It is estimated that about 20,000
kites have been created in the
workshops: children from Umbria
and Tuscany put them to the test
in the skies over Trasimeno.
The airfield where the festival
takes place was the former military airport. The airport takes up
about two hundred and fifty acres
of land on the shores of the lake.
It has remained intact since the
end of the last war and is today
included in the protected Parks of
Lake Trasimeno.
There are no spectators at the
festival – everybody is a participant: just
bring a kite or pick up one of the cheap,
simple kites available in the stands on the
site. There are never less than 10,000 participants at each edition of “Coloriamo i
Cieli”. They don’t just come for the kites,
but are drawn by the beauty of the area and
the sense of peacefulness and tranquillity
produced by the combination of kite flying
and immersion in nature.

do I have to submit a tax return in Italy ?
Consultant: As a Tax Consultant in the Trasimeno area for some 10 years now, I have lost track of
how often I have been asked this question by my foreign clients: whether they have to submit a Dichiarazione dei Redditi (or Tax Assessment) in Italy, given that foreigners who live or simply work in Italy
already pay tax in their country of origin. Let’s look at some cases.
Bob: I own a house near Lake Trasimeno and I receive my pension from the UK. This is already taxed
by HM Inland Revenue, do I have to pay any tax in Italy? Do I have to submit a Tax Return here?
Consultant: Italy adopts the so called World Wide Taxation System which means that if you are registered at the local Town Hall as a resident you have to submit a Dichiarazione dei Redditi in which you
declare Redditi Fondiari, that is to say property rates. In addition to this you need to declare any money
coming into Italy from your pension or from any other sources of income. You also need to declare
any income produced in Italy. So you can calculate tax due on the total of your income and then deduct
any tax paid already abroad either owing to taxation at source or because of foreign tax returns. In this
way you can find out if you have to pay any tax in Italy. You also need to take into account the Double
Taxation Agreement between Italy and the country from which such income originates in order to avoid
Double Taxation.
Sue: But this is ridiculous! I simply own a house here and I pay all my tax abroad.
Consultant: That is correct, but if you are a resident you have to submit a Tax Return because international tax agreements state that in the country where you are resident you have to sum up your worldwide tax position.
Brian: I am not resident but I arrange holiday rentals in my house in Italy and pay tax in UK.
Consultant: As the income is produced in Italy, you need to submit a tax return here to declare this and
indicate any tax paid abroad to see if there is any tax still to be paid in Italy in as well.
Kendall: How boring, I’d rather go to the Coloriamo I Cieli festival in Castiglione!

A love lasting for almost half a century.

Can you tell us about yourself?
Before I decided to become an architect and designer I
studied jurisprudence at the University of Cologne. My
studies ended with the title “Diplom Designer” - but my
profession has always been related to architecture and design for interior decoration, and for a period
of time I was a lecturer for “Foeckhochschule Köln”. In 1972 I transferred to Munich where I stayed
for 13 years, living in the marvellous “Men’s Olympic Village” near the famous Olympic Stadium.
In 1985 my wife Margherita and I decided to live in
Italy for the rest of our lives.
And your wife?
We married in 1959. To my regret she died in 2001.
That changed my life substantially, because after
some years I found a new companion who lived in
Portugal and now we spend most of our time there,
but we still spend part of the year in my house in
Umbria.
Why did you come to live in Italy and choose the
lake Trasimeno area?
The decision to come to Italy was based on an old
love for this country. Starting from 1956 we travelled
to different Italian destinations nearly every year, and
in 1962 we visited lake Trasimeno for the first time,
stopping in Castiglione del Lago.
I remember at the time in Passignano sul Trasimeno
there was only a small hotel called “Florida” (I believe it is still there) and it was raining cats and dogs.
In 1985 we found by chance a wonderful small property at Porto (a Locality of Castiglione del Lago) and
we resolved to restore it.
Did you spoke the language?
During my travels in Italy we often visited some Italian friends in the Valdichiana, and each time we
had the opportunity of learning a bit of this wonderful language (with the help of 9 years of studying
Latin at school) and I tried to speak the language as much as possible with inhabitants, friends and
neighbours.
Do you have any regrets at having left Germany?
We never regretted leaving our dwelling-place; and I wouldn’t wish to go back to Germany (from
Italy or now from Portugal) nor change my decision.
What are you working on now?
A lot of interests help me never to feel bored. Form painting with water color (last year I had my first
exhibition in Portugal) and make designs with pencil or Indian ink. I like to read books every free
hours and I am a amateur chef.
If you were on a
desert island what
book would you take
with you?
Forced to leave my
preferred domiciles, I
would take along with
me the work of Thomas Mann and Marcel Proust. But I hope
I would be allowed to
take a CD player with
me as well, because
I cannot imagine life
without classical music.

ldous Leonard Huxley,
born on 26th July, was
an English writer and one of
the most prominent members
of the famous Huxley family.
He spent the later part of his
life in the United States, living in Los Angeles from 1937
until his death in November
22nd 1963, the same day that
President John Kennedy was
assassinated. Best known for
his novels and wide-ranging
output of essays, he also published short stories, poetry,
travel writing, and film stories
and scripts.
Huxley was a humanist and
pacifist, but was also latterly
interested in spiritual subjects
such as parapsychology and
philosophical mysticism. He was also well known for advocating
and taking psychedelics.
By the end of his life Huxley was considered, in some academic
circles, a leader of modern thought and an intellectual of the highest rank.
Those Barren Leaves is a satirical novel published in 1925. Stripping the pretensions of those who claim a spot among the cultural
elite, it is the story of Mrs. Aldwinkle and her entourage, who are
gathered in an Italian palace in Tuscany to relive the glories of the
Renaissance. For all their supposed sophistication, they are nothing but sad and superficial
individuals in the final
analysis.

remember that there had
indeed been something of
the kind in this Neighborhood. They turned into
the flat highway along the
western shore of the lake.
“We shall soon be at Peru-
gia” said Hovenden. “What a bore!”
“Good bye, Trasimene,” said Irene. It was a lovely lake; she wished
she could remember what happened. The road began to climb and
twist. From the top of the hills, Irene was surprised to see the blue
waters, which she had just taken leave of for ever, sparkling two
or three hundred feet below on the left. They rushed on for a long
time neither of them spoke. On the north shore of the lake the road
straightened itself out and became flat again. Far off on their respective hills Cortona and Montepulciano moved slowly, as they
rushed along, like fixed stars. Perched on its jutting peninsula Castiglione del Lago reflected itself complacently in the water.
“By the way,” Lord Hovenden added, “wasn’t it Hannibal or
somebody who had a battle here? With elephants, or something”.
”Perhaps it was,” said Irene.
The had passed Castiglione. The fixed stars of Montepulciano and
Cortona had set behind them.

T. S. Eliot reminds us that April can
bitterly disappoint our expectations of
spring blooming. But after the harsh winter we’ve had, we are prepared to STARE
SULLE SPINE (to be on tenterhooks) a
little longer.
April can be cruel and treacherous indeed. With astrological references to the
sun leaving Pisces and entering Aries, the
month opens on its first day with PESCE
D’APRILE (“April Fish”, the Italian version of April Fool, as used in various
other languages: Aprilscherz, Poisson
d’Avril and so on), which means an opportunity to make fun of or play a trick
on somebody.

Its uncertain origin dates back to before 154 B.C. when
it used to mark the beginning of the year
on spring solstice. After the Church established 1st January as New Year’s Day
Christians would ridicule the pagans who
still celebrated 1st April. Another version
reports the pagan tradition of celebrating 1st April as an opportunity for gibes
and jests as the origin of the tradition of
mockery and derision.
Some of the tricks have been passed down
through history.
Among the first to be recorded, at the end
of the 13th century, Buoncompagno da
Firenze summoned his fellow citizens in
Bologna to gather at Monte Santa Maria
announcing that he would be flying over
the city and … he showed up wearing a
pair of enormous fake wings!
In 1878 the Gazzetta d’Italia announced
that on 1st April the corpse of an Indian
maharaja would be cremated in a square
in Florence. An enormous crowd gathered
but no burial party appeared; a gang of
street urchins rushed about instead, shouting “grilled fish from the river Arno!!!”

A very famous trick
which had a great impact was Orson
Welles’ radio announcement of Martians
landing on the earth in 1938, an example of
a postponed April Fool’s Day. His report
of an ET invasion “A war of two worlds”,
however, could not be scheduled on April
1st for technical reasons, but when it was
eventually broadcasted on October 30th,
it had a tremendous effect
on American people nonetheless!
