What’s the BUZZ in HLE?
The sun finally arrived - then it went away and old
man winter arrived! Welcome to Arkansas….a few
warmer days are said to be ahead. It has been a joy to
see HLE residents out and about enjoying the sunshine
at the playground, walking their dogs, riding bicycles,
or back to their morning walk through HLE.

Phase 5 Gate Update
Construction has begun!!! The POA office is in need
of a phone number from each property owner in Phase
5. If you have not yet provided this information to the
POA office, please do so ASAP!

Halloween night. It was an incredible experience for
all that went through. Thanks for your time (2 months

October 19, 2009 - 6:00 P.M.
Call to order by Board President, Ron Rivers at 6:05pm with 5 members present and Brenda Wells. Paul Hazel arrived at 7:00pm.
Guests
a. Ron introduced the Citizens Public Safety Committee – David Mattingly, Carolyn Boone, and Bill Hampton. Glen Arnold and
Bobby Arnold (HLE) residents also attended the meeting in support of the Committee. David first explained how and why the
committee was formed in 2007. The committee has performed extension research concerning the ½ cent tax increase. The tax is
earmark especially for the police and fire departments and the 911 communication department. Benton’s population has increased by over 7,000 people and has had an 18% increase in land mass since 2000. In 2000, there were 50 police officers –
there are currently 56. In 2000 there were 56 firefighters – there are currently 50. Advanced Life Support was stopped in 2004.
If the tax passes, the police dept. is hoping to hire 13 new officers in 2011/2012. Bryant’s sales and use tax is currently 9% and
Benton’s is 7.5%. Even with the ½% tax increase, Benton’s taxes will still be lower than Bryant’s. The tax will enable the police
and fire departments to build a station to house both on the North side of the interstate. These areas are currently being serviced
from the downtown Benton area. If you spent $100.00 in Benton, you would be taxed $0.50.
b. Ron stated that if the tax passes and the new police/fire station are built closer to HLE, we should see more patrol in HLE. Some
people think HLE will benefit more from this tax than others.
c. Mark Amox stated that we should shop in Benton and support our own City and this is something we personally can do or
change.
Residents
a. Kimberly Hill, Darlene Nelson, Frank Tombrello and Mark Amox attended the Board meeting to discuss security issues in HLE.
b. Chief Lane attended the Board meeting to help address security issues. Chief Lane stated these groups are hitting subdivisions
along the interstate.
c. Ron stated that Brenda was getting bids on cameras to add to the guardhouse. If we placed a gate at the front entrance, HLE
would then become private and HLE would have to maintain all HLE streets and lighting. According to the BOA, 75% of the
property owners would have to approve HLE becoming private. Dues would almost double. Ron stated it was not impossible but
it’s a very steep hill to climb.
d. Chief Lane stated that no world is perfect but if there is a will there is a way. The Chief stated he drove around HLE the Friday
night after several cars were broken into in HLE. He followed people with his lights off and on bright at times. No one in HLE
called to report a suspicious vehicle. At 1:45am a police officer entered to patrol to patrol HLE and pulled him over and discovered it was the Chief. The Chief suggested we hire security from time to time at the guard house. Residents also need to make
sure they close their garage doors and us their alarm systems.
e. Kimberly Hill stated that areas of HLE are dark. Ron asked Brenda to check with the City and have them check on the spacing of
the light poles. We do understand the poles are placed every 300 feet and at each intersection.
f. Mark thanked the Board for fixing the Springhill gate. The traffic on Lexington alone has greatly improved.
g. Frank Tombrello asked about the Neighborhood Watch program. The Chief stated that neighbors should know what is going on
and who should or should not be at their neighbor’s house. Police officers do not know who should be at your house or what vehicles belong there. It’s very important to get to know your neighbor.
h. Ron stated that HLE residents need to be proactive and get involved with the Neighborhood Watch program.

Treasurer’s Report
a. Cheryl stated nothing significant has happened concerning the financial reports.
b. POA dues will be discussed at the budget meeting on Thursday.
Manager’s Report
a. Delinquent Accounts (3- 1st time notices, 7- 2nd time notices, 2 - 3rd time notices, 0 – 4th time notices and 0 sent to the attorney.
b. Jessie Burks has asked for approval to old this years Triathlon at HLE. Details of the event were shared with the board which
including swimming in the lake for part of the course. The Board gave approval for the Triathlon to be held in HLE in May 2010.
c. Bids for cameras to be added at the guard house will be discussed at the budget meeting.
d. Brenda will check on getting a debit credit card for the office.
e. Board approved to move the December Board meeting to Dec. 14th instead of Dec. 21st.
Board Topics
a. Complaints have been received concerning the gravel in the back yard at 6518 Michigan. Board discussed parking in back yards.
Ron asked Brenda to check with Cliff McKinney concerning this matter in accordance with HLE’s BOA.

b. Election information – Candidates (Cheryl Etheridge, Jack Barlow, Todd Self & Bobby Arnold) were unopposed. No election
will take place on Nov. 12th.
c. West Shore development was discussed by David. All roads will be inspected before giving the streets to the POA. West Shore
Division should consist of approximately 80 lots to be part of HLE Phase 1 will consists of 21 lots. A gate for West Shore is
planned at the first bubble. All but 3 lots in Phase 6 will be behind the West Shore gate.
d. Cheryl made a made a motion for the Board to accept West Shore into HLE contingent upon the approval of the West Shore Bill
of Assurance. Jack seconded the motion. Board approved to accept West Shore into HLE. Cheryl stated the POA needed the
number of acres being accepted in order to keep the number of voting rights current.
e. Ron made a motion for the Board to approve the West Shore gate to be installed at the first bubble or at the entrance of Phase 1 of
West Shore. Cheryl seconded. The Board voted to grate West Shore Development the rights to build a gate at the first bubble of
at the entrance of Phase 1 of West Shore.

PICTURES AT THE WATERFALL
If your school, group or organization plans to take pictures at the Waterfall,
please contact the POA office at [email protected] PRIOR to the event.
Please DO NOT park vehicles on the streets along the entrance / exit of HLE.
You may park in the parking spots by the guard house or in the POA parking lot.
You can then shuttle people to the waterfall with one/two vehicles which can then
park behind the waterfall in the turn around area.
This is for the safety of residents, visitors and emergency vehicles.

Neighborhood Watch
On October 29th, a home in on Pacific Cove (Quail Valley Phase 2) was broken into during the middle of the
day. The thieves broke in through the back door, opened the garage door, drove their vehicle into the garage
and loaded their car with stolen items from the home. On November 16th, a home on Naples Cove
(Quail Valley Phase 4) was broken into in the middle of the day. Very close to the same scenario.
With the Holidays fast approaching, more and more thieves will be on the prowl.
Security begins with YOU!!
The Benton Police Dept. can not stress enough the following
PRECAUTIONS you can EASILY take to NOT become a VICTIM:
1) Keep vehicles inside your garage whenever possible
2) DO NOT leave your garage door opener inside your vehicle
3) Keep your garage door closed at all times unless you are actually in the garage or close by
4) Lock all vehicles - inside or outside the garage!
5) DO NOT LEAVE VALUABLES IN YOUR CAR (Inside or Outside the Garage)
6) Keep the door locked from your garage into your home
7) Keep your security system armed
8) Keep your outside lights ON!
9) Keep your car keys by your bed and press the panic button should you hear or see a theft in
progress and call 911.
10) If you do not have an alarm system - GET ONE if at all possible!!!
If you see suspicious vehicles or activities, please do not hesitate to contact the
Benton Police Dept. Non Emergency # 778-1171.
It’s always better to be safe than sorry. You never know what a simple traffic stop might reveal!

Neighborly Reminders
Listed below are requests/complaints received from HLE residents.
We remind you to please be considerate of your neighbors.
Leaves
It is not appropriate to blow leaves into your neighbors yards.
Do Not blow leaves into the lake. Only the natural fall of leaves from trees should be in the lake.
Dogs
Please do not allow your dogs to “take care of their business” on other resident’s property!
This would include - Residential lawns, undeveloped lots and HLE property.
Please leave your home prepared to pick up after your dog.
Dogs should not be allowed to roam freely and should be on a leash at all times when
outside the boundaries of your property. PLEASE make sure ALL your pets have ID tags in case they get
away from your property without your knowledge.
Cats
Cats have been reported getting into “non cat owners” flower beds and taking care of their business. Please
make every attempt to keep “your” cat out of your neighbors yards.
Dumping
There is NO DUMPING on ANY property in HLE!
Notices to POA
Please notify the POA if you will have a boat, trailer, motor home, etc in your driveway for a few days.

Phase “5” Gate
The construction of the Phase “5” Gate has finally begun!
Once the gate is completed,
ONLY Phase 5 Property Owners will have access to Phase 5.
The gate will operate by REMOTE only (previously purchased
remotes will also work for the Phase 5 gate and will be coded
accordingly) . A keypad will be available for guests to scroll to your name.
Guests will then push a call button which will in turn call the phone # which you
have provided to the POA office.
Thank you in advance for your patience during the gate construction. process.
Toiletry Items Needed for the Homeless
Nicole Inman is collecting toiletry items to place in bags to take to the Little Rock homeless under the
Broadway Bridge once a month. If you travel a lot or have collected hotel shampoos, conditioners,
toothpaste, etc., and don’t know what to do with them….here’s your chance to get rid of them.
These items would be very useful to the many who are homeless in LR.

Fun Run Mornings
Walk or run with your friends and neighbors in the cool of the morning! Every Tuesday
and Thursday morning at 5:30am there is a fun run starting at the Hurricane Lake Boat
Docks. You will find a variety of people going different paces and distances, from 1 to 7
miles. Bring your neighbors, friends and your dog (on a leash) - this is open to everyone!
After the run, stick around and enjoy some of the best coffee ever brewed.
Bike Night has currently been suspended.

Tennis Court Repairs
The tennis court will soon undergo some much needed repairs. Two net poles will be repositioned,
the fence separating the courts will be stabilized and new nets will be installed.
The courts will be closed during the repair process.
Tennis Court Usage
The HLE Tennis Courts are to be used for playing TENNIS ONLY!!
No bicycles, No skateboards, No Flag Football or other activities are allowed on the courts.
Usage other than playing tennis could damage the court.
