In the other word, an organization cannot go through its strategy and reach to its goals, without a strategy-based performance assessment system. This system will ensure management about effectiveness of implemented procedures by providing appropriate analysis on fid-backs of operations. Based on ISO 9001:2000, the organization shall apply suitable methods for monitoring, and where applicable, measurement of the quality management system processes. These methods shall demonstrate the ability of the processes to achieve planed results. In Energy Industries Engineering & Design (EIED) Company, which is a project-based organization, it is decided to design a system for measurement and assessment of project management processes performance on the basis of Balanced Sore-card (BSC), then the designed system is used as a methodology for identification organizational goals and plans. Based on BSC, organizational goals are categorized in to four categories named financial, client, processes and learning and growth. After that, we implemented a systematic approach for measuring of reached goals. A set of techniques have been used to analyze data collected on operations and identification of weak organizational areas. Finally, improvement projects are defined based on theses weaknesses.
