Paving the East End Road!
The trucks have been rolling on and
off the island all week. There have
been 63 trucks coming and going each
day for the East End paving project.
On Monday, B&W brought over 60
trucks of asphalt and paved to the Big
Club. By Tuesday they had gotten to
just east of the Clay Point road where
it comes out at Middle Farms. On
Thursday, April 15th, B&W started
where they had left off and continued
past Middle Farms and the Water
Plant ending near Grey Gulls by the
end of the day. The pavers would get
to the Four Corners intersection by the
middle of the afternoon.
There were a few
delays for travelers up east when
the paving was
going on, but
everyone seemed
to know when to
go up and when
to avoid the east end. The paving schedule was done to allow people to bypass
the work areas by taking the side roads.
There will be a more detailed update in
the May Fog Horn about the project.
For now, the road is looking great!
Here are a few pictures from the paving project.

Venture Smith Day
Save the date! On
Thursday, May 6th, the Fishers Island School will be
working with the H.L. Ferguson Museum to celebrate
the life and accomplishments of Venture Smith, the
captured son of an African
King who was brought to
Fishers Island as a young
slave by the Mumford family. Venture Smith worked
hard throughout his life
and was able to buy his
freedom, his wife’s, and all
of their children.
The day includes
the “Finally Free” play
put on by the ninth grade,
a power point presentation created by the eleventh grade, a seminar
with visiting scholars
hosted by museum director Pierce Rafferty, and a
performance by Nzinga’s
Daughters, a group of
spiritual singers. Also
planned are tours of the
Museum, and a visit to
possible sites of the
Mumfords’ primary residence.

F.I. School Budget News
The Fishers Island Board of Education has adopted a $3.4M budget for 2010-2011, an increase
of less than one half of one percent and well below the expected inflation rate of 2.1%. This is
an example of fiscal stability and controlled spending.
The budget reflects the Board’s mission to provide students
with a firm foundation in core academic content, to capitalize on individual student’s strengths and
capabilities, and to foster responsible citizenship. The budget is an investment in developing future leaders. Fishers Island School students demonstrated their knowledge and skills on challenging assessments in 2009. The school is proud of its 99.5% proficiency rate on the New York State
Regents Exams and its 93% proficiency rate on the New York State Education Department Assessments in English/Language Arts and Mathematics in
Grades 3-8.
Facility Improvements – No Increased Taxes
Four years ago the Board of Education wisely established a Capital Reserve Fund to set
aside up to $1M to repair and modernize the school facility. In May the Board will ask
the voters to approve a proposition to use $350,000.00 of the Capital Reserve Fund to
make needed improvements identified in a facility study completed by qualified professionals from Strategic Building Solutions, Inc. of Old Saybrook, CT. In addition, the
Board is seeking voter approval to increase the cap on the Capital Reserve Fund from $1M to $2M, a strategy recommend by its
auditors and legal counsel. Neither of these propositions will result in tax or budget increases. The $350,000 is already in the
Capital Reserve Fund and increasing the fund’s cap simply allows the school district to deposit surplus funds from this year budget
into the reserve fund.
Protecting a community asset like the school facility is a prudent investment. Too many school districts have ignored proper repairs and maintenance, only to have to borrow money later, at the taxpayers’ expense, to modernize its facilities. THE T-BOATS ARE COMING!
THE T-BOATS ARE COMING!
- by Nina Schmid
OK, OK, go ahead and ask…..what’s a ―T-Boat‖? Some
of you ex-military types and/or military history buffs
probably know, but, up until a few months ago, I had no
idea! And, why are they coming???
T-Boats were formerly Army Corps of Engineer tug boat
vessels. During WWII, over 170 wooden T-Boats, known
as Design 259, were constructed. In addition, 82 steel vessels, each 65 feet in length with a displacement of 90 tons, known as Design 2001, were built post-war during the
years of 1951-1953. Most of these were built on contingency and never made it into actual service, except for a
few in Korea and Vietnam. Few of these rugged boats, wooden or steel, remain.
However, the Coast Guard was fortunate enough to procure three in the 1980’s and reconditioned them for use as
training vessels. Their names reflect the core values of the Coast Guard: ―Honor‖, ―Respect‖ and ―Duty‖ (short for
―Devotion to Duty‖.)
One fall day late last year, CAPT William Meese and LT Michael Keyser, U.S. Coast Guard, arrived at the Ferry
District office to introduce themselves. Both hail from the Coast Guard Academy in New London, CT. CAPT
Meese is the head of the Professional Maritime Studies department, while LT Keyser is Program Coordinator for
the T-Boat Training Program for 2/c Cadets (those between their junior and senior years at the Academy).
They proceeded to explain they were on Fishers Island to inquire about the possibility of bringing the T-Boats into
Silver Eel Cove this spring and summer to supplement underway training for the cadets. Typically, cadets receive
5 hours per day in underway training on the Thames River. The idea is to provide more realistic training for the
cadets. The trip to Fishers Island offers a more exciting venue, with exposure to ship-to-ship interactions, rules of
the road and real world navigation opportunities on an extended underway journey. The focus will include team
building exercises and an offer to provide community service to Fishers Island once a couple of ―shakedown‖
cruises are completed. And, of course, the existing Coast Guard barracks here on FI provides a ready-made overnight accommodation.
It is expected the trips will run from the week of May 24th through August 9th, with the exception of a few weeks,
yet undetermined. Each week, an entourage of approximately 10-30 cadets will arrive at the Navy dock on one or
more T-Boats for one or two nights.
It appeared CAPT Meese, LT Keyser, and their Safety Officers, LT’s Jerry Smith, Nick Seniuk, Nick Parker,
Nicole Tesoniero and Ryan Waitt were all looking forward with much enthusiasm to this venture. As we talked
and toured the ―Respect‖, it was evident to me that these are some of America’s ―finest‖ and their enthusiasm is
contagious!
In addition, both officers indicated they will offer the vessels for tours and educational venues for the Fishers Island School students, Ferguson Museum, etc., once they get the program up and running to their expectations.
I’m sure we will provide a warm Fishers Island welcome to all and will be very appreciative of the increased presence of the Coast Guard here on FI, proudly participating in this worthy program.
Between regular ferry activity, this Coast Guard training program and the bike path ferry traffic, I’m imagining the
level of activity in Silver Eel Cove will be somewhat like the old ―Fort Wright‖ days! Sort of like the ―little harbor
that could‖!

Union Chapel Searching For New Pastor
The Union Chapel Search Committee is conducting a search for a fulltime, resident pastor. This is a very exciting venture. Not only does the pastor serve
the Union Chapel congregation, but the
person holding that position carries much
responsibility as a shepherd and leader of
our community. The Union Chapel serves
as a place of worship, but also as a vital
nucleus of interaction for the Fishers Island
community. In order to sustain that vitality,
a resident pastor is essential.
Committee members are: Harry
O. Hurlburt, Laura Edwards, Anita Fritze,
Harry Parker, Jim Reid, Frank Lyons, and
Nina Schmid; Diane Dexter, Cynthia Riley and David Burnham, Ex-Officio.
Reverend Rosemary Dysart Baue
retired last October after ten years of
sheparding this flock. Reverend Pamela
Rose Vollinger is Acting Minister, providing strong spiritual leadership and worship
as we journey through this process and is
engaged until October, 2010. Reverend
Vollinger has the opportunity to apply for
the permanent position if she is so inclined.
The process consists of several
steps: discernment of goals through interactive exchange of information, creation of
a church profile to facilitate the church
community’s ―wish list‖ for a pastor, and
the pastoral job profile. Locating just the
right ―fit‖ is a delicate process, especially
when the invitation includes taking up residence on an island and all that goes with it.
Once those are complete, the
opening will be announced via several outlets, including the United Church of Christ
employment network. The Committee is
also making use of a questionnaire at
http://www.surveymonkey.com/s/
unionchapelsurvey. This is another tool to
help determine the future pastor’s role.
The needs and wishes of the congregation
and community are important to the Committee. We urge all of you, members and
non-members alike to take this VERY
BRIEF (one minute or less) survey to help
shape this discernment process.
The questionnaire will also be
made available in the May issue of Chapel
Happenings.
Your support and prayers are welcome. The Committee hopes to complete
this search on or before October, 2010.
Please wish us Godspeed as we continue in
our efforts!
Island Concerts
The first concert, an organ concert at St. John’s Church , will be offered free, co-sponsored by St. John’s
and Island Concerts. Our performer,
whom many of you may know, is the
organist and choir master of All Souls
Church in Manhattan, Walter Klauss.
Walter brings the experience of many
years of exceptional organ work to the
recently rebuilt organ at St.John’s . It
should be a wonderful way to spend the
early evening on Sunday, July 25.
On Sunday August 8 the young
soprano, Jeanine De Bigue, will perform
for us a concert of arias and art songs.
Jeanine comes to us from Young Concert
Artists, the group who manages so many
of our excellent young talented performers. This concert should not be missed as
she is truly gifted.
Our final concert Friday August
20 at the Fishers Island Club will bring
together two of our Island’s favorite sons,
Win Rutherfurd and Nick Firth in the
company of others, to perform an evening
called ―Crazy for Kern‖. This evening was
a favorite at the Knickerbocker Club this
winter and should be delightful.

Emily Roosevelt
Our dear Emily passed away suddenly and unexpectedly on April 11,
2010, at home in Park City. She was
born in White Plains, New York on
August 13, 1969 and from the beginning demonstrated to all who knew
and loved her that she would live life
to the fullest with no regrets. Empathy, inquisitiveness, courage, and determination defined her daily
life. Her godfather said "she was the breathing definition of grace
in adversity." Emily graduated from Whitby School, The Millbrook School, the University of Virginia, and the University of
Maine School of Law. After college she headed west to Sun Valley, Idaho, where she encountered the three great loves of her life
- the mountains, cooking, and her beloved Pete. After graduating
from law school, she and Pete returned to the mountains to build
a home and family in Utah. She clerked for Judge Monroe
McKay of the United States Court of Appeals for the 10th Circuit
in Salt Lake City where she served with great distinction. In
2000, she joined the United States Department of the Interior
Office of the Solicitor General where she worked tirelessly on
behalf of public land issues. Emily and Pete began their journey
together as parents with the arrival of Mason in 2003 and Liam in
2006. Maggie, "the best dog ever," gave them good practice to be
great parents! The family enjoyed many outdoor pursuits and
sunny days on the ski slopes together. Emily was devoted to her
boys and they will carry on her sense of justice and fairness for
all - and also her love of being silly, her infectious laughter, and
the big heart she shared with her friends. Her life was deeply
enriched by the love and support she received from her Utah family. In June 2008, Emily received the greatest gift of all - a new
heart. We want to thank the team at University of Utah Hospital
for giving her the best care possible. We also extend our profound thanks to Emily's donor and family for giving her a new
lease on life. Since receiving her new heart, Emily became an
outspoken advocate for organ donation and patient care, helping
to raise funds and awareness, supporting others going through the
transplant process, and serving as the master of ceremonies for
the ribbon cutting of the Patient Care Pavilion at the University
of Utah Hospital in July 2009. Emily will be forever missed and
celebrated by all her "stars and angels" including her husband,
Peter Foehl; her sons Mason and Liam; her parents Chris and
Roddy Roosevelt; her sister Kate and her partner Caroline; her
brother Chris, his wife Christina, and their sons Noah and Wylie;
her in-laws Allen and Sally Foehl; Pete's brother Chas, his wife
Sara, and their children Walker and Reed; Pete's brother Dave
and his wife Carol; her beloved grandmother Rosalind E. Havemeyer; many uncles, aunts, and cousins; and a huge community
of friends and colleagues across the country. Emily would have
wanted you to become an organ donor (organdonor.gov) rather
than sending flowers. You may also honor her life by donating to
Intermountain Donor Services (c/o Debbie Snider, IDS, 230 S.
500 E., Ste. 290, Salt Lake City, UT 84102) or the charity of your
choice. A celebration of Emily's life will be held on Saturday,
April 17 at 4:00 p.m. at Park City Community Church, 4501 N.
Highway 224, Park City. The family will be providing further
information about a memorial service to be held in New England
this summer.
