1. Introduction
1.1 Aim
The aim of the Sportsgrounds Strategic Plan is to develop a strategic plan for
the provision of future sporting facilities to meet the needs of the Shoalhaven
community up to 2036.
1.2 Objectives
The objectives of this Plan are:
1. To identify current demand for sporting facilities.
2. To identify current and future trends that will influence future sporting
facility provision.
3. To cater for the anticipated future demand for sporting facilities, giving
consideration to existing demand and population projections.
4. To determine the nature and level of sporting facilities required for
sports in each Planning Area.
5. To make recommended actions on the locations for the development of
new, expansion of existing, or rationalisation of current sporting
facilities.
6. To inform Council's Section 94 Contributions Plan of future active
recreation (sporting) facilities requirements.
1.3 Recommended actions
The recommended actions of this Plan are outlined for each Planning Area,
and where possible, detailed at existing / proposed future sporting facility sites
with a priority ranking.
The recommended actions address capital
infrastructure and future acquisition to accommodate increased participation in
sport. A map of Council’s Planning Areas is provided as Appendix 6.1. These
recommended actions are detailed in Section 5 of this Plan.
This Plan does not address or recommend actions for sporting facility
maintenance and sporting club development. Whilst some sporting facility
maintenance is detailed in Council’s Asset Maintenance Plans, future
strategies are required to address facility maintenance (i.e. surface wear,
drainage, surface level) and sporting club development.

2. Methodology
2.1 Sports field definition
Definitions of specific sports field dimension used in this Plan follows.
Graphical representation of these terms is provided in Appendix 6.2 Council’s Sports Field Layout Plan. The guide used for sports field
dimensions in this Plan is the “Sports Dimensions For Playing Area” (fourth
edition 1998) which was developed by relevant State and Federal
Government agencies and will be referred to in this Plan as SDFPA.
Senior sports field
A whole playing area that ranges in size from 64m-70m wide x 100m-130m
long with surrounding space around the field specific to the user sport as
detailed in the SDFPA. Generally, these fields accommodate sports such as
soccer, rugby league, rugby union and touch football.
With sufficient surrounding space, it is possible for 2 parallel sports fields to
accommodate the overlay of a sports oval field for sports such as cricket and
AFL (as per Council’s Sports Field Layout Plan).
Junior sports field
A whole playing area that cannot accommodate the overlay of 1 sports field
and provides generally for junior sport or training. Junior sports fields range in
size according to the type of sport and age group.
Sports oval field
A whole playing area that ranges in size from a radius of 68.68m (radius from
each end for an international cricket wicket) up to 82.5m (radius from centre of
field to each goal line for AFL – 135m wide) with surrounding space around
the field specific to the user sport as detailed in the SDFPA. Generally, these
fields specifically accommodate AFL and higher grade competition cricket.
A limitation of a purpose built ‘sports oval field’ is that the facility may not have
adequate width to accommodate an overlay of 2 senior sports fields however,
it may be feasible to provide a number of junior sports fields. If the oval field
has the capacity to be overlayed by a senior sports field, it is defined in this
Plan as the maximum number of senior sports fields able to be
accommodated.
Other field sporting facilities
There are various sporting codes which have requirements for specific playing
area sizes and shapes which cannot be readily accommodated on a sports
field as defined above. These sports codes include:

A limitation of purpose built facilities for ‘other field sports’ is that they are
function specific and due to size, shape and/or associated infrastructure, the
facility may not be capable of accommodating the overlay of a sports field for
alternative use.
Facilities for sports such as aquatic sports, tennis, basketball and equestrian
are acknowledged, however have not been included in this Plan as these
have been identified to be subject to individual strategies given the unique site
and user requirements. To quantify and qualify facility needs for these sports,
and the wider community, it is recommended that Council review its
Recreation Strategy that was adopted in December 1999.
2.2 Methodology outline
Development of this Plan has involved the completion of a number of key
stages. These stages were as follows:
Stage 1 - Review of relevant plans, studies and policies
This has formed the framework of the review taking into account specific
issues which impact on the development of Strategic Plan. This has involved
reviewing the following relevant plans, studies and policies:

Stage 2 - Analysis of data collection and consultation with user groups
Analysis was undertaken of data collected and consultations with Shoalhaven
based sporting groups. Recent data that has been analysed consists of
feedback from the Sports Field Users Survey that was distributed by Council
in December 2006 to all known sporting groups that use Council
sportsgrounds. A follow up to sporting groups that did not respond was
undertaken in July 2007.
Council received 81% response rate for those sporting groups surveyed and
relevant information has been incorporated into developing the draft
“Sportsgrounds Strategic Plan 2008-2036”. A summary of sporting groups
surveyed, including those groups that responded and did not respond to the
survey is provided in Appendix 6.3.
Information provided from sports groups prior to and after this survey has also
been considered in this review.

Stage 3- Review of existing and proposed sporting facilities
A review of sporting facilities proposed in the 1993 Section 94 Contribution
Plan and 2001 Sporting Facilities Plan – 2016 was undertaken. It is noted in
this review that the Sporting Facilities Plan - 2016 did not detail or make
specific reference to the identified facilities proposed in the 1993 S94 Plan.
Stage 4 - Review of Shoalhaven City Council’s planning context
A review of Shoalhaven City Council’s planning context that influences sports
field provision was undertaken. A variety of factors that range from available
land, population profile, to specific sports needs, influence the location and
requirements of sports fields.
A summary of Shoalhaven City Council’s planning context that has influenced
the development of this Plan is provided in Section 3 of this Plan - Shoalhaven
City Council’s planning context.
Stage 5 - Development of principles for provision of future sporting
facilities
A number of key principles have been developed that will guide specific
strategies and decision making for future sporting facilities. These principles
are detailed in Section 4 of this Plan - Principles for provision of future
sporting facilities.
Stage 6 - Site analysis and recommended actions for existing sporting
facilities
Information specific to sporting facility provision has been analysed and key
recommended actions developed. The site analysis has involved reviewing
existing physical site constraints and mapping each individual sports venue.
Council’s Open Space Plan recommends 17m2 of active recreation land /
person (1.7hectare /1,000 persons). Based on the standard area for a
minimum two sports fields and supporting infrastructure being approximately 4
hectares, as per Council’s Sports Fields Layout Plan (Appendix 6.2),
calculations have been applied to population projections for all Planning Areas
(adopted by Council May 2008) to assess current and future sports field
provision.
Future sports field provision in this Plan is detailed by relevant Planning Area.
The analysis and provision of sports fields per Planning Area, ensures that
most villages and towns will be serviced in close proximity by a sportsground.

In addition to providing future sportsground facilities, opportunities to improve
utilisation of existing sportsgrounds through implementing the following
strategies have been investigated:

multipurpose
Through implementing the above strategies, it is anticipated that the main
outcome will be improved training / junior competition capacity and possibly
reduce wear of competition fields. However, this outcome is limited by:

Configuration of some existing fields restricts some code use.
One venue for one Club reduces volunteer administration needs
and assists with the junior to senior transition.
Need to provide some purpose built facilities (i.e. Athletics,
Baseball) that limit use by other codes.
Recognising that no actions are included in this Strategic Plan to address
operational maintenance such as improved drainage / surface level it is
proposed that such improvements will be investigated in a separate strategy.
Stage 7 - Presentation of key principles and strategies
Prior to finalising this Plan, key principles and actions that form the basis of
this Plan were presented to a Councillor briefing held on 27 September 2007
and Shoalhaven Sports Board meetings held on 8 October 2007 and 3
December 2007.
Key principles for this Plan were adopted by Council at its meeting of
30 October, 2007 where Council resolved to:
a) Council adopt the guiding principles in the report as the basis of
developing the Sportsgrounds Strategic Plan 2008-2036.
b) Council adopt the recommended Regional and Citywide facilities
proposals as presented to the Shoalhaven Sports Board.

Once these principles, as detailed in Section 4 of this Plan, were adopted by
the Shoalhaven Sports Board, and in accordance with Council’s Sporting
Groups Communications Policy, key principles and relevant strategies were
discussed individually with the following sporting associations / peak bodies.
The purpose of this discussion was to ensure that each association / peak
body were given the opportunity to contribute to the outcomes of this Plan.
The following is a list of all associations / peak bodies consulted in the
development of this Plan. The feedback from these associations / peak
bodies is detailed in Appendix 6.4 – Sporting associations / peak bodies
feedback.














Upon adopting the above guiding principals, Council at its meeting of 18
December 2007 recommended that:
a) Council adopt the strategic directions as outlined in part 2 of the draft
Sportsgrounds Strategic Plan 2008-2036 for comment by other
bodies/organisations, but excluding the time frames for provision of
facilities.
b) The complete draft Sportsgrounds Strategic Plan 2008-2036 be
disseminated to all relevant sporting associations in the Shoalhaven for
comment.
c) The relevant Planning Areas of the draft Sportsgrounds Strategic Plan
2008-2036 be disseminated to the following groups for comment:
i)
Community Consultative Bodies
ii)
Sports ground Management Committees
iii)
Sporting Clubs, not represented by an Association
iv)
The Schools be requested to provide usage figures of the sports
facilities in addition to general comments on the Strategic Plan
d) A further report be prepared for Shoalhaven Sports Board endorsement
and formal adoption, subject to assessment of comments received.
The Shoalhaven Sports Board at its meeting of 18 June 2008 considered
preliminary comments, and recommended amendments, referring to the draft
Sportsgrounds Strategic Plan 2008-2036 and recommended to Council that:
a) Council endorse the Draft Sportsgrounds Strategic Plan 2008-2036 for
public exhibition; and
b) A further report be prepared for the Shoalhaven Sports Board and
Council on the comments received from the public exhibition of the
Draft Sportsgrounds Strategic Plan 2008-2036.
Stage 8 - Plan finalisation
It is proposed that finalisation of this Plan will commence after comments /
feedback have been received from the sporting community and reported to an
upcoming Shoalhaven Sports Board meeting.

3. Shoalhaven City Council’s planning context
3.1 Issues with current sporting facilities provision
The following is a summary of issues that influence current supply of sports
field facilities within the Shoalhaven.

Shoalhaven’s geographical spread
Specific characteristics of the Shoalhaven that influence sporting facility
provision are linked to the City’s geographical spread and population.
Shoalhaven’s population and sporting facilities are geographically dispersed
throughout 49 separate towns and villages. These towns and villages are
diverse in population size. Nowra-Bomaderry is the major service and
employment centre for the City of Shoalhaven and for the peripheral areas,
towns and villages.
This settlement pattern has implications for the
distribution, access, equity, management and maintenance of sporting
facilities throughout the Shoalhaven.
For planning purposes, the towns and villages of the Shoalhaven local
government area are located within five discrete Planning Areas. The five
Planning Areas have been established by Shoalhaven City Council to provide
a spatial basis for the S94 Plan and other strategic planning considerations as
well as for the delivery of services. Areas 1, 3 and 5 are based on the major
urban areas of Nowra-Bomaderry, Jervis Bay and St Georges Basin and
Milton-Ulladulla respectively. Areas 2 and 4 are second order districts based
on Culburra Beach and Sussex Inlet as the main urban areas. Other towns
and villages are considered minor urban areas. A summary of towns and

Available land
Council managed land that currently provides for sporting facilities is made up
of a network of Crown Land, Community Land and Operational Land.
Whilst the total of Council managed land available to provide sporting facilities
is high, due to physical and environmental constraints, the land available to
develop sporting facilities is limited. The physical constraints may involve a
sports venue being land locked by physical features such as road, private land
and flood prone or drainage areas. Environmental constraints that may affect
development or expansion of sports venues relate to presence of significant or
threatened flora and/or fauna.

The natural make up, and reactive nature of soils of the Shoalhaven may also
limit earthworks for a sporting facility. For example the presence of acid
sulphate soils may limit the amount of earthworks on a site. The poor and
minimal topsoil also increases the need for soil improvements at most existing
sports field sites. An ongoing annual maintenance topdressing program can
provide a significant improvement in surface drainage / ground level, all
weather playability and assist in the recovery of fields to allow increased
sports field usage.
In addition to sporting facilities provided on Council managed land, a number
of sporting facilities are provided on state government land and private land.
For example, Berry Sport and Recreation Centre, various school sites,
Ulladulla Pistol Club, various equestrian facilities and Shoalhaven ExServicemen’s Club. Where Council has negotiated agreement for community
use of such facilities, these sporting facilities have been identified in this Plan
(i.e. Shoalhaven High School and Nowra High School).
Population profile
The Shoalhaven has a high annual growth rate. 2001 census data indicated
that the Shoalhaven’s population growth was 1.7% compared to NSW (1.3%)
and the Illawarra (1.5%). Most of the population increase in the Shoalhaven
was through migration into the area. Census data also indicated that 19.1%
of the Shoalhaven’s population as being older than 65 years which is
substantially higher than the State average of 13.1% and the 0-14 age group
was 21.8%, slightly above the State average of 20.8%.
Shoalhaven City Council at its meeting of 13 May 2008 adopted the following
population projections for each Planning Area.

In accordance with these projections the demographic profile of the
Shoalhaven is expected to change over the next 20-30 years. Most notably,
the proportion of people aged 60 years and over is expected to increase. A
decline in the proportion of children and youth aged 0-14 and younger adults
aged 25-49, is also projected to occur.

The ‘nature’ of sport
The organisation and administration of sport has the ability to influence the
provision of sporting facilities due to requirements for competition venues and
changing ‘nature’ of sport. For example, the organisation of competition
places an emphasis on the need for ‘home ground’ facilities, where a sport
can be based and host competitions on a ‘home’ and ‘away’ basis. Hosting
finals can also add pressure on providing games / facilities at a venue (i.e.
more spectators & players).
Where two different sporting codes are based at the same home ground, it
may not be possible for these sports to share the facility without clashing
competition dates and requirements for playing areas and or supporting
infrastructure (i.e. amenities, canteen facilities, etc).
This is further
exacerbated by the overlapping of sporting seasons (i.e. summer / winter)
where facilities are shared by different codes and the opportunity to undertake
sports field restoration works is reduced.
The positioning of specific infrastructure (i.e. goal posts, back nets, change
rooms, storage, etc) can limit sporting use of a facility. Therefore, it is not
always practical for different codes to share a facility.
This ownership of a sporting facility is then extended further if the facility is
named after a specific sport that can give the impression that other similar
sports need their own dedicated facilities. Subsequently, the planning of
future sporting facilities must take all the various issues into account and
maintain flexibility to accommodate changes in sporting trends (detailed
below).
Participation in sport and demand for facilities can be influenced by global or
national trends. For example, a sport may host a significant event (i.e.
national or international event) that encourages people to participate in the
sport, or a sport may encourage people to join in a sport through the
influence/support of dedicated sport development personnel or physical
activity program. Subsequently, sport participation numbers may initially
increase and/or fluctuate after interest has past. Therefore, the design of
sporting facilities must be multipurpose to accommodate varying participation
levels in various sporting codes.
The influence of changing participation trends in sports also requires Council
to regularly review its sporting facility needs and budget allocations.
Participation trends have changed since Council adopted the 1993 S94 Plan
and 2001 Sporting Facilities Plan - 2016. For example, the S94 Plan
identified a higher facilities requirement for sports such as hockey, tennis and
netball, and did not consider facilities for sports such as croquet, baseball and
skateboarding. In addition to individual sports, female participation in sport
has increased and so has the need to provide dedicated change rooms /
amenities. Therefore, the need to review this Plan and the active recreation
section of the S94 Plan every 5 years becomes evident to ensure relevance.

Access and security
The provision of access and security of vandal prone sporting facilities is
challenging for Council to balance. While it is important for Council to provide
access to the general public, in some circumstances access must be
restricted to organised sporting groups (i.e. locked gates / building) to prevent
vandalism of a sporting facility. However, recognising that some casual users
(i.e. schools) need access to toilets, water taps, etc, it is important that these
facilities are made available. In circumstances where sporting infrastructure
cannot be secured (i.e. buildings, playing surfaces) to prevent vandalism, it is
important that strategies are implemented to increase passive surveillance to
deter vandalism.
School sport fields
With the exception of schools with large sport field areas or purposed built
sporting facilities (i.e. Shoalhaven High School & Nowra High School), use of
school fields generally provide an opportunity to improve training / junior
competition capacity for clubs that may have reached capacity at an existing
venue or possibly reduce wear of fields caused by overuse. This limited use
of school sports fields is due to the following constraints:
• Generally small single fields for juniors or training
• Not all have a North – South orientation.
• Limited supporting infrastructure and access (i.e. irrigation, lighting,
dedicated amenities building, car parking, etc)
• Field is used every school day.

Australian Standards & industry guidelines
Relevant Australian Standards and industry guidelines need to be considered
when developing new, or extending existing sporting facilities. Australian
Standards generally apply to buildings and vehicle access / parking areas,
however there are no Australian Standards for sports field provision. Industry
guidelines developed by the Federal and State governments are generally
used as the minimum/standard dimensions for sports playing areas.
Location of Indoor Sports Stadiums
Recognising the need to provide for indoor sporting activities, large costs
associated with provision and Council’s limited resources, the following 3
locations have been determined for provision of Indoor Sports Stadiums:
 Northern Indoor Sports Stadium (Bomaderry – servicing Planning Areas 1
& 2).
 Central Indoor Sports Stadium (Vincentia High School / Future facility
adjacent to Bay & Basin Leisure Centre – servicing Planning Areas 3 & 4).
 Southern Indoor Sports Stadium (Milton Basketball Stadium – servicing
Planning Area 5)
Where appropriate, Council’s other existing community buildings should be
encouraged for indoors sports use however, not embellished by Council with
indoor sports specific infrastructure.

3.2 Ecologically sustainable development
Shoalhaven City Council, at it’s meeting of Monday 23 June 2003, adopted
the document “Guidelines for Integrating the Principles of Ecologically
Sustainable Development into Shoalhaven City Council Activities” as the basis
for meeting Council’s objectives for Ecological Sustainability required by the
relevant legislation and plans. As appropriate, the following guidelines taken
from this document be applied to encourage sustainable use of Council’s
sporting facilities.
 Reduce the reliance on cars as transport
 Where possible, use and encourage the use of greener forms of transport,
e.g. natural gas, bicycles and walking

The implementation of the above guidelines in relating to the provision of
sporting facilities would include the consideration of such actions as the use of
recycled or harvested water for irrigation of sports fields, where appropriate
consider planting native vegetation around sportsgrounds, and more energy
efficient designs for future amenities buildings.
It is Councils intention to source grant funding opportunities and develop
partnerships to meet Council’s objectives for Ecological Sustainability.

3.3 Existing sporting facilities hierarchy
Recognising that the level of participation and competition level at each
individual sportsground facility varies, and Shoalhaven City Council’s limited
resources, Council at its Ordinary Council meeting held on Tuesday 20
December 2005 (Min 05.1830) adopted the following sporting facilities
hierarchy and definitions for sports facility provision in all its 49 towns and
villages. The sporting facilities hierarchy category provides a basis for long
term budget considerations as well as certainty for local sporting groups with
respect to recognition of infrastructure needs.
Local sporting facility
Sportsgrounds / facilities which benefit the immediate area within which they
are located and generally used for training, and predominantly local club use.
District sporting facility
Sportsground / facilities benefiting a district as defined as the Nowra /
Bomaderry area, Bay and Basin area, and Milton / Ulladulla area, and
generally used for local level competitions either by multiple clubs /
associations defined by the sport association or relevant equivalent, and used
by visiting organisations for competition, in addition to local level benefits.
Citywide sporting facility
Sportsgrounds / facilities which benefit the whole city regardless of their
physical location, and cater for competitions beyond one association or
organisation, in addition to having local / district benefits.
Regional sporting facility
In addition to providing a city wide benefit, sportsgrounds / facilities that can
cater for competitions and events at a Regional, State and / or National level,
to improve the ability of local communities to foster elite level competitions, as
well as be a home base for local clubs.
A summary of existing sporting facilities and their respective sporting facilities
hierarchy categorisation is provided in Section 5 of this Plan.
A summary of infrastructure provision for each respective sporting facilities
hierarchy categorisation is provided in Appendix 6.5 of this Plan.

4. Principles for provision of future sporting facilities
The following principles have been developed to guide specific strategies and
decision making for provision of future sporting facilities:
1. Where practical, a philosophy of clustering of compatible sporting
facilities to maximise cost benefits be implemented.
2. Extension be undertaken to existing sporting facilities where feasible
and appropriate.
3. Consideration be given to the rationalisation of limited use sporting
facilities to improve economies of scale and useability.
4. Optimum and (where practical) multipurpose sporting facility utilisation.
5. Current user demand / trends be used as a guide to future sporting
facility planning.
6. Flexibility to respond to change in participation patterns.
7. Allocation of sporting facilities for use by sports bodies is based on
adopted terms and conditions.
8. Ecologically Sustainable Development design considerations for all
new facilities to minimise use of limited resources.
9. Future Sports field provision be based on the Sports Fields Layout Plan
(shown as Appendix 6.2).
10. Embellishment of sporting facilities capable of hosting major state and
national level games be based on Council’s Sporting Facilities
Hierarchy Standards, Sportsground Fencing Policy, and the Sports and
Tourism Policy.
11. Provision of future sports fields to be in accordance with Council’s
Sporting Facilities Hierarchy Standards.
12. Facilities for sports such as croquet and skate parks be included in this
Plan.
13. Provision of future outdoor netball, basketball, tennis courts and
equestrian facilities be subject to separate detailed studies.
14. Provision of future aquatic sporting facilities (swimming / water polo) be
subject to separate detailed studies.
15. Revision of this plan to be undertaken following availability of each
census data.

5. Recommended actions
5.1 General recommended actions
The following are general recommended actions that have been noted
through the development of this Plan:





That to maximise the use of current and future sporting facilities, Council
encourages sharing of facilities.
That Council adopt facility names which are geographically based or
remembrance of a key community member rather than sport specific
names.
That all future sports fields be developed in accordance with Council’s
Sports Field Layout Plan and not as single sports field venues (i.e. one
sport field facilities).
Council review its Recreation Strategy that was adopted in December
1999.
That this Plan be reviewed approximately every 5 years or sooner if
significant changes / impacts influence existing strategies.
5.2 Specific planning area recommended actions
This Section provides a summary site analysis of each venue, current facility
use, future direction and recommended actions.
Specific planning area recommended actions are subject to site specific
investigations which examine potential issues/impacts associated with:
 Natural environmental values
 Heritage and cultural values
 Traffic management
In terms of current facility use, the following symbols identify the period of
usage by sporting groups:
Low = 1 - 6hrs per week
Medium = 7 - 12hrs per week
High = 13hrs plus
This summary of usage does not consider school usage and other community
groups that may use Council’s sportsground facilities. It is proposed that this
usage will be examined in more detail in the future through Council’s reserve
booking process.
Additional facilities beyond those recommended are considered the
responsibility of the user groups or sporting codes. Consumable infrastructure
such as nets, goal posts, etc is considered to be the responsibility of the user
groups. The provision of additional infrastructure such as catering facilities
beyond basic canteens, administration rooms for officials, etc is also
considered to be the responsibility of user groups.
Provision of flood lighting to the Australian Standard is aimed to meet
training/basic competition needs of the sports played at the relevant
sportsground.

To assist with the provision of infrastructure not detailed in this Plan, sporting
groups are encouraged to access Council’s Voluntary User Contributions
Policy funds and / or external grant schemes. Council’s Voluntary User
Contributions Policy has been developed to encourage clubs with financial
contributions towards accelerating the provision of facilities. Projects
qualifying for the Voluntary User Contributions Policy are currently subject to a
financial limit of $35,000 in matching funds.
Council’s existing Active Recreation Minor Improvement funding provides for
minor infrastructure improvements that are considered too minor to list in the
Plan and are core responsibilities of Council (i.e. minor drainage
improvements, lengthen/widen concrete (Astroturf) cricket pitches, install steel
gates on doors/roller doors on amenities, etc).
In addition to this information a summary of all recommended actions for
Planning Areas 1-5 is provided in Section 5.3 of this Plan – Recommended
Action Summary.

and basketball facilities at this site, however, these facilities should be
considered as alternative sites due to the impacts of the site being flood
prone. It is recommended that future hockey facilities be provided at
Bernie Regan Sporting Complex, netball facilities be clustered at the
existing Park Road Netball facility, and basketball facilities be clustered at
the existing Bomaderry Basketball Stadium Site.
 With expansion and increased usage, this citywide facility could service a
regional facility function and Council’s sporting facilities hierarchy be
amended accordingly.

Planning Area 1 limitations include:
 14 single senior sports field/oval facilities.
 11 junior sports field facilities – including 3 single junior field facilities.
 1 sport fields with purpose built facilities (athletics).
 No facilities in this Planning Area provide for competition swimming or
water polo (50m / 8 lane pool).
 School sports fields that could be considered for use include:
o Bomaderry High School.
Future direction
 Through reviewing population projections and desktop investigations, the
following sites have the capacity (as per Council’s Sporting Facilities
Hierarchy Standards) to provide up to 14 additional sports fields in this
Planning Area by 2036:
 Lyrebird Sports Park (potential for 9 additional sports fields)
 Bernie Regan Sporting Complex (potential for 4 additional sports
fields)
 South Nowra Soccer Fields (potential for 3 additional sports fields)
 Ray Abood Village Green (potential for 1 additional sports field)
 Jerry Bailey Oval (potential for 1 additional sports field)
 Rugby Park (potential for 1 additional sports field)
 Given the population growth of the City, and specific requirements of
competition swimming and water polo, it is proposed that a citywide facility
be provided in Planning Area 1 to meet this demand.
Recommended action
a) That based on population projections and desktop investigations, the
process commence to acquire and/or develop land with supporting
infrastructure / amenities (as per Council’s Sporting Facilities Hierarchy
Standards) to provide up to 14 additional sports fields in this Planning Area
by 2036 at the following potential venues/ sites:
 Lyrebird Sports Park (potential for 9 additional sports fields)
 Bernie Regan Sporting Complex (potential for 4 additional sports
fields)
 South Nowra Soccer Fields (potential for 3 additional sports fields)
 Ray Abood Village Green (potential for 1 additional sports field)
 Jerry Bailey Oval (potential for 1 additional sports field)
 Rugby Park (potential for 1 additional sports field)
b) A feasibility study be undertaken to provide an aquatic facility for
competition swimming and water polo (50m / 8 lane pool) in Planning Area
1.

Analysis
Planning Area 2 limitations include:
 1 single senior sports field facility.
 2 junior sports fields.
 School sports fields that could be considered for use include:
o Culburra Primary School.
Future direction
 It is reasonable to suggest that sports such as AFL, rugby union, and
hockey may require current/future fields for training / completion.
 Based on population estimates it is recommended that 2 additional sports
fields are required by 2036.
 Desktop investigations have identified that Crookhaven Park and
Callala Sports Field has the potential to accommodate future sports
fields however, further detailed investigation is required.
 Investigations continue to identify a site to accommodate up to 2
additional sports fields. Initial investigations have identified land at
Culburra (known as Culburra Sporting Complex) that could possibly
accommodate future sports fields.
Recommended action
a) That existing active recreation land, if required, make provision for AFL,
rugby union and hockey sports field use in this Planning Area.
b) That based on population projections (adopted by council May 2008), the
process of commencing to acquire and develop land to provide 2

 The Bay and Basin Leisure Centre was designed to have an indoor sports
hall constructed on the southern side. However, the joint use agreement
of the local High School hall has deferred this development.
 Given the skate facility at Francis Ryan Reserve is poorly sited and unable
to service this Planning Area, a larger district facility has been resolved to
be located on this site by 2010. This resolution was based on a premise
that commercial development was going to occur adjacent to this facility,
however this is now unlikely to occur.
 This facility is partially constructed and environmental constraints are likely
to limit substantial development of this venue.
 Consideration should be given to the best use of the existing cleared land
to accommodate all identified facilities for the area. This assessment
should be considered in conjunction with the optimum use of new venues
as per the identified land acquisition program.
 Subject to detailed investigations this site has the potential to
accommodate future netball/tennis/basketball growth in this Planning Area.
 The two senior sports fields cannot sustain future growth of 3 winter sports
at this venue and the existing facilities / car parking is in adequate.
Recommended action
a) That the following infrastructure be provided at this site to accommodate
future increased use of this facility :
 Spectator shade
 Amenities building expansion / storage / referee room
 Additional car parking
 A minimum of 4 hard courts with lighting (able to accommodate tennis
and/or netball), subject to a feasibility study.
 2 indoor multipurpose courts, subject to assessment of arrangement
with High School on use of existing facilities, and a feasibility study.
b) That the siting of a district skate park at this site be reviewed.
c) Given the location and site constraints, this venue should be subject to
further detailed investigations.

facility and BMX facility in this Planning Area.
b) That based on population projections (adopted by Council May 2008), the
process of commencing to acquire and develop land to provide 13
additional sports fields by 2036 at the following sites:

5.3 Recommended Action Summary
The following is a summary of all recommended actions with an assigned
priority. Recommended actions that require monitoring have not been
identified with an assigned priority and are individually identified.
The assigned priority groups listed in the SFSP are:

While this Plan does not apply a timeframe to the implementation of each
priority group, the intention of this grouping is to summarise the order of
approximate implementation and funding consideration, as well as
recommended actions to be subject to detailed design and grant funding
submissions.
References to high, medium and low priorities are relevant to specific site
analysis and not citywide priorities and are indicative only; circumstances may
change with grant submissions and other external funding opportunities. The
summary of “Preliminary cost estimates for high priority recommended
actions” (detailed in Section 6.6) provides a listing of high priority projects to
inform Council’s capital works plan. These estimates are based on mid 2008
information and final project cots may vary at the time of implementation and
over time in general.
Recognising also that the Plan identifies a wide range of high priority
recommended actions, the following principles guide the order of
implementation.

projects (i.e. Northern Aquatics Centre, Northern Indoor Stadium, Planning
Area 2 & Sports Fields) totals 8 projects ($41,501,232).

6.4 Sporting associations / peak bodies feedback
AFL NSW and South Coast AFL Association
The South Coast AFL Association would ideally like to establish a premier
facility in the Nowra area, at sites such as West Street Oval, Nowra
Showground or as part of the future development of Lyrebird Sports Park.
Nowra Showground could provide a short-term premier facility, while Lyrebird
Sports Park could provide a longer term option. A purpose built facility has
the ability to cater for local competition (SCAFL), and also be conducive to
hosting games including Sydney Swans reserves, Wollongong Lions and ACT
Clubs
Based on the current growth rate in AFL participation numbers in the Nowra /
Bomaderry area, it is anticipated that an additional AFL field will be required in
the next 2-3 years (i.e. 2010-2011) to cater for anticipated demand.
No demand for additional facilities is foreseen in the Bay and Basin area for at
least 5 years (i.e. 2013). In the Milton / Ulladulla area, Lighthouse Oval is
over-used and sharing the facility with soccer is not suitable for AFL, therefore
there is a need to create an AFL field in the Milton / Ulladulla area.
Athletics clubs based in the Shoalhaven
There is currently no Athletics Association or peak body based in the
Shoalhaven.
Currently, Ron Brown Athletics Complex (Shoalhaven High School) and
Sanctuary Point Oval cater for senior and little athletics competition, zone and
regional carnivals. Frogs Holla Reserve is another venue, however is not
purpose built like the other facilities. The availability of portable seating for
large athletic meets has been identified as a need at current athletic venues.
Future development of Lyrebird Sports Park has been identified as a long
term option for athletics as a future premier facility.
Berry Netball Club
The Berry Netball Club currently train at Berry Sports Complex and compete
in a Kiama based competition and therefore are not represented by a
Shoalhaven based Association.
To seek strategic feedback from this club Council staff facilitated a meeting
with club members. Verbal feedback from this meeting expressed the need to
provide two all weather netball courts with lighting at the Berry Sports
Complex.

Far South Coast Rugby Union
The Ulladulla Breakers are the only team from Shoalhaven in the Far South
Coast Rugby Union, although some junior teams from Vincentia also
participate in their junior competition. The association has identified that
Sussex Inlet could develop a union club in time. There is interest in the sport
from junior in the Sussex area. No current demand for additional facilities has
been identified in the Shoalhaven.
Illawarra Rugby
Shoalhaven Rugby and Vincentia Van Goghs are represented in Illawarra
Rugby. There is no immediate demand for additional playing fields unless a
new club formed in the Shoalhaven.
The minimum requirements to host country championships are for 2 fields,
with 3 fields being ideal and Rugby Park has recently hosted U12’s, U13’s
and U18’s country championships.
Win Stadium (Wollongong) is the premier facility for Illawarra Rugby and
exhibition matches are always played at Win Stadium, as this is the premier
facility for rugby in the Illawarra.
Shoalhaven Cricket Association
The Shoalhaven Cricket Association would ideally like to establish a premier
facility at Lyrebird Sports Park when this facility is further developed. The
Association recognises that the Lyrebird Sports Park development has the
capacity to provide a number of satellite fields around a premier field. Ideally
such a premier facility should have 4 wickets/fields in the one area for junior
carnivals and representative cricket.
Currently the Association has expressed that there are not enough cricket
fields for junior cricket in the Nowra/Bomaderry area, therefore future
development of Lyrebird Sports Park will provide future fields for the sport.
Additional fields are also required in the Ulladulla area.
In addition to sports field provision, the Association has expressed the need to
provide shade facilities at its cricket facilities, particularly where there are
multiple field developments. Storage provision needs at cricket facilities also
need to be considered in order to store rollers, mowers etc.
Other major cricket facilities for the Association are the turf wickets at Nowra
Showground, Worrigee (Ex Serviceman’s) and Sanctuary Point Oval. The
Association has also highlighted the potential to provide a cricket wicket at
West Street Oval.
Shoalhaven District Amateur Soccer Association
The Association’s premier facility is South Nowra Soccer Fields. State titles
are often held at this facility as they require a total of 3 fields at one venue
The Association would ideally like to host pre-season A-League games at the
venue, however this facility does not have purpose built spectator facilities.
An existing sporting facility that could host ‘one off’ A-League games would be
Rugby Park.

There is a need for additional soccer fields in the Bay and Basin,
Milton/Ulladulla, and Nowra areas. Additional fields are a priority in the Basin
area followed by South Nowra. Lighthouse Oval is currently unable to
accommodate both AFL and soccer. Future development of Ray Abood
Village Green to provide 2 soccer fields could reduce facility need in the North
Nowra / Bomaderry area.
There is a general need for additional change rooms to cater for the
increasing number of women participants, particularly at Huskisson Sporting
Complex, South Nowra fields, Lyrebird Sports Park and Crookhaven Park.
The Association has also highlighted that synthetic fields are now being used
in NSW.
Shoalhaven Hockey Association
The premier hockey facility for the Shoalhaven Hockey Association is Bernie
Regan Sporting Complex. Currently this site has 3 couch grass fields and 2
future synthetic fields are subject to Development Application approval. To
host major championship games the Association requires synthetic fields and
up to 3 supporting grass fields.
The Association has expressed to Council that its player base is declining due
to the Shoalhaven not having a synthetic playing surface. Currently, players
based in the Shoalhaven are travelling outside of the City to facilities at
Unanderra and Shellharbour to train and compete on a synthetic surface.
The Association is working with Council to develop a synthetic surface hockey
facility in the Shoalhaven.
Shoalhaven Mariners Baseball Association
Feedback from the Shoalhaven Mariners Baseball Association in the recent
sports field user survey noted the need for a senior baseball diamond, with
associated change rooms, amenities and canteen in Northern Shoalhaven
area. Currently, the Association does not have a dedicated facility and is
using a playing field at Artie Smith Oval and the softball diamonds at the Wool
Lane Sporting Complex.
The Association has expressed an interest in establishing 1 senior baseball
diamond at Berry sports complex. A longer term option for additional baseball
facilities is through the future expansion of Lyrebird Sports Park.
The Association’s premier facility for the Illawarra competition is the Fred
Finch Baseball Diamonds in Berkeley.

Shoalhaven Netball Association
The Association’s premier Shoalhaven sporting facility is Park Road Netball
Courts. Its secondary facility is the Wool Lane complex. The Association has
suggested the Wool Lane facility could be moved in the future to the Bay and
Basin Leisure Centre site and increased to at least 4 courts.
The Association is anticipating to access the proposed Northern Indoor Sports
Stadium for State League, Representative Games and training. Currently the
State League and Representative teams travel out of the City to train and
compete in the Wollongong and Sydney areas.
South Coast Rugby League
The premier rugby league facility for South Coast Rugby League (SCRL) is
the Croom Road Facility (Centenary Reserve) at Albion Park.
The
Association’s next major Shoalhaven facilities are Nowra Showground and Bill
Andriske Oval. The venues for major finals and grand finals are held
alternatively at different fields throughout the SCRL area (i.e. Albion Park to
Batemans Bay).
SCRL is interested in hosting finals matches, country championships and
other exhibition matches at an appropriate facility in the Shoalhaven. An
existing sporting facility that could host ‘one off’ A-League games would be
Rugby Park.
Most SCRL fields require fencing to enable clubs to charge entry for senior
matches and manage crowds.
Touch football clubs based in the Shoalhaven
There is currently no Touch Football Association or peak body based in the
Shoalhaven. To seek strategic feedback from all touch football clubs based in
the Shoalhaven Council staff facilitated a meeting with these clubs.
Feedback from this meeting expressed that no premier facility had been
identified in the Shoalhaven. Regional championships have been played at
Lyrebird Sports Park.
Ulladulla & Districts Netball Association
The Association’s premier Shoalhaven sporting facility is the netball courts at
Ulladulla Sports Park. Recent feedback from the Association has indicated
the need to provide 2 more all weather netball courts and improving car
parking and storage at this facility.
