That fee used to be a percentage of the purchase price, and the income was used to cover the cost of issuing cards and programs to detect fraudulent transactions. But recent regulations have forced all financial institutions to lower those fees. While this is good news for merchants, these new rules mean all financial institutions will need a way to make up for the lost income. As a result, some banks have started charging up to $5 in monthly debit card fees, and more banks will probably follow with annual or per transaction fees as well.
