The College
Deshbandhu College Ranked 28th in top 50 colleges of India and 8th in city of Delhi (In Science)
- India Today-Nielsen Survey 2010
DESHBANDHU COLLEGE was established in the year 1952 by
the Ministry of Rehabilitation, in the memory of Late Lala
Deshbandhu Gupta - a veteran freedom fighter. The college
made a humble beginning with just 72 students and courses like
Prep (Arts), Prep (Science) and Pre-medical. The college was
transferred to The Ministry of Education and later taken over by
the University of Delhi. Guided by the mantra
"Karmanyevadhikaraste" - our motto, the college continues to
grow both in size and stature. Today, Deshbandhu College is a
fully maintained constituent college of University of Delhi and
has the distinction of being the oldest and the largest coeducational institution in South Delhi promoting Arts,
Commerce and Science courses. The college offers seven post
graduate and eighteen undergraduate courses in disciplines

Patriot, Leader, Editor and
Economics, and Commerce to all the major branches of Science

Assembly of India
The sprawling campus of Deshbandhu College, with its lawns, gardens and extensive grounds
provide a healthy environment for all round development of the generation. The campus is dotted
with an Administrative Block, an Arts Block, an Old Block, a huge Library and a Science Block with
well-equipped laboratories, together with students' common rooms, a gymnasium, a Seminar hall
and a canteen. The college is working actively towards realizing its plan for a Women's Hostel, an
Auditorium and a three storied Academic Block.
To encourage self-learning and to satisfy the thirst for knowledge of the students, the college
library has a massive collection of about 97,000 books, a host of journals and magazines, a spacious
reading room, a separate floor for teachers and research scholars, and a book bank section which
lends text books to needy students.
The college promotes organization of seminars, lectures, workshops, N.S.S., N.C.C. and other cocurricular activities. A number of scholarships and financial aid is provided to meritorious and
needy students every year.
Every student finds his/her expression through College Students' Union, affiliated to the
Delhi University Students' Union. The Career-counselling and Placement Cell of the college
provide suitable employment opportunities to graduating students through campus recruitment.
The College has created a spacious "Web Access Center" in which 80 computers and servers
provided by the Delhi University are housed. The servers have optical fiber connectivity and the
College campus is Wi-Fi enabled. In addition there is a dedicated facility for use of computers and
Internet connectivity in the library. The college is well equipped with all infrastructural/academic
support that a student requires.
The college and the faculty offer a holistic environment to the students and gives preference to their
psychological/academic needs. This creates an informal, close-knit, friendly and supportive
environment that encourages hard work and academic achievement.

ADMISSION
Procedure for Application:
Application Form
The University of Delhi has a Centralized Pre-Admission Form for admission to colleges.
Candidates are encouraged to procure the Prospectus to obtain an overview of the college and also
details on the selection criteria for different courses. Candidates eligible for admission to the
college are required to fill the College Admission Form attached to the Prospectus before they can
be admitted to the college. The college form will be available along with the Prospectus at the time
of admission from the college counter.
Eligibility Requirements for Admission:
A candidate who has passed one of the following examinations can be considered for admission to
the first year of B.A. Prog/B.Sc./ B.A. (Hons.)/B. Sc. (Hons.)/ B. Com. (Hons.) Course:
(i) Senior School Certificate Examination (Class XII) of Central Board of Secondary Education
(CBSE), New Delhi or an examination recognized as equivalent thereto,
OR
Pre-University Examination (2 years after 10 years of schooling) of an Indian University
recognized by the University of Delhi,
OR
Intermediate Examination of an Indian University/Board or an examination recognized as
equivalent thereto.
(ii) Indian School Certificate Examination (class XII) of The Council of Indian School Certificate
Examination, New Delhi.
(iii) General Certificate of Education Examination of the U.K.
(a)
Passed in five subjects at Ordinary level.
and
(b)
At least in two subjects at the Advanced level. These two advanced courses may either
be chosen from among the five Ordinary level subjects or from outside this group as
prescribed by the University of Delhi.
(iv) Admission for IB Students: The equivalence to convert grade point average of the diploma
awarded by the International Baccalaureate Organization, Geneva, Switzerland and
percentage of marks awarded in the Senior School Certificate Examination of the Central
Board of Secondary Education, New Delhi, for purpose of admission to different courses in the
University is as under ( see 4, 5, 6 ). However, the equivalence formula issued and certified by
the institution last attended by the student may be accepted on a provisional basis for granting
admission by colleges.

Students from Vocational/ Technical Streams
a)
For admission to Four Year Undergraduate Programme in Arts/Humanities/
Commerce subjects, three Academic subjects and one Vocational subject may be taken

into account for purpose of determining eligibility for admission to these courses.
b)
Academic and Vocational subjects must have the relationship with the main Courses
opted by the candidates.
AGE REQUIREMENT
There is no minimum age bar for admission to undergraduate courses in the University and its
Colleges.
3.
Equivalence Criteria
The applications for admission to the undergraduate courses in the Colleges in respect of
candidates belonging to the Examining bodies of Boards / Universities recognized /
accredited by the Association of Indian University/University Grants Commission / Ministry
of Human Resource Development shall be considered by the College / Department in terms of
the following recommendations as circulated in the University circular letter of 13 -1- 2005.
a)
Degrees from Universities recognized by the Association of Indian Universities /
University Grants Commission / Ministry of Human Resource Development or by any
bilateral agreement be considered as equivalent to corresponding degrees of University of
Delhi subject to the conditions that course duration is same as in Delhi University for
purposes of determining eligibility for admission to various courses and further
Departments / Colleges may be allowed to evolve procedure through their respective
Admission Committees.
b)
Senior School Certificate of various Boards recognized by Association of Indian
Universities / Central Board of Secondary Education be considered as equivalent to the
Senior School Certificate of Central Board for purposes of eligibility to various
Undergraduate Courses.
c)
Students who pass various Degree School Examination of Foreign Universities /Boards
as have already been approved by the Equivalence Committee, from time to time, be
considered eligible as a matter of routine.
The cases of only those candidates who do not fall in the list of Association of Indian
Universities / University Grants Commission / Ministry of Human Resource
Development recognized accredited Boards / Universities shall be referred to the
University on the basis of individual merit.
d) The admission in any course shall not be granted on predicted scores.
4.
Grade Conversion [As per AC Reso. No. 319, dt. 22.3.1976]:
Formula / Equivalence of the grade point average awarded in Cambridge School Certificate /
Malayalam / Overseas /African G.C.E. and / or 12th Grade Examination of American
Embassy School, New Delhi with the percentage of marks as are awarded in the Higher
Secondary Examinations of the Central Board of Secondary Education New Delhi, for the
purpose of admission to different Courses in the University.

The applicants shall be required to submit the following self-attested documents along with
the application form in original.

outside Delhi.

Three passport size self-attested photographs.
The college will accept self-attested copies of document papers submitted by students. The
students will be debarred if any false attestation /falsified records are detected the student will be
debarred from attending any course in University/ or its college for next five years and in addition,
a criminal case under relevant sections of IPC (VIZ 470, 471, 474 etc.) will be instituted against
him/her.

(viii) Kashmiri Migrants: The wards of the Kashmiri Migrants will be registered centrally by
the University for admission to various under-graduate courses under the Faculties of
Arts, Social Sciences, Commerce & Business, Mathematical Sciences and Faculty of

Science, except the courses where admissions are made on the basis of Entrance Test
and the allotment of seats to the courses/colleges will be made on the basis of merit (not
more than three seats in one college, at least one seat in one stream i.e. Arts and Social
Sciences, Commerce, Science and Mathematical Science.)
*Note: Whenever there is common merit between two candidates i.e. one belonging to one
reserved category and the other belonging to the reserved as well as Physically Handicapped
category, preference should be given to the Physically Handicapped candidate over the able
bodied candidate.
RECHECKING/REVALUATION AND COMPARTMENT CASES
a.
The colleges shall consider admission of the candidates whose marks get increased in
the process of rechecking/revaluation by their respective boards within the prescribed
period of admission provided that such a candidate fulfills the other eligibility
conditions laid down for admission.
b.
Candidates placed under compartment in one subject only at the Senior Secondary
School Certificate Examination of the Central Board of Secondary Education, Delhi, or
an examination recognized as equivalent thereto of any statutory University/Board will
be eligible for provisional admission in Colleges, School of Open Learning and NonCollegiate Women's Education Board, if they obtain the required minimum percentage
of marks in the aggregate by adding the minimum pass marks of the subject in which the
candidate has been placed under compartment to the marks obtained in remaining
subjects.
c.
Candidates who fail to appear or fail to pass at the Compartmental examination by 31
August of the year of admission shall not be entitled to continue on rolls and their
provisional admission will be cancelled without any further reference to them.
d.
Candidates placed in Compartment in one/two subjects at the Senior Secondary School
Certificate Examination or an equivalent examination who are not eligible for
provisional admission to regular Colleges and the Non Collegiate Women's Education
Board under clause may, after clearing their Compartmental Examination and securing
at least 40% marks be admitted in a College before the prescribed last date, subject to
availability of seat.

ADMISSION ON THE BASIS OF SPORTS
All applications for consideration on the basis of sports shall be made on a separate form along with
3 photographs. Schedule of trial shall be notified on the College Notice Board and the College
Website.
Super category : Direct admission by the College without trails. The admission will be strictly
on the basis of evaluation chart (for sports) approved by University.
Sports persons who have participated/represented the country in the following competition(s):

Olympic Games by IOC

World Championships under International Sports Federations (IOA and / or MYAS

Paralympic Games (recognized / affiliated by IOC and / or MYAS)

It is essential for the candidate to qualify any two of the following Fitness Test items as per the
standards laid down by the university (for the general fitness):
Note: The guidelines for admissions under Sports/ECA categories will be carried out as per
notifications No. Aca. I/Sports/2012/82 dated 18.05.2012 and Aca I/82/ECA/2012/163 dated
5 June, 2012 respectively.

Revised Sports Admission Policy: The committee unanimously decided that the student may the

The Committee agreed that in case a student qualifies fitness test, the college will issue a certificate
in the particular format to the student. This certificate shall be accepted in other college also. The
format of the certificate will be downloaded from DU website and the web-link sports council.
It is recommended that videography be made during sports trial.
III) Trials for admissions on the basis of sports shall be held in the college as per the schedule
notified.
IV) Sports Certificate
•
All sports certificates must be duly verified by the Head of the Institution last attended and by
the issuing authority. All applications along with Sports Certificates may be sent to the
Convener of the University Sports Admission Committee for scrutiny.

The Sports Certificates should contain the photograph of the Sportsman/Sportswoman duly
attested by the respective issuing authority and the head of the Institution last attended.

Any student submitting false/forged/fake certificates will be debarred from admission to any
course in any college for 3 years. If he/she is admitted, his/her admission will be cancelled.
Such cases will be notified to all colleges.

Every student will have to bring original certificates at the time of screening.
V) The level of competence in sports will be determined only in case of those candidates who have
achieved distinction in sports during the last three years in the sports events recognized by
AIU & IOA. Preference will be given to the sports activities, in which Delhi University, InterCollege and Inter–University competitions are held.
ADMISSION ON THE BASIS OF EXTRA-CURRICULAR ACTIVITIES (ECA)
All applications for consideration on the basis of Extra-Curricular Activities (ECA) shall be made
on a separate form along with 3 photographs.
The guidelines for admission to various undergraduate courses for the academic year 2014-15 on
the basis of ECA are the following:

Trials will be held at two levels: (i) Preliminary trials (ii) Final trials.
•
The date/ dates for the Preliminary/Final trials shall be notified and displayed on the college
website and also displayed on the College Notice Board well in advance.
•
The candidate seeking benefit of any participation/winning certificate must submit evidence
of having participated in the concerned activity during the last three years.
•
Due weightage will be given to the certificates of winners/participants at International,
National, State, Zonal and School level and trials as follows:

If a candidate wishes to appear in the preliminary round for more than one activity,

Not more than 15% concession in academic merit vis-a-vis general category candidates may be
given for admission to specific course (subject to the minimum eligibility of the course).
At least two experts shall be invited from outside in the selection process. The experts may be
drawn from the following:

National School of Drama, Sri Ram Centre for Performing Arts, Faculty of Music & Fine Arts,
Indian Council for Cultural Relations, College of Art, Sangeet Natak Academy, Sahitya Kala
Parishad, All India Radio/Doordarshan ('A' Grade Artists), Experts from University
fraternity in areas of their expertise.
4.
Merit list of the candidates selected for admission after the finals shall be notified on the
respective College Website and the Notice Board.
5.
The decision of ECA Admission Committee shall be final.

College offers a paper on ‘Environmental Studies’ to all first year students, where the students are
made aware of the relations between various environmental factors and biotic diversity as well as the
burning issues related to the environment. The students are encouraged and mentored for various
environmental programmes and project work. Last Year the college also organized National
Symposium on ‘Environment: Challenges and Awareness’. The symposium provided a platform for
the young minds to interact with the renowned environmentalist and researchers in this field.

The Department of Botany has created a niche for itself in the college by achieving high repute in
academic and co-curricular activities. Enriched by the legacy of some very renowned teachers in
the past, the department is proud to have a committed faculty which excels in research, book
writing and teaching. With three well- equipped, state-of-the laboratories and a museum, the
department inculcates scientific and experimental spirit in the students. Also, the department has
its own library that supplements the main college library.
The Department pursues a mantra of holistic development of a student, inculcation of a scientific
temper by supplementing the conventional classroom and modern teaching with botanical
excursions, seminars, guest lectures by eminent scientists, slide shows, documentary films, quiz

Zoology
The Department with its experienced and committed teaching faculty believes in the all-round
development of the students. The Department blends classroom teaching with co-curricular
activities like lectures from eminent scientists, seminars, symposiums, excursions and intercollege
festival CHIMAERA which gives the students a chance to showcase their talents and develop their
personality.
The department offers basic and applied information in both classical and trendy fields in zoology
and has well equipped laboratories where the students get the firsthand knowledge of practical
exercises related to these subjects.
The department takes pride in one international project (funded by IAEA Vienna, Austria) and
another project (funded by DST Govt. of India) besides two Innovation projects funded by
University of Delhi awarded to its faculty members. Two faculty members have fully recognized
research labs where students can enroll for Ph.D.

1. Qualifying (non-credit) Course :
Students have to study one qualifying course in any of the following languages given

For example, if a student chooses English as a compulsory Language Course, he or she
shall be required to offer one qualifying Course from Hindi or any other Indian
Language or vice-versa.
Honours students in subject other than language /literature shall take the Lower
Course if they have studied the language only up to class VIII.
Students who have not studied any of the language after Class VIII, or if the language
they have studied beyond class VIII is not offered by the college, will not be required to
take the qualifying course in a language, Instead, they will opt for one of the
interdisciplinary courses in lieu their of (Refer to list in point 3)

For language / literature students, the Qualifying Language Course has to be chosen
from among the remaining languages i.e. not the language of the main discipline.
2. Language Credit Course :
All first Year Honours (Semester-2) students in subject other than language / literature will
opt for one compulsory language from any of the following.
(i) English
(ii) Hindi
First Year Honours in Language / Literature :
A student who is enrolled in B. A. (Hons) course where a literature subject is the main discipline
(namely English, Hindi, Sanskrit ) shall not be required to take a Language Credit as the part of
Concurrent Courses.
He/She will be required to opt one of the following Interdisciplinary Courses :
English : Individual & Society (for students of english and Sanskrit Hons.)
Hindi : Hindi Language, Literature and Culture (for Students of Hindi and Sanskrit Hons.)

The English Department offers an amalgamation of literary and cultural forms through the study
of English texts from the British Isles along with works outside the canon such as African,
Australian, American, Ancient Greek, Indian, etc. The course involves a thorough study of the
forms of literature like drama, poetry, prose, short stories, etc. coupled with genres such as
Autobiography, Travel-Writing, Essays, Science Fiction, Films, etc. Studying literature involves
the ability to place literary texts in their wider intellectual, psychological, social, cultural and
historical contexts. It allows the students to understand how literature converse with other art
forms and other areas of study within Social Sciences and Humanities. It also requires the students
to develop the critical processes by which they analyse, judge and simultaneously learn about
literary form and technique.

History
History encompasses a very dynamic range of study i.e. past, present and future. It analyses the
present in the light of the past with a view to the future. Needless to say, it thus prepares one to
know the complexity of the present with greater sensitivity. This, in turn, shapes one's mind for
broader and better understanding of the world in a more comprehensive manner. History not only
covers the biological evolution of mankind from about 5 million years ago till date, but also covers
the cultural evolution in terms of evolution of architecture, painting, sculpture, music, dance,
drama, human relations within community and outside, etc. Besides, it also covers inter alia state
formations, nation building, colonial struggles, freedom movements, world wars, globalization,
etc. It thus transcends national boundaries to understand the world as whole – right from ancient
times to the present. In this context, it enables one to have a career in various fields viz, Teaching,
Publishing Administrative Services, Archaelogy, Mass Media, etc. Travel and Tourism along with

Philosophy is the inevitable accompaniment of a self-conscious humanity which reflects not

It is a matter of pride that Deshbandhu College is the only college in Delhi University which
offers Sindhi as a language course.
The department offers a rare opportunity to develop and preserve the precious heritage of Sindhi

Physical Education is considered an integral part of general education and leads to holistic
development of personality through Cognitive, Affective and Effective learning. It is an art and
science of promoting health by the deliberate effort of willful adoption of physical activities and
sports.
Apart from the opportunities provided to students to represent college in various sports, the
college also provides Physical Education as a subject in discipline course II and Fitness, Aerobics
and Gym operation as application course.

Entrepreneurship & Skill Development
University of Delhi has signed an MOU with National Skill Development Corporation (NSDC) to
introduce skill development courses for the students of all the colleges,
Under this MOU - DU and NSDC have mutually finalized job roles based on National
Occupational Standards (NOS) in 6 sectors as per the demand of the industry. These job roles are
progressive in nature - from Level 4 - Level 7 on National Skills Qualification Framework (NSQF).
The fee for the course is Rs 5000/- for a full one year course. At the end of the training, Sector Skills
Councils will conduct assessment and certification of the students followed by placement
facilitation of at least 70% of the desiring students.

Students Guide
IDENTITY CARD
1.
Every student must always carry the Identity Card with himself/herself.
2.
Every student has to produce the Identity Card whenever demanded by the Teachers/Library
staff/Office/Security staff at the gates. Failure to produce the identity card will lead to
punishment.
3.
Fresh Identity card will be made every year. The new Identity Card will be issued only on
submission of the earlier one. In case a student is unable to produce his/her earlier card,
he/she will have to pay a fine of Rs. 100/- to get a new one.
4.
In case of mutilation, a penalty of Rs. 100/- will be charged for issue of duplicate Identity Card.
5.
In case of loss of the Identity Card, a duplicate card will be issued only after a copy of FIR is
produced.
6.
The Identity Card is to be surrendered by each student on leaving the college. Security refund
will not be given till the student surrenders his/her Identity Card.
7.
Any change of address should be immediately communicated by the students to college
office.

ATTENDANCE RULES
17.1
ORDINANCE VII (2)
Resolved that the following amendments to ordinance VII and Ordinance IX of the
Ordinances of the University be accepted and recommended to the Executive Council for approval.
Replace the existing attendance rules for the 3 year semester based undergraduate programmes with
the following.
a. A candidate for the Semester I/III/V Examination shall not be deemed to have satisfied the
required conditions of attendance unless s/he has attended, in all the subject taken together, not less than
two thirds of the lectures/practical/presentations/totorial required to be attended. Provided that a
student of the Semester I/III/V who does not fulfill the required condition of attendance, as above, but has
attended, in all the subject taken together, not less than 40 per cent of lectures/practical/presentations
during the respective semester, may at the discretion of the Principal of the college concerned, appear for
the ensuing semester examination; but such a candidate shall be required to make up the deficiency at
lectures and practicals in the next semester of the same academic year.
Provided that a student of the II/IV/VI semester who does not fulfill the required conditions of
attendance as above, but has attended in all the subject taken together, not less than 40 per cent of the
lectures/practical/presentation/tutorials, held during the respective semester, may at the discretion of
the Principal of the college concerned, be allowed to appear at the ensuring examination provided that
she/he makes up the deficiency of the said attendance by combining the attendance of the previous
semester in the ensuing semester.
Provided further that the Principal of the College concerned may permit a student to appear in an
examination not with standing that the student has not fulfilled the attendance requirement, if in the
opinion of the Principal, such student shall make up the deficiency in the succeeding academic year.
Provided further that a student of the VI semester shall be allowed to appear at the VI semester
Examination, if by combining the attendance of the academic year the candidate has put in two thirds of
attendance, in all the subject taken together, held during the respective years.
b. In the case of a student who:
i. Is selected as a member of the N.C.C to participate in the annual N.C.C Campus or is deputed
to undertake Civil Defense work and allied duties; or
ii. Is enrolled in the National Service scheme and is deputed to various public assignments by or
with the approval of the Principal/head of the institution concerned ; or
iii. Is selected to participate in sports or other curricular activities ; or
iv. Represents the College in inter-college tournaments organized by the Delhi University Sports
Council (DUSC); or a student who represents Delhi State in National Tournament organized by Nation
Sports Federations; or a student who represent the University in Tournaments organized by Association

of India Universities; or a student ho represents India in International Tournaments organized by
International Federation/ Associations and FISU, ( Selections through AIU); of a student who represents
India on Olympics/Common Wealth Games/ World Championship organized by International Olympic
Committee; or in national of International Fixtures in games and sports approved by the Competent
Authority ; or
v. Is required to represent the University at the Inter-University Youth Festival; or
vi. Is required to participate in periodical training in the Territoral Army or a student who is
deputed by the college to take part in Inter-College sports or fixtures, debates, seminars or social work
projects or a student who is required curricular activities held in other University or such other activities
approved by the Vice-Chancellor for this purpose.
In calculating the total number of lectures etc. delivered in the College, or in the University, as the
case may be for his/her course of study in each academic year, the number of lectures etc., in each subject
delivered, during the period of absence, and as recommended/ forwarded by the concerned teacher/DPE
and approved by the Principal /Head for the above purpose shall deemed to have been attended by the
student.
c. The Principal of a College may consider, on the basis of the Medical Certificates produced,.
exceptionally hard cases of students who had fallen seriously ill or had met with an accident during the
year disabling them form attending classes for a certain period, with a view to determining whether the
lectures etc. delivered during the said period, or a part thereof, could be excluded for purpose of
calculation of attendance of the year and decide each case on its own merits.
d.Colleges shall be required to notify the attendance position of each of its students for each month
on the notice board of the College, and clearly indicate the lectures/practical held subject wise and the
numbers attended by each student.
e. A College shall notify on the notice board the final attendance position of each of its students
within five days of the dispersal of the classes in the last session of the academic year. Not later than five
days, thereafter, a student may, by an application to the Principal of the College, claim benefit of exclusion
of lectures under sub-clause (a) above on ground to be specified and accompanied by the relevant
documents. All such applications submitted within time shall be considered and disposed of the Principal
of the College at least 3 days prior to the commencement of the examination, in which the student is
intending to appear.
f. The benefit of exclusion of lectures contemplated in category (c) above, shall in no case exceed
1/3 of the total number of lectures/practical’s/prsentations/totutials.
g. In the case of a married woman student who is granted maternity leave, in calculating the total
number of lectures delivered in the College or in the University, as the case may be, for her course of study
in each semester, the number of lectures in each subject delivered during the period of her maternity leaves
shall not be taken into account.
h. No person shall be deemed to have satisfied the required conditions in respect of his instructions,
unless in addition to the requirements regarding attendance and other conditions, he has appeared and
satisfied by his performance the Principal of his college in such tests, written and/or oral, as may be held by
him in discretion. The Principal of the College shall have, and be deemed always to have had, the power to
detain a student in the same class in which he has been studying, or not to send him up for the University
Examination, in case he did not appear at the tests aforesaid or his performance was not satisfactory. The

Principal of a College/Head of the Institution shall have power to strike off the name of a student who is
grossly irregular in attendance in spite of warning, or when the absence of the student is for such a long
period that he cannot put in requisite percentage of attendance.

17.3
ORDINANCE XV-B
Maintenance of discipline among Students of the University
1.
All powers relating to discipline and disciplinary action are vested in the Vice-Chancellor.
2.
The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor and to
such other persons as he/she may specify in this behalf.
3.
Without prejudice to the generality of power to enforce discipline under the Ordinance the
following shall amount to acts of gross indiscipline:
a.
Physical assault, or threat to use physical force, against any member of the teaching and nonteaching staff of any institution/Department and against any student within the University of
Delhi
b.
Carrying of, use of or threat to use of any weapons
c.
Any violation of the provisions of the Civil Rights Protection Act, 1976
d.
Violation of the status, dignity and honour of students belonging to the scheduled castes and
tribes
e.
Any practice-whether verbal or otherwise-derogatory of women

4.
f.
Any attempt at bribing or corruption in any manner
g.
Willful destruction of institutional property
h.
Creating ill-will or intolerance on religious or communal grounds
i.
Causing disruption in any manner of the academic functioning of the University system;
j.
Prohibition of Ragging as per Ordinance XV-C.
Without prejudice to the generality of his/her powers relating to the maintenance of discipline and
taking such action in the interest of maintaining discipline as may seem to him/her appropriate, the
Vice-Chancellor, may in the exercise of his/her powers aforesaid order or direct that any student
or students a.
be expelled; or
b.
be, for a stated period rusticated; or
c.
be not for a stated period, admitted to a course or courses of study in a College, Department or
Institution of the University; or
d.
be fined with a sum of rupees that may be specified; or
e.
be debarred from taking a University or College or Departmental Examination or
Examinations for one or more years; or
f.
that the result of the student or students concerned in the Examination or Examinations in
which he/she or they have appeared be cancelled.
5.
The Principals of the Colleges, Heads of the Halls, Deans of Faculties, Heads of Teaching
Departments in the University, the Principal, School of Open Learning and Librarians shall have
the authority to exercise all such disciplinary powers over students in their respective Colleges,
institutions, Faculties and teaching Departments in the University as may be necessary for the
proper conduct of the Institutions, Halls and teaching in the concerned Departments. They may
exercise their authority through, or delegate authority to such of the teachers in their Colleges,
Institutions or Departments as they may specify for these purposes.
6.
Without prejudice, to the powers of the vice-Chancellor and the Proctor as aforesaid, detailed rules
of discipline and proper conduct shall be framed. These rules may be supplemented, where
necessary, by the Principal of Colleges, Head of Halls, Deans of Faculties and Heads of Teaching
Departments in this University. Each student shall be expected provide himself/herself with a
copy of these rules. At the time of admission, every student shall be required to sign a declaration
that on admission he/she submits himself/herself to the disciplinary jurisdiction of the ViceChancellor and several authorities of the University who may be vested with the authority to
exercise discipline under the Acts, the Statutes, the Ordinances and the rules that have been framed
therein by the University.
17.4
ORDINANCE XV-C
Prohibition and Punishment for Ragging
1.
Ragging in any form is strictly prohibited, within the premises of College/Department or

Institution and any part of Delhi University system as well as on public transport.
2.
Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be
dealt with under this Ordinance.
3.
Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by which
dominant power or status of senior students is brought to bear on students freshly enrolled or
students who are in any way considered junior or inferior by other students; and includes
individual or collective acts or practices which a.
involve physical assault or threat to use of physical force
b.
violate the status, dignity and honour of women students
c.
violate the status, dignity and honour of students belonging to the scheduled caste and tribe.
d.
expose students to ridicule and contempt and affect their self-esteem e. entail verbal abuse and
aggression, indecent gestures and obscene behavior.
4.
The Principal of a College, the Head of the Department or an Institution, the authorities of College,
or University Hostel or Halls of Residence shall take immediate action on any information of the
occurrence of ragging.
5.
Not withstanding anything in Clause (4) above, the Proctor may also suomoto enquire into any
incident of ragging and make a report to the Vice-Chancellor of the identity of those who have
engaged in ragging and the nature of the incident.
6.
The Proctor may also submit an initial report establishing the identity of the perpetrators of
ragging and the nature of the ragging incident.
7.
If the Principal of a College or Head of the Department or institution or the Proctor is satisfied that
for some reason, to be recorded in writing, it is not reasonably practical to hold such an enquiry,
he/she may so advise the Vice-Chancellor accordingly.
8.
When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her
decision shall be final.
9.
On the receipt of a report under Clause (5) or (6) or a determination by the relevant authority under
clause (7) disclosing the occurrence of ragging incidents described in Clause 3(a), (b) and (c), the
Vice-Chancellor shall direct or order rustication of a student or students for a specific number of
years.
10.
The Vice-chancellor may in other cases of ragging order or direct that any student or students be
expelled or be not for a stated period, admitted to a course of study in a college, departmental
examination for one or more years or that the results of the student or students concerned in the
examination or examinations in which they appeared be cancelled.
11.
In case any students who have obtained degrees or diplomas of Delhi University are found guilty;
under this Ordinance, appropriate action will be taken under Statute 15 for withdrawal of degrees
or diploma conferred by the University.
12.
For the purpose of this Ordinance, abetment to ragging whether by way of any act, practice or
incitement of ragging will also amount to ragging.

13.
All institutions within the Delhi University system shall be obligated to carry out
instructions/directions issued under this Ordinance, and to give aid assistance to the ViceChancellor to achieve the effective implementation of the Ordinance.
Note: Order of the Vice-Chancellor in pursuance of Ordinance XV-C:
Where incident(s) of ragging are reported to the Vice-Chancellor by any authority under this
Ordinance, the students(s) involved in ragging, shall be expelled for a specified term, designated in
the order. Non-students involved in reports of ragging will be proceeded with under the criminal
law of India; they will also be rendered ineligible for a period of five years from seeking enrolment
in any of the institutions of the University of Delhi. Students against whom necessary action is
taken under this note, will be given post decisional hearing, with strict adherence to the rules of
natural justice.
17.5
The Sexual Harassment of Women at Workplace
(Prevention, Prohibition and Redress Al) Act, 2013
An Act to provide protection against sexual harassment of women at workplace and for the
prevention and redressal of complaints of sexual harassment and for matters connected
therewith or incidental there to.
Definitions 1. In this Act, unless the context otherwise requires,
(a) “aggrieved woman” means(I) In relation to a workplace, a woman, of any age whether employed or not, who alleges to
have been subjected to any act act of sexual harassment by the respondent.
(II) “Internal Committee” means an internal Complaints Committee constituted under
section 4.
(iii) “Respondent “ means a person against whom the aggrieved woman has made a
complaint under section 9.
(iv) “Sexual harassment includes any one or more of the following unwelcome acts or
behavior (Whether directly or by implication) namely:a. Physical contact and advances; or
b. A demand or request for sexual feverous; or
c. Making sexually coloured remarks remarks; or
d. Showing pornography;or
e. Any other un welcome physical, verbal or non-verbal conduct of sexual nature;

Prevention of Sexual Harassment
I. No woman shall be subject to sexual harassment at any workplace.
2. The following circumstances, among other circumstances, if occurs or is present in relation to or
connected with any act or behaviors of sexual harassment may amount to sexual harassment
I. Implied or explicit promise of preferential treatment in her employment or
II. Implied or explicit theat of detrimental treatment in her employment; or
III. Implied or explicit threat about her present or future employment; or
IV. Interference with her work or creating an intimidating or offensive or hostile work
environment for her ; or
V. Humiliating treatment likely to affect her health or safety.
Complaint of Sexual Harassment
i. Any aggrieved woman may make, in writing a complaint of sexual harassment at workplace to
the Internal Committee if so constituted, so constituted, within a period of three months from the date of
incident and in case of a series of incidents, within a period of three months from the date of last incident.
ii. The Internal Committee or, as the case may be before initiating an inquiry under section II and at
the request of the aggrieved woman take steps to settle the matter between her and the respondent through
conciliation.
Provided that no monetary settlement shall be made as a basis of Conciliation.
2. Where a settlement has been arrived at under sub-section
i. The Internal Committee as the case may be, shall record the settlements so arrived and forward
the same to the employer or the District officer to take action as specified in the recommendation.
3. The Internal Committee shall provide the copies of the settlement as recorded under sub-sectin
(2) to the aggrieved woman and the respondent.
4. Where a settlement is arrived at under sub-section (1), no further inquiry shall be conducted by
the internal committee or the local committee, as the case may be.
Inquiry Report
i. On the completion of an inquiry under this Act, the Internal Committee or the Local Committee,
as the case may be, shall provide a report of its findings to the employer, or as the case may be, he District
Officer within a period of ten days from the date of completion of the inquiry and such report be made
available to the concerned parties.

ii. Where the Internal Committee or the Local Committee, as the case may be, arrives at the
conclusion that the allegation against the respondent has not been proved, it shall recommend to the
employer and the District Officer that no action is required to be taken in the matter.
iii. Where the Internal Committee or the Local Committee, as the case may be, arrives at the
conclusion that the allegation against the respondent has been proved, it shall recommend to the employer
or the District Officer, as the case may be
iv. To take action for sexual harassment as a misconduct in accordance with the provision of the
service rules applicable to the respondent or where no such service rules have been made, in such manner
as may be prescribed.
v. The employer or the District Officer shall act upon the recommendation within sixty days of its
receipt by him.
iv. Where the Internal Committee or Local Committee, as the case may be, arrives at a conclusion
that during the inquiry any witness has given false evidence or produced any forged or misleading
document, it may recommend to the employer of the witness or the District Officer, as the case may be, to
take action in accordance with the provision of the service rules applicable to the said witness or where no
such service rules exist, in such manner as may be prescribed.

Campus Life
At Deshbandhu college, we believe in academics and excellence of extracurricular activites. Students are given
oppurtunities to bring out their talents in various fields as actors, singers, writers, painters, journalists, artists,
social workers and political activists, thus fulfilling students aspirations and moulding them into fine human
beings.
SPORTS
From the traditional fields of kabaddi to the international games of weight - lifting, football and cricket,
Deshbandhu college has had a long and revered tradition in sports. In recent times, this tradition has
manifested itself in succesful participation in different games and sports in various colleges and university level
competitions.
The College team have won laurels in weight-lifting, power lifting, football, cricket, chess, archery, atheletics,
fencing at various levels. The college is proud of sending one of the student to represent in world-lifting
championship in 2013 to LIMA, PERU.
Besides providing appropriate facilities for practising various games/sports, outstanding sports persons are
provided with sports-kits for participating in varios Delhi university tournaments and state championships.
The department of physical education and sports sciences organizes open tornaments, workshops, seminars
etc. for college students, staff members in different games/ sports. Students who show their desire in
participating in any of these game/sports may contact sports department, enroll themselves and participate in
good spirit and enthusiasm. In addition, sports provides a natural platform and valuable oppurtunities to
develop self-management skills, social and co - operative skills to build character. It serves to complement other
educational areas in promoting the desired outcomes of education. In particular sports helps to cultivate
healthy habits, team-work; resilience, high self-esteem resolve.
N.S.S.
National Service Scheme (NSS) is a unit of the college that organizes various workshops e.g. debates, painting
and poster making competition, nukkad natak, leadership orientation, blood donation camp, AIDS awareness
program, health checkup camps, seminars, etc., with the sole aim of personality development of the students
and inculcate in them the propensity of compassion towards community services and social cause. Students
here get a chance to work with national and international NGOs, visit universities under various exchange
programmes and also attend national and international NSS camps. Students Interested in working as
volunteers for NSS may contact the Programme Officer Dr. Anand Kumar(Deptt. of Sanskrit).
The NSS Volunteers Visited Lansdowne (Uttrakhand) for a 2 days awareness programme under the theme of :
“keep Mountains Plastic Free” in March 2015.

N.C.C.
The college has two senior division N.C.C. Companies with a strength of 160 cadets each for girls and boys
wings respectively. The N.C.C. which was introduced in the University and the College in 1948 through
an Act of Parliament under the chairmanship of Pt. H.N. Kunjru, aims to shape up youths and unveil their
hidden potential to face challenges and be winners in life as also to have semi-army manpower to deal
with natural calamities, assisting army from rear in wars and the war casualities. The
recruitment/enrolment for first year students as cadets starts just after completion of admission process
of the college and remains open till mid of August at concerned N.C.C. offices. Students interested in
training programmes may contact the respective officers — Army Wing (boys) - Capt. (Dr.) Pramod
Kumar (Department of Commerce); N.C.C. (girls) (N.C.C. Room).
DEBATING SOCIETY
The English debating society - DIALECTICIANS is one of the accailmed societes of the college. Under the
guidance of Krishnan Unni. P (Deptt. of English), and P. Nanda (Deptt. of Political Science) the debating
society engages in the weekly debates of the college. The wide ranging topics the students debate help
then articulate their point of views and mould them into good debaters with confidence.
Among the several prestigious awards we have bagged in the previous academic year include best team
prize at J.I.M.S, best team at D.C.A.C, best team prize at Bhagat Singh college, best team of Deshbandhu
annual debate, best team prize at Daulat Ram, the second best team at inter college debate competition
organiused by D.U., (All India Inter-college debate, MANTHAN) as well as many other individual
achievements .
The debating society has won the maximum number of individual and team prizes in this academic
session. A part from this, Our college organizes annual inter-college Deshbandhu memorial English
debate competition.
SABRANG
“SABRANG”, the annual cultural festival is our endeavor to showcase the unique talents and caliber of
today’s youth in various cultural activities like Music, Dance, Drama, Creative writing, Painting, Debate
etc. wherein the teams from various colleges of Delhi University participate in the competitive events.

Quizzards the Quizzing society of Deshbandhu College, within a year of its existence, has left its imprint
almost on the entire University. The journey of Quizzards is full of achievements which is a testimony of its
spark. During the last academic year we have stood First at 8 colleges, Second at 12 colleges and Third at 6
colleges in various inter university competitions.
THE DESHBANDHU DRAMATICS SOCIETY (DDS)
THE DESHBANDHU DRAMATICS SOCIETY is a reputed theatre group in Delhi, with an impressive
record of exciting and varied activities throughout the academic year. It carries out a series of workshops in
the beginning of the session. Their activities during last academic session included a performance of FlashMob, conducting auditions for new student members, holding up practice sessions for their annual
production and celebrating the philosophy of drama by organizing annual festivals of stage play and street
play.
D-SQUAD
D-SQUAD the dance society of Deshbandhu College has impressed all the audience with their talent and
professional ability wherever it performed. The society comprises groups that use western as well as Indianfusion dance idioms including a wide variety of dance forms like Hip-Hop, B-boying, Contemporary and
Indo jazz.
LUMIERE
Film society of Deshbandhu college (LUMIERE), is relatively a new beginning to promote the skills of Film
production. It undertakes live projects of Film making under the guidance of a mentor. One such project was
accomplished by screening of a short film ‘ARIKKA’ annual cultural festival “SABRANG”.

STYLE BROKERS
Fashion society “STYLE BROKERS” showcases the ability of our students in terms of Style and Poise. It
has achieved many accolades and prizes throughout the university with its performances.
TIMBRE
The Music society of our college “TIMBRE” had many significant achievements in the university in both
classical and light music. With its members excelling in both individual and chorus performances, it has
won accolades and made a distinctive mark wherever its members have performed. The music society
covers segments like Indian, Western and Fusion events. The performances are well appreciated both
within and outside Delhi University.
SHARP SHOOTERS
SHARP SHOOTERS has many achievements in its credit such as the society had organized photo-walks
across various places of historical importance in Delhi. The society also organizes workshops on camera
and equipment maneuvering. Exhibition of photos as well as online photography competition called
‘APERTURE’ is also kept during the annual cultural festival.
DESH- THE COLLEGE MAGAZINE
The college brings out an annual magazine DESH which contains articles, poems and short stories
written by students. It also reviews the educational, cultural, social and sports activities of the college. It
has sections in English, Hindi, Sanskrit, Punjabi, Sindhi and Bengali.
TREE PLANTATION
The college undertakes tree plantation for green and clean environment. A tree plantation programme is
annually undertaken and saplings are procured from the Forest Deptt. of Delhi to plant along the
boundary wall and also in different areas of College campus.
PLACEMENT CELL
The placement cell of our college is a guiding factor for the students and has helped them to work on their
skills, aptitudes, strengths and weakness. It serves as an interface between students and the corporates
and has been doing appreciable work for the career guidance and recruitment of students thus shaping
their future positionaly.
A large member of our students have been recruited by various reputed companies such as Wipro, Wase
Programme, Jaypee, Google, TATA Consultancy Services, Essar, HDFC Deoitte HDFC Life Insurance,
IBM, Daksh, Prori wifi, Aircel etc.

THE STUDENTS UNION
The students union is affiliated to the Delhi University Students Union (DUSU). All the students
annually participate in the election of office bearers. Elections for the post of President, VicePresident and Central Councillors will be held as per the schedule declared by the university for
the election of DUSU.
Students Activities Under Departments :
All Departments have their own societies. These societies organise seminars, lectures, debates
competitions such as poster making, paper reading, collage making, declamation and other things
including departmental festivals. Many departments publish magazines. Societies under
departments are mentioned in departments section.

LIBRARY
The College Library has provided impetus to services with the introduction of new and modern
ICT infrastructure. The library has well equipped reading room and is connected with Wi-Fi
network. The library is also connected with DU wide area campus network and provides access to
electronic resources to its users from DULS and UGC-INFONET Consortium. It provides various
services such as Reference service, Circulation service, Reprographic, Periodical section etc.
Orientation programme is conducted at the begining of new academic session every year. All the
books are barcoded and made easily accessible through online public access catalogue in the
library. The library has a massive collection of 102420 books, 53 periodicals, 15 Newspapers and
417 CD & Floppy Disks.
The college library recently subscribed National Library and Information Services Infrastructure
for Scholarly Content (N-LIST). It is an initiative of Ministry of Human Resource Development
(MHRD) Under the NME-ICT now funded by UGC, as college component under UGC-INFONET
Digital Library Consortium. Under N-LIST Programme, the library users will access the eresources (6000 + e-journals and 97000 + e-books).

Web Access Centre is an infrastructure provided by University of Delhi for implementation of ICT
in college campus and it works as a backbone of college. It has modern infrastructure like Servers,
Fiber optics and Access Points to provide access of internet to the college and also makes the whole
college campus Wi-Fi enabled. It has 56 computers in Lab - I for students and 24 computers in Lab II for Faculty to access online journals and content provided by University of Delhi on its Internet. It
provides access to the students to different software like Mathematica 9.0, SPSS, Jaws etc. which
helps them in acquiring knowledge.

PLANNING AND DEVELOPMENT
Planning and Development
Fifteen rooms were modified and renovated in the new block of the college with a capacity to
accommodate fifty five students in each of them. The class rooms are modified for conducting
classes in Wi-fy manner. For the emergency needs, an exit is constructed in the New Block. For the
physically handicapped students, a new toilette was constructed in the Old Block. We have a new
parking area which is leveled and expanded. A number of new equipments were purchased for the
science Department Laboratories. The renovation of the gymnasium room is another worth
mentioning aspect. We also have an additional music room. The college has also purchased a
professional camera, which adds to the galore of the college development.
The college has constructed new pre fabricated rooms with air-conditioning which will be used as
class rooms and some will be modified to be used as multipurpose hall for conducting Seminars,
Conferences, Meetings etc. All the class rooms are in the process of getting ICT enabled and the
Girls and Boys common rooms now have air-conditioning.
