Scope of work assigned to CPWD
 The Sports Authority of India (SAI) under MoYAS had selected CPWD
as the principal executing agency and consultant for renovation, up
gradation and new constructions in its stadiums in Delhi to hold the
CWG-2010 and accounted as Deposit Work .

 Horticulture Works under CWGP at different Stadiums
Development of horticulture features at different stadiums under CPWD such as :• Development & grassing of lawn area by dibbling/seed sowing & turfing at different
stadiums
• Providing & planting different type of plants/tree/hedge/shrubs & ground covers etc
• Providing & display of decorative/foliage/indoor/outdoor plants at different venues
• Providing & display/planting of seasonal flowering plants at different venues
• Procurement of garden equipment /T&P.
• All the works were executed as per landscape plan prepared by consultant for the
main work

STANDARD WORK PRACTICES IN CPWD
CPWD is the agency of Central Government for Planning, Construction, Maintenance and
Repairs of all works and buildings from civil works budget excluding works of departments/
ministries having their own engineering wing.
Work execution management method in CPWD
• Field Divisions/Circles/Zones spread across the country with geographical
jurisdiction.
•Basic field execution unit is a division headed by Executive Engineer - supported by
Planning functions headed by senior functionaries.
Different disciplines - Civil/ Electrical/Architecture/Horticulture - under separate
administrative controls.

Mode of execution for Mega/Important projects
•Dedicated Project Team headed by the Project Manager (SE/CE) - depending on the value of
the Project)
•All engineering disciplines controlled by the Project Manager.
•Project team responsible for complete planning/execution and delivery of the project.
•Project Manager given enhanced financial powers
•Single File System.
•The objective is to attain fast track decision making and coordinated Project delivery.
•Work of upgradation/construction of five Commonwealth Games Stadiums (9 Venues) taken
up by CPWD under this project execution method.

Estimate for enabling work.

CE(CDO) with dual charge alongwith SE,DCC-3, SE(P&A), CEE(DR), SE(D)-3,
was made project Manager.
20th Sept.2006
108 Posts through diversion from the existing strength of CPWD having 1
Project Manager, 2SE(C),1 SE(E), 7 EE(C), 2EE(E) with skeleton supporting
staff. There was no post of Junior Engineer.
19th June,2007
12 Junior Engineer (C), 4 JE(E) were added.
23rd Dec.2008
66 New posts were sanctioned by MOUD.
02nd March 2009
Three more post i.e. 1 ADG, 1 CE (Civil), 1 CE (El.) withdrawing of 1 post of
Project Manager.

CONSULTANCY SERVICES
Entire planning work, both architectural and structural was outsourced since in-house
expertise is not available.
Bids were invited in following steps.
•1st Step Approval of Eligibility Criteria and bid document by competent authority.
•2nd Step Inviting Expression of Interest with wide publicity for technical & financial
bids.
•3rd Step
•Evaluation of technical bids by formally constituted evaluation committee.
•Opening & Evaluating technical bids.
•Selection of technically qualified agencies.
•Opening financial bids of technically qualified agencies.
•Final evaluation of bids giving 80% weightage to the technical bid and 20% weightage to
financial bid and deciding the best techno-financial bid.
Award of consultancy work to the best techno-financial bid .

• Physical Milestones specified in all CPWD contracts.

7 countries associated with CPWD for this roofing work –
• USA - Supplying Membrane material.
• Mexico – for Fabrication of roofing.
• Germany – Supplying 2800 k.m. long cable.
• Spain – Supplying sophisticated steel casting for junctions
• Switzerland – Providing cable roofing jacks
• Australia – Fixing roofing membrane
• UK – Proof checking design details.

A unique illumination in the form of “Ring of Fire” provides a novel glare free
sports lighting.

To promote capacity building, the Indian consultant was made the lead
consultant for transfer of technology at the planning & designing level.
•
To build up the capacity of Indian contractors, it was stipulated that the
construction agencies shall have to associate with the Foreign Experts for
cable works, membrane work and also for erection work.
• M/s Shapoorji Pallonji, Mumbai were awarded this work in December’2007.
