emblem of the Army. It signifies the Army’s constant
readiness to defend and preserve the United States of

Who founded the USO?
The United Service Organizations (USO) was formed in 1941 in
response to a request from President Franklin D. Roosevelt that
private organizations handle the on-leave recreation of the U.S.
Armed Forces. Six civilian agencies: the Salvation Army, Young
Men’s Christian Association, Young Women’s Christian Association,
National Catholic Community Services, National Travelers Aid
Association, and the National Jewish Welfare Board coordinated their
efforts to provide services that were not duplicated or overlooked.
As a result, the USO center was born. Despite the conflicts and
uncertainty of the decades that followed, the USO center had
endured and continues to be regarded as a “home away from home”
for the U.S. Armed forces and their families.

USO of Hampton Roads Resources
When was the USO of Hampton Roads founded?
Although the USO operated dozens of centers on the Peninsula and
Southside during WWII, anti-military sentiments and budget cuts
during the 1960’s diminished the USOHR presence for almost 25
years.
The current USO of Hampton Roads traces its history back to 1984
when two off-duty sailors were shot to death in Newport News. It
was this incident that motivated the military and local communities
to create a place where members of the military and their family Military Appreciation Day at the Virginia Zoo
could go for support and recreation.
On September 15, 1985, with military, civilian and government
dignitaries in attendance, The Virginia Peninsula USO held its grand
opening at its center in the Hampton Coliseum Mall. In 1986 The
Virginia Peninsula USO received its first charter from USO World
Headquarters and was re-named the USO of Hampton Roads.
What is the mission of the USO of Hampton Roads?
It is the mission of the USO of Hampton Roads to enhance the
quality of life of the U.S. Armed Forces personnel and their families
worldwide and to create a cooperative relationship between U.S.
military communities and involved or supporter civilian communities.
With eight affiliate location service centers and over 750 volunteers,
the USO of Hampton Roads offers quality of life programs, family
outreach and information and referral services.
Is the USOHR part of the U.S. government?
The USO of Hampton Roads is a non-governmental, but
congressionally chartered organization. (Reference document:
Department of Defense Directive 1330.12 of November 01, 2000) The
USO of Hampton Roads depends on the generosity of individuals and
corporations to fund its programs and services. While it is affiliated
with USO World, it receives no funding from world headquarters.
What type of programs does the USOHR offer to military
personnel and their families?
The USO of Hampton Roads has eight affiliate location service
centers throughout Southeast Virginia and the Eastern Shore. Each
affiliate location service center is responsible for developing center
activities and programs and works closely with the Administrative
office to provide a wide variety of assistance and outreach to
fit the needs of military members and their families. Some of
these programs include: emergency lodging, mobile outreach,
orientation, information and referral, special holiday programs,
summer concerts, military appreciation days and Flightline
canteens.
What can I do to help the USOHR?
There are a variety of volunteer opportunities at the USO of
Hampton Roads. People who wish to volunteer should contact the
USOHR Administrative office at 757-788-4984 or visit our website at
www.usohr.org to fill out a volunteer form.

readers and have incorporated helpful information for all military newcomers to this

“home away from home” and
is located in the MWR Leisure
Center on post. Visitors to the
Fort Eustis USO Affiliate Location
Service Center will find cable TV,
movies, games, computers and
refreshments.
This center also
provides services to families in
need of emergency lodg i ng,

financial assistance. Relocation
and local event information in
the form of welcome packets can
be picked up here. Some of the
special events at the Fort Eustis USO

The USO/Armed Services YMCA Lounge
supports all active duty, disabled Veterans,
Reservists, National Guard, retirees and their
families traveling through the airport. This
newly renovated welcoming lounge provides
you with information and referrals, and a place
to relax, grab a snack and a cup of coffee,
watch a movie or read a book.
Little Creek USO supports and assists military
service members assigned to area bases.
This affiliate location service center provides
a home away from home atmosphere with an
assortment of activities and entertainment. This
center supports deployments and homecomings,
as well as provides information referral services
on and off base to enhance quality of life for
active duty and their families. Reading material,
board games, cards, TV, movies, and computers
with Internet access are all available for use.

The Huntington Hall USO is located within the Bachelor
Enlisted Quarters in downtown Newport News.
The
Huntington Hall USO supports and assists military service
members assigned to ships at Newport News Shipyard for
either new construction or overhaul. This affiliate location
service center provides a friendly atmosphere and has an
assortment of activities are available. Come enjoy movies
on a big screen TV, cards, board games, a small library,

he USO of Hampton Roads has eight affiliate location service centers throughout the area
specifically designed to offer support and service to the military and their families in Southeast
Virginia and the Eastern Shore. These service centers are the backbone of the USO of Hampton
Roads. Each center is responsible for developing center activities and programs, and works
closely with the Administrative Office to provide a wide variety of assistance and outreach to fit the needs of
military members and their families. Below are examples of USO of Hampton Roads programs and activities:

Fatherhood Conference
The USO of Hampton Roads in partnership with the
Joint Services Military Fatherhood Committee sponsors
a free one-day conference to reinforce the crucial role
military fathers have in the lives of their children. USO of
Hampton Roads hosts a BBQ dinner and entertainment
for fathers and their families after the conference.
Kids Day at Ft. Monroe
Kid’s Day is an annual event that takes place each
August at Ft. Monroe to celebrate being a military
dependent child. The day is centered on children’s
activities and includes games and face painting.
USO of Hampton Roads is a proud sponsor of this Ft.
Monroe event.
Military Appreciation Dependents Cruise
Dependents of deployed service personnel are offered
a cruise onboard the Spirit of Norfolk. The families
are provided the cruise, meal, and entertainment
compliments of Spirit Cruises.
USO Support Groups
USOHR Affiliate Location Centers provide a safe
place for Family Support Groups to host meetings
and activities. Currently, the USOHR Affiliate Location
Centers at the AMC Terminal, Ft. Eustis and Little Creek
host meetings for over 20 support groups. In addition
to providing a location for these meetings, USOHR
Affiliate Location Center Directors are frequent guest
speakers at support groups providing information
and referral to military and their families.
Information and Referral
USO of Hampton Roads provides a link between the military
and civilian community. Information services are available
and provide: community welcome packets, maps, travel
brochures, cultural information, entertainment, hotel/motel
and restaurant listings, social service programs, as well as
information on all local services and programs offered by the
surrounding military installations. USOHR also provides referrals
and follow-up services for those needing future assistance.
Mobile Outreach
Staff and volunteers visit community events, shopping centers,
military bases, and other locations on request, to provide and
distribute information about USOHR programs and services
and other Hampton Roads family-support agencies.
Orientation
USO of Hampton Roads regularly attends military orientations
for personnel reporting to local military installations.
USOHR Website
The USOHR website is a valuable resource that provides
information to the military and local community about USOHR
programs and services. The website also highlights the monthly
newsletter that provides updates, center activities, and military
specials and recognizes individuals and organizations for their
support of the USOHR. Individuals interested in volunteering
with the USO of Hampton Roads can visit the website to fill out

Each year the USOHR and Paramount’s Kings Dominion offers a day of fun for military
families who have children with serious or life threatening illnesses and children who are
wheelchair bound. Through the USO and the parks’ staff, with the support of the Joint Military
Exceptional Family Member Committee, arrangements are made for free admission into
the Park, medical staff to be on hand, handicap accessibility to rides and a group picnic.
You can give hope to a child in crisis by
giving him or her a temporary home. Our
community has an immediate need for

For over 18 years the USO of
Hampton Roads has offered
the “Adopt-A-Serviceperson”
program during Thanksgiving
to provide a “home for the
holiday” atmosphere for
single soldiers who cannot
be with their loved ones
during this time of year.
This USOHR program pairs
host families throughout
Hampton Roads with single
military
service
personnel
to spend Thanksgiving Day
together. During the Christmas
season, USOHR also works with
host families to provide some
holiday cheer by “adopting”
military families in
need.

Military Appreciation Day at The Virginia Zoo
As part of the yearly Fleet Week festivities in Hampton Roads,
USOHR and the Virginia Zoo honor all active duty military and their
families by providing free admission to the Zoo, children’s games,
inflatable rides and military demonstrations. USOHR also sponsors
a special children’s show each year. Past performances have
included The Magic School Bus, Franklin the Turtle and Garfield.
Flightline Canteen
USO of Hampton Roads operates a Flightline Canteen at Langley
Air Force Base for all military that deploy in support of overseas
operations such as “Operation Enduring Freedom.”

United Way Day of Caring
The kick off day for the United Way/CFC Campaign brings the USOHR
together with the community to help those in need. Each year the USOHR
staff and volunteers spend the day with patients at the local VA Hospital in
Hampton hosting a picnic, playing games and providing entertainment
to bring a “touch of home” to those who once served this great nation.

Tournament
The USOHR hosts an annual golf tournament
the second weekend in August. Prominent
businessmen join Flag and General officers
for a 3-day weekend of golf.
LPGA Golf Tournament
(Michelob Light)
The USO of Hampton Roads provides over
250 military volunteers to aid in the LPGA
golf tournament. In return for our services
provided, the USOHR receives a charitable
donation.
Memorial Day Patriotic Festival
The USO of Hampton Roads in partnership with the Hampton Roads
Chamber of Commerce and the City of Virginia Beach will host its
Second Annual Military Salute to the Armed Services at the Virginia
Beach Oceanfront on Memorial Day Weekend 2006. Events will
include national entertainment, a classic USO show, military static
displays and military flyovers throughout the weekend.

Virginia Beach Bike Classic
The Virginia Beach Bike Classic is an annual
event that takes place the first weekend in
May. Motorcyclists and motorcycle enthusiasts come together to enjoy
concerts, food and entertainment and to raise funds for charity. The USO of Hampton
Roads provides volunteers for the event, and in return, has been the beneficiary of the
majority of the proceeds raised throughout the week.

as a peninsula from the Maryland line on the
North, to Cape Charles in the South. Capt.
John Smith is quoted in describing the Eastern

The Hampton Roads Chamber of Commerce
is honored to serve the southeastern region of
Virginia known by the name Hampton Roads. As
the 31st largest Metropolitan Statistical Area (MSA)
in the United States, we are located where the
James, Nansemond and Elizabeth rivers meet the
Chesapeake Bay.
Hampton Roads is home to over 1.5 million people
who maintain close socio/economic ties among
our eighteen cities and counties. They include the
communities of Chesapeake, Franklin, Hampton,
Newport News, Norfolk, Poquoson, Portsmouth,
Suffolk, Virginia Beach, and Williamsburg; and the
counties of Gloucester, Isle of Wight, James City,
Mathews, Southampton, Surry, and York; and the
county of Currituck in North Carolina.
The name “Hampton Roads” is a nautical term
meaning protected anchorage or a safe harbor.
For more than 200 years, Hampton Roads’ ports
have served as a beacon for shipping interests and
mariners worldwide.
Designated in the late 17th century as the world’s
largest natural harbor, Hampton Roads is the
birthplace of Colonial America at Jamestown,
merging centuries of history with rich culture,
beautiful waterfront landscapes, livable communities,
modern technology, economic prosperity, a thriving
maritime, and a strong military presence.
Whether you are visiting or reside here, we hope

The Virginia Aquarium and Marine Science Center
brings the Chesapeake Bay ashore to visitors in Bay
Lab, a hands-on educational laboratory in Virginia
Beach’s First Landing State Park, located at 2500 Shore
Drive. The $1.6 million, 2,500 square-foot visitor and
education facility houses a wet lab filled with aquariums,
touch tanks, and powerful microscopes. Year-round
programming at the lab and in-the-field explorations
provide opportunities to “be a scientist” for a day.

City View Park is a 43 acre park located near Centerville
Turnpike. Facilities include 4 state-of-the art lighted
softball fields, 1 multi-purpose field, playgrounds,

One of few remaining undeveloped areas along the
Atlantic coast, False Cape offers a chance to experience
nature in a one-of-a kind setting. A huge migratory bird
population and a variety of wildlife, plants and trees make
the park an outdoor classroom. The park is accessible
only by foot, bicycle, beach transporter, tram or boat.
First Landing State Park

On April 26, 1607, 100 English settlers landed here and
established the first elective government in English
America before pushing up the James River to establish
Jamestown. The park offers a chance to explore a
unique habitat featuring lagoons, large cypress trees
and rare plants. More than 19 miles of hiking trails wind
through the natural area, and guided kayak ecological
tours allow exploration of the marshes and bays. Climatecontrolled cabins, campsites, picnic areas, boat ramps,
kayak rentals, and a bicycle trail are also available.

Great Neck Park is a 70 acre district park located in the
Lynnhaven District. Facilities include four baseball fields
with clay infields, one informal softball backstop, five large
group shelters, seven mini-shelters, family picnic tables and
grills, three playgrounds, horseshoe pits, volleyball courts,
and restrooms. Balls, horseshoes and bats may be checked
out of the park office with a driver’s license or other form
of identification. In addition, a gazebo located at the
end of a scenic walkway overlooks the Lynnhaven River.

The Little Island Fishing Pier is open 7 days a week.
Operating Dates and Times are April 15th to October 31st
from 5:30am to 11pm and November 1st to March 31st
from 7:00am to 5:00pm. The pier is closed for maintenance
from April 1st to the 14th. Spectators and those wishing to
fish from the pier may purchase a 1 day ticket for $3.00.
Children who are under 9 years of age and accompanied
by an adult are permitted on the pier at no charge.
Lynnhaven Boat Ramp & Beach Facility

The newest boat ramp in Virginia Beach features 4
concrete boat launch lanes with associated temporary
mooring areas, canoe/kayak launch area, car with boat
trailer parking spaces, lighting, restrooms with shower and
foot rinse areas, changing areas, car parking for beach
access, an information kiosk, vending machines and a
walkway (under the Lesner Bridge) to the Ocean Park
Beach Area on the Chesapeake Bay. Boat launch fees are:
$5.00 for those with a Virginia Saltwater Fishing license and
$10 for those without a Virginia Saltwater Fishing license.
Mount Trashmore Park

Mount Trashmore Park is 165 acres. The mountain is
60 ft. high and over 800 ft. long, and was created by
compacting layers of solid waste and clean soil. The
park is open from 7:30am to sunset. Facilities include four
large and many small picnic shelters, playground areas, a
basketball court, four volleyball areas, parking, a walking
trail, vending machines, and restrooms. The park features
two lakes, Lake Windsor located along South Blvd., is
brackish water fed by Thalia Creek. Fishing is allowed. Lake

This is Virginia’s largest natural area preserve. It is almost
entirely comprised of wetland communities, five of which
are rare in Virginia. This unique wetland community and
the forested swamps and freshwater tidal marshes of
the lower North Landing River support at least 11 rare
species of plants and animals. The area also provides
important habitat for breeding and wintering waterfowl.
The preserve is open year-round; facilities include
parking, a boardwalk trail to the Alton’s Creek canoe
launch, a canoe trail with interpretive guide and map,
wildlife viewing platform, and interpretive signs. The North
Landing River provides excellent canoeing opportunities
and breath-taking scenery. Please call before visiting.

on the history, use and preservation of the York
River and its marshes. Main activities are hiking,

The planetarium’s sky theater consists of a hemispherical
dome ceiling and a Spitz sky planetarium projector. A
complex mechanical apparatus moves the projection
instrument in such a way that it accurately reproduces
the natural changes that occur in the heavens. A number
of auxiliary special effects projectors are available to
demonstrate such phenomena as auroras, comets,
lightning, and the solar system as viewed from space.

Effective Safety Inspection Certificates - Vehicles
registered in states having safety inspection laws must
display current safety inspection stickers, either from
the state of registration or Virginia. Safety inspections in
Virginia are required annually and cost around $15.

AUTO REGISTRATION
Out-Of-State Registration: Non-resident active-duty
members of the Armed Forces and their family members
ages 16 or older may drive with either their home-state or
Virginia license plates. Military non-residents of Virginia
wishing to obtain a Virginia title, plates, and registration
will be required to obtain a city decal. The $15-$25
charge for the decal may be waived if the automobile
is registered in the name of the military member alone.
In order to obtain the waiver and the decal, the active
duty person must submit one of the following: a current
Leave and Earnings Statement (LES), a copy of the
prior year’s income tax return, or a letter from his/her
command to the city treasurer’s office.
VIRGINIA DRIVER’S LICENSE: If you are an active-duty
member of the Armed Forces and stationed in Virginia,
you, your spouse and dependent children who are 16
years of age or older may drive with a valid driver’s
license issued by your home state or country. Vehicles
registered in your name may be driven with valid out-ofstate license plates. If you choose to register your vehicle
in Virginia, you do not have to obtain a Virginia driver’s
license. Note: Your spouse and dependent children, if
gainfully employed in Virginia, will be required to obtain
a Virginia driver’s license.
Virginia Registration: If you do register your vehicle
in Virginia, you must do this through a local Division
of Motor Vehicles (DMV). You must obtain a Virginia
driver’s license within 30 days of moving into Virginia.
Virginia license plates cost from $30+, depending upon
the vehicle.
Before you can register a vehicle in Virginia, you must
certify the vehicle is covered by the minimum insurance
requirements compliance with the Virginia Motor
Vehicle Responsibility Act. The insurance must cover
the vehicle and the driver. Your insurance carrier must
be authorized to transact business in Virginia.
ID Base Stickers: Due to the current security posture,
base stickers are required to enter all military bases. The
following documents must be presented to receive a
base sticker: valid driver’s license, current registration,
proof of insurance, vehicle inspection and military
