CLARK FREEPORT – An interconnecting route from Mabalacat gate to Balibago in Angeles City along the east perimeter fence of this Freeport that would
ease traffic flow in Mabalacat City is set
to be constructed soon.
This was confirmed by Mabalacat City
Mayor Marino Morales, saying that the
Clark Development Corp. (CDC) would
soon implement the construction of the
vital road project that would ease traffic
congestion in the city.
Morales, during a forum last Friday of
the Capampangan in Media Inc. (CAMI)
at Holiday Inn, said the road project
would decongest MacArthur highway
and would serve as a bypass route for
motorists.
The mayor also expressed gratitude
to CDC officials for giving this project a
priority.

Camille Dee is still at large, according to the police.

they have no information yet on the
whereabouts of one Fidel Sheldon
Arcenas, the police’s prime suspect
in Dee’s murder.
Arcenas is the former husband
of the victim.
“As of now, our documentation
with the pieces of evidence gathered is ongoing,” Ugale said. He
also said they are awaiting state-
ments from Dee’s family and from
Angela Dychioco, the girlfriend of
Arcenas.
Dychioco was allegedly sent to a
drug rehabilitation center in Cavite.

Traffic enforcers nab criminal elements in AC
ANGELES CITY – A total

City Traffic Enforcement and
Management Unit (ACTEMO)
and the Public Transport and
Regulatory Office (PTRO)
were given honor and recognition by Mayor Edgardo Pamintuan in simple rites during the f lag raising ceremony

members of the Special Operations Troopers-Team Alpha, headed by Sergio Tan, Jr.
received an alert call from the
nearby PNP station to be on
a lookout for an alleged carnapped Fortuner with plate
number FOX 99 which was
last seen cruising along MacArthur Hiway in Balibago. The troopers saw a vehicle
fitting the description parked
at a fastfood store. They immediately blocked all possible exits and apprehended
the suspected carnapper, who
was turned-over to the police
for proper investigation. Meanwhile, Reny Mariano,
Head of PTRO reported that
while PTRO Enforcers were
conducting clearing operations against colorum vehicles
along MacArthur Highway in
Balibago, they responded to a
call for help from a lady whose
bag was snatched by three minors. The Enforcers gave a
chase chased until they were
caught, leading to the recovery of the stolen items estimated at P40,000. The minors
were taken to the PNP station
for investigation prior to their
turn-over to the CSWDO.
In his message, Pamintuan said that “in spite of being
scolded, shouted at or being
threatened, the members of
the ACTEMO and PTRO remain steadfast in performing
their duties, rain or shine;
day or night. They are not out
there only to implement traffic rules and regulations but

SAN SIMON, PAMPANGA – The
municipal government here is set to
install 10 Closed Circuit Television
(CCTV) cameras in strategic areas, according to Mayor Leonora Wong.
Wong told Headline Gitnang Luzon
that the CCTV cameras will be set up in
major streets of San Simon like the Tulauc intersection, Quezon Road Galang
Road, Sto. Nino Road among others.
“The CCTVs will update us with
what is happening in our town,” Wong
said.
“The units will also prevent and
solve crimes in our locality,” said the
mayor. adding that they will improve
peace and order of the town.
The funds will come from the local
government in the amount of P1.4 million.•

More questions
than answers
LAST week, photos of a missing bank teller circulated in social media. Little did we expect
that Tania Camille Dee was last
seen on June 20 in Angeles City,
in the company of her ex-husband and his girlfriend.
What lured Dee to see her exhusband? Police said Dee probably went to see her former husband, identified as Fidel Sheldon
Arcenas, because he promised
her a car… other than that, they
have no idea why Dee met with
Arcenas in an apartment owned
by the family of Arcenas’ girlfriend, Angela Dychioco.
And what happened there is
beyond anyone’s knowledge.
The next thing we know, Dee’s
body was being exhumed by police from a shallow grave located in the backyard of the same
house where Dee met with Arcenas and his girlfriend, located
in Sta. Maria Subdivision, Balibago.
What led the police in that
shallow grave? According to reports, Angela told her mother
that Dee may have been killed
and buried there. What did she
know about the murder?
There may have been the reason behind Angela’s revelation.
What was her involvement in
the crime? Did she and Arcenas have a falling out? Maybe.
Police went to Arcenas’ house
in Cutcut to invite him for questioning, but he is nowhere to be
found at the moment.
We are hoping and praying
that the police would solve the
case as soon as possible and put
whoever is responsible for this
gruesome murder behind bars.

ages. But most of the time,

and styles in leading their subordinates. Most leaders lead and encourage subordinates towards one vision.
They create a positive atmosphere to
the whole organization. They know
where they are heading to and have
a clear guiding vision.
Another basic ingredient of leadership is passion. Leaders’ love for
their work must be displayed so as
to inspire people. They should create an environment to motivate
their subordinates to love their work
too. Leaders can challenge their
subordinates to excel and tap their
skills and potentials. Leaders who
help in building and maintaining
interpersonal relationship can more
likely win the subordinate’s friendship and loyalty. In this way, leaders
gain support and cooperation from
the subordinates.
Trust can be built or destroyed
overtime. Trust is built through
knowledge and expertise of leaders.
Leaders can be trusted if they show
confidence in making decisions.
When leaders are consistent and predictable, subordinates acquire confidence and trust too. Leaders should
exhibit their values and ethics that
should be visible and manifested in
their actions. Leaders should show
honesty and integrity so they can be
role models and set goods examples.
As Scientist Mathilde Krim said, “A
value system and belief, are important so you know where to stand, but
they must be your own values, not
someone else’s.”
Maturity is another characteristic
of a leader that should be practiced.
Leaders should establish an environment of continuous improvement.
They should provide opportunities
for people to grow, both personally
and professionally. They should be
the person that others choose to follow because they provide an inspiration and motivation.
Self-reflection or “Knowing thyself” is also the best tool for successful leadership. Leaders should
ask themselves how they can be-
come better. Through understanding
themselves, they can lead a way to
understand other people too. Leaders need to demonstrate a commitment to promote camaradarie and
understanding the value of human
differences. Leaders must show acceptance and positive regard for others. They should be considerate and
treat their subordinates as human
beings and be willing to extend assistance to every individual in the
organization. And from here, leaders can solve problems by thinking
clearly while engaging the subordinates. As Gloria Anderson said, “It’s
vital for people to develop their own
sense of themselves and their role in
the world, and it’s equally vital for
them to try new things, to test themselves and their beliefs and principles, Leaders, either born or made,
should become the maker of their
own life.

ARENTS are a child’s first teachers, and among
the firsts which they teach their kid is reading.
At a very early age, children are taught their
lessons from home, and this includes teaching themselves – which goes hand in hand with reading.
Children should be encouraged to read – and this
takes time, even a span of many years. This is not
done by simply giving your child a book to read; they
should learn to fall in love with the book, as much as
they should learn to respect the art of reading.
Nowadays, there are too many distractions calling out for their attention – TV, internet, cellphones,
tablets and other gadgets. While we should not hinder
them from embracing technology, this does not mean
that they cannot physically handle a book or a magazine.
What parents should do is to lead by example. If
your child sees you picking up a reading material, this
will trigger their curiosity and eventually ask what
you are reading. This is your chance to open your
child’s mind to the task.
Some allot “reading time” before bedtime, which is
a great way to demonstrate the importance of reading
while including reading in the daily routine.
Also, try to visit the local library with your child
in tow and introduce him to the wonderful world of
books. They will have a great selection of books to
read, and they can get to choose books that are tailored to their individual interests.
These, and a lot more activities, can encourage
your child to read on a daily basis – with you as their
biggest role model.

Manuel Luna was born
in Badoc, Ilocos Norte
O
n June 30, 1856, Manuel Luna y Novicio, a violin virtuoso and conductor was born in Badoc,
Ilocos Norte to Joaquin Luna and Laureana
Novicio.
Manuel was brought to Manila at the age of five and
began his early studies at the Ateneo Municipal. Later,
he transferred to the Spanish Nautical School where
he, being a brilliant student, completed his course
in 1877 with first honors. Ambitious as he was, Manuel studied violin in his leisure hours with a teacher
known only as Nicacio and, consequently, under the
Spanish music teacher, Professor Remifio Calahorra.
Not satisfied with the training he had received from
them, and to further his artistic education, he decided
to go to Europe.
He sailed for Spain, where he enrolled at the Conservatory of Madrid. He was admitted as a member of
the fourth-year class because of his previous training.
He garnered many diplomas from the Conservatory,
the most precious of which was that of “Professor de
Violino”, signed by its director, Emilio Arrieta. Jesus
Monasterio, the most celebrated man of Spain in the
field of music was Luna’s music professor as well as
admirer of his brilliant execution.
Toward the end of 1879, he sailed back for the Philippines. He became a member of the Liceo Cientifico
Artistico-Literario. He performed in one of its selected concerts at the Variedades Theater on December
22, 1879, a benefit affair for the Spanish provinces
of Alicante, Murcia, and Almeria. With Luis Vicente
Arche at the piano, he executed a work of De Beriot,
entitled “Scena di Balleto”, on the violin. One of the
Manila papers said of his performance: “Mr. Luna
played with brilliancy, delicacy, sentiment and purity
of intonation, thus giving honor to Monasterio, his
former professor.”
As conductor, Luna was among the best during
his time. He had handled with aplomb big choruses
and full orchestras that rendered masses written by

Texting helps agri exchanges, says experts

Nueva Ecija – Modern technology has helped farmers in accessing vital information for their
industry, researchers from the Philippine Rice Research Institute said.
The use of short message service (SMS) allows an alternate
and easier route for farmers in
obtaining agricultural information, according to Dr. Ronan G.
Zagado, development communicator at PhilRice.
Zagado explained that aside
from being a social communication medium, SMS is also used
massively in agriculture.
“The PhilRice Text Center
(PTC) is a good example of this.
From merely 11 text messages in
2006 to more than 100,000 SMS
queries in 2010,” he said.
PTC provides information in
the form of farm advisories, technology updates, market information, how-to’s, and other farm
insights. Texters, predominantly
farmers, consult to PTC in every
cropping season and even during
fallow period.
The information provided
by PTC translates into additional income for farmers, as well.
In a study conducted by Phil-
Rice development communicator
Hazel V. Antonio in 2011, the use
of SMS in getting agricultural
information could give up to
P39,730 additional income.
A different view of
agri-extension
In a study titled “Texting as a
discursive approach for the production of agricultural solutions”
by Zagado and Michael Wilmore
of the University of Adelaide, the
meaning of agricultural knowledge varies and depends on its
use to the user or client. An example of this is the
meaning of rice variety. As reported, ‘which rice variety to
grow’ was the most frequently
asked topic received by the PTC.
“Varietal recommendations
will vary depending on farmers’
requirements relating to yield
potential, pest resistance, varietal maturity, location, and eating quality,” Zagado said.
Zagado said SMS now provides an entirely different view
and process of agricultural extension particularly in the production and distribution of agricultural knowledge.

According to police, Dee went missing after seeing Arcenas on June 20.
Police found her body in a shallow
grave in the backyard of an unoccupied
house in Sta. Maria Subdivision after
Regina Dychioco, mother of Angela,
confided to the Pampanga Criminal Investigation and Detection Team (CIDT)
that her daughter revealed Dee may
have been killed and buried in the address where her body was discovered.
The older Dychioco told the police
that her daughter and Arcenas bor-
rowed the keys to the house where
Dee’s body was found, and only returned them on June 26. The house,
which is owned and being rented out by
Dychioco, was unoccupied.
Arcenas was, however, not in his
house in Carmenville Subdivision in
Barangay Cutcut when CIDT operatives
went there to invite him for questioning.
The disappearance of Dee went viral in social media since June 21 after
her relatives posted pictures of her. A
teller in a bank in Binondo, Manila,
Dee reportedly went to Angeles City
to see her ex-husband. She never returned home since.
Dee was wearing denim pants and
striped shirt when exhumed in a shallow grave behind the house. Relatives
said she went to see her ex-husband
who told her he would give her a car.

The Center will be responsible for promoting

and facilitating access to
services like financing
and marketing promotion for micro, small and
medium enterprises. It
will also facilitate services such as business
registration, Barangay
Micro Business Enterprise (BMBE) registration, business advocacy
service, and business information, according to
