Pamintuan, GAD support 90-day maternity leave bill

ANGELES CITY - Mayor Edgardo Pamintuan and the city’s
Gender and Development Office have announced their support to Senator Pia Cayetano’s
Senate Bill No. 2710, or the Expanded Maternity Leave Law
of 2015, which seeks to expand
the maternity leave of working
mothers—married or unmarried—from 60 days to 90 days.
The bill also aim is to provide
working mothers “sufficient
time to take care of their newborn babies and regain their full
health,” according to Cayetano,
in her explanatory note.
Pamintuan noted that the proposed law is “for the entire family
and will ensure greater bond between the mother and the infant.”
For her part, Angeles City
GAD Officer Poyen Pineda-David said that, “The longer leave
would allow working mothers to
complete the exclusive breastfeeding of their babies for six
months. This will contribute to
better health for the children
and the mothers too.”
In her bill, Senator Cayetano
also stated that, “According to a
study cited by Time magazine,
mothers who immediately resume work after giving birth
experience disparaging health
and increased personal stress.
This, in turn, affects the total
well-being of the family, including the health and cognitive development of the children.”
“Our family is most important to us. A healthy family con-
tributes to a healthy society and
community,” Pamintuan said.
Once approved, the proposed
law will give a working mother
in the government, who has rendered an aggregate service of at
least six months in the last 12
months, a maternity leave of 90
days with full pay based on her
average weekly or regular wages,
whether the delivery was normal
or Caesarean. She may also opt
to seek an additional maternity
leave of 30 days without pay provided her employer would be no-

for ‘positive discipline’

- Child Rights advocate leaders appealed to the public
to stop corporal punishment and instead,
instil positive discipline on children.
The group also
urged
lawmakers
to
institutionalize
positive discipline by
drafting and enacting laws on positive
discipline in local as
well as national government.

advocates

Rights
Network
(CRN), Plan International Philippines,
Philippine Legislators on Population
and

and Lihok Pilipinas

of pending bills on

Quality NFA rice in Nueva Ecija launches
‘Ligtas

CABANATUAN CITY - The
National Food Authority (NFA)
has assured that quality NFA
rice are now available to consumers in this province.
NFA administrator Renan
Dalisay, during the 85th NFA
Employees Association Board
Conference at the agency’s office here, said that lack of quality NFA rice was the major issue
thrown to them.
“The image of (NFA) personnel was greatly tarnished in the
past months due to poor quality of available NFA rice which
was grayish with foul odor and
seemed to be unfit for consumption. However, the present rice
for domestic consumption are
of high quality,” Dalisay said.
The issue came out when
400 bags of rotting NFA rice
was found three weeks ago in
the comfort rooms of Evelio B.
Javier gymnasium in San Jose,
Antique by Gov. Rhodora J. Cadiao.
Dalisay also assured that
Nueva Ecija can sustain the rice
needs of the people because of
the availability of NFA rice and
commercial rice from various
outlets.
He, however, said that NFA
can still purchase by the consumers at government price of
Php17.80 per kilo.
Meanwhile, the NFA Council
has announced their plan to import a total of 500,000 tons of
milled rice intended to augment
locally grown stock in the lean
season that starts in July.
Dalisay said that the government is working out for the lifting in 2017 of the Quantitative
Restrictions (QR) on rice im-
ports by exerting effort to bring
down the production cost of the
cereal by at least P5 in partnership with the Philippine Rice
Research Institute (PhilRice).
The QR is a trade restriction on the cost of an item or
service being imported in a
country. These are normally
enacted to protect the price of
domestically produced goods.
In the target year of 2017,
and if ever the cost of production remains high farmers may
not be able to compete with rice

DTI Region 3 resolves 487
consumer complaints in 2014

ANGELES CITY – The Department of Trade and Industry
(DTI) Region 3 was able to resolve 487 or 91% of the 538 total
consumer complaints brought
to their offices in 2014 through
mediation and arbitration.
“The biggest chunk of the
complaints were cellphone buyers at 124 or 23% of the total followed by tablets- 75, household
appliances- 63, motorcycles-16,
vehicles-15, and laptops-5,”

number of resolved cases at
128 followed by the provincial
offices of Bulacan-70, Nueva
Ecija-69, and Pampanga-59.
“We remind dealers, retailers, and manufacturers to follow the provisions of Republic
Act 7394 otherwise known as
the Consumer Act of the Philippines which stipulates that
implied warranty for consumer
items such as cellphones and
tablets range from 60 days to a
year,” Angeles stressed.
Moreover, the DTI official
called on the buying public to be
vigilant in examining the warranty certificates, which should
meet the minimum standards
for warranties under the law.
“The
certificate
should
clearly stipulate the duration
of the warranty with its terms
and conditions to ensure that
the consumer is protected by
inherent defects of the product,” Angeles added. •

the safety of motorists and the
public.

plan to ensure safe and secure
travel of motorists and commuters this coming Lenten Season and summer vacation.
According to Directorate
for Police Community Relations (DPCR) Director, Danilo
S. Constantino, police presence
will be intensified through increased foot/mobile patrols, establish Police Assistance Desks/
Centers (PADs/Cs).
Road safety marshals will
also be deployed in convergence
points particularly in bus terminals, airports, seaports, train
stations, recreational areas including highways, main thoroughfares and crime prone areas to ensure maximum police
presence.
The PNP added that criminal elements may take advantage of people converging in
places such as beach and other
tourist destinations for relaxation and recreation.
Espina also instructed all
regional and police units to coordinate with local government
units (LGUs), non-government
organizations (NGOs), and
other government entities and
volunteer groups in establishing
PADs/Cs and deploying Road
Safety Marshalls for a collaborative and unified delivery of public safety services and assistance.

They should talk
REALLY. They should talk and sort
things out before things get out of
hand. It’s way too early for politicking, and it will not do both parties
well if they keep doing what they’re
doing at this stage in the game.
In an open letter to Angeles City
Vice Mayor Vicky Vega-Cabigting,
city administrator Dennis Albert Pamintuan was very forward enough to
point out that the vice mayor should
not provide the public “confusing”
information about the removal of allowances of teachers – which the city
government has denied.
There was an earlier issue that Cabigting alleged that the Local School
Board (LSB) is planning to remove the
monthly allowances of public school
teachers charged to the Special Education Fund (SEF).
But Mayor Ed Pamintuan’s office
described as “malicious and purely
black propaganda” this statement
made by Cabigting.
Now, we have not heard anything
from the good vice mayor on the issue, as she has not released any press
statement in this paper. But we would
like to hear her side.
We are hoping that the mayor and
vice mayor of Angeles City would
settle whatever differences they may
have, what with the elections rearing
its ugly head this early.
People are speculating that the issue has come to fore because Cabigting has plans to run for city mayor
in 2016 against the incumbent mayor.
Because one plus one equals two, people think they already have the answer.
Let’s give both a chance to clear
the air between them, for the sake of
Angeles City. The elections are still a
year away, and they both have a lot to
do for their city yet.

ONE are the days when we call the head of an
agency as a “chairman” because we call him or her
as a “chairperson” nowadays, or we no longer use
the term “fireman” instead, we call them as “firefighters.”
We also use the word “gender” to refer to being a male or a
female (instead of using the word sex.) We also refer to our
elderly people as “senior citizens.”
This is because of what we call “political correctness”,
a term which, according to Wikipedia.org, “denotes language, ideas, policies, and behavior seen as seeking to
minimize social and institutional offense in occupational,
gender, racial, cultural, sexual orientation, certain other
religions, beliefs or ideologies,
disability, and age-related contexts, and doing so to an excessive extent.”
I have shared this to my students in my speech communication class, and I think it is worth
sharing to you my readers as
well.
We often hear the words “retarded”, “autistic”, or “abnormal”
to refer to those who are suffering mental illnesses, and the appropriate way to address these Michelle

World Water Day on
March 22, the Department of Interior and Local Government (DILG)
issued a memorandum
circular enjoining local
chief executives (LCEs)
to conduct simple but
meaningful activities
that will raise public
awareness about water
conservation and sustainable water management.
These activities may
be in the form of information campaigns
focusing on the significance of safe and
potable water, water
source protection, water conservation measures, water quality
monitoring, improved
sanitation,
proper
waste disposal and
hand-washing hygiene
promotion and toilet
maintenance.
Local government
units (LGUs) were also
encouraged to embark
on other meaningful
activities that also render services for citizens
such as minor repairs
and rehabilitation of existing barangay, municipal, provincial or interlocal waterworks and
irrigation systems can
also be conducted along
with water sampling,
testing and analysis.
In the same circular,
DILG Secretary Mar
Roxas emphasized that
water scarcity can be a
stumbling block to development.

Clark Green City is a project of
the Bases Conversion and Development Authority (BCDA), a government-controlled corporation mandated to transform former military
bases into premier centers of economic growth.
The project is set to transform
about 9,450 hectares of the former
US military base into a business hub.
The new city is envisioned to be environmentally sustainable, socially
inclusive, economically competitive,
culturally relevant, and technologically integrated.
Clark Green City is also envisioned by BCDA to be a catalyst for
economic development of surrounding local government units. It will
see five districts rise in three phases
over the next five decades.
According to the report, the
construction of brand new cities is
a bold response to the urbanization
challenge. Across the planet, hundreds of billions of dollars are being
invested in new urban mega projects
in countries including China, India,
Malaysia, Saudi Arabia, Ecuador,
the Philippines, Palestine, Morocco,
Afghanistan, Germany and more.
The New Cities Foundation and its
member, KAEC, came together in
2013 to create Cityquest, a unique
platform for knowledge exchange
and sharing best practices for the
leaders of these projects.
The report is a milestone in the
Cityquest initiative, distilling key
trends and priorities that emerged
from the Cityquest - KAEC Forum in

Conversion of Mt. Samat as major tourist spot underway

PILAR, BATAAN – Major
developments are now underway for Mount Samat and its
environs which will be converted as a world-class war
memorial and premier tourist
spot not just in Central Luzon
but the whole country as well.
In a recent news briefing,
Bataan Governor Albert Raymond Garcia told reporters
that the Tourism Infrastructure and Enterprise Zone Au-
thority (TIEZA) would establish the Mount Samat Shrine
Tourism Enterprise Zone.
Garcia further added this
would attract more investors
including local and foreign
tourists. He said the project is
presently among the flagship
programs of TIEZA. Mark Lapid, son of Senator Lito Lapid
is the chief operating officer of
TIEZA.
In an earlier interview, Pilar
Mayor Alice Pizarro said that
at present, a technical working
group is being formed to draft
the Mount Samat master plan.
The master plan is expected
to be completed within six
months.
Pizarro added that several
companies including the developer of Las Casas Filipinas De
Acuzar in Bagac town already
signified interest to invest in
the area.
Based on the implementation of the plan, the 302-feet
shrine will not be taken from
the custody of the Department
of National Defense but will
serve as a guide to sustain the
tourism industry in the province.
The tourism projects will
become visible to potential investors, business ventures and
will be integrated in each tourism project. The local government is aiming for investments
to further develop tourist spots
at Mt. Samat Shrine area and
its environs for the construction of resorts, hotels and other
business establishments that
will promote Bataan as a major
tourist destination.
Tour packages for local and
foreign travellers will also be
included in the plan.
Every year, during the Araw
ng Kagitingan (Day of Valor)
which falls on April 9, the
shrine is the site of remembrance for the heroism of the
Filipino and American soldiers
who defended the Bataan peninsula against the Japanese
Imperial Army during World
War II.•

“It’s my first time to
encounter a dual drill, the
fire and earthquake at the
same time, which is possible because it can happen in real life,” remarked
Prudencio Avecilla, chief
admin and training division property custodian
of DRRMO.

in 2012 and has continued every year just as

over dzRB Radyo ng Bayan said, “We encourage our
people to participate in Earth Hour 2015 by voluntarily
switching off all lights for one hour, from 8:30 to 9:30 in
the evening, on Saturday, March 28.”
“In so doing, Filipinos will be showing their solidarity with the rest of the world in efforts to combat climate change, thereby promoting a cleaner, healthier
and greener world,” he added.
Earth Hour is a worldwide grassroots movement of
the World Wide Fund to unite people to take action for
the planet.
This year’s global tagline is “Use Your Power to
Change Climate Change.”
For the Philippines, the main switch-off will be held
at the Quezon City Memorial Circle, according to Earth
Hour Philippines.
From 2009 to 2013, the Philippines has earned
the title of “Earth Hour Hero Country” as the country
topped the participation records.
Earth Hour Philippines will be donating portable solar lamps to off-grid communities to help them safely
and economically light up their homes, Coloma said.
“We echo the statement of Earth Hour Philippines
as follows: ‘When we unite towards a common goal,
we can change climate change.’ Let us all participate in
Earth Hour 2015 from 8:30 to 9:30 p.m. on Saturday,
