The Winnebago System
The Winnebago System is comprised of lakes Winnebago,
Butte des Morts, Winneconne, Poygan and the Fox and
Wolf Rivers. Walleye are by far the most sought after
gamefish on the system and with record Walleye hatches
in the 90’s, this Walleye factory will only get better. Other
fish species that roam the Winnebago System are Sauger,
Northern Pike, Muskie, Largemouth Bass, Smallmouth
Bass, Perch, Crappie, Bluegill, Sunfish, Channel Catfish,
Flathead Catfish, Freshwater Drum (Sheepshead), Burbot
and Lake Sturgeon.
Lake Winnebago
The largest fresh water lake within the state, Lake Winnebago
was carved from the same limestone formation that created
Niagara Falls, 900 miles to the east. Lake Winnebago merits
its “big lake” reputation with 215 square miles of surface.
The lake spreads 28 miles from head to toe and 10.5 miles
across. Lake Winnebago covers 137,000 acres, holds 696
billion gallons of water and is 21 feet at its deepest.

Lake Winneconne
Lake Winneconne is the smallest of the upriver lakes and
covers 4,507 acres. The main base has a maximum depth
of 9 feet. Lake Winneconne is located immediately north
of the Village of Winneconne and east of and connected to
Lake Poygan.

Lake Poygan is the largest of the upriver lakes and covers
14,102 acres. Poygan has a maximum depth of 12 feet
and average depths range from 5 to 7 feet. Lake Poygan is
located northeast of the Village of Winneconne and south
of the Village of Fremont.
The Fox River
The Fox River runs from the Eureka Dam, downstream to
Lake Butte des Morts to Lake Winnebago through the City
of Oshkosh before it continues its path north into the Great
Lakes.
The Wolf River

The Wolf River flows from the Town of New London
downstream to Lake Poygan and again from Lake
Winneconne to Lake Butte des Morts.

“No ice is safe ice” but there are ways to safely enjoy the Winnebago System in all seasons. Each year after the
waters freeze, several fishing clubs from around the lake plow and maintain roads. Bridges covering cracks
and dangerous spots as well as a tree marking system allow ice fishing access to some of the best waters in the
State.
Remember, it is through support of your local fishing clubs that things like this are possible.

Pumpkinseed are
present, with most of
the fish being in the
7-9 inch size. Look
for these fish in shallow bays, near aquatic vegetation.
Yellow Perch numbers have decreased some over the years,
but it still remains one of the most popular fish to chase on the
lake. Their sizes range from 4-12 inches.
Freshwater Drum (Sheepshead) is present throughout the lake
and seems to eat anything you throw at them. These bottom
dwelling fish are everywhere throughout the lake and it is
illegal to kill these fish and throw them back in the lake. They
are one of the only species that will eat Zebra Mussels.
Small mouth and Largemouth Bass are present, and seem
to hold to the bays and near shallow aquatic vegetation.
Smallmouth Bass seem to out number the Largemouth Bass.
Northern Pike are present and are generally found near weedy
vegetation, close to shallow water. The best time of the day
for these fish seems to be early morning or right before dusk.
Most of the Northern Pike reside near the South end of the
lake.

Ice Thickness Guidelines
The US Army Corp. of Engineers has
established guidelines for safe ice thickness:
Under 3” Stay off the ice
3” Safe for walking single file
4”-12” Safe for snowmobile or ATV
12” Safe for vehicle up to 11,000 lbs.

You don’t need to be a fisherman to
enjoy a day on the ice. A road across the
lake is plowed each year from Merritt
Street in Oshkosh to Quinney Road on
the east side of the lake.
Tree Lines
Trees are used to mark the roads on the
lake. They are placed at varying intervals
and lean toward the shore they originated
from. A tree laying on its side signifies thin
or dangerous ice. There are also groups of
trees to mark distance from the shore. One
large tree at one mile, two large trees at two
miles etc, up to five miles out.

Channel Catfish can be found near shallow water and reef
edges. Channel Cats are mostly bottom dwelling fish. These
fish range from 2-20 pounds in general.
Lake Sturgeon is protected except during the ice fishingspearing season. These fish dwell mostly near the bottom and
eat red worms, which consists of nearly 3/4 of their diets.
Burbot numbers seem to be on the rise, some as large as 30
inches or more. Look for these throughout the lake, but it
seems they like to lurk around the reefs more often then not.

Bait Rules:
Crappie numbers also seem to be on the rise. Look for these in
some of the back channels on Lake Winnebago.
DRAIn all water from equipment including buckets
or containers with fish when leaving ice.
You may take leftover minnows away from any state water
and use them again on that same water.
Carp and Suckers are found primarily in the shallows and the
slower moving water throughout the lake. A popular spot for
bow fishing is on the north shore.
DOn’t MOVe live fish away from a waterbody.
You may use leftover minnows on other waters only if
no lake or river water, or other fish were added to their
container.

Ice Safety Tips
• Do not go out alone. Do carry a cell
phone and let someone know where
you are going and when you will be
returning.
• Do wear proper clothing and
equipment. Take extra mittens or
gloves so you always have a dry pair.
• Do not travel in unfamiliar areas, at
night or when it is snowing.
• Do know if the lake has inlets,
outlets or places that have currents
that can thin the ice.
• Do look for clear ice. Clear ice is
generally stronger than ice that has
air bubbles in it or snow on it.
• Do watch out for pressure ridges or
ice heaves. These may be dangerous
due to thin ice or open water.
• Do have your car window open.
• Do not wear your seat belt.

The Winnebago System is said to have the largest Lake Sturgeon population in the world. Lake Sturgeon live
a long time and grow very slow. Females have the potential to live more than 100 years and males over 80
years. Since the first spearing season opened in 1932, spearers have flocked to the frozen lake in search of this
prehistoric fish.
• Sturgeon spearing season is open from the second Saturday in February until a pre-set harvest cap is met.
• Sturgeon spearing license and tag is $20 for residents and $65 for non-residents and must be purchased
before October 31st each year.
• Spearing hours are from 6:30 am - 12:30 pm.
• Any sturgeon speared must be registered by 1:30 pm the same day it was speared.
• It is unlawful to do any type of fishing other than spearing through a hole larger than 12 in diameter.
• To keep people safe from ice holes, Sturgeon spearing ice holes must be marked by two strips of wood that
extend three feet above the ice.

Wisconsin statutes prohibit launching a boat, boat trailer or boating equipment if there are any aquatic plants attached. The good
news is that you can help protect our valuable lakes, rivers and wetlands by taking a few easy steps. Each time you get ready to leave
a water body, make sure to:
• Inspect your boat, trailer and equipment and remove visible aquatic plants, animals and mud
• Drain water from your boat, motor, bilge, live wells and bait containers
• Dispose of leftover bait in the trash, not in the water
• Rinse your boat and recreational equipment with hot water OR dry for at least five days.
When inspecting your boat for plants and animals, be sure to check the spots labeled in the drawing.
