Page | 1 AT A GLANCE The year 2015 was an exciting time for Philippine Science High School-Ilocos Region Campus (PSHSIRC). Under its new leadership, the institution seized many opportunities for reorganization, development of new operational policies and programs, innovation, and transformation. It dared to venture on uncharted territories, going above and beyond its mandate of promoting and providing science and mathematics education. Moreover, 2015 was also about honoring time-tested traditions and principles that molded PSHS-IRC. In pursuing its goals, the PSHS-IRC renewed its emphasis on the ideals of excellence and commitment to service. Many PSHS-IRC scholars were provided the platform to compete in national and international academic arenas, bringing home glory and honor not only for themselves but also for the country. At the same time, PSHS-IRC realigned its research and teaching capabilities in trying to effect change in the community. More programs and activities benefited specific groups not only in the immediate communities but also in the region. Truly, these triumphs were all driven by a deep understanding of ideals that hold the very fabric of PSHSIRC—dedication, commitment, and excellence. Undeniably, 2015 was a moment of many remarkable feats that catapulted PSHS-IRC to the pedestal of greatness. Indeed, nothing is more succinct to describe the year that was than PSHS-IRC’s banner—SOAR HIGH PISAY! Lagua) - Contributors Page | 2 Mission The Philippine Science High School, operating under a unified structure of executive committees, provides scholarships to secondary students with high aptitude in science and mathematics. The PSHS offers an education that is humanistic in spirit, global in perspective, and patriotic in orientation. It is based on a curriculum that emphasizes science and mathematics as well as the development of well-rounded individuals. The PSHS prepares its students for careers in Science and Technology and contributes to nation building by helping the country attain a critical mass of professionals and leaders in different fields. Vision The Philippine Science High School Scholar, nurtured by competent faculty and staff, has a scientific mind and a passion for excellence, dedicated to the service of country, and committed to the pursuit of the untarnished truth. about PSHS-IRC A lso known as Pisay Ilocos, the Philippine Science High School-Ilocos Region Campus (PSHS-IRC) was established through the initiative of former 1st District of Ilocos Sur Congressman Salacnib F. Baterina in 1999 under the Republic Act 9036. After the PSHS System Board of Trustees approved its establishment through a resolution on February 6, 2002, the local government of San Ildefonso in Ilocos Sur donated a 5-hectare land for the construction of the school. A supplemental lot of 2913 square meters was once again donated on April 6, 2015 by the local government of San Ildefonso to PSHS-IRC through Resolution No. 14, Series of 2015. Located on what used to be a graze-land of the Bureau of Animal Industry in San Ildefonso, Ilocos Sur, PSHS-IRC was the 8th campus to be established by the PSHS System across the country. Pisay Ilocos formally opened on July 14, 2003 with 33 freshmen enrolled and supported by 12 faculty members and administrative personnel. However, its population has grown. It currently has 343 scholars, supported by 38 faculty members and 33 support staff and personnel. Since 2007, it has already produced 459 graduates, most of whom have gone to prestigious schools in the country. Over the years, infrastructure development has totally changed the face of this campus. It now boasts two four-storey dormitory buildings (Boys’ and Girls’) than can each accommodate around 250 scholars; an administrative building; two academic buildings with spacious classrooms, intervention rooms, faculty rooms, and an audio-visual room; a multipurpose gymnasium that houses offices, a clinic, a canteen, and other facilities; two open courts; science and computer laboratories; library; faculty housing units; and more. In preparation for the K to 12 program, the construction of its third academic building will start in 2016. It will house Science, Math, and Technology (SMT) classrooms, laboratories, faculty rooms, a planetarium, and other facilities. Page | 3 From its humble beginnings in 200 Science High School-Ilocos Region IRC family has grown over the year M ore than a decade ago, when PSHS-IRC was still at its infancy, the opportunity to be part of this institution came knocking at our doors. By “OUR,” I mean myself, the faculty and staff, and even those others like the ExeCom and Board of Trustees, who are directly or indirectly part of Pisay Ilocos. Just like me, perhaps many of you heeded the advice to take the challenge. Back then, you may have been considering what better way was there than to have been given the opportunity to be part of an institution that gives the kind of education to the new generations of bright and promising intellectuals in the field of science and technology. Hence, daunting as it might have been, you all took the challenge with me with the hope that, with our expertise in our own fields and our various backgrounds, we could impact people’s lives here and effect changes that were necessary for the development of this institution. However, while we were all busy doing what we came here to do and what we think people expected us to achieve, perhaps we barely noticed how we had all been changed by the institution that we initially intended to change. It was inevitable. It was bound to happen that we would all be like clay jars that had to be broken to be molded again in the potter’s hands called PSHS-IRC. It changed our perspectives. It opened doors to allow shifts in paradigm. It was also unavoidable that we would all come to realize that Philippine Science High School-Ilocos Region Campus is bigger than yourself…bigger than any one of us. This is what Pisay Ilocos does that to you. It changes you. Should you allow it to, it can and will present many opportunities of both personal and professional growth. It will test your courage and perseverance. It will push you to your limits and open windows to the unknown aspects of yourself. More importantly, it will make you realize things that really matter—things such as commitment to service, excellence, patriotism, pursuit of the untarnished truth, and giving back to the community that has nurtured you. Yes, respice, adspice, prospice. Examine the past, examine the present, examine the future. I am here not only to talk about our travails and triumphs as individuals but also to reminisce the glorious past. More importantly, I am here before you to celebrate an institution that we all have come to love. Pisay Ilocos is not just an academic institution, but a home we all go back to when we need comfort, a Page | 4 Message from the Executive Director 03 to the present, many things have indeed transpired that shaped Philippine Campus (PSHS-IRC) into what it is now. I am specially elated to see how the ars. memory we all look back to when we feel lost and, definitely, a reminder of what you are willing to sacrifice all in the name of service and commitment to excellence. Pisay Ilocos is a story of many triumphs and even failures. But, it is also a story of redemption. It was not always rainbows and sunshine; it had dark moments, too. What Pisay Ilocos had to go through to be what it is today is tantamount to a rock being hammered, crushed, powdered, and subjected to tremendous heat in order to reveal the gold in it. Despite all challenges along the way, what matters more is how it rose above the circumstances and continued to be the beacon of academic excellence and social responsibility. I believe that this is the strength of Pisay Ilocos. It is this strength that, as the former Campus Director of this institution, I have nothing but confidence not only in Dr. Ronnalee Orteza but also in all of you who make up this family. Leave behind what we failed at and just bring with you lessons from our little victories as well as from those failures and forge your way ahead. Look back, but don’t hold back. Bring PSHS-IRC to greater heights…to where it so deserves. Look not at surpassing what we—who came before you--have achieved as something negative. I, as your former Campus Director and now the Executive Director of the System, expect you to go above and beyond. Let not the shadow of the past hold you down. Spread your wings and soar high…higher even. Look forward to what the future holds. Trust me: the future is bright and the bearers of that future are right in our midst. Indeed, what we have achieved here is something we should all be proud of. Now, as I pass the mantel of responsibility to Dr. Orteza, I am in no doubt that this place is in good hands. She is a good worker and an epitome of service above self. She works with love. Like her, I enjoin everyone to work with love. As Kahlil Gibran once said, work is love made visible. And if you cannot work with love but only with distaste, it is better that you should leave your work and sit at the gate of the temple and take alms of those who work with joy. For if you bake bread with indifference, you bake a bitter bread that feeds but half man’s hunger. If you sing and love not the singing, you muffle man’s ears to the voices of the day and the voices of the night. And if you grudge the crushing of the grapes, your grudge distils a poison in the wine. With this, congratulations to Dr. Orteza once again and to the whole IRC community. Page | 5 SOAR HIGH T o take on the job of leading the organization is indeed a gargantuan task and a responsibility that requires much consideration. However, with faith in everyone’s capacity to discharge their duties and responsibilities with integrity and with full confidence and trust in our scholars’ potentials, our 2015 turned out to be exciting for Philippine Science High School-Ilocos Region Campus (PSHS-IRC). It was the year that saw the organization take bolder steps towards achieving our shared goals. We were lucky to have been provided with the necessary platform to deliver our share in the attainment of the System’s mandate. With our concerted shared effort, 2015 saw the introduction of new and improved programs that targeted the development not only of our scholars but also of our partner communities. More partnerships and linkages were also established with our benchmarking activities and were strengthened with our continued cooperation in developing the innate acumen of our scholars in science and technology. At the same time, we were able to make procurements and execute infrastructure development projects that made instruction and the delivery of our service more efficient for the benefit of our scholars. Also, many of our scholars were able to compete and triumph in competitions here and abroad. More importantly, 2015 set the precursor for more exciting things to happen. Soon to be housed in one of our facilities is the Department of Trade and Industry-funded Ilocos Innovation Center-Fabrication Laboratory, which is the first of its kind in the region. A technical prototyping platform for ideation, innovation, and invention, the FabLab will benefit not only our scholars but also SMEs in the region. It will provide stimulus and the needed machinery for local entrepreneurship. At the same time, this FabLab is going to be an ideal platform for our scholars’ learning and innovation—a place to play, create, learn, mentor, invent, etc. The bottom line is that all of all of these efforts are geared towards ensuring the most efficient delivery of our services and that our scholars get the best kind of education and learning experience that they deserve. Kahlil Gibran once said about the youth that we may be able “to house their bodies but not their souls, for theirs dwell in the house of tomorrow, which we cannot visit even in our dreams.” However, with all these that we have achieved for the year that was, I am confident that we have done our part to guarantee that their future is going to be prosperous. With all these, perhaps some may consider it as beginner’s luck on my part. However, I would like to see it as a product of hard work and collaborative effort. Indeed, nothing is more rewarding for a campus director than having a team that fully understands the scale of responsibilities required in serving this country’s next leaders Page | 6 PISAY MESSAGE FROM THE CAMPUS DIRECTOR and prime-movers in the field of science and technology. These men and women—faculty and staff members alike—behind the quality service that our scholars are provided with come to work every day with one purpose in mind, that is each day is an opportunity to make a difference in their lives. If it were not for their dedication and commitment, Pisay Ilocos would not be what it is today—an institution of learning that prides itself not only on its quality of education but also on its reputation as a breeding ground for intellectuals and brilliant young minds with patriotic hearts dedicated to service and nation building. Such is their dedication that I am humbled and honored to be in their midst. Indeed, our successes and even our failures in the last year are all worth the while. What the year 2015 gave us is the vigor to continue the great things that we have started and the tenacity to be better, for what lies ahead is surely promising. To God be the Glory! RONNALEE N. ORTEZA, Ph.D. Page | 7 ENROLMENT PROFILE: Northern Scholars by the number F or SY 2015-2016, the Philippine Science High School-Ilocos Region Campus (PSHS-IRC) enrolment has yielded a total number of 343 scholars. This number indicates an increase by 2.9% visà-vis the 333 scholars who enrolled last school year. Of the 343 scholars, Grade 7 and 8 have 90 scholars each, and there are 83 and 80 scholars for Grade 9 and Grade 10, respectively. Also, 92.42% (317 scholars) are from the different provinces of Region 1, the highest of which are from Ilocos Norte with 32.34% (111 scholars), followed by Pangasinan with 27.41% (94 scholars), Ilocos Sur with 25.95% (89 scholars), and La Union with 6.71% (23 scholars), respectively. The rest of the scholars come from various areas such as Cagayan, Abra, Apayao, Pampanga, Cavite, Rizal, Laguna, Marikina City, Malabon City, and Quezon City. Moreover, 115 (33.53%) of the total number of scholars enjoy Full Scholarship, a 15.7% increase from last school year with 97 scholars. The rest enjoy Partial I (87 scholars-25.36%), Partial II (51 scholars-14.87%), and Partial III (90 scholars-25.24%) scholarships. Meanwhile, there are more Grade 7 enrollees who graduated from public elementary schools, 49 343 scholars scholars out of 90. There was also an increase seen in the number of those from public schools from last school year (43 scholars) to the current school year (49 scholars). According to Dr. Ronnalee N. Orteza, Campus Director, these numbers are actually encouraging given the efforts that PSHS-IRC put to reaching out to as many public schools as possible during the National Competitive Examination (NCE) campaign. In the past, there had been more Grade 7 enrollees from private institutions. While this wasn’t really a problem, the reality was that the awareness level about PSHS and NCE of those from the public schools compared to those from private schools was quite low. Because of this, Dr. Orteza thought that the campaign needed to be intensified and that something must be done. “We really went out of our way and went directly to them to convince them to try out for the NCE as well as explain to them the benefits of having PSHS education. To see the increase in the number of scholars from public schools and those enjoying Full Scholarship is definitely worth the effort and resources we allotted for that,” said Dr. Orteza. More importantly, it provided the necessary stage for the showcase of their skills to the world, a stepping-stone to achieving greater things in life. Without a doubt, this commitment to excellence deep-seated in the habits and the inner psyche of PSHS-IRC scholars has constantly shined through not only in their everyday academic pursuit but also in every competition they participated in here and abroad. Not only did they represent the campus and the System, but also they stood proudly among the best of the country as well as their counterparts in Asia. Through these competitions, they are able to showcase the refinement of holistic education that they receive in PISAY-IRC, a testament to their unwavering pursuit of honor and excellence. “Their victories not only confirm the brilliance of our scholars but also demonstrate that culture of excellence innate in them but which PSHS-IRC has cultivated and fostered,” said Dr. Ronnalee N. Orteza, Campus Director. “Competitions are a great setting to learn in; failure in these does not bear any severe consequences. Instead, it’s a great chance to measure your skills in a certain discipline against others,” added Dr. Orteza. Out of 197 research project entries from all over the world, the four teams from PSHS-IRC brought home one gold and three silver medal awards from the Malaysian International Young Inventors Olympiad (MIYIO) 2015 held from April 3 to 5 at Tun Syed Sheh Shahabudin Science Secondary School, Penang, Malaysia. Lloyd Andrei Corpuz, a Grade 7 scholar, also triumphed in the 2015 China Primary Math Olympiad (CPMO) held in Zhejiang, Hangzhou, China from July 27 to August 1, 2015. Corpuz won 1st and 2nd place awards from his group and individual events, respectively. Meanwhile, the group of Beatrice Burgonio, Pancho Ruedas, and Michael Jericho Cava emerged victorious during the 4th Asia Pacific Conference for Young Scientist (APCYS 2015) held at the Royal Military College in Kuala Lumpur, Malaysia on September 6 to 11. The group won two silver awards (Oral Presentation and Poster Presentation) for their study “Design and Synthesis of Graphene/ZnO Hybrid Electrodes for Flexible HighPerformance Supercapacitors.” Burgonio was also hailed as the Best Female Presenter under the Special Award Physics Category. During the 2015 Kuala Lumpur Engineering Science Fair, Kharina Malaya Lopez and Lhourd Jacy Rone Fortus also brought home a bronze award for their investigatory project entiled “Effectiveness of Talahib Grass (Saccharum spontaneum) with Wood Wastes as Structural Board.” The competition was held at the Mones International Exhibition and Convention Centre, Mines City, Kuala Lumpur, Malaysia from October 30 to November 1. Dr. Ronnalee N. Orteza, Campus Director of PSHS-IRC, said that the scholars’ success in these international competitions are a showcase of how IRC scholars can compete and even be at par with students outside the country. “To be able to nurture brilliant young minds of today and prepare them to be this country’s next legion of researchers and scientists may be a daunting task, but it’s worth it when you see them prove themselves and even perform well in the international arena,” said Dr. Orteza. However, Batch Kinse transformed all that and gave it a good name with how they spent their four years as northern scholars. For them, YOLO is just a reconstructed carpe diem to suit their generation. But similarly, it implies that one should enjoy life, even if that entails taking risks. As the batch that called themselves sharks, they roamed the vast ocean of academic endeavors and emerged the strongest and fittest in many occasions. And, yes, enjoy they did and they indeed took risks together that made their batch one of a kind and their travails forever etched in the annals of PSHS-IRC history. “Individually, we are just free-flowing particles with individual masses and importance. But because of Pisay and the batch as our binding energies, we have Page | 16 become united. Aguinaldo With High Honors Batch Kinse Graduates • Six of the batch were candidates for the Vaugirard Scholarship Program offered by De La Salle University. • At the USA College Board SAT (Scholastic Aptitude Test), the eight students who took it garnered an average rating of 1697.5 over 2400. The highest scorer of the eight, Vibiene Norma C. Bernal, got 1850. According to prepscholar.com, this score belongs to the 85 percentile rank and is competitive for 1177 universities including University of California (UC) Davis, UC Irvine, University of San Francisco, Pepperdine University, Carnegie Mellon University, New York University, John Hopkins University, etc. *Intarmed (Integrated Liberal Arts and Medicine) is the seven-year curriculum of the University of the Philippines College of Medicine that shortens the usual period of medical education by two years. Intarmed students are selected from the top 50 male and top 50 female college freshmen qualifiers (ranked according to their University Predicted Grade/UPG) who indicated in the UP College Admission Test (UPCAT) application form their interest in Intarmed. In fact, it’s a world where more questions arise after another. Indeed, it is an endless pursuit to find answers to these seemingly limitless questions. Given this, we live in a world where there is a plethora of researches to be undertaken and a challenge to find meaning from the answers to these questions. In response then to this challenge and being the eminent science high school in the region, the PSHSIRC put a premium on the conduct of research of its faculty and scholars. With the world at a perpetual transformation at a rapid pace, science and technology is undeniably a prime catalyst for this change. Given this vital role of science and technology, it is then important that the youth of today are exposed to the culture of science and math education. To have them immersed in an environment that fosters the role that science and technology plays in this ever-changing world is a matter that PSHS-IRC, considered as the eminent science high school in the region, takes upon itself as its duty to the world. Thus, PSHS-IRC has conducted various activities that underscore not only the facts and numbers that science and related components have produced throughout the years, but also the fun and the exuberance it brings upon embarking on an adventure, an adventure to a world where curiosity abounds and can be satisfied only if one is determined enough to find limitless answers and possibilities to his or her questions. The bottom line is that all of these are in the name of PSHS’s commitment to promoting science and mathematics education among the Filipino youth and to providing a breeding ground for the pursuit of truth and excellence. Page | 22 Pisay Pinnasiriban, a quiz show for the National Competitive Examination (NCE) applicants, serves as a kick-off activity and heralds the PSHS-NCE. The quiz bee has simultaneous Provincial Eliminations to determine the top three placers who shall move on to the Regional Finals. For 2015, the winners at the Regional Finals represented the Ilocos Region to the Inter-region Battles where they battled it out with the Regional Finals winners of Cagayan Valley region. Science & Te PROMOTIONA Tulong Dunong is a program through which PSHS-IRC conducts orientations and enhancement sessions on abstract reasoning, English, science, and mathematics for Grade VI pupils of La Union, Ilocos Sur, and Ilocos Norte to provide them with the necessary preparation and repertoire of knowledge to ace the NCE and, as a result, to help democratize the entry to the PSHS System. Technology AL ACTIVITIES Eureka: The Pisay Ilocos Science Camp Eureka has become a word synonymous to discovery and that aha-moment that leads to the best and most relevant breakthroughs and milestones that this world has ever witnessed. Given this, it is then significant for the Filipino youth to be given opportunities to appreciate the relevance of science in their lives not only as pupils but also as citizens of the world. More importantly, they should be provided with the necessary appreciation of the body of knowledge that may be the prerequisite of what could be their own eureka moments. To put it simply, students need to develop all their capabilities as these are required to live in the modern world. In response to the call for holistic development, the Philippine Science High School (PSHS) System makes it its philosophy to develop the full potential and unique giftedness of its scholars. The curriculum is designed to develop every person’s intellectual, emotional, social, physical, artistic, creative, and spiritual potentials. While the curriculum instills a passion for learning in the scholars and inspires them to choose careers in science and technology in order to contribute to national development, it is packed with everything else that will help the scholars be the most that they can be. And this is true too in PSHS-IRC. It offers all these activities and programs to hone the individual scholar holistically. One may enter through its gates with all his or her idiosyncrasies, but he or she leaves its four corners as multifaceted and well-rounded individuals ready to take on the challenges of the real world head on! Aside from science-related programs, many activities are held each year to showcase talents and bring out the best in each student. Such activities include orientation and initiation of freshman, recognition day, cardgiving day, retreat and recollection, and leadership seminars, sports fest, educational trips, SMT Week, Humanities Week, variety shows, and a lot more. Alternative Learning Activities (ALA) are also made available with the cooperation of student clubs and organizations to ensure holistic development of students.
