Application of the Terms and Conditions
a. These terms and the offer letter (together the “Terms and
Conditions”) set out the terms that apply between Colorado
State University (the “University”) and students (“Students”) in
relation to the INTO CSU pathway and pre-pathway programs
and any other INTO CSU programs (the “Program”).
c. The policies, terms and conditions that apply to students
admitted to the University (either directly or following successful
completion of a Pathway program) can be found in the
University General Catalog at http://catalog.colostate.edu
for undergraduate and graduate students and the Graduate &
Professional Bulletin at http://graduateschool.colostate.edu/
prospective-students/steps-once-admitted/bulletin.aspx for
graduate students.
Changes to these Terms and Conditions
a. INTO CSU reserves the right to vary these Terms and Conditions
without the consent of the Student at any time. In such
circumstances, INTO CSU will provide a revised set of Terms
and Conditions.

ii. Pay a deposit as described in the Offer Letter, which will
be applied towards the tuition due for the Program. The
amount of the deposit required will be shown in the Offer
Letter. By remitting a deposit, a student indicates his/
her acceptance of these Terms and Conditions.
e. Charges remain payable if a ‘notice of withdrawal’ has not been
timely provided by the student to INTO CSU in accordance with
these Terms and Conditions.
6.
Health Insurance
a. Colorado State University policy requires mandatory
health insurance for all international students. Students are
automatically enrolled in the University sponsored student
insurance plan each semester. International students may waive
the insurance requirement and enrollment in the University
sponsored student insurance plan by demonstrating proof
of comparable coverage in another insurance plan via the
University waiver process. Students unable to provide evidence
of adequate coverage at the time of their application are
required to carry the University sponsored Student Insurance as
a condition of enrollment. Complete information about required
coverage and the waiver process can be obtained at www.
health.colostate.edu/pages/insurance.aspx#waiver.
e. The registration and legal status of all University students are
subject to applicable federal and state laws. All students are
bound by the regulations, policies, procedures and codes of
conduct of the University as amended from time to time. These
can be found at colostate.edu/.
4.Payments
a. Payments are to be made in US$. Initial deposits may be made
via check, bank draft or wire transfer. Wire instructions can be
found at http://busfin.colostate.edu/treasury.aspx. Shortly
following the student’s acceptance of their offer, the student will
be provided instructions on how to set up their CSU RAMweb
account. Once this account is established, the student may
also make payments via ACH and credit card by clicking the
appropriate links within their RAMweb account.
e. Deposits are non-refundable unless the Student is unable to
meet visa entry requirements (in which case the Student will be
required to provide an official visa rejection letter to INTO CSU,
further details of which are set out below).
iii. Enrollment in the CSU Student Insurance Plan occurs on
a semester wide basis. All enrollment and cancellations for
students, spouses, partners, and dependents must be made
prior to the plan enrollment/cancellation deadline. Under the
terms required by our insurance carrier, no enrollment or
cancellations made be made after the published enrollment/
cancellation deadline and no refunds may be issued
after this date. Additional information about enrollment/
cancellation dates can be obtained at http://www.health.
colostate.edu/pages/insurance.aspx#automatic.
Overdue Payment Fees
d. Overdue balances resulting from charges posted directly to the
student’s University account will be assessed late payment fees
of 1.5% of the past due balance monthly, until paid in full. The
ability to register for future semesters at CSU will be denied,
and transcripts, certificates, and diplomas will be withheld. The
University reserves the right to notify INTO CSU of any penalties
attached to the student’s University account.
iii. Pay the insurance premium (details of which are set
out earlier in Section 6 of this brochure) and submit
the completed insurance form to INTO CSU or proof of
alternative insurance cover.
d. In the event bank or credit card fees are incurred by the
University on such payments, where these charges have been
incurred through no fault the University, these will be re-invoiced
to the Student’s account so that the University receives the
payment in full.
ii. Please note students who enroll in GE/AE study in order to
receive the required language proficiency test score prior to
enrollment will not be penalized financially for completing
the language training earlier than anticipated. The unused
tuition and fees will be applied toward future terms. Any
funds remaining after completion will be forwarded to
the financial guarantor, or applied towards tuition at the
University depending on the wishes of the guarantor.
g. Cancellation or Withdrawal to Attend an INTO USA Partner
School
i. If a student is in a GE, Campus Year Abroad or AE Program,
any remaining INTO CSU tuition funds will be refunded to
the student. If the transfer request is made after the 2nd
week of classes for that term (or GE session), no refunds for
that term or session will be given. If the student is staying
in University housing, the cancellation fees outlined in this
brochure will apply.
c. INTO CSU reserves the right to notify CSU to withhold
transcripts, certificates, diplomas, and the right to register for
future semesters at the University if charges are still owed by the
student at the end of their INTO CSU program.
i. Complete and return to INTO CSU the acceptance form
confirming acceptance of the offer of their Program place
indicated in the Offer Letter;
c. Please be aware there may be banking fees deducted from
the amount submitted. The amount received by the University
will be credited to the student’s account and any outstanding
balances will need to be paid at the cashiers’ office at
Colorado State University or through the University’s RAMweb
student website.
i. If a student entered the US on the CSU I-20 program and
transfers to another school before attending classes, the
student will be subject to all cancellation fees for academic
programs and any applicable housing.
b. In cases of overdue payment of any INTO-CSU charges owed
by the student, INTO CSU reserves the right to notify CSU to
suspend enrollment and to assess late payment fees monthly at
the rate of 1.5% of the past due balance, until paid in full.
c. In order to accept the offer, the Student must (please refer to
Section 4 for payment instructions):
b. The balance of the tuition payable for the Program, health
insurance (if applicable) and all housing and dining charges (if
applicable) must be paid no later than four weeks prior to the
start date of the Program (which is stated in the Offer Letter).
Details of program deadline dates are included in this brochure.
f. Cancellation or Withdrawal Penalty Upon Arrival in the US
a. INTO CSU charges will be paid in advance of the academic
year start. Charges incurred at CSU that are billed directly
through the student’s University account will be due monthly per
electronic billing notification.
b. INTO CSU may admit or deny applications in its absolute
discretion. If INTO CSU accepts the application, INTO CSU
will issue a written offer of a place in a Program to the Student
(including any conditions relevant to the offer) (the “Offer Letter”)
together with an acceptance form for the Student to confirm their
acceptance of the offer of their Program place.
d. After completion of the actions listed in paragraph 3c above, the
contract between the Student and INTO CSU is formed. However,
if the offer is ‘conditional’, the contract shall not come into force
unless and until the Student meets the conditions of the Offer
Letter and completes the actions listed in paragraph 3c above.
ii. After the published program start date for Academic English
or Pathway programs, there will be no refund.
h. Upon INTO CSU’s receipt of a signed acceptance form and paid
deposit, you will receive a confirmation letter indicating your
enrollment in the Pathway Program or pre-Pathway Program, an
I-20 if applicable, an invoice for the remaining balance due, and
a pre-departure guide.
Application to the Program and Confirmation of Acceptance
a. To apply for a place in a Program, Students should complete
their application and submit it to INTO CSU Applications
Processing Center.
i. Where a student has enrolled in more than one program of
study, the higher cancellation fee will be assessed.
g. If a student is applying for a scholarship from a government
sponsor, the student will be required to pay for all tuition,
insurance, housing and dining charges, if applicable, and fees
prior to registering for class, unless an official letter of financial
guarantee from the sponsor is provided. Where an official letter
of financial guarantee is received after the start date of the
semester, it should cover the entire semester. The sponsor will
be invoiced by INTO CSU for the tuition and the student will be
refunded any amounts that are paid by the sponsor. Prior to
refund to the student, any amount owed to the institution will
be deducted. If the official letter of financial guarantee is not
received by the end of the first week of classes for Pathway
and Academic English programs the student will be required
to pay the Student Insurance, if applicable, policy price for
that semester whether they have accepted sponsor insurance
coverage or not.
b. As such, Students should read the Terms and Conditions very
carefully before signing and submitting their application for
admission to INTO CSU.

e. Pathway Programs [includes students who were issued I-20s
for Undergraduate or Graduate Pathway Programs] $2,000
cancellation fee prior to the published start date. This includes
students who require Academic English prior to the Pathway
program and have received a four-year I-20.
f. Any variation to standard payment terms will only be made
by prior agreement in writing by the Center Director of INTO
CSU. The prices stated in this brochure are valid for confirmed
bookings (with payment) received by INTO CSU on or after 01
January 2012 and until further notice. Please contact INTO CSU
for further details or visit the website.
Important Information:
1.
b. Students who plan to be at the University for a period of less
than a semester will be enrolled in a health insurance plan
offered by a third party. Enrollment in such plan will be facilitated
through INTO CSU upon student arrival.
7.
Cancellation or Withdrawal Policies
a. Where students have provided a FERPA waiver, appropriate
parties will be notified prior to refund of monies in excess of
$5,000. Where possible, refunds will be returned to the financial
guarantor as indicated on the International Student Certificate of
Finances Form.
b. If visa entry requirements have been met, the following
cancellation charges may apply: $500 cancellation fee prior to
the published start date.
c. English Language Programs (includes students who were issued
I-20s for General English and Campus Year Abroad only)
i. After the published start date for GE or Campus Year Abroad
there will be no refund.
d. Academic English Programs (includes students who were issued
I-20s for Academic English and Study Abroad with English only)
i. $2,000 cancellation fee prior to the published start date.
ii. After the published start date for Academic English or Study
Abroad with English there will be no refund.
ii. If a student has agreed to attend an INTO CSU Pathway
program, there will be no refund. If a visa is denied, the
express mail fee will not be refunded.
8.
Accommodations/Housing and Dining
a. Students who are in an Undergraduate Pathway Program
are required to live on campus for their first two consecutive
semesters at the University, subject to availability. Students
who begin their program in the fall session will live in the Global
Village Learning Community in Parmelee Hall. Students who
begin their program in the spring session or the summer session
may or may not be assigned to the Global Village Community
in Parmalee, depending on space. However, campus housing
accommodations in one of the residence halls is guaranteed for
all undergraduate Pathway Program students.
b. On the INTO CSU application, students are invited to apply for
university housing. The University will make every reasonable
effort to provide accommodation as requested. If unable to do
so, the University reserves the right to provide an alternative type
of accommodation which will be charged at the published rate
as set out on the Fees page of this publication or online at www.
housing.colostate.edu/INTO. Students who are not required to
live on campus are not guaranteed campus housing.
c. Academic English, General English and Graduate Pathway
students are not required to live on-campus, but may request
on-campus housing. Housing is not guaranteed, but students
who have made a timely request for on-campus housing will be
assigned if space is available.
d. Students living in University housing are required to abide by the
terms and conditions of the Housing & Dining Services Contract,
as well as all other residential policies, including no smoking
in buildings, rooms, or apartments at any time. Students are
expected to vacate their housing assignment on the day after
their final INTO CSU program session. Housing assignments
will be confirmed when full payment of fees has been made.
Rates are subject to change.
e. For those INTO CSU students who live in an on-campus
residence hall at the University, the Residence Hall contract
is a legally binding document for the duration of the assigned
housing term.
f. Early termination of a housing contract for any reason, including
disciplinary removal from the University or residence hall, will
result in a contract breakage charge and room and board
charges through the date of checkout.

9.
Student Conduct
a. All students, whether in the INTO CSU Pathway Program or
any of the Pre-Pathway Programs, are subject to the standards
of conduct as described by University rules and policies, as
amended from time to time. Information regarding student
conduct may be referenced at www.conflictresolution.colostate.
edu. Students who are placed on suspension or released due
to any violation of the University student conduct code will be
charged cancellation fees, including any applicable housing,
dining and insurance cancellation fees, as described in the
section below.
10. Charges for Change of Pathway Program, Accommodation
Changes, Late Registration or Cancellations, Deferral of Program
Start Date
a. Change of Pathway Program: Students who are requested by
INTO CSU to make a change to their Pathway Program of study
will be exempt from any program charge. Students who initiate a
Pathway Program change and have not been requested to do so
by INTO CSU will be charged a $300 administrative fee.
b. Housing Cancellation and Housing Exemptions: The Residence
Hall contract is a legally binding document for two consecutive
semesters. Students who have met the two semester live-in
requirement may move off campus at any time, but they will be
charged for any early termination of their contract, and room and
board charges, to the date of checkout.
c. Upon receipt of the INTO CSU acceptance offer and payment of
the Pathway Program deposit, a student who has specified their
intent to stay in University housing is responsible for housing
charges for the entire time specified on the INTO Application
form. Cancelling accommodation after acceptance to the
Pathways Program and payment of the INTO CSU deposit
will result in a cancellation fee of one half of the cost of the
contract. Students will be financially responsible for their entire
accommodation reservation if the student fails to arrive without
notifying INTO CSU.
d. Housing Accommodations for Student with Disabilities:
Housing and Dining Services recognizes that some students may
have medical, physical, and/or psychological needs that could
be greatly impacted by their housing assignment, needs that
may require some special consideration. Students who believe
they may have such a need must contact the INTO CSU office to
provide necessary documentation and discuss what support they
may need.
11. Late Arrivals
a. All new students are expected to arrive at least one day
before the scheduled start date and start their program on the
scheduled start date. However, students are sometimes delayed
for unavoidable reasons. All late arrivals must be approved
in advance and will be considered on a case-by-case basis.
No deposits, tuition, accommodation and meal plan costs or
other fees will be refunded for late arrivals (late arrival fees may
apply). Any revision of the study plan will most likely involve
additional time and expenditure with regard to tuition and
accommodation fees.
Note: Continuing students are required to attend class from the
first day of the semester.
12. Late Registration
a. New students who register on or after the first day of classes for
the term who do not have prior approval to register late will be
assessed a $250 late registration fee. Returning students who
register on or after the first day of classes for the term and who
have not received prior approval will be assessed a $500 late
registration fee. In addition, students in the Pathway Programs
will be assessed the $50 University late fees as well.
Note: There are strict deadlines for program entrance. An
unapproved late arrival may result in the student being unable to
attend classes for the term and may also require that the student
return to his/her country until the next available term.
13. Airport Pick-ups
a. Airport pick-ups will be booked for the student for an additional
fee. Additional passengers will also be charged an additional fee.
Students will be charged for the pick-up unless they telephone
the emergency telephone number published in the Pre-Departure
Guide to indicate missed or delayed flights and provide proof of
such missed or cancelled flight.
b. Students who book transportation less than 72 hours in advance
may not be able to secure transportation through INTO CSU.
Staff will make every attempt to accommodate late requests.
14. Withdrawal Charges:
a. If via requirements have been met, INTO CSU Pathway Program
students will be responsible for charges associated with a
withdrawal from the University. A University withdrawal must be
done when a student needs to drop all courses and leave the
University. Charges apply for a withdrawal depending on the date
of the student’s withdrawal. For CSU’s policy and charges on
University Withdrawal, refer to http://registrar.colostate.edu/
students/registration/withdraw.aspx.
15. Deferral of Program Start Date
a. Students may make two requests to defer the Pathway or prePathway program start date without penalty. After the second
request, any additional deferral requests will be assessed a
$300 charge.
16. Academic Criteria
a. Students are accepted into their Program with the strict
understanding that progression through the Program and
successful completion of the Program, are conditional upon
satisfactory attendance and successful attainment of specified
progression grades. During the Program Orientation, all students
will be made aware of the criteria for successful completion
of the courses in their Program. The assessment of student
performance is the responsibility of the course instructor and will
take into consideration:
• course work
• examination results
• achievement of course objectives
• attendance and participation
b. Students who do not meet the criteria for successful completion
will not be allowed to proceed with their original Program.
Students may be offered advice on suitable alternative study
options which may include retaking courses or changing their
Program, An alternative study plan may involve additional time
and expenditure with regard to tuition and accommodation fees.
Students, who are requested by an academic coordinator to
make a change to their program of study, will be exempt from
any program change fees. Students who initiate a program
change and have not been requested to do so by an academic
coordinator will be charged a $300 administrative fee. If
enrollment in additional coursework is required to complete
the Program of study, students will be charged non-resident
University fee rates.
c. Students who are placed on academic or other suspension will
be charged cancellation fees as described in these Terms and
Conditions.
d. Many students find it difficult to complete all requirements for an
undergraduate degree in just four years of study (attending only
2 terms per year). They typically need to enroll in one or more
summer terms to stay on track to graduate in four years.
17. Program Admissions Criteria
a. Students are accepted in good faith into both English language
and Pathway programs on the basis of the certification they
provide to meet the admissions criteria. If, however, the results
from the tests and assessment procedures upon arrival provide
clear evidence that a student’s actual level of English language
or academic proficiency is significantly different than claimed
and lower than that required for his or her designated program,
then the student will be formally advised of the results and of their
options. Students need to be aware that if an alternative study
plan is advised, there may be a significant change in study time
and expenditure with regard to tuition and accommodation fees.
INTO CSU reserves the right to place students based upon an
assessment of their English language upon arrival.
18. Students Under 18
a. For students under 18 years of age, a parent or guardian will be
required to complete a medical information form and a release of
liability form. These forms will be sent to parents and the student
at the time of application. No student will be allowed to enroll
without these forms having been completed, signed and returned
prior to the start of the program.
19. Student Information
a. At the time of application, students are requested to sign a
release authorizing the University to share information about
the student with designated officials of the University, parents
and regional staff. It is part of the unique nature of the INTO
CSU program that our center provides constant feedback
about academic performance and financial issues to individuals
involved in the student’s success.
b. Students may also agree in writing that their records and
achievements may be used for promotional purposes without
notification and such consent will remain in effect until formally
withdrawn in writing.
c. The University is obliged to report visa status, attendance records
and US contact details to relevant US government bodies
in accordance with United States Customs and Immigration
Service and the Department of State regulations and the Student
Exchange and Visitors Program requirements. FERPA regulations
can be superseded by immigration requirements.
20. Attendance and Advising
a. All INTO CSU students are required to fulfil all policies on
attendance and advising.
21. General University Policies
a. All INTO CSU and enrolled CSU students are bound by the
regulations, policies and procedures of the 2011-12 University
General Catalog at http://catalog.colostate.edu for undergraduate
and graduate students and http://graduateschool.colostate.
edu/prospective-students/steps-once-admitted/bulletin.aspx
for graduate students. Upon successful completion of the INTO
CSU Pathway program and matriculation into the University, the
