The new year, 2011, will be dominated by preparations for increasing
the overall SOEP sample and for implementing the new “innovation
sample.” We are currently considering SOEP users’ suggestions for survey questions and experiments to be included in the new “innovation
sample.” This sample will be pretested in 2011 and will go into the field
in 2012.
The main SOEP sample will be increased to about 3,000 households in 2011. This has become
possible not least of all because the SOEP was named one of the most important research infrastructures in Germany in the social, economic, and behavioral sciences by the German Council
of Science and Humanities. As a result, Joint Science Conference (GWK) increased funding
for our study for 2011, and we are optimistic that a further increase will follow for subsequent
years.
We are also steadily improving our survey methods. Martin Kroh, who now holds a joint appointment with SOEP and Humboldt-Universität zu Berlin as a Professor for Social Research
Methods, describes the next steps in this process in his Comment on the next page of this SOEPnewsletter. He highlights some of the existing potentials of SOEP data for survey researchers
and describes future plans to improve the accessibility of auxiliary fieldwork information.

Over the past 25 years, scholars from various disciplines have used the SOEP data to gain important insights into the socio-economic behavior of
individuals and their families. SOEP data have
also become part of numerous national and international policy reports, providing an important
source of information for policy makers and the
public at large. The provision of high-quality survey data that accurately describe broader changes
and processes underway in the population is a primary goal of the many SOEP interviewers in the
field, the SOEP group at the fieldwork organization
TNS Infratest Sozialforschung in Munich, and the
SOEP team in Berlin.
The SOEP not only aims at collecting high-quality
data based on the current state of the art in survey
research, but—as a by-product of internal quality
assurance processes— it lends itself increasingly
as a empirical source for survey research. Because
these possibilities are usually not the focus of most
SOEP users’ research, this commentary highlights
some of the existing potentials of SOEP data for
survey researchers, and it describes future plans
to improve the accessibility of auxiliary fieldwork
information. It is meant to encourage survey researchers to consider the SOEP as a source of data
for future analysis.
Since its inception, the SOEP has provided sampling design information and gross sample data on
both households and individuals that make it possible to study both first-wave non-response as well as
attrition in waves two and beyond. While attrition
analysis can be conducted based on information
about respondents and non-respondents from previous wave(s), the SOEP also allows for research on
first-wave non-response using interviewer reports
on the characteristics of sampled addresses since
1984, and through linked records with external data sources. Information on the geo-coordinates and
regional codes (community, county, district, etc.) of
surveyed households makes it possible to enrich the
SOEP gross sample data with a range of secondary
data such as tax revenues in the community, newspaper subscriptions in the neighborhood, and daily
local weather conditions. Moreover, in 2001, 2006,
and 2009, SOEP conducted “whereabouts studies”
through local registry offices to ascertain the “vital
statistics” of former SOEP respondents who have
left the survey. These data, which will be distributed to the research community with the 2011 data
release document the pre- and post-survey biographies of respondents and thus improve the basis for
emigration and mortality studies.

The longitudinal structure of the SOEP makes it
possible to study how changes in fieldwork procedures (mode of data collection, presence of third
persons, length of interviews, etc.) have affected
respondent and interviewer behavior as well as
data quality. Beyond observational data on the
effects of changes in interviewing, SOEP also
provides randomized experiments testing critical
innovations in fieldwork procedures. Sample E,
drawn in 1998, assigns respondents randomly to
personal paper-and-pencil (PAPI) and computerbased personal interviewing (CAPI) groups to
study the longitudinal consequences of changes
in the mode of data collection. Sample I, drawn in
2009, experimentally tests the effects of monetary
incentives on response behavior and survey reports
by randomly assigning households to groups of no,
low, and high monetary incentives. The 2011 wave
will contain a similar test on the effectiveness of
monetary incentives in a subset of households from
samples A through H, which have been part of the
SOEP study for many years.
In the SOEP, wave-specific gross files not only
document the identifier of the interviewer who conducted the individual and household interviews;
they also include additional “interviewer files.”
These provide basic demographic information on
interviewers (age, gender, education, experience as
interviewer, etc.). Furthermore, in 2005, all SOEP
interviewers themselves completed a short version
of the standard individual questionnaire. These
data provide the basis for studying interviewerinterviewee effects in the various domains of the
questionnaire. We intend to replicate this interviewer study in the near future. We also plan to
provide more detailed paradata on the interviewing
process—for example, response pace and disruptions in the interview—from the computer-assisted
interview protocols. Furthermore, we plan to document in more detail the frequency and the timing of
household contacts during the field period.
Finally, a growing body of pretests that have been
used to test and improve SOEP questionnaire designs are available to the survey research community upon request. They measure the validity and
reliability of new survey instruments (test-retest,
split-half, multi-trait-multi-method experiments,
behavior coding) and evaluate innovative instruments not yet fielded in the main survey (e.g., factorial designs, behavioral experiments, psychological testing). The questionnaires to these pretests
are listed on the SOEP website. If you have any

Auf dem 35. Kongress der Deutschen Gesellschaft für Soziologie in Frankfurt am Main vom 11. bis 15.
Oktober 2010 präsentierte sich das SOEP mit einem Informationsstand, der – wie schon in den vergangenen Jahren – auf großes Interesse der Kongressteilnehmer stieß. Zahlreiche BesucherInnen informierten
sich dort über unsere Wiederholungsbefragung und die vielfältigen Möglichkeiten, die unser Datensatz
für die sozialwissenschaftliche Forschung bietet.
Dass das SOEP eine große Bedeutung innerhalb der Soziologie gefunden hat, wurde wieder durch die
zahlreichen Vorträge auf Basis von SOEP-Daten auf dem Kongress deutlich.

SOEP 1984–2009 data
We are taking orders for the new 1984–2009 SOEP
data release. In addition to the usual data format,
the data are also being provided for the first time
ever as a beta version in “long format.” SOEPlong
refers to a compressed form of the SOEP data:
rather than being provided as wave-specific individual files, all available years and cohorts are
pooled (in long format), for details, see SOEPnewsletter no. 90/2010.
New staff member
We welcome to our Cornell project a new staff
member, Project Assistant Tom Rushmer. Tom
brings a wealth of experience in the management of information: he holds a masters degree
in library science. He has learned the ropes and
is on top of things as we approach our next release of the data.

an eye out for the notice from Tom that the updated data are available.

We continue to offer the SOEP data on DVD—
now together with the “SOEPlong” beta version—
for the price of €30 (plus shipping). This price includes all of the SOEP data (100% version) with
German and English labels in STATA, SAS, SPSS,
and ASCII, the comprehensive documentation materials as well as with pooled labels for the “SOEPlong” beta version. Research groups may order an
additional SOEP DVD for the price of €10.
International data users continue to demand
SOEP and CNEF data. From April through the
end of November 2010 we have mailed out 113
disk sets to users. Of those we know that 70 are
actively using the data.
Please send us citations and/or working papers
that use CNEF files or CNEF data. The CNEF
project is updating our bibliography of publications, monographs, and working papers that use
CNEF files or CNEF data. As part of that effort,
we will be contacting you to ask you to send

Personnel news from the SOEP
Jens Ambrasat is currently working with the SOEP
survey group for three months as a research associate. After completing his Magister in Philosophy,
Sociology, and Economics, he worked from 2007
to 2010 as a research associate in the Department
of Social Sciences at Humboldt-Universität zu Berlin. Jens Ambrasat worked in the SOEP previously,
from June to October 2010, as a guest researcher.
He has been a research associate in the Cluster of
Excellence at FU Berlin “Languages of Emotion”
since November 2010.
Anne Busch will be at Stanford University, Department of Sociology, as a visiting researcher,
from January 3 to March 27, 2011. She will join
Prof. Shelley Correll's research group, examining
social-psychological aspects of gender inequality
and how they function to reproduce the gender segregation of paid work. Anne Busch is also a Ph.
D. student at the Berlin Graduate School of Social
Sciences at Humboldt-Universität zu Berlin (HUB)
and a candidate for the European Ph. D. in SocioEconomic and Statistical Studies. Her Ph. D. thesis
deals with the determinants of the gender-specific
labour market segregation in Germany based on
data from the SOEP and the 2005/2006 BIBB/
BAuA employment survey.
Elke Holst has been appointed Research Director
of the new interdisciplinary research area “Gender Studies“ at the DIW Berlin. She will engage
in cross-sectional tasks such as the coordination
of research and the production of publications. In
order to develop approaches for empirically based
economic and social-policy advice, she closely cooperates with the research infrastructure SOEP.
She also coordinates research work and develops
new methodological themes which help place DIW
Berlin and SOEP in the public spotlight. The new
research area "Gender Studies" started with more
than 50 national and international researchers,
among these more than 20 researchers from the
SOEP and the departments in the DIW Berlin.
Martin Kroh has been appointed full professor at
the Humboldt-Universität zu Berlin (HUB) for Social Research Methods, in particular Survey Methodology. He will stay with the SOEP group as a
Senior Researcher. Martin will still be responsible
for the weighting of the SOEP and he will conduct
research in the fields of survey methodology and
political science.
We are pleased to welcome a new member of the
SOEP team: Anika Rasner will be working on the
project LAW (Lebenswandel und Alterssicherung
im Wandel, lifestyle and retirement provisions in
changing times), financed by the VW Foundation,
in which DIW Berlin is working together with the
German Centre of Gerontology (DZA) and the
German Pension Insurance Fund. Her main activities will be to perform statistical matching of the
three databases: SOEP, the Old-Age Survey, and
the VSKT. She will also update the earnings and
family biographies in the SOEP survey. Before
joining the SOEP team, Anika worked at the Max
Planck Institute for Demographic Research in Rostock, and most recently for the German Pension
Insurance Fund.
C. Katharina Spieß was appointed to the Scientific
Advisory Board of the German Institute for International Educational Research (DIPF) on November 22, 2010. As the Leibniz Institute for Education
Research and Educational Information, the DIPF
has been assigned the tasks of conducting research
and providing scientific services in the field of educational research.
Nicolas Ziebarth has declined an offer for a permanent lectureship position in health economics at
the Academic Unit of Health Economics (AUHE)
at the University of Leeds. He will continue working as a full-time research associate at the TU
Berlin and as a part-time researcher for the SOEP
Group.
Nicolas Ziebarth was selected as a recipient of the
NRW Young Scientist Award 2010 in the category
of Economics. The €1,500 prize was awarded by
the NRW Research
Schools, a network of
institutions for young
scientists
founded
as an initiative of
the German federal
state of North RhineWestphalia. It was
conferred in nine different scientific disciplines at an awards
ceremony at the Academy of Sciences in Düsseldorf on November 23, 2010. The Ruhr Graduate
School in Economics (RGS) represents the field of
economics in this network. The president of RWI
Essen, Christoph M. Schmidt, gave speech honoring Nicolas Ziebarth, who received the award for
his article “Estimating Price Elasticities of Convalescent Care Programmes,” published in the Economic Journal in 2010. In the article, Ziebarth analyzes the effects of the doubling of co-payments

Nicolas Ziebarth was selected from numerous applicants by Berlin’s Senator for Culture and Science, Jürgen Zöllner, to participate in ”Encounters
in Berlin: Third Interdisciplinary Workshop for
Excellent Young Professionals in Berlin” in February 2011. At the interface of science, finance, arts,
and culture, “Encounters Berlin” brings together
18 outstanding, driven, and creative young professionals with the long-term objective of building a
platform for individuals and disciplines that usually operate in isolation of one another.
Nicolas Ziebarth has also visited HILDA (the
Household, Income and Labour Dynamics in Australia Survey) at the Melbourne Institute of the
University of Melbourne. He presented his job
market paper entitled “The Effects of Expanding
the Generosity of the Statutory Sickness Insurance
System.”
DIW Research Affiliate Denis Gerstorf (Penn
State University) received an offer from Humboldt-Universität zu Berlin (HUB) for a chair in
Psychology. The research infrastructure SOEP in
DIW Berlin will now be able to intensify its work
with Denis, who is also closely affiliated with the
“Berlin Aging Study BASE.” Denis is also the recipient of the Springer Early Career Achievement
Award in Research on Adult Development and Aging from the American Psychological Association
(APA), which has nearly 150,000 members. This
award for researchers is designed to honor an individual whose work has made significant early career contributions to understanding critical issues
in the psychology of adult development and aging.
Two other Research Affiliates of the SOEP received
offers for full professorships. Marcel Erlinghagen
(Ruhr Universität Bochum) received an offer from
the University Duisburg-Essen for a chair in Social
Science. And Jörg-Peter Schräpler (Statistical Office of North Rhine-Westphalia) received an offer
for a chair in Social Statistics of Ruhr Universität
Bochum.

Lebensverläufe in Ost- und Westdeutschland: Unterschiede und
Gemeinsamkeiten in Ausbildung, Erwerbstätigkeit und Familie
Workshop des Max-Planck-Instituts für demografische Forschung
und der Universität Rostock am 24. und 25. März 2011 in Rostock
Die bisherige Forschung hat ein umfassendes Bild der „Lebenslaufregime“ von ostund
westdeutschen Kohorten geliefert, die einen Teil ihres Lebens in verschiedenen Systemen
verbracht haben. Weniger bekannt ist, wie sich die Lebensverläufe jener Geburtsjahrgänge
gestalten, die erst nach der Wende in das Erwachsenalter eingetreten sind. Inwiefern
unterscheiden sich junge ostund westdeutsche Frauen und Männer in Bezug auf
biographisch relevante Lebenslaufereignisse, wie die Familiengründung, die Heirat oder den
Einstieg in den Beruf? Lassen sich erkennbare Ost-West-Unterschiede herausarbeiten, die
sich auf Basis struktureller oder kultureller Gegebenheiten erklären lassen? Ist die Ost-WestUnterteilung für jüngere Kohorten überhaupt noch relevant? Inwiefern wird sie durch
strukturelle Faktoren überlagert?
Ziel dieses Workshops ist es, Unterschiede und Gemeinsamkeiten der Lebensverläufe
junger ostund westdeutscher Frauen und Männer in den Mittelpunkt zu stellen. Es sind
Beiträge willkommen, die einen Bezug zur Lebenslauf- oder Biographieforschung aufweisen
und Ost-West-Unterschiede thematisieren. Mögliche Themenfelder dabei sind:

Geschlechterrollenvorstellungen, kulturelle Rahmung von Mutter- und Vaterschaft
Der Workshop wird gemeinsam vom Max-Planck-Institut für demografische Forschung und
der Universität Rostock veranstaltet. Er findet am 24. Und 25. März 2011 am Max-PlanckInstitut für demografische Forschung in Rostock statt. Abstracts (max. 1 Seite) können bis

Call for Papers
The Capability Approach: A New Perspective on Labor Market and
Welfare Policies?
Current transformations of capitalism, affecting different levels of political and economic
organization as well as social structure and dynamics, raise the question from which
perspective this comprehensive change is to be observed and judged. The choice of the
point of reference crucially impacts on how we think about the current transformation. In the
debate about measuring societal progress, the Capability Approach (CA), as brought
forward by Amartya Sen and Martha Nussbaum, has become prominent as a new evaluative
framework. Instead of staying on an aggregate level, it takes the perspective of the
individual, and instead of confining itself to monetary aspects, it takes a multi-dimensional
stance. Beyond this, the CA is most concerned with people’s freedom as a constituent of a
good life – both the freedom to choose between ways of life and the freedom to influence
processes of change. Moreover, the CA addresses the question of justice in terms of
enhancing each person’s freedom, understood as broadening her (multi-dimensional)
opportunities. With regard to people’s working lives, the mini-conference aims at exploring
whether the CA does indeed provide an adequate perspective for judging the
transformation of contemporary capitalism and whether it can provide guidance for politics.
We invite theoretical and empirical papers on how the CA can be applied to the fields of
labor market, labor relations, and the welfare state. Scholars adopting different perspectives
towards the usefulness of the CA in this context are invited to share their views on this
increasingly influential paradigm.
