Vorwort
Preface
Mit der Gründung der EQA haben alle Mitglieder
und Gremien Neuland betreten. Nicht nur war
die Unternehmensform der Europäischen Genossenschaft eine Herausforderung, sondern auch
die grenzübergreifende Zusammenarbeit von vier
unterschiedlichen Mitgliedsgruppen, mit ihren
spezifischen Erwartungen an die neue Genossenschaft: Knowledge Provider, Standardgeber, Zertifizierungsstellen und Unternehmen der Agrar- und
Ernährungswirtschaft sowie deren ICT-Dienstleister.
With the establishment of the EQA all members
and committees have broken new ground. Not
only was the company form of the European
cooperative a challenge, but also the cross-border
cooperation of four different member groups, with
their specific expectations of the new cooperative:
Knowledge Provider, standard owners, certification
bodies and companies in the agri-food sector and
ICT provider.
In der Aufbauphase der ersten Monate stand im
Vordergrund, die genossenschaftliche Teamkultur
nach außen zu vertreten und die Vernetzungskompetenz in drei Aktionsfeldern zu verdeutlichen:
• Grenzübergreifende Zusammenarbeit der EQAMitglieder im Bereich der Qualifizierung von
Nachwuchs- und Führungskräften für die Herausforderungen in internationalen Lebens- und
Futtermittelketten,
• Gemeinsame Entwicklung eines LebenslangenLernen-Konzeptes für spezifische Zielgruppen
und
• Gewinnbringende Nutzung gemeinsamer Infrastrukturen zur Unterstützung interner und
externer EQA-Kunden.
In the establishing phase of the first few months,
the focus was to represent the cooperative team
culture and to clarify the networking skills in three
areas of action:
• Cross-border cooperation of the EQA members
in the field of qualification of young and senior
executives for the challenges in the international food and feed chains,
• Joint development of a lifelong learning concept
for specific target groups and
• Profitable use of common infrastructure to support internal and external customers of EQA.
Wir danken unseren Mitgliedern für ihre Bereitschaft, diesen neuen Weg mit dem Vorstand zu
beschreiten und die Aufbauphase der EQA aktiv

The first year in review
Nach der Gründungsversammlung der EQA am 2.
Juni 2015 konzentriert sich der Vorstand zunächst
auf das Verfahren der Eintragung der EQA in das
Genossenschaftsregister. Da auch für das zuständige Amtsgericht dies das erste Eintragungsverfahren
einer Europäischen Genossenschaft (SCE) darstellte, konnte erst ab Ende November 2015 der eigentliche Geschäftsbetrieb aufgenommen werden.
Dies erfolgte im EQA Service Center in Bonn und
in der Geschäftsstelle in Warschau, die bereits im
Oktober 2015 gegründet wurde. Erste Aufträge für
die EQA ließen sich durch den Start der Initiative
„SMARTSAFE“ realisieren.
After the founding meeting of the EQA on 2nd June
2015, the board will initially focus on the process
of registration of EQA in the register of cooperatives. As for the competent local court this constituted the first registration procedure a European
Cooperative Society (SCE), the actual business
operations could only be started from the end of
November 2015. This was done in the EQA Service
Center in Bonn and in the EQA office in Warsaw,
which was founded in October 2015. The first
orders for the EQA could be realized through the
launch of the initiative „SMARTSAFE“.

The structural assembly – key to customer loyalty
Neben den in der Satzung vorgegebenen Organen
wie Vorstand und Aufsichtsrat sind in der EQA fünf
Fachbeiräte definiert, die in die operativen und
strategischen Aufgaben der EQA eingebunden sind
(siehe Abb. 2.1). Die Hauptkoordinationsaufgaben
werden von der Zentrale in Bonn übernommen.
Dazu gehören:
• Controlling, Reporting und Buchhaltung für die
Vewaltung der Qualifizierung- und Dienstleistungsangebote,
• Entwicklung eines gemeinsames ICT-Systems zur
Unterstützung der Abwicklung aller zentraler
und dezentraler Prozesse,
• Strategisches und operatives Marketing und
PR-Aktivitäten der EQA mit allen Geschäftseinheiten sowie des Internetauftritts,
• Zentrale Verwaltung aller Qualifizierungsnachweise und Zertifikate, Trainingspartnerschaften,
Weiterbildungsformate, Lizenzen und Akkreditierungsanforderungen.
In addition to the bodies specified in the EQA
statutes as management and supervisory board,
five scope advisory boards are defined, which are
integrated into the operational and strategic tasks
of the EQA (see Fig. 2.1). The main coordination
tasks are performed by the head office in Bonn.
This includes:
• Controlling, Reporting and Accounting of
further qualification and service offerings,
• Development of a common ICT system to support the management of all central and decentralized processes,
• Strategic and operational marketing and PR
activities of EQA with all business units and the
website,
• Central management of all qualification certificates and certificates, training partnerships,
training formats, licensing and accreditation
requirements.

Das EQA Dienstleistungsangebot richtet sich zunächst an die externe Kunden, die zum einen Unternehmen der Agrar- und Ernährungswirtschaft,
Verantwortliche im Bereich Qualitäts-, Risiko-,
Krisen- und Auditmanagement oder Veranstalter
von branchenorientierten Kursen, Seminaren und
Kongressen sind. Darüber hinaus werden die EQAMitglieder selbst als interne Kunden betrachtet
(siehe Abb. 2.2). Für sie werden Unterstützungsleistungen organisiert, die von jedem einzelnen in
gleicher Weise nicht erbracht werden können wie
z.B. die Organisation internationaler Veranstaltungen oder die Durchführung von Pilotprojekten. Ein
Schwerpunkt der letzten Monate lag auf der Förderung der Kooperation zwischen den Mitgliedern.
Hieraus sind mehrere bilaterale Projekte entstanden und konnten neue EQA-Mitglieder gewonnen
werden.
Nur durch die EQA Bildungsplattform konnten die
technischen Voraussetzungen für die Kommunikation mit den internen und externen Kunden geschaffen werden.
The EQA services aimed at first to the external
customers, which are companies of the agri-food
industry, responsibles in charge in the field of
quality, risk, crisis and audit management or organizers of branch-specific courses, seminars and
congresses. In addition, the EQA members will be
considered as internal customers (see Fig. 2.2). For
them, support services are organized, that cannot
be carried out by each individual member in the
same way such as the organization of international
events or the implementation of pilot projects.
One focus of recent months was on the promotion
of cooperation among the members. Hence a number of bilateral projects have emerged and new
EQA members are obtained.
Only through the EQA education platform the technical requirements for communication with the
internal and external customers could be created.

Das EQA-Buchungsportal befindet sich derzeit
noch im Aufbau. Erst wenige Interessenten an der
Aus- und Weiterbildung haben bisher Kurs- und
Seminarangebote über das Portal gebucht. Dennoch sind sich alle Knowledge Provider einig, dass
nur über dieses Portal ein Mehrwert für alle erzielt
werden kann. Denn die EQA bietet modular aufgebaute und aufeinander abgestimmte Ausbildungsprogramme, Lehrgänge und Seminarreihen an. Sie
führen europaweit zu Abschlüssen, die ausschließlich über die EQA erworben werden können. Die
EQA schließt damit eine Lücke für Qualifikationen,
die speziell auf den international ausgerichteten
Agrar- und Ernährungsbereich zugeschnitten sind.
Das Kurs- und Seminarangebot umfasst Lehrgänge
in den Aktionsfeldern „Integrierte ManagementSysteme“, „Futter- und Lebensmittelkette“, „Lebensmittelsicherheit und Gesundheit“, „Risiko- und
Krisenmanagement“ sowie „branchenspezifische
Standards und Normen“ (IFS, GS1, GLOBALG.A.P.
u.a.), die einzeln belegt und gebucht werden können. Die Angebote können sowohl über verschiedene renommierte Anbieter von Aus- und Weiterbildungsmaßnahmen, die Mitglieder der EQA sind,
als auch über die EQA selbst belegt werden. Auf
diese Weise bietet die Genossenschaft ihren Kursteilnehmern die Option zu einem weiterführenden
Kompetenzaufbau im Sinne der EQA
(siehe Abb. 3.1).
The EQA booking portal is currently under construction. Only a few prospective customers to
education and training have booked courses and
seminars offered through the portal. Nevertheless,
all the Knowledge Provider agree that only through
this portal a value for all can be achieved. For the
EQA provides modular and coordinated training
programs, courses and seminar series. They lead
Europe wide to qualification certificates that can
only be acquired via the EQA. The EQA fills a gap
for qualifications that are tailored specifically to
the internationally oriented agriculture and food
sector.
The courses and seminars include courses in the
fields of action „Integrated Management Systems“,
„Feed and Food Chain“, „Food Safety and Health“,
„Risk and Crisis management“ and „Sector-specific
Standards and Norms“ (IFS, GS1, GLOBALG. AP,
etc.) that can be individually assigned and booked.
The offers can be allocated both through various
renowned provider of education and training, who
are the members of the EQA, as well as about the
EQA itself. In this way, the cooperative provides
its students with the option for further capacity
building in terms of the EQA (see Fig. 3.1).

Die Herausforderung besteht darin, die EQA als
verlässlichen Begleiter für Nachwuchs- und Führungskräfte aus den Branchen Agrar, Ernährung
sowie Dienstleistung und Handel zu etablieren.
Dabei sind die EQA-Mitglieder in besonderem
Maße gefordert, die EQA-Qualifizierungsangebote nachzufragen. Die EQA-zugelassenen Dozenten
verfügen über umfangreiches Fach- und Erfahrungswissen zum Aufbau und der kontinuierlichen
Verbesserung von Qualitätssystemen sowie Branchenstandards und Normenforderungen. Mit der
EQA-Bildungspirale besteht die Chance, Fachkräfte
und Unternehmen für den internationalen Wettbewerb fit zu machen. Ein wesentliches Ziel unserer
Ausbildungsphilosophie besteht im langfristigen
Kompetenzaufbau der Teilnehmer(-innen) im Sinne
eines lebenslangen Lernens (siehe Abb. 3.2). Dabei
kann der Einstieg bereits die Vermittlung von Kursen für Sachkundenachweise in unterschiedlichen
Verantwortungsbereichen der Agrar- und Ernährungswirtschaft sein.

The challenge is to establish the EQA as a reliable
companion for youth and leaders from the sectors
of agriculture, food as well as service and trade.
The EQA members are highly requested to demand
the EQA training opportunities. The EQA approved
lecturers have extensive professional experience
and knowledge on the structure and the continuous improvement of quality systems and branch
standards and standard requirements. The EQA
education spiral is the chance to get professionals
and businesses fit for international competition.
A key objective of our training philosophy is the
long-term capacity building of the participants in
the sense of lifelong learning (see Fig. 3.2). Here,
the entry may already be the arranging of courses
for EQA certificates of competence in diverse fields
of responsibility.

Betrachtet man die erste Stufe der Bildungssprirale, so ist es hier in erster Linie Zielgruppe der Landwirte, die über das Buchungsportal die Möglichkeit
erhalten sollen, Schulungsangebote auszuwählen.
Derzeit ist bereits in allen EU Ländern gesetzlich
geregelt, dass Landwirte Schulungen im Umgang
mit Pflanzenschutzmitteln nachweisen müssen, um
diese erwerben und einsetzten zu dürfen. Weitere
gesetzliche Forderungen nach Sachkundenachweisen für Tierhalter sind derzeit in Vorbereitung
(z.B. Anwendung von Reinigungs- und Desinfektionsmitteln oder Eingriffe und Behandlung von
Tieren).
Aufgrund der engen Vernetzung der EQA Mitglieder mit Verbänden der landwirtschaftlichen
Primärproduktion besteht die große Chance, mit
einer gezielten Werbekampagne für das EQA
Buchungsportal noch in diesem Jahr im Rahmen
internationaler Veranstaltungen (z.B. Eurotier
Hannover, Food Safety Congress Warschau) auf die
Serviceangebote der EQA Bildungsplattform
Looking at the first stage of the EQA education spiral, it is primarily the target group of farmers who
are to receive the possibility on the booking portal,
to select training courses. Currently is already regulated in all EU countries that farmers must prove
competences in handling, acquiring and application
of pesticides. Additional legal requirements for
certificates of competence for farmers with animal
husbandry are currently in preparation (e.g. use of
detergents, disinfectants or intervention and treatment of animals).
Due to the close networking of EQA members and
associations of primary agricultural production, later this year - in the context of international events
(e.g. EUROTier Hannover, Food Safety Congress
Warsaw) - there is a great opportunity with a target
group oriented advertising campaign to draw the
attention of numerous regional training providers to
the services offered by the EQA education platform.
The number of people in Germany, Poland and
Spain, which as farmers require on their field

Jahr sein, die Anzahl der zugelassenen Trainingsanbieter liegt derzeit bei etwa 20 bis 30 Organisationen und Hochschulen. Diese gilt es in Zukunft als
externe EQA Kunden zu gewinnen.
Mit der Gründung von EQA sind bereits die formellen und organisatorischen Grundvoraussetzungen
geschaffen worden, für die drei weiteren Stufen
der Bildungsspirale sowohl Veranstaltungsanbieter
als auch Kursteilnehmer, die das Buchungsportal
nutzen werden, als interne und externe Kunden zu
gewinnen.

Realisierung der dezentralen Buchungsprozesse
für Kurse und Prüfungen sowie die Registrierung
der Kursteilnehmer und Dozenten innerhalb der Lebens- Langen- Lernen Plattform im Mittelpunkt
eines der EQA Projekte stehen.
Da alle im Folgenden noch näher beschriebenen
EQA Projekte einer „Digitalen Agenda“ folgen, bei
der es um vernetzte Datenbanken, sichere Kommunikation, neue Online - Bildungsangebote oder
mobiles Arbeiten von QM Managern, Dozenten
oder Auditoren geht, werden allen Teilprojekte als
„ SMART“ Projekte bezeichnet.
Das Projekt zur Weiterentwicklung der Bildungsplattform trägt das Logo SMART Service.
An diesem Projekt beteiligen sich die vier großen
Anbieter von Ausbildungen auf den Stufen 2 bis 4
auf der Bildungsspirale, die Firma EITCO als Projektkoordinator und die drei EQA Büros in Bonn,
Warschau und Segovina als regionale Bündler für
die EQA Mitglieder mit Spezialschulungsangeboten.

below follow a „Digital Agenda“, when it comes to
networked databases, secure communication, new
online - going education programs or mobile work
of QM managers, lecturers or auditors, all part
projects are designated as „SMART“ projects.
The project for developing the educational platform has the logo SMART SERVICE.
This approach involves the four major providers
of education participating in the steps 2 to 4 of
the EQA education spiral, EITCO as project coordinator and three EQA offices in Bonn, Warsaw and
Segovia as regional coordinator for the EQA members with special training programs.

Im Mittelpunkt der SMARTService Welt von EQA
steht nicht mehr der einzelne Anbieter mit seine
klassischen Schulungsangeboten und Dienstleistungen, sondern die Nutzer. Digital aufgerüstet
erwarten Landwirte, QM Manager in Unternehmen der Agrar- und Ernährungswirtschaft sowie
Auditoren auf sie zugeschnittene Pakete von
Produkten, Diensten und Dienstleistungen „as a
service.“ Dieser Fokus auf die Nutzer ist disruptiv,
denn etablierte Geschäftsmodelle werden ausgehebelt. Der Wechsel vom produkt- zum kundenzentrierten Geschäftsmodell verlangt daher insbesondere von etablierten Bildungsanbietern einen
Anpassungsprozess und vor allem Kooperation.
Die eigenen Kompetenzen als Anbieter von Kursen
und Trainings reichen in der Regel nicht aus. Um
SMART Services auch im Bereich der Agrar- und
Ernährungswirtschaft anzubieten, erhalten insbesondere kleine Bildungsanbieter und Akademien
Vorteile, wenn sie auf neue digitale Plattformen
und die Gemeinschaftsleistung des EQA Service
Centers zurückgreifen.
The focus of the SMART Service world of EQA is no
longer the single supplier with its classical training
solutions and services, but the user. Digital upgraded farmers, QM managers in companies in the
agriculture and food industry, as well as auditors
expect tailored packages of products, services and
services „as a service“. This focus on the user is
disruptive because established business models
are undermined. The change from a product to a
customer-centric business model therefore requires particularly from established training providers
an adjustment process and especially cooperation.
Own expertise of education and training providers
are usually not sufficient. In order to offer SMART
services in the field of agriculture and food industry, especially small training providers and colleges
benefit if they use the new digital platforms and
the joint effort of the EQA Service Centers.

Agricultural and food industrial businesses are
faced with the challenge, to assert their competitive position in the international setting.

Rahmen der Konformitätsprüfungen von Standardgebern

• Systematische Risikoabschätzung bei der Einführung neuer Identifikations- und Rückverfolgbarkeits- sowie Prüfungssysteme aus technischer und organisatorischer Sicht
Essentially there are four requirements, which
have to be captured, interpreted and implemented:
• Continuous improvement of transparency and

• To be prepared for unannounced audits within
the conformity assessment, by standard setters
• Making use of the opportunities of the major
overhaul of the ISO

Deshalb kam aus der Wirtschaft der Anstoß zu einer gemeinsamen branchengetragenen Plattform
„SmartSafe“. Inhaltlich geht es darum, Identifikations- und Rückverfolgbarkeits- sowie Prüfsysteme
durch schnelle Informations- und Kommunikationssysteme effizienter zu gestalten.
Therefore the industry initiated the shared industry carried platform „SmartSafe“. „SmartSafe“
is about making identification, traceability and
examination systems more efficient, by using rapid
information and communication systems.
Innerhalb der Initiative „SmartSafe“ wird von Unternehmen unterschiedlicher Pilotketten die Querschnittsaufgaben der gemeinsamen Plattform finanziert.

Für die Fleischwirtschaft bestehen wesentliche Anforderungen in einer strikten Prozessorientierung,
einem risikobasierten Ansatz sowie in der Leistungsbewertung von Prozessen und gemeinsamen
Investitionen mit Blick auf die Kundenwünsche.
Wie sind diese Anforderungen aus Normen, von
Standardgebern und Kunden zu interpretieren und
konkret umzusetzen? Welche Strategien sollten

The project SMARTPORK is customized to the
meat industry
For the meat industry there are significant requirements in a strict process orientation, a risk-based
approach, as well as in the performance assessment of processes and the shared investments in
regard to the customers‘ requests.
How can these requirements, from clients and
standard setters, be interpreted and implemented? Which strategies should a company choose to
improve their current processes?

dies unter der Koordination des Agrif Innovation
Clusters in Polen. Kick-off Veranstaltungen sind im
Rahmen der EUROTier 2016 in Hannover und dem
Food Safety Kongress in Warschau im November
2016 geplant.

Platform „Smart Chain“, this is done under the coordination of the Agri Innovation Cluster in Poland.

Pooling of expertise and creative drive
Die EQA hat sich mit 23 Gründungsmitgliedern aus
der Agrar- und Ernährungswirtschaft stark aufgestellt. Sie bringen einen breiten Erfahrungsschatz
als Standardgeber, Zertifizierungsstellen, Dienstleistungsunternehmen im Qualitätsmanagement,
Hochschulen und private Bildungseinrichtungen
in die Genossenschaft ein. Gemeinsam bilden sie
das erste europäische Public-Private-PartnershipNetzwerk in diesem Dienstleistungsbereich (siehe
Abb. 5.1).
Unterstützt wird das EQA-Netzwerk von exzellenten Partnern, u.a von der Deutschen Gesellschaft
für Qualität (DGQ) sowie dem europäischen Pendant, der European Organization for Quality (EOQ).
Die Lehrgangsinhalte der EQA sind nach dem
Europäischen Ausbildungskonzept harmonisiert.
Die Zertifikate werden in englischer Sprache ausgestellt und sind auch von der European Organisation
for Quality (EOQ) anerkannt.
The EQA has a strong position with 23 founding
members of the agri-food industry. They bring a
wealth of experience in the cooperative as standard owners, certification bodies, service companies in quality management, universities and private educational institutions. Together they form the
first European public-private partnership network
in this service area (see Fig. 5.1).
The EQA network is supported by excellent partners, e.g. by the German Society for Quality (DGQ)
and the European equivalent, the European Organization for Quality (EOQ). The course scheme
of EQA is harmonized by the European training
concept. The certificates are issued in English and
are well recognized by the European Organisation
for Quality (EOQ).

Im Frühjahr 2016 ist EQA als Mitglied in drei Vereinen aufgenommen geworden:

Eine Reihe von EQA Mitglieder haben sich bereits
seit 2010 zu einem regionalen Cluster vernetzt
und 2012 Bonn.realis als Verein gegründet, um
gemeinsam Forschung, Bildung und Business
Innovation zur Sicherung von globalen Lebensmittel- und Futtermittelwarenströmen voranzubringen. Mit der Gründung der Europäischen
Bildungsgenossenschaft EQA und der Umsetzung
einer Lebens- Langen - Lernen Strategie als innovatives Geschäftsmodell wächst die Chance für
das Cluster, sich erfolgreich am Wettbewerb des
Bundesforschungsministeriums „ Internationalisierung von Spitzencluster, Zukunftsprojekten und
Netzwerken“ zu beteiligen.
Von jenen Akteuren, die eine Doppelmitgliedschaft
in Bonn.realis e.V. und EQA haben (FNC, GIQS,
EITCO, Chainpoint), wird hieraus eine WIN - WIN
Situation erwartet, da beide Organisationen Initiativen im Sinne der HighTEC Strategie der Bundesregierung eng miteinander abstimmen.
Since 2010 a number of EQA members are already
linked to a regional cluster and founded Bonn.realis e.V. in 2012 as association to advance together
research, education and business innovation to
secure global food and feed product flows. With
the establishment of EQA and the implementation
of a food life-long learning strategy as an innovative business model, the opportunity for the cluster
to successfully participate in the competition of
the Federal Ministry of Research „internationalization of excellence cluster, future projects and
networks“ is growing.
Of those players, who have a dual membership in
Bonn.realis e.V. and EQA (e.g. FNC, GIQS, EITCO,
Chain Point) a Win-Win situation is expected since
both organizations coordinate closely the initiatives within the highTEC strategy of the federal
government.

hervorragende neu geschaffene Infrastrukturen
im GS1 Knowledge Center zurück zu greifen und
sehr schnell die Sichtbarkeit von EQA über die

Fachveranstaltungen vielfältige Anregungen für
Cross Innovation Prozesse im Bereich von globalen
Warenströmen und den schnellen Wissenstransfer
von der Wissenschaft in die Wirtschaft.
Membership of the ECR allows EQA to use the
excellent and newly created infrastructures in the
GS1 Knowledge Center and to allow very fast the
visibility of EQA beyond the sector boundaries. In
addition, the events and congresses professionally
organized by the ECR provide a variety of inspirations for cross innovation processes in the field
of global flows of goods and the rapid transfer of
knowledge from science to business.

Der Raiffeisenverband Westfalen-Lippe e.V. (RVWL)
bietet für seine Mitglieder ein vollständiges
Dienstleistungsangebot in der Beratung, Betreuung
und Prüfung. Ein Schwerpunkt ist dabei der Bereich Bildung von Ehrenamt und Hauptamt, wobei
die Aus-, Fort- und Weiterbildungsmaßnahmen in
Kooperation mit genossenschaftlichen Bildungsträgern angeboten werden sollen. Hier bestehen
gemeinsame Anknüpfungspunkte zu den Mitgliedern und Zielgruppen der EQA, die sich in den genossenschaftlichen Verbund integrieren lassen. Mit
seinem Sitz in Münster ergeben sich für die EQA in
Zukunft weitere Vorteile bei der Einrichtung eines
mitgliedernahen Servicebüros in der Region.
Raiffeisen Westfalen-Lippe e.V. (RVWL) offers its
members a full range of services in consulting, services and examination. One focus is the education
of volunteering and employed personnel, the qualification, education and training will be offered in
cooperation with cooperative educational institutions. Here are common points of contact with the
members and target groups of the EQA, which can
be integrated into the cooperative network. With
the RVWL headquarter in Münster, for EQA arise in
future further advantages in setting up a membersoriented service offices in the region.
Mit diesen Mitgliedschaften ist es der EQA möglich, sich an den grenzüberschreitenden und
EU-Projekten zur Internationalisierung von Spitzenclustern zu beteiligen.
With these memberships the EQA may participate
in the cross-border and EU projects for internationalization of Leading Edge Clusters.
Die Leistungsfähigkeit innovativer Cluster hängt
nicht mehr nur von einer engen Einbindung der
Wissenschaft und Wirtschaft in regionale und
nationale Wissensnetzwerke ab. Wettbewerbsfähig
und innovativ bleibt, wer seine eigenen Fähigkeiten mit anderen teilt und durch die Einbindung von
internationalem Know-how erweitert. Die stärkere
internationale Vernetzung der EQA ist deshalb ein
zentrales Element für die Road Map der nahen
Zukunft.
The performance of innovative clusters no longer
depends only on a close integration of science and
industry in regional and national knowledge networks. Competitive and innovative remains, who
shares his own abilities with others and enhances
it by the involvement of international expertise.
The stronger international networking of EQA is
therefore a key element of the road map in the
near future.

Interessensvertretung in EU - erfolgreich durch Kompetenz Representation of interests - succesfully competence
Innerhalb der etablierten nationalen und europäischen Qualitätsorganisationen vertritt die
stellvertretende Vorsitzende der EQA, Dr. Susanne Lehnert, die Brancheninteressen bei der
Harmonisierung von Anforderungen an Aus- und
Weiterbildungsprogramme im Agrar- und Ernährungsbereich (Abb. 7.1). Geschätzt wird dabei zum
einen ihre Branchenkompetenz und die langjährige Erfahrung, sowohl bei der Interpretation von
Normen und Standards als auch bei der Konformitätsprüfung in Unternehmen der Agrar- und Ernährungswirtschaft.
Within the established national and European
quality organizations the deputy chairman of the
EQA, Dr. Susanne Lehnert, represents the branch
interests in the harmonization of requirements for
training programs in the agriculture and food sector (Fig. 7.1). Appreciated is on the one hand her
branch expertise and many years of experience,
both in the interpretation of standards as well as
during the compliance assessment in companies of
agri- food sector.

In der kürzlich gebildeten Technical Working Group
„CoS 22000“ der EOQ zur Entwicklung eines neuen
Kompetenzmodells für den Agrar- und Ernährungsbereichs, ist es gelungen, die EQA neben den nationalen Qualitätsorganisationen als europäischen
Interessensvertreter zu integrieren.

In the newly formed Technical Working Group „CoS
22000“ of the EOQ for developing a new competence scheme for the agri-food area, it has been
succeeded to integrate the EQA alongside national
quality organizations as European stakeholders.
(See Tab. 7.1)
Die Ergebnisse dieser Arbeitsgruppe werden sich
direkt auswirken auf die Durchführung der derzeit
üblichen Kombinationen von Audits und die Qualifikation der Auditoren. Denn diese müssen einen
hohen Aufwand betreiben, um ihre standardspezifischen Kompetenzen für solche „Kombi-Audits“
nachweisen zu können (siehe Abb. 7.2)

Für das Qualifizierungsangebot der EQA bedeutet
dies, dass über die Einbindung in die Technical
Working Group (TWG) der EOQ die angestrebte
Anerkennung der EQA-Personenzertifikate erfolgen kann (siehe Abb. 7.3).
