--------------------------------------------------------------------------(spiegel) Bei der Parlamentswahl in der Ukraine zeichnet sich ein Sieg der
Partei von Präsident Janukowitsch ab. Allerdings schafft die Opposition
einen Achtungserfolg. Nach ersten Prognosen kommt die Partei von Julija
Timoschenko auf Platz zwei, die von Box-Weltmeister Vitali Klitschko auf
Platz drei.

Bei der Parlamentswahl in der Ukraine hat die Partei der Regionen von
Präsident Wiktor Janukowitsch offenbar den größten Stimmenanteil erhalten.
Auf sie entfielen laut Nachwahlbefragungen vom Sonntagabend zwischen 28 und
30,5 Prozent der Stimmen. Die oppositionelle Allianz der inhaftierten ExMinisterpräsidentin Julija Timoschenko kann demnach mit rund 24 Prozent der
Stimmen rechnen. Die Partei des Box-Weltmeisters Vitali Klitschko kam mit
rund 15 Prozent der Stimmen auf Platz drei.

Wort. Der Ex-Premier poltert gegen die Justiz - das könnte man noch abtun
als Stück der uralten Platte seiner obsessiven Ausfälle. Berlusconis
Attacken gegen die "deutsche Hegemonie" in Europa sind deutlich
gefährlicher: Sie sind ein Frontalangriff auf die Regierung seines
Nachfolgers Mario Monti.
Wann, um Himmels willen, gibt Silvio Berlusconi endlich Ruhe? Es ist
unfassbar, dass diese Frage sich seit dem Wochenende erneut stellt. Doch
der Ex-Premier geistert wie ein Wiedergänger durch Italiens Politik. Nicht
trotz, sondern wegen seiner Verurteilung zu einer Haftstrafe wegen
Steuerbetrugs. Viele dachten, dieses Urteil beende nun endgültig
Berlusconis skandalbeladene Politiklaufbahn. Vielleicht wird das irgendwann
auch die Folge des Verdikts sein; doch bis das sicher ist, will sich der
alte Mann offenbar noch bemerkbar machen.

widersprechen Berichten über ein Milliardenvermögen seiner Familie
entschieden. Der „New York Times“ drohen sie sogar mit rechtlichen
Schritten. Das Schreiben ist äußerst ungewöhnlich.
Die in Hongkong erscheinende „South China Morning Post“ druckte am Sonntag
ein Schreiben der Anwälte Wen Jiabaos ab, in dem es heißt: „Die im Bericht
der ‚New York Times‘ genannten „verborgenen Reichtümer“ von Wen Jiabaos
Familienmitgliedern existieren nicht.“ Nach Angaben der Zeitung ist es das
erste Mal überhaupt, dass ein chinesisches Regierungsmitglied einem

ausländischen Medienbericht widerspricht – dies könnte ein Zeichen dafür
sein, wie viel Bedeutung dem Bericht in China beigemessen wird.
Das US-Blatt hatte am Freitag berichtet, Wen Jiabaos Familie verfüge über
Vermögenswerte in Höhe von umgerechnet 2,1 Milliarden Euro. Die Zeitung
hatte Unternehmensdaten analysiert und offizielle Angaben ausgewertet.
Demnach besitzt die 90 Jahre alte Mutter des Premierministers aufgrund
einer komplizierten Struktur erhebliche Anteile an der Ping An
Versicherung. 2007 seien diese rund 93 Millionen Euro wert gewesen.

--------------------------------------------------------------------------(rp-online) Bei der Parlamentswahl in der Ukraine wird das Bündnis der
inhaftierten Ex-Ministerpräsidentin überraschend deutlich stärkste
Oppositionskraft – vor der Partei von Boxweltmeister Vitali Klitschko.
Insgesamt liegt aber die Regierungskoalition vorn. Ein Machtwechsel ist
nicht in Sicht.
Eigentlich schien bei dieser Parlamentswahl in der Ukraine schon alles
klar. Die Partei des Präsidenten Viktor Janukowitsch würde siegen – mit den
in vielen postsowjetischen Ländern üblichen Mitteln. Erwartungsgemäß
erhielt Janukowitschs "Partei der Regionen" dann auch je nach Prognose
knapp unter oder über 30 Prozent. Obwohl die Regierungskoalition, zu der
auch die Kommunisten gehören, auf deutlich weniger als die Hälfte der
Stimmen kommt, dürfte sie im neuen Parlament erneut eine Mehrheit haben –
die Prognosen berücksichtigen nur die 225 der 450 Sitze, die über
Parteilisten vergeben werden. Weitere 225 werden über Wahlkreise bestimmt.
Hier gilt die Regierung als sehr stark.

and 32nd Army Air and Missile Defense Command (AAMDC); U.S. Navy sailors
aboard the USS FITZGERALD (DDG 62); and airmen from the 613th Air and Space
Operations Center successfully conducted the largest, most complex missile
defense flight test ever attempted resulting in the simultaneous engagement
of five ballistic missile and cruise missile targets. An integrated air and
ballistic missile defense architecture used multiple sensors and missile

defense systems to engage multiple targets at the same time. All targets
were successfully launched and initial indications are that the Terminal
High Altitude Area Defense (THAAD) system successfully intercepted its
first Medium Range Ballistic target in history, and PATRIOT Advanced
Capability-3 (PAC-3) near simultaneously destroyed a Short Range Ballistic
Missile and a low flying cruise missile target over water.

Intercontinental Ballistic Missiles to the missile fields in support of the
strategic deterrence mission. Five decades later, these missiles are still
in place, providing safe, secure and effective strategic nuclear
deterrence.
Since it first deployed, a number of state-of-the-art improvements and
modernization programs have helped the Minuteman system continue its
deterrence mission with improved reliability that supports the missile's
remarkable 99 percent alert rate. Air Force Global Strike Command officials
continue to modernize the weapon system through a series of extensive
Minuteman III Life Extension Programs.

on,” Defense Secretary Leon E. Panetta told reporters here today in
response to a question about the Sept. 11 attack on the U.S. Consulate in
Benghazi, Libya.
Four Americans, including U.S. Ambassador J. Christopher Stevens, died
during a roughly four-hour attack that began around 10 p.m. local time at
the consulate, which attackers set afire, and spread to the nearby annex,
defense officials have said.
During a Pentagon news conference, Panetta and Army Gen. Martin E. Dempsey,
chairman of the Joint Chiefs of Staff, each said the United States had
service members in the area prepared to respond to any contingency.

--------------------------------------------------------------------------(therepublic) A former CIA officer pleaded guilty Tuesday to leaking the
identity of one of the agency's covert operatives to a reporter and will be
sentenced to more than two years in prison.
As part of a plea deal, prosecutors dropped charges for John Kiriakou, 48,
that had been filed under the World War I-era Espionage Act. They also
dropped a count of making false statements.

The law under which Kiriakou was convicted, the Intelligence Identities
Protection Act, had not yielded a conviction in 27 years.
Under the plea, all sides agreed to a prison term of 2½ years. U.S.
District Judge Leonie Brinkema noted the term was identical to that imposed
on Scooter Libby, the chief of staff to former Vice President Dick Cheney.
Libby was convicted in a case where he was accused of leaking information
that compromised the covert identity of CIA operative Valerie Plame, though
Libby's sentence was commuted by then-President George W. Bush.

--------------------------------------------------------------------------(focus) Die russische Polizei hat während einer Aktion für politische
Gefangene drei prominente Gegner von Kremlchef Wladimir Putin vorübergehend
festgenommen. Die Oppositionsführer Alexej Nawalny, Ilja Jaschin und Sergej
Udalzow seien wegen Störung der öffentlichen Ordnung abgeführt worden.
Dies teilte das Innenministerium der Agentur Interfax zufolge mit.
Insgesamt hatten Dutzende Menschen in Moskau vor dem Hauptquartier des
Geheimdienstes an der Lubjanka auch gegen Folterung von Gefangenen
protestiert.
Anlass der nicht genehmigten Aktion war die Entführung des Kremlgegners
Leonid Raswosschajew am Freitag vor einer Woche in der Ukraine.
Raswosschajew wirft dem russischen Geheimdienst vor, ihn gewaltsam
verschleppt und gefoltert zu haben. Er ist wie Udalzow wegen Planung von
Massenunruhen angeklagt. Menschenrechtler kritisierten die neuerlichen
Festnahmen als Teil der repressiven Politik des Kreml gegen Andersdenkende.

Die russische Staatsanwaltschaft hat gegen den bekannten Regierungskritiker
Sergei Udalzow Anklage wegen der Planung von Massenunruhen erhoben. Dem
Koordinator der oppositionellen Linken Front drohen im Fall einer
Verurteilung bis zu zehn Jahre Haft. Udalzow, der in den vergangenen Tagen
aus der Öffentlichkeit abgetaucht war, erschien am Freitag zu einer
Vorladung beim obersten Ermittlungskomitee. Der 35-Jährige kam nach der
Verlesung der Anklage überraschend gegen die Auflage frei, das Land nicht
zu verlassen. Selbst seine Anwälte hatten mit Untersuchungshaft für Udalzow
gerechnet. Dieser mutmasste in seinem Blog, dass die Staatsanwaltschaft ein
Spiel mit ihm treibe. Man wolle ihn «entweder zum Nervenzusammenbruch
bringen oder ausser Landes jagen». Er gab sich jedoch ungebrochen und rief
zu weiteren Protesten an diesem Samstag auf.

--------------------------------------------------------------------------(russlandaktuell) Die Ukraine wird nicht gegen Russland wegen der
Entführung des Oppositionellen Leonid Raswosschajew klagen. Es seien ja
keine Kriminellen, sondern ein ausländischer Geheimdienst gewesen, heißt es
am Donnerstag in Kiew.
Laut Wladimir Polischtschuk, dem Öffentlichkeitssprecher des ukrainischen
Außenministeriums, es werde bis zum 29. Oktober ermittelt, aber wohl keine
Klage geben. Die Begründung: Die Verschleppung sei nicht durch Verbrecher
erfolgt: „Wenn es Handlungen der Polizei eines anderen Staates sind, gehe
ich davon aus, dass Geheimdienste ihre Pläne nicht weitergeben“.
Dahinter stünden Absprachen, von denen er nichts wisse, so Polischtschuk.
Das Innenministerium in Kiew sei nicht darüber informiert, ob „die
Operation mit Erlaubnis oder Unterstützung der ukrainischen Kollegen
durchgeführt wurde“. Auf jeden Fall sei dies „eine politische Frage“.

zu ausländischen Organisationen als Spionage und Landesverrat strafbar sein
können. Die Opposition und internationale Organisationen kritisierten den
Vorstoß.
Das russische Parlament hat ein Gesetz verabschiedet, das den Begriff
„Hochverrat“ weiter fasst als bisher und nach dem auch Beratung oder
Finanzhilfe für ausländischen Organisationen als Verrat bestraft werden
können, wenn sich diese „gegen die Sicherheit Russlands“ richten.
Oppositionelle und internationale Organisationen haben das Gesetz, über das
die Duma in Moskau am Dienstagabend abgestimmt hat, heftig kritisiert und
als Angriff auf Nichtregierungsorganisationen gewertet. Das Gesetz war vom
russischen Inlandsgeheimdienst FSB vorgeschlagen und von den DumaAbgeordneten der Kremlpartei Einiges Russland sowie von den Fraktionen der
Kommunisten und der kremltreuen nationalistischen Liberaldemokraten ohne

negotiations with Iran over the country’s nuclear program. Democratic and

Professor Anna K. Nelson, a
tenacious and effective advocate for
improved public access to national
security records, passed away last
month. (b)
For decades, Prof. Nelson argued for
improved declassification practices
in almost every venue imaginable,
from congressional hearings to the
most obscure and transient advisory
bodies. As a professor of history
(c) at American University, she
insisted that government records
were public property and that access
to such records was one of the
foundations of good citizenship.
Among many other posts, she served
as a presidentially-appointed member of the JFK Assassination Records
Review Board, (d) which was tasked to oversee the declassification of
records concerning the assassination of President Kennedy. Because of the
perseverance of Dr. Nelson and her colleagues, that Board was uniquely
productive in overcoming longstanding barriers to declassification,
particularly those pertaining to intelligence agency records.

als Spion hingerichtet worden war, freigesprochen.
„Heute sind vom Gericht alle Anklagen getilgt worden. Das Gericht
entschuldigt sich aufrichtig für das Versagen des Justizsystems in der
entsprechenden Pflichterfüllung“, teilte man im Gericht mit.
Der südkoreanische Geheimdienstler wurde 1955 nach Nordkorea geschickt, wo
er aber enttarnt, umbeworben und zwei Jahre später nach Seoul geschickt
wurde.
Nach seiner Rückkehr ergab sich der Geheimagent freiwillig den Behörden.
Dennoch wurde er 1961 hingerichtet. Die Menschenrechtsorganisation
„Ausschuss der Wahrheit und der Versöhnung“, die gegen Verstöße gegen

Menschenrechte in der Vergangenheit ermittelt, stellte 2009 fest, dass der
Fall ein abgekartetes Spiel war, und forderte dessen Revision.

national security a few years ago to justify withholding certain
information from a Freedom of Information Act requester named Deirdre
McKiernan Hetzler. (b)
But as rarely happens, a court last month critically assessed the FBI
national security claim and ordered the Bureau to release some of the
withheld information.
Ms. Hetzler, acting pro se (i.e. without an attorney), had requested
records concerning her deceased father, who had once been the subject of an
FBI investigation. The FBI provided her with some records but withheld
others, stating that they remained classified in order to protect an
intelligence activity.

count of disclosure of information identifying a covert agent, a violation
of the Intelligence Identities Protection Act. (b)
“When KIRIAKOU disclosed the identity of Officer A to Journalist A,
KIRIAKOU acted willfully in that defendant knew the disclosure was
illegal,” according to a Statement of Facts (c) approved and signed by Mr.
Kiriakou today.
Under the terms of a plea agreement, the parties agreed that a prison term
of 30 months would be “the appropriate sentence in this case.” Other
charges against him, including several counts under the Espionage Act, were
dismissed.

--------------------------------------------------------------------------(fas) In the world of security clearances for access to classified
information, the term “reciprocity” is used to indicate that one executive
branch agency should ordinarily recognize and accept a security clearance
that has been granted by another executive branch agency.
This is not just a nice, cost-efficient thing to do, it is actually a
requirement of law. Under the 2004 intelligence reform law, “all security
clearance background investigations and determinations… shall be accepted
by all agencies.”
This requirement for mutual recognition and acceptance applies equally to
the higher order clearances of the intelligence community, where
reciprocity is intended to promote employee “mobility” throughout the
intelligence system, according to the 2009 Intelligence Community Directive

--------------------------------------------------------------------------(fas) A massive quantity of historical intelligence satellite imagery from
the KH-9 HEXAGON program is being declassified and will be made public in a
series of releases that are scheduled over the coming year, intelligence
community officials say.
Declassification of intelligence satellite imagery languished for years
after President Clinton ordered the release of product from the Corona,
Argon and Lanyard missions in the 1995 executive order 12951. (c) Although
the Clinton order also required the periodic review of imagery from other
missions, that requirement was effectively ignored by intelligence agencies
and neglected by congressional oversight.
But in a May 2010 memorandum (c) Director of National Intelligence Dennis
C. Blair ordered the “re-establishment” of the declassification review of
intelligence imagery — though it had never been officially disestablished —
with a particular focus on imagery from satellite systems that were deemed
obsolete.

A chart from the recent study “Global Shell
Games” comparing the compliance levels for the
establishment of corporations in various
countries. The higher the value, the more
compliant the country is with international
regulations according to the study’s findings.
For criminals moving large sums of dirty money internationally, there is no
better device than an untraceable shell company. This paper reports the
results of an experiment soliciting offers for these prohibited anonymous
shell corporations. Our research team impersonated a variety of low- and
high-risk customers, including would-be money launderers, corrupt
officials, and terrorist financiers when requesting the anonymous
companies. Evidence is drawn from more than 7,400 email solicitations to
more than 3,700 Corporate Service Providers that make and sell shell
companies in 182 countries. The experiment allows us to test whether
international rules are actually effective when they mandate that those
selling shell companies must collect identity documents from their
customers. Shell companies that cannot be traced back to their real owners
are one of the most common means for laundering money, giving and receiving
bribes, busting sanctions, evading taxes, and financing terrorism.

Beschreibung: Oleg Wladimirowitsch Penkowski, Oberst der Abteilung
Aufklärung der Sowjetarmee, lieferte Anfang der 1960er Jahre wichtige
politische und militärische Informationen an den US-amerikanischen und
britischen (MI5) Geheimdienst. Auf dem Höhepunkt des Kalten Krieges
lieferte er dem Westen Informationen zu den Absichten der Sowjetunion
während der Kubakrise.
Dem damaligen US-Präsidenten John F. Kennedy waren durch Penkowskis
Informationen der Stand der sowjetischen Rüstung sowie die Standorte der
sowjetischen Mittelstreckenraketen in Kuba bekannt. Ende Oktober 1962
beendeten Nikita Chruschtschow, damals Ministerpräsident der UdSSR, und
Kennedy die Kubakrise. Die Sowjetunion zog ihre Raketen aus Kuba ab.
Dagegen erklärten die USA, keine weitere militärische Invasion Kubas zu
unternehmen. Am 9. Mai 1963 wurde Penkowski in einem Schauprozess wegen
Hochverrats zum Tode verurteilt und am 19. Mai hingerichtet.

Beschreibung: Als die Deutschen 1940 Jersey besetzen, bietet sich
Geldschrankknacker Eddie Chapman um dem Gefängnis zu entgehen dem deutschen
Geheimdienst als Spion an. Oberst Steinhäger von der Abwehr ist zwar
misstrauisch, General von Grünen, Chef der erfolgreichsten Agententruppe
der Wehrmacht, findet jedoch Gefallen an dem unverfrorenen Briten, der
offensichtlich wenig von Patriotismus, aber desto mehr von klingender Münze
hält.
Eine hübsche Komtess, ebenfalls im Spionagemillieu tätig, ist von Chapman
auch recht angetan. Nach gründlicher Ausbildung wird er schließlich per
Fallschirm über England abgesetzt, wo er die Vickers-Flugzeugwerke in die
Luft sprengen soll.

Zeuge C - Genf, Stadt der Schatten

Beschreibung: Der iranische Topagent Abolghasem Mesbahi war in den 1980er
Jahren Geheimdienst-Koordinator für Westeuropa und stieg kurz darauf zur
Nummer drei der VEVAK auf, dem bedeutendsten Nachrichtendienst des Iran.

Nachdem ihn Frankreich wegen terroristischer Umtriebe auswies, ließ er sich
in Genf nieder.
Als Europa-Chef der VEVAK nahm er regelmäßig an Sitzungen teil, bei denen
Attentate und Mordanschläge beschlossen wurden. Er kannte die
Killerkommandos und wusste über welche Kanäle der Terrorismus finanziert
wurde. Nach einem Besuch in den USA wurde er nach Teheran zurückgerufen und
verhaftet. Hardliner des Geheimdienstes legten ihm die USA-Kontakte als
Verrat aus. Nach seiner Haftentlassung setzte er sich ins Ausland ab und
erhielt in Deutschland Asyl. Im Prozess gegen die "Mykonos"-Attentäter sie hatten 1992 in Berlin im Auftrag Teherans vier Kurdenführer erschossen
- trat er unter dem Decknamen "Zeuge C" in den Zeugenstand.

Rommel - Die Dokumentation

Beschreibung: Erwin Rommel ist der wohl bekannteste deutsche
Weltkriegsgeneral, und er ist bis heute einer der umstrittensten. Bekannt
gemacht haben ihn vor allem seine Leistungen als Führer des Afrika-Korps in
den Jahren 1941/42. Durch die Erstürmung der britischen Festung Tobruk
wurde der "Wüstenfuchs" zum Volkshelden.
Die Propaganda stilisierte ihn zum Idealtypus des modernen
nationalsozialistischen Offiziers. Seine Niederlage in der Schlacht von El
Alamein und der von Hitler erzwungene Selbstmord ließen ihn in der
Nachkriegszeit zum tragischen Helden werden. Umstritten ist, wie Rommel,
der lange zu Hitlers Eliten gehörte, sich 1944 zum militärischen Widerstand
stellte.
