Army soldiers from the 94th and 32nd Army Air and Missile Defense Command (AAMDC); U.S. Navy sailors aboard the USS FITZGERALD (DDG 62); and airmen from the 613th Air and Space Operations Center successfully conducted the largest, most complex missile defense flight test ever attempted resulting in the simultaneous engagement of five ballistic missile and cruise missile targets. An integrated air and ballistic missile defense architecture used multiple sensors and missile ACIPSS-Newsletter /2011 - 5 - defense systems to engage multiple targets at the same time. All targets were successfully launched and initial indications are that the Terminal High Altitude Area Defense (THAAD) system successfully intercepted its first Medium Range Ballistic target in history, and PATRIOT Advanced Capability-3 (PAC-3) near simultaneously destroyed a Short Range Ballistic Missile and a low flying cruise missile target over water. http://www.mda.mil/news/12news0011.html 3699/12 --------------------------------------------------------------Life Extension Programs modernize ICBMs --------------------------------------------------------------------------(usaf) Fifty years ago, officials deployed the first Minuteman III Intercontinental Ballistic Missiles to the missile fields in support of the strategic deterrence mission. Five decades later, these missiles are still in place, providing safe, secure and effective strategic nuclear deterrence. Since it first deployed, a number of state-of-the-art improvements and modernization programs have helped the Minuteman system continue its deterrence mission with improved reliability that supports the missile's remarkable 99 percent alert rate. Air Force Global Strike Command officials continue to modernize the weapon system through a series of extensive Minuteman III Life Extension Programs. http://www.af.mil/news/story.asp?id=123323606 3700/12 --------------------------------------------------------------Secretary, Chairman Respond to Reporters on Benghazi Attack --------------------------------------------------------------------------(DOD) “You don't deploy forces into harm's way without knowing what's going on,” Defense Secretary Leon E. Panetta told reporters here today in response to a question about the Sept. 11 attack on the U.S. Consulate in Benghazi, Libya. Four Americans, including U.S. Ambassador J. Christopher Stevens, died during a roughly four-hour attack that began around 10 p.m. local time at the consulate, which attackers set afire, and spread to the nearby annex, defense officials have said. During a Pentagon news conference, Panetta and Army Gen. Martin E. Dempsey, chairman of the Joint Chiefs of Staff, each said the United States had service members in the area prepared to respond to any contingency. http://www.defense.gov/news/newsarticle.aspx?id=118345 3701/12 --------------------------------------------------------------Kiriakou guilty to leaking covert operative's identity to reporter --------------------------------------------------------------------------(therepublic) A former CIA officer pleaded guilty Tuesday to leaking the identity of one of the agency's covert operatives to a reporter and will be sentenced to more than two years in prison. As part of a plea deal, prosecutors dropped charges for John Kiriakou, 48, that had been filed under the World War I-era Espionage Act. They also dropped a count of making false statements. ACIPSS-Newsletter /2011 - 6 - The law under which Kiriakou was convicted, the Intelligence Identities Protection Act, had not yielded a conviction in 27 years. Under the plea, all sides agreed to a prison term of 2½ years. U.S. District Judge Leonie Brinkema noted the term was identical to that imposed on Scooter Libby, the chief of staff to former Vice President Dick Cheney. Libby was convicted in a case where he was accused of leaking information that compromised the covert identity of CIA operative Valerie Plame, though Libby's sentence was commuted by then-President George W. Bush. http://www.therepublic.com/view/story/4cb7c2f292404782be11487e070b528f/US-CIA-Leak-Charges FORMER SOVIET UNION 3702/12 --------------------------------------------------------------Demonstrationen: Drei prominente Putin-Gegner in Moskau festgenommen --------------------------------------------------------------------------(focus) Die russische Polizei hat während einer Aktion für politische Gefangene drei prominente Gegner von Kremlchef Wladimir Putin vorübergehend festgenommen. The move came the same day the U.S. Treasury Department called the terror network headed by both men a “crucial source” of al-Qaida funding and support. http://www.voanews.com/content/us_targets_top_al_qaida_operatives_in_iran/1 530160.html 3707/12 --------------------------------------------------------------US Lawmakers Clash on Iran Talks --------------------------------------------------------------------------(VOA) U.S. lawmakers disagree on the utility of direct American negotiations with Iran over the country’s nuclear program. Democratic and Republican legislators spoke amid denials from both the Obama administration and Tehran that the two sides have agreed to one-on-one talks. President Barack Obama has long-maintained that he is open to dialogue with America’s adversaries, including Iran. Saturday, The New York Times reported that U.S. and Iranian officials have agreed in principle to direct bilateral talks on Iran’s hotly-contested nuclear program. http://www.voanews.com/content/us-iran-deny-report-of-one-on-onetalks/1530547.html 3708/12 --------------------------------------------------------------White House Denies Agreement for Iran Talks --------------------------------------------------------------------------(VOA) The White House is denying a New York Times report that the United States and Iran have agreed to one-on-one talks for the first time on Iran's nuclear program. ACIPSS-Newsletter /2011 - 9 - A White House spokesman said late Saturday that the United States will continue to work with its fellow members of the United Nations Security Council and Germany on a diplomatic solution. The spokesman said President Barack Obama has made it clear that he will do what he must to prevent Iran from getting a nuclear weapon. http://www.voanews.com/content/new-york-times-us-iran-agree-to-one-on-onetalks/1530401.html THE SYRIA SPECIAL 3709/12 --------------------------------------------------------------Syria Eid al-Adha ceasefire marred by clashes --------------------------------------------------------------------------(bbc) A series of clashes across Syria has disrupted a four-day ceasefire agreed to coincide with an Islamic holiday. Violence appeared to die down as the ceasefire began at 06:00 (04:00 GMT). But activists reported fighting in several cities, and later the army said it had implemented the truce but had responded to rebel "violations". The capital Damascus was also hit by a car bomb, with unconfirmed claims by activists that there were a large number of casualties. The truce was proposed by UN envoy Lakhdar Brahimi, who hopes it will lead to a peace process. http://www.bbc.co.uk/news/world-middle-east-20091598 3710/12 --------------------------------------------------------------US Denies Russian Allegation of Military Supplies to Syrian Rebels --------------------------------------------------------------------------(VOA) The United States is denying a Russian allegation that it is helping supply weapons to rebels fighting embattled Syrian President Bashar alAssad. Moscow says the Obama administration is aware of the delivery of various weapons to armed groups active in the Syrian conflict. The opposition Britain-based Syrian Observatory for Human Rights said Tuesday's air strikes targeted Maaret al-Numan, a town that rebels seized earlier this month, effectively cutting a highway linking the capital Damascus with Syria's northern financial hub of Aleppo. http://www.voanews.com/content/syria-accused-of-using-cluster-bombs-inrebel-held-areas/1531469.html 3713/12 --------------------------------------------------------------Neue Beweise: Syrische Rebellen werden vom Ausland finanziert --------------------------------------------------------------------------(theintelligence) Wie idealistisch klingt doch die Behauptung: Ein Volk erhebt sich gegen seinen Diktator! Doch wo kommt die Munition her? Insider attacks are a threat not just to troops serving in the International Security Assistance Force (ISAF) but also to Afghan soldiers and police as well as civilians. Steps are being taken to reduce the risk of such attacks, including improved vetting and screening, counter-intelligence and cultural awareness training. “The enemies of Afghanistan are using insider attacks to try and undermine trust and public confidence,” explained NATO Secretary General Anders Fogh Rasmussen, speaking to the press after a meeting of NATO defence ministers on 10 October. “This will not work. We will not allow the enemy to change our strategy and undermine the trust and confidence we have built.” “No one can drive a wedge between ISAF and our Afghan partners. We remain fully committed to supporting the Afghan security forces as we transition full security control to them by the end of 2014,” he added. http://www.nato.int/cps/en/SID-60998842-EAA08FBA/natolive/news_91063.htm 3716/12 --------------------------------------------------------------Senate intelligence panel to hold Libya attack hearings --------------------------------------------------------------------------(reuters) The Senate intelligence committee on Thursday said it will hold hearings in November on security and intelligence issues raised by the September 11 attacks on American facilities in Libya. The WikiLeaks publisher was also the subject of Australian intelligence reporting from Washington shortly before he sought political asylum in Ecuador's London embassy. In a freedom of information decision yesterday, Foreign Affairs confirmed to Fairfax Media the existence of an intelligence report concerning WikiLeaks and Mr Assange cabled to Canberra from Australia's Washington embassy on June 1. Mr Assange, who had been unsuccessful in his legal fight to avoid extradition from the United Kingdom to Sweden to face questioning about sexual assault allegations, sought political asylum in Ecuador's London embassy 18 days later. British intelligence agencies’ counter-terrorism work could be scaled back after an intervention from George Osborne. However, senior ministers and officials are resisting pressure from the Treasury, warning that cutting counter-terrorism spending is too much of a risk. Nelson, RIP --------------------------------------------------------------------------(fas) We were sad to learn that Professor Anna K. Nelson, a tenacious and effective advocate for improved public access to national security records, passed away last month. (b) For decades, Prof. Nelson argued for improved declassification practices in almost every venue imaginable, from congressional hearings to the most obscure and transient advisory bodies. As a professor of history (c) at American University, she insisted that government records were public property and that access to such records was one of the foundations of good citizenship. Among many other posts, she served as a presidentially-appointed member of the JFK Assassination Records Review Board, (d) which was tasked to oversee the declassification of records concerning the assassination of President Kennedy. Because of the perseverance of Dr. Nelson and her colleagues, that Board was uniquely productive in overcoming longstanding barriers to declassification, particularly those pertaining to intelligence agency records. The higher the value, the more compliant the country is with international regulations according to the study’s findings. For criminals moving large sums of dirty money internationally, there is no better device than an untraceable shell company. This paper reports the results of an experiment soliciting offers for these prohibited anonymous shell corporations. Our research team impersonated a variety of low- and high-risk customers, including would-be money launderers, corrupt officials, and terrorist financiers when requesting the anonymous companies. Evidence is drawn from more than 7,400 email solicitations to more than 3,700 Corporate Service Providers that make and sell shell companies in 182 countries. The experiment allows us to test whether international rules are actually effective when they mandate that those selling shell companies must collect identity documents from their customers. Shell companies that cannot be traced back to their real owners are one of the most common means for laundering money, giving and receiving bribes, busting sanctions, evading taxes, and financing terrorism.
