User Account Registration
Step 1:

Go to the St Louis County Accela Citizen Access Page.
https://aca.stlouisco.com/CitizenAccess/

Select the “Create an Account” link located in the upper right hand corner under the
green banner of any site page or at the bottom of the shaded login box.

Step 2:
The terms of registration and an authorization certification are provided for review and
acceptance. To continue the account registration process select the checkbox next to the certification
statement and then select the “Continue Registration” button.

Step 3:
Enter login and contact information and select the “Continue Registration button”.

Confirmation that the account was created is displayed.
User specific account information is displayed.
Please review account information. Correct information by logging in and
selecting the “Account Management” link in the upper right hand corner under
the green banner.

Access your Account by selecting login in the upper right hand corner under the green banner.

Select the “Account Management” link in the upper right hand corner of the page.

Step 7:
Select the “Add a License” button at the bottom left of the page.
Step 8:
Enter the License Type and St Louis County License Number and select the “Find License”
button.

Step 9:
If the license number is returned in the results click on the license number (it is a hyperlink).
Step 10:
Confirm that the selected license should be added to this user account.

Step 11:

The selected license is displayed. Repeat for additional licenses if applicable.

To complete the connection of a license(s) contact St Louis County at 314 615-5184 and
ask for someone regarding an ACA account. St Louis County staff must verify that the
caller is the license holder in order to complete the license association to a user account

Please note that Plumbing & Electrical licenses may only be linked to accounts in the
name of those license holders. Due to licensing signature requirements no exceptions
are allowed for these license types.

Searching for Construction Permits and Applications
Step 1:
1. Go to the St Louis County Accela Citizen Access Page.
https://aca.stlouisco.com/CitizenAccess/
2. Select the Construction Permits Tab.
3. Select the “Search Applications” link.

Step 2:
Go to the General Search at the bottom of the page.
A dropdown box is provided to allow searching by:
Address
Licensed Professional Information
Permit Information
The default is a General Search that allows users to select multiple criteria from all three search
methods to find a construction permit or application. This is the recommended selection to
search for construction permits.
Step 3:
Enter information in one or more fields to search.
Step 4:
Select the Search button.

Step 5:

The search results are displayed at the bottom of the search page sorted in descending
order by date.
Results may also be sorted by Date, Record Number, Record Type, Address and Status
by selecting the links in those field headers at the top of the search results.
Step 6:
Select the record that you want to view by double clicking on the record number displayed in
the search list.

Step 7:
The record will display.
7a. Select the arrow to the left of section headers to view specific information regarding those sections.

7b. Select an arrow next to a specific item within a section to drill down to more specific detail.



Green check marks in processing status indicate that the process has been completed.
An hour glass indicates that a process is pending an action.
Processes without an arrow, check mark or hour glass are not currently active.

Scheduling Inspections
1. Go to the St Louis County Accela Citizen Access Page. https://aca.stlouisco.com/CitizenAccess/
2. User must be logged in. The user name appears at the top of the page under the green
banner.

3. In the Construction Permits tab all permits created by a user and all permits referencing
license(s) associated with a user will be displayed in the Records section of the tab.
4. Select the permit to schedule an inspection by clicking on the underlined permit number.
5. Inspections may only be scheduled for permits with the following statuses:
o Permit Issued
o Work Authorized
o Extended
6. Multiple inspections of different types may be scheduled against a single permit (i.e.
Plumbing – Ground and Plumbing – Rough).
o An inspection cannot be scheduled for an inspection type that has already been
scheduled until that inspection has been performed and resulted by the inspector.

7. The user can see previous resulted and cancelled inspections. Click the underlined text
‘Schedule or Request an Inspection’ to start scheduling for an inspection.
8. Inspections shown will depend upon the permit type. If you are unsure of which inspection
you actually need, please contact the section in which you need the inspection.
o Mechanical – 314-615-7806
o Plumbing – 314-615-3723
o Electrical – 314-615-3722
o Residential – 314-615-3721
o Commercial – 314-615-3724

9. After selecting the correct inspection type, please select the day you are requesting the
inspection.
o Inspections can be as soon as the next business day.
o Dates available will be underlined in blue. The date you select will be highlighted in
yellow.

10. After selecting a date, you must select the radio button labeled ‘All Day’. NOTE: You will not
be able to continue until both a date and the ‘All Day’ radio button have been selected.

11. Once you click Continue, you will be able to list the contact for the inspection.
a. The contact should be the person who will be on-site on the day scheduled to
meet with the inspector if necessary.
b. The default contact is the user scheduling the inspection, select change contact if
the default contact requires change or modification.

12. The updated contact information will display under the contact section.

13. Notes for the inspector may be added to the record. NOTE: We are unable to accommodate
times for inspections.

14. Select the Finish button.
o The scheduled inspection will display under “Upcoming” in the Inspection
section of the record.
15. Once the inspection is scheduled the user has the option to:
o Reschedule the inspection for a different date.
o Cancel the inspection.
o Print a copy of the inspection for their record

16. Selecting ‘View Details’ will allow you to see a summary of the inspection and will open it in
a new window for you to print.
17. Inspections may be rescheduled from this screen as well.
o The original date is highlighted on the scheduling calendar.
o NOTE: If rescheduled any inspection notes will have to be re-entered.

18. If you need to cancel the inspection for any reason you have until 11:59 PM on the day
before the inspection to cancel online.
o To cancel an inspection on the same day as the inspection contact the inspector
or the appropriate section to get it removed. Click here for inspection section
contact numbers.
o Failure to request cancellation of an inspection will result in additional inspection
fees if the work is not ready or the inspector cannot gain access to the facility to
inspect the work.

Record Sorting
1. Log into https://aca.stlouisco.com/CitizenAccess/ and navigate to the Construction
Permits tab.
2. All records created by a user or referencing a license(s) associated by a user to an
account will display.
3. These records may be sorted by selecting the underlined section header.
4. Available section headers are Date, Record (Permit) Number, Record Type, Address and
Status.
5. The default sort is by date with the most recent record displayed first.

Record Collections
1. Log into https://aca.stlouisco.com/CitizenAccess/ and navigate to the Construction
Permits tab.
2. All records created by a user or referencing a license(s) associated by a user to an
account will display.
3. Select the link Add To Collection.
4. The user has the option to add to an existing collection or create a new collection.

5. Suggested uses for collections include:
o Easier tracking of multiple permits on a project.
o Consolidating permits by week or day for easier inspection scheduling.
o Faster access to active permits.

6. View records in a collection by selecting the Collections link.
7. A list of collections is displayed, select the name of the collection to be viewed.
8. Collections may be deleted by selecting the delete link next to any collection.

9. The collection page displays all of the records in the collection and data regarding the
records in the collections such as the number of records a summary of inspections and a
summary of fees.
10. Individual records in a collection may be moved to another collection, moved to another
collection or removed from the current collection by selecting the appropriate link.

11. Records in a collection may downloaded to a spreadsheet by selecting Download Results.
12. Collections may be renamed or deleted by selecting the appropriate link.
