I have been a sworn police officer for 41 years, and have spent every one of them in public service in Jacksonville, FL. As I have often said, publicly, I have always felt that this is a calling, and a ministry for me, if you will. It is the perfect time and opportunity to reflect on some of the accomplishments WE have had, together, in these past 12 years. • Crime Rate – this goes to the very heart of what we do here, and we participate in a nationally accepted system for reporting and identifying the changes in a community over the months and years. It is called Uniformed Crime Reporting. It ensures that we are being measured on the same criteria as all other cities. One thing remains a fact – despite the tremendous growth in our community over the past 41 years, from a per capita standpoint, crime remains low. This isn’t going to seem possible, given the newscasts and headlines, but if you check the Uniformed Crime Report of the FBI, even with the notable increases in aggravated assaults (non fatal shootings) and auto thefts in 2014, our overall crime rate is still lower per capita than it was in years past. Our “best” year since record keeping began in the early 1970’s was in 2012. And that is no surprise, as the effects of our proper police staffing, faster response times, and the Community Service Officer program were still being felt in the community. JAXSHERIFF MOBILE APP 1 COMING IN JUNE 2015 the official mobile app for the Jacksonville Sheriff’s Office will be available for Android and iOS devices. Search for “JAXSHERIFF (FL)” in your app store. Download it for free to receive updates, learn about upcoming events and to submit tips. • Community Engagement – is at an all-time high, with more than 3,000 active Sheriff’s Advisory Council members meeting at 19 locations throughout our community. Our Crime Tips email; along with our online Complaint and Compliments, as well as JSOFeedback email services are always available to you. Our new mobile app launching in June 2015 will enable citizens to contact us or search for information literally with a few keystrokes on a smartphone or tablet. But nothing will ever replace the citizen who calls us and tells us what they know about a crime or a suspect. We also encourage anyone who is concerned about remaining anonymous to use Crime Stoppers toll free number or text/email them with a tip.* • Challenges Ahead - As a community, we have to continue to address the root causes of violence and crime in our community. Lawlessness and disregard for the law occurs when many systems, especially those in the home, have failed. We must adequately fund prevention, intervention, and enforcement (the “P-I-E”) – with programs that are proven to work such as the Police Athletic League and Scouting and team sports on the prevention side; the out of school suspension centers of the Jacksonville Journey, as a good example of intervention; and we have to make sure we have enough manpower to perform the job of police officer. I worked to get the CSO program restored in some degree, and have tried to get funding to hire and sustain the employment of some portion of the 147 sworn officers we are down. It is now part of our culture. We put the principles of it intro action every day at the JSO and our data center and crime analysis units are a part of the same group that works all over the agency studying processes and recommending ways to improve efficiency and efficacy, while eliminating waste. I believe we could not have sustained our excellent performance during the economic downturn (and forced layoffs of recent years) had we not put these principles into action as we revamped and reorganized. A MESSAGE TO THE COMMUNITY 2015 MAKES IT EASIER TO GET JSO INFO If you are haven’t heard in July 2014 we deployed new technology available to the public. Designed for smartphones – it’s called “Audio Traffic Jacksonville”. This allows citizens to hear up-to-the-minute traffic information on a smartphone Monday – Friday, 6 a.m. - 7 p.m. To download please search for “Audio Traffic Jacksonville” in the app store (available on Android and iOS devices). ONLINE DRIVER SELF REPORT OF A TRAFFIC CRASH In Summer 2014 JSO started using the Florida Department of Highway Safety and Motor Vehicles “Driver Report of a Traffic Crash” program. This is an exchange of driver information that allows drivers to file the report themselves online within 10 days of the crash. To access the program go to www.jaxsheriff.org and select “Online Driver Self Report of a Traffic Crash” on the left side of the homepage or under “Traffic Information” on the right side of the homepage.* *specific criteria must be met to use this service. First Coast Crime Stoppers is the local arm of a nationwide program that is designed to pay rewards for the anonymous crime tips that lead to arrests. Crime Stoppers partners with local law enforcement agencies, the media, and the community to solve crimes and get criminals off the street. The toll-free tip line is 1-866-845-8477 (TIPS). All calls are anonymous, and payouts are made without the use of a name. For more information visit www.fccrimestoppers.com. SHERIFF RUTHERFORD’S MESSAGE Continued I also want to remind you that it is important we never become so complacent or set in our ways, so satisfied with improvements, that we don’t continue to study, review and find new and different ways to achieve our goals. So please, stay engaged with your JSO in the years to come, and accept my humble thanks for the opportunity to serve you and my appreciation to every one of you who called, emailed, flagged down an officer in the street, or otherwise joined with us in the crusade to make our city the safest place possible to work, live, pray and play. As I leave, I would request that you keep up this good fight on all the fronts I have outlined. My legacy is one of being a staunch advocate for citizen engagement – so please stay connected.
