Pioneer file photo ■ Says it offers too much motorized access BY MARK WATSON Black Hills Pioneer BLACK HILLS — The EPA has expressed concerns about the Black Hills National Forest's proposed Travel Management Plan saying it grants too much access to motorized vehicles and caters to a “clear minority” of forest users. In a letter written to Forest Supervisor Craig Bobzien, Environmental Protection Agency officials cited concerns for water quality, the opening of more roads to motorized vehicles, cross country vehicle travel, lack of information and a lack of resources identified for enforcement and maintenance of the transportation system. “They made their points and concerns. See story on Page 26 gave us an EC-2 rating - environmental concerns, insufficient information,” Bobzien said. “I don't know if I would say it is strong as we get a lot of EC-2 rating on our environmental impact statement. … This is more lengthy than most that we receive, but it is their part to provide us the most complete feedback that they can.” The forest service will take under consideration the comments from the EPA and comments received from the public as it works on a final environmental impact statement on the new travel management plan. “I plan on spending a lot of time and being as transparent as I can in how that public input effects the decision I will be making,” Bobzien said. “We're still open on this. … We want to develop a motorized system that people can be proud of and support that will respect all the different interest groups we have.” See EPA — Page 30 HOLIDAY CLOSURE In observance of the Labor Day holiday Monday, Sept. 7, the Black Hills Pioneer offices will be closed. There will not be a paper delivered that day. Offices will reopen and papers will be delivered as usual on Tuesday, Sept. 8. SPEARFISH — The city of Spearfish is responsible for the maintenance of the traffic signals at Exit 14, but since the S.D. Department of Transportation owns the lights it maintains the power to operate them, city officials said Wednesday. Public Works Director Cheryl Johnson told city council members Wednesday that a maintenance agreement with the state is ready for the city to sign. Under the agreement, the city of Spearfish will be responsible for paying for the electricity for the light, as well as any emergency and routine maintenance for the signal. The city will have the opportunity to negotiate price sharing with the state for any repairs that will cost more than $2,500. However, Johnson reported that since the state owns the traffic signal, the S.D. Department of Transportation will retain the power to operate and control the timing for the lights that regulate traffic coming off Interstate 90 at Exit 14. If the city has any suggested changes for the signal operation, those requests will have to be made in writing to the state, with the final decision lying with the S.D. Department of Transportation. The signal was installed in 2005 after the Wal-Mart Supercenter was built on First Avenue. Since then, Johnson said the city has received more than 30 complaints about the lights. Gary Engel, Rapid City area engineer for the S.D. Department of Transportation said he has had more complaints about the Exit 14 signal than any other traffic signal installed throughout his career. However, he said he believes measures have been taken to correct the problems. The signal, which runs on a timed system, has been adjusted multiple times, he said. “It seems at least the complaints have slowed down,” he said. The maintenance agreement with the city, Engel said, is pretty standard with all DOT-owned traffic signals that are located within city limits. “They're right there, and in most cases they have people who can get to (the signals) right away,” Engel said of the cities maintaining the lights. Motorists who have concerns about the traffic lights at Exit 14 should contact S.D. Rounds says budget crunch worsening BY CHET BROKAW Associated Press Writer PIERRE (AP) — The gap between ongoing state revenue and spending could reach $150 million in the next budget year because tax collections continue to fall and spending is growing in programs that help people who have lost their jobs, Gov. Mike Rounds said Friday. Revenue from the state sales tax and other major taxes has fallen in the past five months while spending has grown rapidly on Medicaid, the state-federal pro- gram that pays the medical expenses of low-income people, Rounds told The Associated Press. South Dakota so far has been able to cope with the recession by trimming some spending and using federal stimulus funds for education and Medicaid, Rounds said. The good news is that the state has not yet had to tap its reserve funds, he said. Prior to living in Deadwood, I lived in towns as small as 400 people and cities as large as several million. Comparing this there area to the other areas I have lived, one thing I find disturbing about the communities of Lead and Deadwood is that there are business and home owners in both towns that persist on letting their property deteriorate. We are a major tourist destination and we just received a rather unfavorable National Geographic review. Pad national press might be a reason to spruce up the area. Qou would think that homeowners and business owners alike would realize that an attractive community attracts people and the money they spend to their community. There are businesses in Lead, Central City and Deadwood that people avoid because they are uninviting. It is an embarrassment to those of us that take pride in our community and keep up our property. It is a poor reflection on our towns and detrimental to the local economy that so many people just do nothing. Again people will say that they don't have the money to fix things up. I counter that in this economy, how can you afford not toT Property values for nice homes and attractive businesses are lowered because of blight that could be as close as next door. If our communities are attractive ,business enterprise and tourists will come here pumping their money into the local economy. Not to mention your own home may be worth more if the neighbor's house isn't a dump. The entrances to the LeadDeadwood area are particularly bad. Anyone coming into Deadwood from the south end of town might turn around before they go any farther. How about the giant rusty sign going up the hill to LeadT It is historic, but can't you put a fresh coat of paint on itT As a transplant to this area I am curious about the seemingly widely varying attitudes toward historical findings/structures. Why are so many people up in arms over the Wing Tsu buildingV but yet the removal of the Podega Pack Par happened without a whimper. Hw are construction deadlines more important than MAAAARC 0DAAMORE the historical findings at the Rec Center siteT I am also curious to know what defines Xcontributing structure.X There are some properties listed as contributing structures that are contributing to community blight only. Age does not always equate with historical value. And if a property is deemed to be of historical significance, what are the standards of up keep for the property ownerT However there are many homes and businesses that look nice. Money doesn't have to be an issue. There are many grants and loan programs, such as Paint the Town, that are happy to help with historic preservation and general upkeep. Good for you, people that are taking some initiative and making an effort. Any interested adult singers in the community are invited to join. The choir will be conducted by Dr. Jonathan Nero. Rehearsals will be held Tuesdays from 7-9 p.m. in the Clare and Josef Meier Hall room 128 on the BHSU campus. Students were given a glimpse of what college life is like by attending classes, utilizing campus recreational facilities, and living in the residence halls. The primary focus, however, was to engage students in college preparatory activities such as academic enrichment course work and job shadowing experiences, says Michael Erz, academic coordinator for Upward Bound. Students attended classes in science, math, language arts, and foreign languages that were designed to give them a head start for the upcoming school year. Students also listened to guest lecturers who were professionals in various fields or had the opportunity to job shadow other professionals. Students were then given the opportunity to research professions to look for connections between choosing a career path and how college can help achieve their goals. The Upward Bound students who successfully completed the summer program were rewarded with a trip to Chicago, where they visited various attractions and explored regional postsecondary educational opportunities.
