A CLOSER LOOK
at Spearfish
I am honored to serve as the Executive Director of the Spearfish Area Chamber of Commerce.
As the organization continues to strive forward and enhance the business climate in Spearfish, I am
continually looking forward for ways to serve the membership and organization.
In the past, chambers have been viewed by some as socializing bodies where business people
come together to network, which is a very powerful business tool. Any business can benefit from
networking for a number of reasons. Networking is more about ‘farming’ than ‘hunting. It’s about cultivating relationships. This is a valuable tool to renew old and create new relationships, a way to meet
your next customer or referral, even a way to create a relationship with your newest resource.
Although still a valuable networking venue, today’s chamber is much more. In every arena
from business advocacy to economic and community development, to education and workforce
development, chamber’s fight for business interest to ensure there is an environment in which they
can thrive. At the heart of the local economy and the backbone of virtually every great community
you’ll find a chamber of commerce celebrating and promoting the diversity and uniqueness of their
community. Their efforts result in business attraction and retention, job creation, improved education, beautification and more. Despite all of this, the question is still often asked, “What is a Chamber
of Commerce?”
Technically, chambers of commerce are business associations incorporated as a a 501(c)(6), that
work diligently to improve the economic, cultural, and overall business climate for the areas they
serve. They are private, not-for-profit corporations. Chambers are governed by a volunteer board of
directors and employ professional staff to accomplish their mission.
Today’s chambers of commerce focus on a broad range of activities and support for both
business and the community at large. From community and workforce development initiatives to
information dissemination and legislative advocacy, chamber professionals and members work with
other talented leaders in business, community and government to create a positive environment and
to make the community a better place to work, live and play.
In 2013, the chamber kicked off a Live Play Shop Local
campaign, a member-to-member Gold Card discount program
and an expanded Leadership Spearfish course. We also organized
a communication line on behalf of business with the City Council
regarding the updated Spearfish Sign Ordinance. Our Young Professionals group is steadily gaining momentum and are now presenting to a few BHSU classes on core
values. You will continue to see expanding programs in 2014, one of which being a new Chamber
Workforce Development Committee.

After all of the changes the Spearfish Area
Chamber of Commerce has experienced the last
few years, the organization has adjusted well.
Your local chamber is now stronger and intently
focused on its mission of serving as a network for
businesses.
I started Chicken Creek Communications 12
years ago in Spearfish. My decisions to join the
chamber and to become involved in the organization have contributed to my success.
I volunteered for committees and attended
networking events and seminars. I received
referrals for work from the staff, and even did
business with the chamber itself on occasion.
I started my term on the Board of Directors in
2010, and now I will serve as president of the
board in 2014.
I look forward to continuing my journey
with the chamber of commerce. The board is
comprised of many talented business professionals, and the awesome staff is so dedicated. I am
hopeful that I can contribute something more to
the organization and know that my business will
benefit from the experience, as well.

interests of those businesses. To really accomplish this, the true magic of a chamber
of commerce lies within its members.

A university’s role within the
community that surrounds its
campus has grown throughout
the years. In addition to education
and research, universities are now
engaging, supporting and creating
partnerships with community organizations, schools, businesses and
local governments.
From student internships and
marketing projects to local committees and cultural events, Black
Hills State University continues to
strengthen its partnerships within
Spearfish and the Northern Hills.
“The University recognizes that
we are part of a larger environment,
and it is imperative that we establish strong relationships and partnerships with the community,” said
BHSU President Kay Schallenkamp.
Building its connection with the
community is a top priority for the
University, according to Dr. David
Wolff, BHSU dean of the College
of Liberal Arts. “It is part of our
strategic plan,” he said noting that
a university and community have
a mutually beneficial relationship
where the success of each is closely
linked. The beauty of the Northern Hills
is a key draw and provides a competitive advantage when recruiting
students and faculty. The area also
provides a great learning landscape
across many disciplines. BHSU enhances Spearfish and the Northern
Hills through its talented and vibrant
students, faculty and staff, contributions to economic development, and
cultural and intellectual opportunities.

enrich the community,” Wolff said.

American Indian Awareness Week, held annually in the spring, brings
speakers, activities and a large powwow to Black Hills State University’s campus in Spearfish.

Currently, BHSU faculty and students are working with the Spearfish community to bring the culture
of India to the Black Hills through
a nationwide literature program.
Spearfish is one of 77 communities
throughout the nation selected to
participate in the Big Read, a program of the National Endowment of
the Arts designed to revitalize the
role of literature in American culture
and to encourage citizens to read
for pleasure and enlightenment.

English, assigned the Big Read novel
“The Namesake” by Jhumpa Lahiri
in both her Freshman Composition
and Honors English classes with
students creating a blog and leading
community discussions surrounding
the book and its themes.
Wolff said BHSU also enriches
the community through its numerous music and theatre performances including productions in which
Spearfish elementary, middle and
high school children participate.

add to the cultural vibrancy of the
community. The University’s International Student Organization

Omniciye feature a variety of speakers and activities during American
Indian Awareness Week including
an annual powwow. Urla Marcus,
director of the University’s Center
of American Indian Studies, said the
powwow not only brings in three
days of beautiful, traditional Native
American dancing and singing but
also adds to the economy of Spearfish. The powwow attracts people
from all over including Montana,
South Dakota, North Dakota, Minnesota and Nebraska who stay, shop
and eat locally.
The University also sponsors
several speakers and lectures that
bring community members to campus including the Madeline Young
Distinguished Speaker Series, Friday
science lectures and Geek Speak, a
new lecture series that explores the
diversity of studies on campus.

Dr. Priscilla Romkema, dean of
the College of Business and Natural
Sciences, said many BHSU business
professors use their courses as a
way to connect to the community.
In Dr. Wei Song’s retail management
class, students pair up with a Spearfish retailer and provide marketing
ideas for the local business.
“It is a win-win approach for our
students to use local businesses for
their marketing projects,” according to Song, associate professor of
marketing. “It not only helps the

but also benefits the businesses that
need the marketing support.”
Projects similar to Song’s provide
a bridge from the University to the
community, Romkema said noting
that she believes there are always
additional ways for BHSU to partner
with surrounding communities.
“I would like to see this partnership grow, broaden and deepen,”
Romkema said.
Both Wolff and Romkema said
student internships are another
great way BHSU connects with the
community. Internships provide
students with hands-on work experience and local businesses and
organizations with talented, eager
workers. Romkema added that
internships help students become
more civic-minded.
“Internships make students
more aware of the challenges of
a business and more aware of the

BHSU, founded as a teaching
institute, is also leading the development of best practices in teaching,
providing unique training opportunities for teachers and support
for the local school districts. The
University has had a longstanding
tradition of working with Spearfish PK-12 schools to place student
teachers into the classroom, many
who remain in Spearfish after they
graduate. Throughout its 130-year history,
BHSU has expanded its role with
Spearfish and the Northern Hills
communities and will continue to
do so in the future by maintaining
existing partnerships and creating
additional opportunities for collaboration with businesses, schools and
community organizations. n

The Dorsett Healthcare Community is a full-care
nursing home facility in Spearfish. David and Olive Dorsett
wanted a place where seniors could heal and also promoted quality of life. Thanks to them, the 120-bed facility
was built in 1956. This skilled care center is conveniently
located near Queen City Medical Center and Spearfish
Regional Hospital and offers many rehabilitation services
for seniors as well as traditional nursing home care.
“If someone has a chronic illness, a stroke, or orthopedic surgery we provide rehabilitation services,” Schultes
said. “We have a team of therapists - physical, occupational, and speech therapists. We can rehab those people to
get them back home to where they are most comfortable.”
Dorsett staff strive to make living at the nursing home
comfortable and pleasant for both long and short term stays.
“It was the most pleasant experience, everyone bent
over backwards to accommodate and be helpful. Nurses
were so kind. My husband went in with a prognosis in
which he might have been bed ridden. The therapy was
so good that he is home now,” said Joyce Nelson, whose

Deciding on Care, Tough Decision
Schultes understands how difficult the decision can
be to place a loved one in an assisted living facility or a
retirement home.
“Come on in and tour the facility, spend time with the
staff, maybe even schedule lunch with us,” he said. “Get
to know the facility. Make sure you are familiar with the
facility so you are comfortable leaving your loved one.”
Spearfish is a wonderful community to live in at any
age and serves as a niche for those that are retiring due to
the large population of providers for long-term healthcare.

MAKES A SPLASH IN COMMUNITY
From aisles full of rolls of paper towels and hair
products to basketball games, cycling classes and a lazy
river, the former Wal-Mart property at 122 Recreation
Lane has been transformed from a big-box retail store to
a top-notch community facility.
In 2007, construction began to remodel the existing
71,000 square foot structure, which had been vacated by Wal-Mart, into a community recreation center
and outdoor water park. The Spearfish Recreation and
Aquatic Center opened its doors on October 22, 2008.
Over five years later, the recreation center is thriving
with events, activities, classes and day-to-day fitness
enthusiasts.
“Spearfish was one of the first communities nationally to
purchase a Wal-Mart facility and remodel it into a recreation
center,” said Cheryl Johnson, Public Works Administrator.
There have been other communities, however, to
purchase and remodel buildings for manufacturing, worship and educational uses throughout the United States.
History
Wal-Mart opened its first big box location in Spearfish in 1990 on the northwest side of town. In 2005, the
company built a new Wal-Mart Supercenter on the east
side of town, which vacated the original location. The
building remained vacant for a couple of years, until
North Park Plaza, LLC, a group of local developers, took
a big risk, purchased the building and later transferred
ownership to the City of Spearfish.
“The risk was worth it and now Spearfish has a
phenomenal facility for community recreation,” said Joe
Jorgensen with North Park Plaza, LLC.

Now
After a Community Recreation Survey conducted
in 2006 outlined the need for an outdoor pool, gym
space and a community center, the city was looking for
a location to add those amenities to the community. Citizens of the community had already opposed a couple
of location options when the Wal-Mart facility was first
considered. The city bought the property from North
Park Plaza for about $2 million.
Recreation
Construction began to renovate the big-box store
into a family-friendly, fitness and wellness-focused center. Support pillars were removed; the ceiling was raised
and trusses added in the gymnasium. Outside, even
more was changing. A portion of the parking lot transformed into a two-acre aquatic center, complete with
three water-slides, a lazy river, zero entry pool, climbing
wall, and three pools.
Upon completion of the entire renovation, the
center not only included the incredible water park, but
also two walking tracks, a 2-court gym, party room, two
meeting rooms/fitness classrooms, lounge, and snack
shack, as well as a large back room to grow into.
5 Years and Counting
After five years, the Spearfish Rec & Aquatic Center
has seen substantial growth and change, but one thing
that remains is the positive, upbeat atmosphere where
residents are motivated to have a healthy lifestyle.
Since opening the doors in 2008, the Center has tripled the number of visitors in a day and quadrupled the
number of kids participating in the afterschool program
(age 9 and up) each day.
Over 144,000 visits are logged into the Rec Center
each year and over 70,000 visits into the waterpark
each year. Depending on the time of year, an average of
about 400 people visit the Rec Center each day.
A portion of the parking lot was transformed into a
two acre aquatic center complete with three water-slides, a lazy river, zero entry pool, climbing
wall, and three pools.
With the increased traffic there is also an increased
desire for classes, equipment and activities. In 2011, a
training room was added to the facility and a spinning/
cycling room was put into an existing rental/meeting
room. In 2011 & 2012 an outdoor, fenced play yard was
added for Hourly Care.

and family wellness, gymnasium space and an outdoor
waterpark, but they also host, coordinate and sponsor
dozens of community events each year including a 5K
run series, hiking series, ‘Flick-n-Float’ movies in
the pool, Pitch, Hit & Run, Hershey Track & Field Games,
Punt, Pass and Kick, Senior Games, and many more.
Future to Provide Expanded Options
The Rec Center follows numerous popular fitness
trends including yoga, hot yoga, kettle balls and
Zumba as well as continue to add classes and training options to enhance a healthy lifestyle.

controlled environment for youth to express themselves.”
“We met a need in the community that was missing,”
says Hoffman. “Revitalizing an old building was hard,
but it has kept the community alive on the northwest
side of Spearfish and provided an outlet for wellness
and fitness activities for all ages.”
Not only did the community band together to create
a recreation center, but the end result is a facility that
encourages health, safety and recreation.
“Fitness isn’t a goal, it’s a lifestyle,” said Hoffman.
“The Spearfish Rec and Aquatic Center is here to help
everyone in the community and its visitors become
healthy and active.”

Countryside Church, a Wesleyan Church, located on
the East side of Spearfish, first began worshiping here in
1993 with just 13 people participating. Over the years,
the church has met at the middle school, the high school,
and even in the Black Hills State University Field House
Connection Church, a Seventh-Day Adventist Church, before building a permanent worship structure in 2005
where they meet today. With over 1,000 congregants
began ministering to the Spearfish community in 2011,
attending each week, Countryside Church is one of the

also have a lot of fun fishing and I am happy to cook the
catch of the day.” Ciani and her mother prepare gourmet
meals for guests. She also offers private cooking classes
for individuals as well as groups.
Just a short drive into the Black Hills and you will

The Cost of Living Index provides a useful and
reasonably accurate measure of living cost differences
among urban areas. The index measures relative price
levels for consumer goods and services in participating
areas. The National index equals 100, and each city’s
index is read as a percentage of the National average.
Spearfish’s cost of living is 6% lower than the national

While many parts of the country are still recovering
from the lingering effects of the “Great Recession,” the
local economy in Spearfish has performed remarkably
well. Over the last two years, the unemployment rate in
Spearfish has dropped from 4.8% to just over 3.6% in
the last quarter of 2013. Another very important part
of the local economy is the construction industry, which
oftentimes creates a ripple effect throughout the economy. In 2013, there were 89 new single family homes
constructed in Spearfish, the largest amount since 2006.
In addition, taxable sales continue to trend upward. In
2013, taxable sales grew to $400 million. In the last two
years, the rate of growth has more than doubled from
4.6% to over a 11% (2012-13).

AMONG TOURISTS, CITIZENS & NATIONAL HATCHERIES
When the U.S. Bureau of Fisheries (now the U.S. Fish & Wildlife
Service) established the D.C. Booth
Historic National Fish Hatchery
in 1896, no one could predict the
changes and improvements that
would take place during the following century. The hatchery’s mission
has evolved from establishing trout
populations in the Black Hills and
surrounding regions to serving as
one of only two U.S. Fish & Wildlife
Service archives.
“It takes a large collaborative
effort to run the Hatchery,” said
April Gregory, Executive Director of
the Booth Society. “The federal, state
and local governments, volunteers,
and Booth Society all play a part in
the day-to-day operations.”
Some of the largest changes
happened in the late 1980’s after a
closure threat, in which the U.S. Fish
& Wildlife Service ceased operations
of fish production and temporarily
leased the hatchery to the City of
Spearfish who operated it as a tourist attraction.
Following a large advocacy
effort, operations resumed at the
hatchery under the U.S. Fish &
Wildlife Service in 1989 with a new
name and mission focused on cultural resources and visitor services.
Congressional funding in the early
1990’s aided in the construction of
the archive building, gift shop and
fish viewing windows.
Over 118 years after it was
founded, the Hatchery’s mission remains the same: stock and establish
trout populations in the Black Hills
and surrounding areas, as well as
educate the public, connect people
with nature, youth in the outdoors,

The D.C. Booth Hatchery’s economic impact plays an important
role in the Spearfish community and
is made possible via partnerships.
Partners of the U.S. Fish & Wildlife
Service at the hatchery include the
Booth Society, South Dakota Game,
Fish & Parks, the City of Spearfish
and the American Fisheries Society.
The City has been an active partner by providing both in-kind and
monetary support.
“The city provides second penny
sales tax to the D.C. Booth Society
to assist with the public education
facility,” said Joe Neeb, City Administrator. “The city operates the Volunteer Village in the Campground that
is used for the Society volunteers
and it provides in-kind support
through Public Works and other city
departments as necessary.”
The D.C. Booth Society is a
non-profit, citizen-based group,
which relies on donations, sales, and
City subsidy funding to promote,
preserve, and enhance the educational, cultural, and recreational
opportunities at the D.C. Booth
Historic National Fish Hatchery. The
Booth Society does not own the fish
hatchery, but rather serves as a nonprofit friends support group for the
hatchery and works closely with the
entity that does own the hatchery the U.S. Fish & Wildlife Service.
Raising 40,000 trout annually is
made possible with in-kind contributions from the McNenny State
Fish Hatchery. Providing visitor services and educational opportunities
for over 150,000 guests each year to
view and feed the fish would not be

All the advocacy efforts resulted
in the U.S. Fish & Wildlife Service

for Fiscal Year 2014 (October 1,
2013-September 30, 2014) with

reprieve.

In August 2013, the U.S. Fish
and Wildlife Service threatened the
D.C. Booth Historic National Fish
Hatchery & Archives with a possible closure once again. The Spearfish hatchery wasn’t alone on the
threatened closure list; of the nearly

throughout the United States, there
were several others threatened, as
well. The Booth Society enacted an
advocacy campaign, which successfully attracted the attention of the
media, the U.S. Fish & Wildlife Service, and elected officials from the
state and national government. “Over 20,000 letters of support were sent on behalf of the D.C.
Booth Fish Historic Hatchery and an
intense social media push began to
both educate and advocate for the
hatchery,” according to Gregory.

met with state elected senators and
representatives as well as officials
from the Department of the Interior
in Washington D.C. to advocate for
the hatchery.
“It has been difficult to get a
complete understanding of what the
intentions are with the U.S. Fish and
Wildlife Service,” said Neeb. “If the
D.C. Booth Society, City of Spearfish
and the community have their way,
there will be no closure. We do

MOUNTAIN PINE
A creature the size of a grain of rice is threatening the
Black Hills landscape by leaving groves of dead, red-needled pine trees in its wake and intensifying future threats
to the area from severe wildfire and water shed issues.

“We are at the point in the Black Hills where whole
hillsides are dying and that is not the effect we want,”
according to Kurt Allen, a Forest Service entomologist at
Rapid City, on the Forest Service website. “The scale of
dead stands has grown to be too big.”
The Mountain Pine Beetle is not new to the area.
The pest was actually here when the Black Hills were
first settled in the 1870’s with the largest recorded
infestation occurring between 1897 and 1907 when an
estimated 5 million trees were killed. The community
of Deadwood was so named due to the large amount of
dead, fallen timber that surrounded it, which could have
been due to the beetle.
Rochford Area, SD
The current Mountain Pine Beetle attack as of 2010 is so far noted as the second most significant epidemic,
with more than 3 million trees killed. Concern about the
epidemic is particularly high due to watershed values and
recreation use. Stopping or at least slowing the attack is
critical because hazardous fuels and falling trees impact
watershed resources, human health and safety, and basic
services such as travel, electricity, and water. The infestation is also threatening the very identity of the area;
without pine trees covering the hillsides, the hills here
would no longer bare witness to the “black” name.
The mountain pine beetle epidemic also causes
economic concern as it has resulted in the loss of timber
worth millions of dollars to the economy.
A contact insecticide can be applied annually before
the beetles fly to protect special trees by killing the beetles when they attack the trees. Once a tree has been attacked, however, it is too late. While spraying isn’t uncommon by private landowners with a reasonable number
of trees to protect, it is not a realistic approach for saving
the millions of trees in the Black Hills National Forest.
Ironically, the best way to battle the beetle is to thin
the forest ahead of the infestation.

“The biggest defense for saving trees is thinning out
stands by logging, fuel reduction, or just thinning the
trees,” Allen said. The beetles tend to go after denser
stands. Fewer trees in an area will make it less likely to
have big beetle outbreaks, he said. Another official agrees that the beetle itself isn’t
really the root of the problem.
“We do not have too many beetles; we have too
many trees,” said Bill Schaupp, Entomologist for Forest
Health Protection with the United States Forest System.

Timber Industry Important to
Black Hills Area
A prolific seed producer, ponderosa pine is one of
the most important timber species in the western United States. The Black Hills National Forest was the site of
the first regulated timber sale in our country, which was
initiated by Homestake Mining Company in 1898. For
the last 110 years, the Black Hills National Forest has
been a national leader in sustainable forestry practices.
In 2011, 130 million board feet of timber were
harvested from 26,000 acres in the Black Hills National
Forest. In that same year, Black Hills sawmills produced
230 million board feet of lumber and other wood products with an estimated wholesale value of $83 million.
The Black Hills are home to ten working sawmills and
many other forest products companies. The Black Hills
forest industry employs nearly 1,500 people.
Controlling the Beetles
Improving or maintaining the trees health by thinning can maintain the trees normal defense mechanism
against the beetles. The majority of the mountain pine
beetles fly between July 15 and September 15 with the
peak flight occurring around Sturgis Rally Week.

Since 2011, Lawrence County
has spent over $2 million dollars of
donations and mineral severance
money fighting the mountain pine
beetle. In 2013 the State of South Dakota agreed to help fund this battle
on mostly federal lands by contributing another $2 million dollars to
four counties in the Black Hills. To
date this bug has killed over 100,000
acres of trees throughout the Black
Hills. Lawrence County has the second largest amount of infested acres.
It takes hundreds of beetles to kill a mature ponderosa pine. Each beetle carries many funguses, including a
blue stain fungus, from tree to tree; blue stain fungi plug
the water-conducting tissue of the tree, blocking the flow
of water from the roots to the needles. This, combined
with the damage caused by the pine beetle, is generally
sufficient to kill an infested tree within one year. Some
discoloration of the lumber occurs within just a month
or two causing a lower valued lumber product.
Local sawmills continue to harvest infested trees
and produce the blue lumber as part of their role in
the fight against the beetle, and local builders and
craftsman are finding creative ways to use it. Blue stain
pine can be found in the area in everything from custom-made furniture to interior finishes such as the wall
at Perkins Restaurant in Spearfish.
The good news is that the Black Hills has the pieces
needed to address the mountain pine beetle infestation
here, and much progress has been made. There is local
and state political support, local citizen support, industrial infrastructure and a capable U.S. Forest Service
staff. The Black Hills National Forest also offers easy
access, which makes it relatively easy to manage. n

Represents and educates the membership on issues and
challenges presented by local, state and federal entities; monitors legislation as it pertains to the Chamber’s
mission and business community; makes recommendations to the Chamber board of directors when positions
on issues may be required; plans and executes candidate
forums, Cracker Barrel sessions, and the annual trip to

Biker Bash Fundraiser
The Spearfish Chamber has been
revving up revenue for 19 years
with an annual Harley-Davidson
motorcycle drawing. This fundraiser party features entertainment,
dinner, silent auction, and the grand
prize drawing. Each $100 ticket is a
chance for the bike and admits two
to the Biker Bash!
Chamber Seminars
Watch the Fish Wrapper and Fish Bytes for these business luncheons, workshops, seminars and other training
opportunities. Topics vary from year-to-year based on
membership needs and requests.
Community Picnic
It’s a sizzling good time as we serve up summer delights
by beautiful Spearfish Creek. Watch for this event on
a Thursday evening at the end of August. Get tickets in
advance or at the picnic.
Educators’ Reception
Each year the Spearfish Chamber offers appreciation to
the men and women who teach and support our growing workforce.
Leadership Spearfish
This comprehensive program develops and encourages
potential leaders for our community and region. The
schedule consists of multiple sessions on a wide variety
of topics. The class also takes an annual trip to Business
Day at the Legislature in Pierre.
Northern Hills Business Expo
This business to business marketplace has been designed to give Chamber member businesses throughout
the Northern Black Hills an opportunity to interact with
other businesses and to highlight their products and
services. It is also an opportunity for business assistance and advice.
Taste of Spearfish
Taste of Spearfish offers an affordable way to sample
culinary features from local restaurants, caterers, and
food purveyors in a casual atmosphere. Watch for Taste
of Spearfish on a Monday evening towards the end of
January.
