Objective no1: Improve education and training of road users
During the 3rd RSAP, important legislation has been put in place as regards
driving licences and training of professional drivers. The impact of such
recent measures will be measured in the years to come. However, the
need to improve the quality of the licensing and training system, with a
special focus on young novice drivers, was stressed during the experts‘
and public consultation.
Ziel 1: Verkehrserziehung und Fahrausbildung/Fahrtraining der
Straßenverkehrsteilnehmer verbessern
Im Zuge des dritten Aktionsprogramms für Straßenverkehrssicherheit wurden
wichtige Rechtsvorschriften eingeführt, die die Führerscheine sowie die
Fahrausbildung und das Fahrtraining von Berufskraftfahrern betreffen. Die Wirkung
dieser neueren Maßnahmen wird in den nächsten Jahren gemessen werden.
Während der Konsultation von Fachleuten und der Öffentlichkeit wurde jedoch
betont, dass das System für den Führerscheinerwerb sowie die Fahrausbildung
und das Fahrtraining verbessert werden müssen, wobei das Augenmerk vor allem
auf junge Fahranfänger zu legen ist.

Objective no1: Improve education and training of road users
The current approach as regards driver training remains indeed too fragmented and
specialised. The Commission proposes to promote a wider approach and view
education and training as an overall process, a lifelong ‚educational
continuum‘. Ineractive methodes and the acquisition of autonomy should be
encouraged, while taking duly into account the need to keep the cost of the
licence at a reasonable level.
Ziel 1: Verkehrserziehung und Fahrausbildung/Fahrtraining der
Straßenverkehrsteilnehmer verbessern
Das jetzige Konzept der Fahrausbildung und des Fahrtrainings ist nach wie vor zu
fragmentiert und spezialisiert. Die Kommission schlägt vor, ein breiter gefasstes
Konzept zu fördern und die Verkehrserziehung sowie die Fahrausbildung und
das Fahrtraining als Gesamtprozess, als lebenslanges Lernen zu begreifen.
Interaktive Methoden und die Entwicklung der Eigenständigkeit sollten gefördert
werden, wobei gleichzeitig zu berücksichtigen ist, dass die Führerscheinkosten
vertretbar bleiben müssen.

• Pre-test
learning
The objective is to encourage practice before the test under maximum conditions
of safety. The Commission will reflect on several options, in particular the
inclusion of accompanied driving in the process leading to the issuing of the
licence. The introduction of harmonised minimum requirements will be
examined for persons involved in learning: such as accompanying persons and
instructors.
• Lernen vor der Führerscheinprüfung
Ziel ist es, die Fahrpraxis vor der Führerscheinprüfung unter größtmöglichen
Sicherheitsbedingungen zu fördern. Die Kommission wird mehrere Optionen
prüfen, vor allem, ob begleitetes Fahren vor dem Erwerb des Führerscheins in
die Fahrausbildung aufgenommen werden kann. Die Einführung harmonisierter
Mindestanforderungen für am Lernprozess beteiligte Personen wie
Begleitpersonen und Fahrschullehrer wird geprüft werden.

• The
driving licence test
The driving licence test should not be restricted to checking the candidate‘s
knowledge of the highway code or his ability to carry our manoeuvres. The
Commission will consider how to also include broader driving skills, or even an
evaluation of values and behaviour related to road safety (awareness of the risks)
and defensive, energy-efficient driving (reinforcement of the key elements of
eco-driving within the curricula of the theoretical and practical test).
• Führerscheinprüfung
Die Führerscheinprüfung sollte sich nicht darauf beschränken, die Kenntnisse der
Straßenverkehrsordnung oder die Fähigkeit des Fahrschülers, bestimmte
Fahrmanöver durchzuführen, zu überprüfen. Die Kommission wird der Frage
nachgehen, wie auch umfassender Fahrkenntnisse einbezogen werden können,
oder sogar eine Evaluierung von Werten und Verhaltensweisen im Zusammenhang
mit der Straßenverkehrssicherheit (Risikobewusstsein) und einer defensiven,
energieeffizienten Fahrweise (Stärkung der Schlüsselelemente umweltbewussten Fahrens in den Lehrplänen für die theoretische und praktische
Prüfung) in Erwägung ziehen.

The driving instructor must be able to plan, implement and evaluate driver
training effectively and meaningfully using the knowledge, skills and
understanding related to the topics listed in 1 a) to e).

Above all, an unlimited mutual recognition presently fails due
to the fact that many legal areas are not harmonized yet, e.g.
considerable differences exist in behavioral or insurance right.
Gegenwärtig scheitert eine uneingeschränkte gegenseitige
