The Culver City Council
on Monday approved key
modifications to a proposed
overhaul of the city’s public nuisance laws.
Enacted in 1965, the current regulations define various
commercial and residential
property owner violations
— such as allowing too many
weeds to grow, or leaving
certain discarded materials in
the public right of way — as
public nuisances.
Under the proposed new
rules, which are expected to be
the subject of a council vote
next month, regulations would
tighten. For example, the law
now in place considers “fallen, dead, decayed or diseased
trees, weeds or other vegetation in accumulated or bulky
quantities” to be violations; but
the proposed new regulations
would ban lawns with grass in
excess of six inches, and require
the removal of all vegetation
that might pose a fire hazard.

revisions to date, several members of the council believe the

“I still get a sense that if we
have a process we should say
it,” Armenta said, later asking
“if it takes one person to call
and make a complaint, why
not say it? Would it require
two complaints to get a verbal
warning? Why is it not included
in the ordinance?”
That recommendation and
one modifying the lawn height
rules — “I don’t want to see
enforcement officers putting their hand over the fence
and checking the height of the
grass much like a mechanic
would do with a dipstick,” said
Councilman Mehaul O’Leary
— were among those agreed
upon Monday. Others include
the hiring of a “neutral hearing
officer” to oversee enforcement,
and a proposal by Councilman
Andrew Weissman to include
a statement permitting droughttolerant and ocean-friendly landscaping.

Friday, the MTA board approved
an alignment for the western section of the light rail line, from
Culver City west to Santa Monica.

send the trains down an abandoned, MTA-owned freight rail
track parallel to the Santa Monica

into Santa Monica via Colorado

their neighborhood by detouring
down Venice and Sepulveda boulevards, but the MTA opted for

by Southern Pacific freight trains
from the 1920s until 1989.

Randolph was “under the influence of alcohol,” according to the

Randolph, 27, was booked for
DUI and bail was set at $5,000,
the CHP reported. Randolph was
released on bail about 9 a.m., and
was scheduled to appear April
27 in LAX Municipal Court, the
sheriff’s department reported.

An L.A. County Superior
Court judge has ruled in favor
of the Culver City Council’s
approval of the hotly debated
Entrada Office Tower project.
The March 25 ruling came
10 months after the United
Neighbors of the Westside filed
a lawsuit to block the 12-story,
342,000-square-foot
structure poised for construction in
Corporate Pointe. UNOW’s
main argument: The height of
the Entrada project exceeds
a building height maximum
allowance of 56 feet, a restriction approved by city voters in
1990.
The lawsuit was what is
known as a writ of mandamus,
which would have required
the developers to modify the
project accordingly if Judge
Thomas McKnew gave his

In his ruling, McKnew
concurred with a finding last

Redevelopment Agency that

city’s redevelopment goal to
stimulate development.”
“The court must resolve
conflicts in evidence in favor
of administrative decision,”
wrote McKnew. He later cautioned that property owners in
“California … do not have a
right of access to air, light and
view over adjoining property.”

the Radisson Hotel in Corporate
Pointe, right next to the 405
Freeway.

Weiss and attorney Carmen
Trutanich continually criticized
each other during the 90-minute
forum, during which they also
fielded questions from the audience.
Calling his opponent “a
walking, talking conflict of
interest,” Weiss demanded that
Trutanich, a former deputy district attorney, make public the
list of clients represented by his
private law firm. He predicted
that with Trutanich in office,
the city would too often be
forced to retain outside counsel because Trutanich’s clients
— which he said have included
the National Rifle Association
and various oil companies — are
likely to have legal claims before
the city.
“We don’t know the full extent
of those clients,” said Weiss,
who won 35 percent of the vote
in last month’s primary election.
“Each and every one of those
clients needs to be disclosed to
the public. ... If Mr. Trutanich
is city attorney, that will raise
serious questions of conflict of
interest.”
Trutanich, who placed second
with 27 percent of the primary vote, responded by invoking his 31-year career as a
lawyer. “When you don’t have
any legal experience, you talk
about something else,” he said.
“You talk about disclosures
when you don’t have any knowledge of the law. You attack your
opponents. … If you don’t know

“Alien Trespass,” an indie
homage to the classic, low-budget sci-fi movies of the 1950s,
enters theaters with audience
moods in a much different place
than they were in the optimistic
post-war period that spawned
this particular brand of escapist
entertainment.
At the same time, some things
haven’t changed all that much:
as the growing threat of nuclear
annihilation helped legitimize
the themes explored in those Bmovies from another time, this
week’s hysteria over a North
Korean rocket launch proves that
filmmakers can still win over
audiences by tapping into those
fears.
Thus, “Trespass,” directed
and produced by R. W. Goodwin, a writer-producer-director
on the hit “X-Files” series, plays
it straight as we travel back to
1957, where a meteor shower
lights up the night sky over a noname town in California’s Mojave desert.
There, the dashing noted astronomer Ted Lewis (Eric McCormack of “Will & Grace”) is
preparing an anniversary dinner
for his wife (Jody Thompson).
Meanwhile, in another part of
town, Tammy (Jenni Baird), the
blonde waitress at the local diner who harbors artistic dreams,
thinks the shooting stars are a
portent to an exciting future.
However, what they are witnessing is a fiery spacecraft hurtling towards Earth, which crashlands on a ridge in the desert.
Through a series of twists, Ted
and Tammy end up as Earth’s
last hope in a fight against the
Ghota — a rubbery, one-eyed
creature with an insatiable appetite for human flesh.
As they discussed the shoot in
a recent session with entertainment journalists, McCormack
and Baird seemed to have a blast
— particularly when recalling
a scene in which an alien that
has invaded Ted’s body begins
to have unexplained humanoid
feelings for Jenny.
“We have one of those classic
movie moments when we kiss
on the side of the mouth,” joked
Baird who said she bonded with
her co-star over a bottle of wine
before the cameras rolled. “I
loved doing it. Period pieces are
so much fun.”
McCormack, who as Ted affects a stilted, matinee-idol style
of acting, ran with the part and
had no problems with a breakneck 15-day shoot. “Honestly, I
love a director who has the confidence to print the first take,”
said McCormack, 45, a classically-trained actor from Toronto. “Coming from television, I
don’t need all day to shoot two
pages.”
The Australian-born Baird,
who makes her feature debut in
“Alien Trespass” and became
a fan favorite as Dr. Meghan
Doyle on the USA Network’s
“The 4400,” agreed.
“Even though I was also classically trained, it’s weird that Australian actors only seem work in
television and films,” she said.
“So I was used to the fast pace.”
Added Baird, whose character
discovers a saline weapon that
proves effective when battling
the Ghota: “I threw the salt in the
wrong place once and we had to
do a couple takes.”
Her co-star chipped in with
mock anger: “Thanks a lot. We
lost eight minutes there,” said
McCormack.
As for their own favorite classic films of the period, Baird
cites the original “War of the
Worlds,” whereas McCormack
favors “The Day the Earth Stood
Still,” remade recently with Keanu Reeves in the starring role.
“I think that movie has probably aged the best, but as for the
remake,” quipped McCormack,
“that probably hasn’t aged well
even in the last few months.”

It’s been a while since there
was a good prison break movie
that stuck to the basics: a group
of condemned cons plotting their
escape to freedom while trying
not to arouse suspicion.
For what turns out to be its
dream team of anti-heroes, “The
Escapist” fills the void.
Set to open Friday, the film has
already received well-deserved
praise at the Sundance Film Festival and the British Academy of
Film and Television Arts in Scotland.
First-time director Rupert
Wyatt drops audiences into an
overcrowded and dingy British
prison. The first inmate you meet
is the aging Frank (Brian Cox), a
lifer who becomes determined to
break out after receiving a letter
informing him that his daughter
has become a junkie.
To formulate and execute a
plan, Frank rounds up his two
most trusted friends in the joint:
Brodie (Liam Cunningham),
who’s the brains of the operation
and Drake (Joseph Fiennes), the
muscle.
One of the most refreshing elements of “The Escapist” is that
it doesn’t attempt to develop its
characters in any great detail
— avoiding incessant, clichéd
voiceovers and refusing to establish any reason why you should
feel anything for these characters.
Wyatt keeps reminding you
why these people are in jail, as
opposed to Frank Darabont, for
example, who humanized his
characters in the beloved “The
Shawshank Redemption.”
This film speaks a language of
subtlety that allows the audience
to share the tension experienced
by the escapees. With amazingly
minimal dialogue, we are able to
share in the strengthening bond
between these characters — it’s
a powerful type of on-screen
chemistry you don’t see very often. Wyatt successfully meshes
the actual jail break sequence
with the events that lead up to the
escape attempt, keeping viewers
on edge the entire time, almost
like mini-cliffhangers.
Of course, none of this could
have been achieved without terrific performances all around —
especially by Cox and Fiennes,
who lose themselves entirely in
their roles.
In addition, the climax —
which plays like something out
of an M. Night Shyamalan movie
— will keep audiences debating
long after “The Escapist” has left
the screen.

Perhaps sensing a growing
unlikelihood that the California
Supreme Court will restore
marriage rights stripped by voters in November, gay rights
activists took part in a frequently somber town hall meeting
last Wednesday on moving forward after Proposition 8.
In contrast to the cries for
protests and rallying that immediately followed the ban on
same-sex marriage, leaders of
the equal marriage movement
gathered at the Los Angeles
Gay & Lesbian Center to discuss
the next chapter of their cause.
Robin Tyler, one-half of a
couple that filed suit against
the state to overturn Prop. 8,
urged gay marriage proponents
to remain civil should the state’s
high court denies the appeal.
She cautioned against actions
that might turn off moderate
supporters of gay rights.
“We’re all going to be in the
streets and we’re all going to
be very angry, but we have to
make sure when we express
the anger, we don’t turn off
the 48 percent of voters that
supported us,” Tyler said. “As
angry as we are going to be,
we should not be doing things
that are going to hurt our community.”
Tara Borelli, an attorney
at Lambda Legal, a law firm
specializing in gay and lesbian
rights that represented some
of the plaintiffs in the appeal,
said if the state Supreme Court
rules to keep Proposition 8
in place, the decision should
not be appealed to a federal
court. A defeat for gay rights in
California should stay within the
state, she said.
“The consequence of a
potential loss would be devastating, it would set us back,”
Bolero said, adding that a
defeat at the federal level
would set a precedent for the
entire country. “A loss would
make it difficult to win in other
states. … We have to be careful
because everybody’s future is
in our hands when suits like
this are considered.”
A coalition of equal marriage
rights organizations sent representatives to the town hall, with
each sharing their own view of
what could be done to change
the minds of same-sex opponents in the next few years.
Marc Solomon, marriage
director for Equality California,
a non-profit civil rights organization for gays and lesbians,
said an approach that worked
for
Massachusetts
could
work for California. In 2003,
Massachusetts became the first
state in the country to recognize same-sex marriages, which
Solomon attributed to a different type of movement by the
state’s gay community. He said
many same-sex couples went
into communities throughout
the state and shared their love
stories, creating thousands of
positive images to serve as the
face of equal marriage rights.
“Gay and lesbian couples
went out and told their stories,”
Solomon said. “They talked
to legislators, friends, family and to people who weren’t
with us yet. That’s what moved
people.”
Solomon said he believes
adapting that approach could
result in a victory for the gay
community in the Golden
State. “I have a huge amount
of confidence that we’re going
to be able to turn this around,”
he said.
Vote for Equality Project
Manager Regina Clemente said
she has already begun to do
that in California, and wants
others to do the same before
same-sex marriage returns to
the ballot.
“We have to go out and talk
to voters to hear what they’re
saying about being undecided
or unsupportive,” she said.
“We have to be analyzing
what they’re saying and what
message we can say that could
resonate with voters.”

have either one, you attack the
other side. That’s exactly what
you’re getting right now.”
Trutanich did not disclose
the names of his clients during
the forum and gave no indication that he ever planned to do
so. However, he did welcome
voters to scrutinize his list of
campaign contributors.
He then blasted Weiss for
what he said was overdevelopment of the Fifth District
the councilman represents.
Said Trutanich: “Here’s a guy
who is in the back pocket of
almost every developer in
the city telling me to disclose
something.”
When not engaged in negative attacks, the candidates
appeared to agree on a number
of citywide issues.
Both said they wanted
tougher rules and regulations
against billboard companies
and their executives. “The only
acceptable way to pass it is to
have one with teeth that will
put a visual end to blight in the
city,” Weiss said.

put them in county jail for 12
hours,” he said, “then they’ll
have a different view.”
Sending legal liaisons from
the city attorney’s office to
neighborhood council meetings,
for the purpose of empowering
civic organizations, is a proposal also strongly favored by
both Weiss and Trutanich.
“The city attorney’s office is
kind of the glue behind what
happens behind the city, nothing happens without the lawyer
signing of on it or modifying it,”
Weiss said. “The city attorney
needs to provide more aggressive legal assistance to [the
Department of Neighborhood
Empowerment.]”
Trutanich added that his
support for stronger legal ties
between the city attorney’s
office and with neighborhood
councils in order to make
obtaining legal advice an easier and affordable process.
“Homeowners
associations
have more power than neighborhood councils, you are a voiceless concern,” he said, later
adding: “If you want to speak to
the council so you could appeal
a council decision, which one of
you is going to write the check
to hire the lawyer?”
In a closing statement, Weiss
offered a brief summation of his
accomplishments as a councilman since 2001, saying that
the city has “grown the LAPD,
we’ve seen crime dip to all time
lows.”
Trutanich emphasized his
determination to combat gang
violence by strengthening antigun laws. “In this city I don’t
want you to feel safe,” he said.
“I want you to be safe.”

But Mayor Scott Malsin, a
leading advocate of the stricter
ordinance, said the new language would eliminate wording
that is “so incredibly broad.”

ordinance is something that’s
much less open to interpretation,” Malsin said. The new
ordinance has been drafted
not to create an army of code
enforcement officers, he added,
but rather to combat “chronic
abusers of the patience of neighbors.”

search warrant, the argument
began when the victim —
again identified only as “Robyn
F.” — read a three-page text
message on Brown’s cell phone
from a woman with whom he
reportedly had a “previous
sexual relationship.”
According to police, the
victim “suffered visible inju-
ries and identified Brown as
her attacker” in response to
questioning by officers dispatched in response to a 911
call made by an area resident.
Brown had already left by the
time police arrived.
Brown surrendered later that
day to police and was released
on bail. His attorney, Mark
Geragos, has refused to comment on the case.
On Feb. 15, Brown issued
an apology. “Words cannot
begin to express how sorry and
saddened I am over what transpired,” he said. “I am seeking
the counseling of my pastor,
my mother and other loved
ones and I am committed,
with God’s help, to emerging a
better person.”
After Brown’s initial appearance on March 5, Etra declined
to discuss any of the facts of
the case or rumors that the two
singers had reconciled.
