Dear sailors!
Herzlich willkommen in Warnemünde. Als Ausrichter der
Regatten der WARNEMÜNDER WOCHE freuen wir uns, Sie
und Euch vor und in Warnemünde zu begrüßen.
As organizer hosting the races of WARNEMUENDER WOCHE
we are happy to warmly welcome you in Warnemuende.
Liebe Seglerinnen und Segler, liebe Leser, liebe Besucher,
die WARNEMÜNDER WOCHE und die Internationale Bootsausstellung Hamburg, hanseboot, sind seit 20 Jahren eng
miteinander verbunden. Ich freue mich deshalb besonders, dass wir diese Verbundenheit nun durch eine Premiumpartnerschaft besiegeln und weiter vertiefen. Mit
rund 2.000 Seglern aus 30 Nationen ist die WARNEMÜNDER WOCHE eine der herausragenden Veranstaltungen im
Regattakalender.

For 20 years, WARNEMUENDER WOCHE and Hamburg International Boat Show – hanseboot – have been closely connected.
Therefore, I am especially glad that we set seal on our relation and are deepening this connectivity through a premium
partnership. With more than 2,000 sailors from 30 nations.

am Alten Strom schlagen. Gemeinsam mit der hanseboot als Hauptpartner der WARNEMÜNDER WOCHE werden wir vor der untergehenden Sonne Sieger ehren, Parties feiern und nach langen Tagen
die Abende genießen, denn wir wollen nicht nur auf See die WARNEMÜNDER WOCHE so begehen wie sie ist: als internationales und
hochkarätiges Segelevent mit viel Charme und individuellem Flair.
As from this year, the center of action onshore will be at „hanseboot
Event Area“ located on our club grounds at Alter Strom. In cooperation
with hanseboot as premium partner of WARNEMUENDER WOCHE, we
would like to honor at this site our winners, to celebrate parties, to round
out long days and to keep the WARNEMUENDER WOCHE as what it is already known today: An international and top-class sailing event with
great charm and individual touch.
In der „hanseboot event area“ wollen wir den Segelsport verständlicher, greifbarer und für alle erlebbar machen. Gemeinsam
mit dem Organisationskomitee der WARNEMÜNDER WOCHE werden

By means of „hanseboot Event Area“, we intend to make sailing more
understandable, more tangible and able to be experienced by everybody.
In cooperation with the Organizing Committee of WARNEMUENDER
WOCHE, we will expand this sailing event to an international meeting
point for sailors further on.

Allgemeine Hinweise für Regattateilnehmer
General information for competitors
Die Anreise der Klassen für den zweiten Teil der WARNEMÜNDER
WOCHE kann nicht vor Mittwoch, 6. Juli 2011, erfolgen.
Please note: All participants joining in the second part of the WARNEMUENDER WOCHE are advised not to arrive before Wednesday 6th July 2011.
Alle Regattateilnehmer werden gebeten, die besonderen Verkehrsregelungen im und um das Regattagelände auf der Mittelmole und
der Hohen Düne zu beachten. Sie sind notwendig,
a) um die große Zahl von Booten, die zur WARNEMÜNDER WOCHE
kommen, aufzunehmen,
b) um die Verkehrswege für Polizei, Rettungswagen und Feuerwehr
freizuhalten.
All competitors are requested to comply with the special traffic regulations within and around the marinas Mittelmole and Hohe Duene. Compliance is necessary
a) in order to receive the great number of boats coming to the WARNEMUENDER WOCHE,
b) to keep clear the approaches for ambulances, fire trucks and police
cars.
Während der WARNEMÜNDER WOCHE wird an den Reisetagen eine
Einbahnstrassenregelung eingerichtet, weitere Informationen siehe
Veranstaltungshomepage. Bitte folgen Sie den Anweisungen der
Hafenmeister und des Sicherheitspersonals.
During the days of arrival and departure of the WARNEMUENDER WOCHE
there is only one-way traffic feasible, for further information see web
site of the WARNEMUENDER WOCHE. Please follow the instructions of the
harbour master and the security staff!
Regeln auf dem Veranstaltungsgelände
• Das Grillen bzw. Anzünden von Lagerfeuern und anderen offenen
Feuerstellen ist strengstens verboten.
• Das Baden und Angeln in allen Hafenanlagen ist strengstens verboten.
• Das Arbeiten an den Booten inklusive Mast stellen, Mast legen
und Auftakeln ist auf den zugewiesenen Parkflächen sowie auf
dem Camping-, Wohnmobil- und Trailerplatz ausdrücklich untersagt.
• Bei Nichtbeachtung der Vorschriften können polizeiliche Maßnahmen nicht vermieden werden.
• Beachten Sie bitte das Merkblatt, das Sie bei der Anreise am Eingang zu den Yachthäfen oder im Regattabüro erhalten.
General traffic rules in the harbour area
• It is strictly forbidden to have a barbecue or an open fire in the harbour area.
• Swimming and fishing are strictly forbidden in all areas of the Warnemuende harbours.
• Any duties on the boats including setting the mast or any procedures
of rigging are strictly forbidden on all parking grounds and on all
camping sites or parking facilities designed for trucks and trailers.
• Non-compliance may call for enforcement by the police.

Geplante Klassen- und Stegpartys während der Veranstaltung im
Hafenbereich sind vor Beginn der WARNEMÜNDER WOCHE beim Veranstalter anzumelden.
Class and private parties in the harbour area which will be held during
the event must have granted permission by the organizer, an application
shall be made previous to the event.
Trainer- und Begleitboote
Im Sinne der Sicherheit und eines reibungslosen Ablaufs der gesamten Regatta sind folgende Grundsätze einzuhalten:
• Vor der Nutzung müssen sich alle Motorboote registrieren lassen.
Es sind pro Boot 25,00 € Hafengebühr zu entrichten.
• Jedem registrierten Motorboot wird eine eindeutige Nummer zugeteilt. Diese muss sichtbar angebracht werden.
• Die Motorboote dürfen ausschließlich auf den ihnen zugewiesenen Liegeplätzen liegen.
• Die Veranstalter weisen darauf hin, dass Führer von Schlauchoder sonstigen Motorbooten den Sportbootführerschein See –
bei Ausländern den entsprechenden Führerschein ihres Heimatstaates – mitführen müssen.
• Die gesetzliche Höchstgeschwindigkeit auf der Warnow beginnend zwischen den Molenköpfen beträgt 6 kn. In den Häfen und
im Alten Strom gilt eine Höchstgeschwindigkeit von 3 kn.
• Trainer- und Begleitboote haben den Anweisungen der Wettfahrtleitung bzw. Jury zu folgen.
• In Notsituationen ist jedes Trainer- und Begleitboot zur Hilfeleistung verpflichtet.
Support boats
For all people safety and for the good course of the event, please pay attention to the following basic - rules:
• Before being used all support boats shall be registered and shall pay
a harbour fee of 25,00 € per boat.
• A unique registration number will be assigned to each support boat.
Support boats shall present their registration number clearly visible.
• Support boats are to be moored only in the allocated berths in the
marinas.
• The organizer wishes to inform you that all helmsmen of rubber boats
or other motorboats have to hold the appropriate German license –
e.g. international certificate for pleasure boats off shore – foreign participants shall hold the adequate license of their home country.
• The civil speed on the Warnow river (beginning with the heads of
the two moles) is limited to 6 kns. Within the harbour and on the
river Alter Strom the civil speed is restricted to 3 kns.
• All drivers of support boats have to follow any instructions given by
the Race Committee or the Jury.
• In case emergency all trainer - and support boats are obliged to help
every body.
Kranen
Kielboote, die auf dem Landweg anreisen, können von den vorhandenen Kränen zu Wasser gebracht und wieder an Land genommen werden. Kranen 1 x zu Wasser und 1 x an Land ist im
Meldegeld enthalten.
Eine Ausnahme bilden Seekreuzer. Diese haben pro Hub eine Krangebühr von 25,00 € zu entrichten.
Kranen für Yachten über 6t kann nur im Yachthafen Hohe Düne vorgenommen werden.
Utility of cranes
Keel boats arriving by trailer may be launched and hauled out by the
local cranes. During the event a craning fee for one launching and one
haul-out is included in the entry fee.
Liegeplätze
Die Liegeplätze befinden sich im Yachthafen Mittelmole, Alter
Strom, Weststrand oder im Yachthafen Hohe Düne (siehe Seite 16
dieser Ausschreibung).
Liegeplätze werden vom Hafenmeister zugewiesen.
Die gekennzeichnete Zuordnung der Stege und Flächen ist verbindlich.
Liegeplatzgebühren werden für die Teilnehmer in der Zeit vom 1. bis

Der Campingplatz für die Teilnehmer mit der Basis Yachthafen Hohe
Düne (nur 2.4mR, keine Zelte!) befindet sich auf dem Gelände der
Yachthafenresidenz Hohe Düne GmbH.
Auf die die Beschilderung und die Einweisung durch das Hafenpersonal ist zu achten. Die Campingplätze stehen nur Teilnehmern der
WARNEMÜNDER WOCHE zur Verfügung.
Campingplatzkarten können direkt beim Parkplatzwächter erworben werden.

and parking lots are reserved to competitors.
Tickets for camping and mobile-home parking lots are available at the
car-park attendant.

Das Seewetter- Informationssystem SEEWIS ermöglicht den Abruf von aktuellen

SEEWIS- Regatta
Die Programmversion SEEWIS Regatta wendet sich an den Nutzer, der in kleineren

Regeln
Die Regatten unterliegen den Regeln, wie sie in den Wettfahrtregeln – Segeln (WR) definiert sind.
Bei Sprachkonflikten ist im Zweifelsfall der englische Text
maßgebend. Bei den Ordnungsvorschriften des DSV ist der
Deutsche Text maßgebend.
Die Limitierung der 420-Klassenregel, nur einen Satz Segel
zu benutzen, ist außer Kraft gesetzt.
Boote, die nicht in einer Wettfahrt sind, dürfen nicht durch
andere Kurse segeln, auf denen Boote segeln und Bahnmarken ausgelegt sind.
Bekanntmachungen an die Teilnehmer
Bekanntmachungen an die Teilnehmer werden an der offiziellen Tafel ausgehängt. Diese befinden sich in der Nähe
des Regattabüros Mittelmole. Für 2.4mR gibt es Kopien der
Aushänge im Hafen Hohe Düne.

Rules
The regattas will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
If there is a conflict between languages the English text will take
precedence. In the prescriptions of the DSV, the German version
shall prevail.
The 420-class rules limitation to use only one set of sails is suspended.
Boats not racing shall not sail on other course areas where
marks are placed and boats are sailing.
Notice to competitors
Notices to competitors will be posted on the official notice board
located near the race office Mittelmole. For 2.4mR are copies
in the harbour Hohe Duene.

Änderungen der Segelanweisungen
Jede Änderung der Segelanweisungen einschließlich der 3.1.
Bahn-Zuordnung wird vor 9.00 Uhr des Tages, an dem sie
in Kraft tritt, ausgehängt. Änderungen im Zeitplan der
Wettfahrten werden jedoch bis 20.00 Uhr des Tages, bevor
sie in Kraft treten, ausgehängt.
Changes to Sailing Instructions
Any change to the sailing instructions including the dedicated
Course Area will be posted before 9.00 h on the day it will take
effect, except that any change to the schedule of races will be
posted by 20.00 h on the day before it will take effect.

Signals made Ashore
Signals made ashore will be displayed at the flag pole in harbour
Mittelmole. Signals for 2,4mR will be displayed on flag pole Hohe
Duene. Signals for RS:X and Bic-Tecno will be displayed at the
tent on the beach.
When flag AP is displayed ashore, ‘1 minute’ is replaced with
‘not less than 60 minutes’ in the race signal AP.

Signale an Land
Signale an Land werden am Flaggenmasten im Hafen Mittelmole gesetzt. Signale, die für 2.4mR gelten werden am
Flaggenmast in Hohe Düne gesetzt, Signale die für RS:X
und Bic-Tecno gelten werden beim Zelt am Strand gesetzt.
Wenn die Flagge AP an Land gesetzt wird, ist ‘1 Minute’
durch ‘nicht weniger als 60 Minuten’ in dem Wettfahrtsignal AP zu ersetzen.
Wird Flagge Y an Land gesetzt, gilt Regel 40 unbeschränkt
auf dem Wasser. Das ändert das Vorwort zum Teil 4.
Werden die Signalflaggen AP über H an Land gezeigt, so be
deutet dies „Boote dürfen nicht den Hafen verlassen, Warten
Sie auf weitere Instruktionen.“ Dieses ändert die Signale AP
über H.

Die Diagramme in Anhang 1 zeigen die Kurse mit den an
genäherten Winkeln zwischen den Bahnschenkeln, die Reihenfolge wie die Bahnmarken zu passieren sind und an
welcher Seite sie zu lassen sind.
Spätestens zum Ankündigungssignal wird die Wettfahrtleitung auf dem Startschiff den ungefähren Kompasskurs des
ersten Bahnschenkels anzeigen.
Das Startschiff wird folgende Signale zeigen, um den zu segelnden Kurs anzuzeigen:
(a) Schwarze Tafel mit weißen Zahlen: der zu segelnde Kurs.
(b) Weiße Tafel mit schwarzen Zahlen: Der ungefähre Kompasskurs zur Bahnmarke 1.
(c) Gelbe Tafel mit schwarzem Buchstaben "L": Langer Kurs.
(d) Falls Trapezkurse gesegelt werden:
• Gelbe Tafel mit schwarzem Buchstaben "O": Outer Loop
• Gelbe Tafel mit schwarzem Buchstaben "I": Inner Loop
Ist im Diagramm ein Tor gezeichnet, kann das Tor auch durch
eine einzige Bahnmarke ersetzt werden, die backbord zu
lassen ist.

The diagrams in Attachment 1 show the courses, including the
approximate angles between legs, the order in which marks are
to be passed, and the side on which each mark is to be left.
8.2.
No later than the warning signal, the race committee starting
vessel will display the approximate compass bearing of the first
leg.
The starting vessel will show the following signals to designate
the course:
(a) Black board with white number: the course to be sailed.
(b) White board with black numbers: the approx. compass bearing to mark "1".
(c) Yellow board with black letter "L": Long course
(d) If trapezoid courses will be sailed:
• Yellow board with black letter "O": outer loop
• Yellow board with black letter "I": inner loop
If the diagram shows a gate, the gate may be replaced by a single mark to be left to port.

Der Start
Die Startlinie ist zwischen einer Stange mit einem Peildreieck auf dem Startschiff auf der Steuerbordseite und entweder einer Startbahnmarke mit einer roten Flagge auf
einem Boot der Wettfahrtleitung auf der Backbordseite der
Linie.
Nach dem Ankündigungssignal einer Klasse müssen alle an
deren Boote einen Abstand von mindestens 100 m zur
Startlinie einhalten.
Ein Boot das später als 4 min. nach seinem Startsignal startet wird DNS gewertet. Dies ändert WR A.4.1.

the race committee boat at the starboard end and either a starting mark with a red flag or a staff displaying a red flag on a

After the warning signal of a class all other boats shall stay in
distance of at least 100 m to the starting line.
A boat starting later than 4 minutes after her starting signal will
be scored DNS. This changes RRS A4.1.
Änderung des nächsten Bahnschenkels
Zur Änderung des nächsten Bahnschenkels eines Kurses
wird die Wettfahrtleitung eine neue Bahnmarke derselben
Farbe und Form auslegen (oder die Ziellinie verlegen) und
die ursprüngliche Bahnmarke sobald als möglich entfernen.
Bei einer Änderung der Lage der Luv-Bahnmarke auf Kursen
mit Offsetmarken wird keine (neue) Offsetmarke gelegt.

Die Ziellinie ist zwischen einer Stange mit einem Peildreieck
auf dem Zielschiff auf der Steuerbordseite und entweder
einer Zielbegrenzungsboje mit einer roten Flagge oder einer
Stange mit einer roten Flagge auf einem Boot der Wettfahrtleitung auf der Backbordseite der Linie.
Wird auf dem Zielschiff die Flagge „L“ gezeigt, bedeutet dies.
„Eine weitere Wettfahrt wird sobald als möglich gestartet.

Boote, die nicht innerhalb von 30 Minuten nachdem das
erste Boot ihrer Klasse die Bahn abgesegelt hat und durchs
Ziel gegangen ist, werden ohne Verhandlung DNF gewertet.
Das ändert die WR 35, A4 und A5.

Target Time and Time Limits
Target time for windsurfer is 30 minutes, for all other classes 60
minutes. Failure to meet the target time will not be grounds for
redress. This changes rule 62.1(a).

If no boat has passed mark 1 within 30 minutes (Windsurfer 20
minutes) the race will be abandoned.
14.3.
If no boat has reached the finishing line within 90 minutes (Windsurfer 50 minutes) the race will be abandoned.
Boats failing to finish within 30 minutes after the first boat of
her class sails the course and finishes will be scored DNF without a hearing. This changes RRS 35, A4 and A5.

To change the next leg of the course, the race committee will lay

Die Protestfrist beginnt mit dem Ende der letzten Wettfahrt

die Boote gemäß WR 61.1(b) zu informieren.
Proteste werden, wenn möglich, in der Reihenfolge des Ein
gangs verhandelt. Beginn und Reihenfolge der Verhandlungen werden an der offiziellen Tafel spätestens 30 Minuten nach Ende der Protestfrist ausgehängt.
Protestparteien und Zeugen haben sich unverzüglich zur angegebenen Zeit vor dem Verhandlungsraum bereitzuhalten.
Verstöße gegen die SA 21, 22, 23, 24, 25 sind kein Grund für
einen Protest eines Bootes. Dies ändert WR 60.1(a). Strafen

Ein Boot oder die Ausrüstung können jederzeit in Bezug auf
die Einhaltung der Klassenvorschriften und der Segelanweisungen überprüft werden. Auf dem Wasser kann ein
Boot durch einen Ausrüstungskontrolleur oder Vermesser
der Wettfahrtleitung aufgefordert werden, sich sofort für
eine Überprüfung zu einer bestimmten Stelle zu begeben.

A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water,
a boat can be instructed by a race committee equipment inspector or measurer to proceed immediately to a designated
area for inspection.

Jedes Boot außer Segelsurfern muss vor seinem Ankündigungssignal eine Check-Linie zwischen dem Startschiff und
einer Boje mit grüner Flagge auf dessen Steuerbordseite
von Lee nach Luv durchsegeln, wenn eine solche gelegt ist.
Boote die in der Wettfahrt aufgeben müssen dies sofort der
Wettfahrtleitung oder dem Regattabüro melden. Die Telefonnummer des Regattabüros wird an der offiziellen Tafel
ausgehängt.
Bei besonderen Gefahrensituationen (Wetter, …) werden
von der Wettfahrtleitung, zusammen mit oder nach den Signalen für Abbruch einer Wettfahrt, 3 grüne Sterne gefeuert.
Dieses Signal wird von möglichst vielen Booten der Wettfahrtleitung wiederholt.
Dies bedeutet für segelnde Boote:
Die Sicherheit von Besatzung und Steuermann hat Vorrang. Segeln Sie Ihr Boot in den nächstgelegenen Hafen.
Für alle anderen im Regattagebiet befindlichen Boote:
Beobachten Sie Ihre Umgebung und helfen Sie bei der
Bergung von Besatzungen und Booten.
Sicherheit im Gebiet des Seekanals Warnemünde:
• Vorsicht: Starker Fährverkehr in der Schifffahrtsstraße,
kreuzen Sie diese auf dem kürzesten und sichersten Weg.
• Verkehrsbestimmungen sind unbedingt zu beachten (KVR
und Seeschifffahrtsstraßen Ordnung)

Any competitor receiving a perpetual trophy undertakes to keep
it in his or her safe custody and to return it on request to the or
ganizers without delay. He or she shall be responsible for any

nach Zieldurchgang bei der Wettfahrtleitung abzugeben.
Etwa drei Seemeilen vor dem Ziel muss über den UKW-Arbeitskanal (69) bei der Wettfahrtleitung eingecheckt werden.
Während der Dunkelheit muss beim Zieldurchgang die Segelnummer im Großsegel angestrahlt werden.
7.5.
Kurs für die Wettfahrt “Mecklenburgische Bäderregatta” ist: 7.5.
Start Mittelmole
Für die Wettfahrt “Mecklenburgische Bäderregatta” wird
eine Kopie der Kurse und Bahnmarken für jedes Boot am
08.Juli.2011 um 19.00 Uhr im Wettfahrtbüro bereitgehalten
und eine am offiziellen Brett für Bekanntmachungen aus
gehängt.

Additional applies:
The southern line of traffic separation “Kadettrinne” shall not be
crossed. The position is to be noted in the logbook every two
hours. Additionally following times are to be logged: Passing
lighthouse Dueodde with bearing 360° true, passing lighthouse
Hammerodde with bearing 180° true. The form for recording the
positions of the logbook shall be signed by the person in charge
and delivered to the race committee latest one hour after
finishing. Boats shall call the race committee 3 miles off the
finishing line by VHF working channel (69) for checking in. Main
sail shall be illuminated if the finish line is crossed during the
darkness.

between a yellow pole on the Mittelmole in Warnemuende and
the green buoy with the number 19 of Warnemuende water way.
It is to be passed from north to south.
The finishing-line of the races “2 Up & Down” will be between
a pole displaying a triangle on the race committee boat at the
starboard end and a starting mark with a red flag at the port
end of the line.
Strafsystem

Proteste
Protestformulare sind im Wettfahrtbüro erhältlich. Proteste
und Anträge auf Wiedergutmachung oder Wiederaufnahme
müssen dort innerhalb der entsprechenden Frist eingereicht
werden.
Die Protestfrist beginnt mit dem Zieldurchgang des protestierenden Bootes und dauert 90 Minuten.
Benachrichtigungen über Proteste der Wettfahrtleitung oder
der Jury werden innerhalb der Protestfrist ausgehängt um
die Boote gemäß WR 61.1(b) zu informieren.

For “check in” prior the warning signal each boat shall stay with
main sail set near the head of “Mittelmole” respectively pass
the starting vessel in race “Warnemuende – Cup” and “2 Up & Down”.

Boats retiring from a race shall report this immediately to the
race committee or the race office. The race office telephone
number will be posted on the official board.

The race “hanseboot Rund Bornholm” will be conducted according to safety category 2. (Exceptions in accordance to classrules and design features are possible only with written permission of the equipment- inspector) Time of safety checks will

Sicherheitsbestimmungen
Zur Startkontrolle müssen sich alle Boote vor ihrem Ankündigungssignal mit gesetztem Großsegel in der Nähe des
Kopfes der Mittelmole aufhalten, bzw. bei der Wettfahrt
„Warnemünde–Cup“ und „2 Up & Down“ das Startschiff passieren.
Boote, die in der Wettfahrt aufgeben, müssen dies sofort
der Wettfahrtleitung oder dem Regattabüro melden. Die
Telefonnummer des Regattabüros wird an der offiziellen
Tafel ausgehängt.
Die Wettfahrt „hanseboot Rund Bornholm“ wird nach Sicherheitskategorie 2 durchgeführt. (Ausnahmen sind nach Klassenvorschriften und Konstruktionsbedingungen nur mit einer
schriftlichen Erlaubnis durch den Ausrüstungskontrolleur
möglich) Zeitpunkt des Sicherheitscheck wird durch Aushang bekannt gegeben.
Sicherheit im Gebiet des Seekanals Warnemünde: Die Verkehrsbestimmungen sind unbedingt zu beachten (KVR und
Seeschifffahrtsstraßen Ordnung) Den Anweisungen der
Wasserpolizei ist Folge zu leisten.

Funkverkehr
Ein in einer Wettfahrt befindliches Boot darf weder Funkverkehr geben noch annehmen, der nicht für alle Boote verfügbar ist. Dies gilt nicht für „Rund Bornholm“ Zwischen

RULES
The regatta will be governed by the rules as defined in the Racing Rules of Sailing.
No national authority prescriptions will apply.
The Laser class rule 7(a) is restricted as follows:
Only one person shall be onboard whilst racing. The person shall be named on the entry form.
Sails shall have the full sail number AND NATIONAL LETTERS in accordance with the Class Rules and RRS. The national letters shall denote
the National Authority of which the sailor is a member in accordance with RRS 75.2. This changes RRS Appendix G 1.1.
If there is a conflict between languages the English text will take precedence.
The Series Sailing Instructions are complemented by Local Sailing Instructions in the following Sailing Instructions
(SI 1.7, 4.2, 4.3, 6.1, 7.2, 10.1, 10.2, 11.1, 11.2, 22.5, 22.6)
Boats not racing shall not sail on other course areas where marks are placed and boats are sailing.

NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located near the race office Mittelmole.

CHANGES IN SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 09.00 hrs on the day it will take effect, except that any change to the schedule
of races will be posted by 21.00 hrs on the day before it will take effect.

SCHEDULE OF RACES
There are two races a day.
The scheduled time for the first warning signal for the first race on Saturday 2nd July is 14.00 hrs, on the subsequent days is 11.00 hrs.
The warning signal for the start of the second and subsequent race(s) each day will be made as soon as practicable after the finish of the
last boat in the previous race for that fleet. This may be before all the fleets in the previous race have finished.
On the last day of the regatta no warning signal for any fleet will be made after 14.00 hrs.
Starting Sequence:
The starting sequence will be signalled with warning signals (the class flag and two coloured flags of the same colour as the groups that
are about to start) on the race committee starting vessel.

Laser Standard: Laser Class flag (white flag with red Laser star)

RACING AREAS
The racing areas are shown in appendix 2 of this sailing instruction.
Before the starting signal, the racing area is the area within 100 metres of the starting line. After the starting signal, the racing area is the
area within an imaginary line drawn 100 metres outside any point where a boat might sail during normal racing and includes the area
bounded by marks 1, 2, 3 and 4 at all times when any boat of any fleet is still racing.

THE COURSES
If the fleet is not split, diagram 1 in appendix 1 show the courses, including the approximate angles between legs, the order in which marks
are to be passed, and the side on which each mark is to be left.
If the fleet is split into 2 starts, diagram 6 in appendix 1 show the courses, including the approximate angles between legs, the order in
which marks are to be passed, and the side on which each mark is to be left.
BOATS AND EQUIPMENT
All competitors shall use only one hull, sail, mast, boom, centreboard and rudder.
In the event of damage, boats and equipment may only be substituted with the written permission of the regatta measurer, jury or race
committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race
of the day, provisional verbal permission shall be obtained from the regatta measurer, jury or race committee and the written permission
of the regatta measurer, jury or race committee shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place.
Women competitors shall place a red diamond on each side of their sail (back to back) in compliance with class rule 4(g). The diamond shall
be 240mm high and 180mm wide +/- 5mm and shall be located in the centre of the sail immediately above the top batten. Please see

FORMAT OF RACING
The Laser Standard will race on area “D” (Delta, colour yellow)
Laser Radial will race on area “F” (FOXTROTT, colour light blue)
Laser 4.7 will race on area “B” (BRAVO, colour pink)
Each fleet (Laser Standard, Laser Radial and Laser 4.7) will be split on the discretion of the organising authority if clearly more than 70 entries are expected. The decision to split or not to split the fleet will be posted on the official notice board until 2nd July 2011 09.00 hrs.
Competition Format (Split Fleets - Groups)
(a) The organising authority will divide the boats in the split fleet(s) into 4 groups of, as nearly as possible, equal size. The groups are
called Yellow, Blue, Red and Green, and will sail as follows, for each split fleet:

TIME LIMIT AND TARGET TIME
The length of the course will be set for a target time of 60 minutes. Failure to meet the target time will not be grounds for redress. This
changes rule 62.1(a).
Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.
This changes rules 35, A.4 and A.5.
PENALTY SYSTEM
Appendix P will apply with the following changes:
(a) If a first penalty is signalled after she has finished, a boat will be given a scoring penalty of 8 points without a hearing.
(b) Appendix P3 is modified to read: “If a boat has been penalized for the first time under Appendix P1 and the race committee signals
a postponement, general recall or abandonment, the Penalty is cancelled, but it is counted to determine the number of times she has

THE START
The starting line will be between staff displaying orange flags on two race committee boats.
Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.
A boat starting later than 4 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A.4 and A.5
STARTING PENALTIES – BLACK FLAG RULE
(a) Rule 30.3 is supplemented as follows:
Sail numbers will be displayed for at least 3 minutes. A long sound signal will be made when the numbers are initially displayed.
A boat whose number is so displayed shall leave the racing area, defined in sailing instruction 9.2, before the new preparatory signal.
If she fails to do so, she may be scored DNE without hearing.
(b) When the race committee decides that its application of RRS 30.3 entitles a boat to redress under rule 62.1(a), it may give her redress
by not displaying her sail number and not disqualifying her (change of RRS 30.3, 60.2 and 63.1).
If possible, the sail numbers of boats disqualified under RRS 30.3 will be displayed at mark 1.

CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.
When it is not possible to change the position of the original marks, the course may be reset using one or more new marks. When new
marks are already in use, the course may be reset using original marks.
A change of course after the start will be signalled before the leading boat has begun the leg.
Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving
the mark to port and the race committee boat to starboard. This changes rule 28.1.

ABANDONING A RACE
The race committee may abandon the race under rule 32.1 because of a major wind shift or irregular winds or when the wind speed drops
below 5 knots (2.5 m/s). Action or no action by the race committee under this instruction will not be grounds for redress. This changes rule
62.1(a).

(c) Action by the jury under Appendix P shall not be grounds for a request for redress by a competitor. The jury however may initiate redress. This changes rule 60.1(b), 60.2(b) and Appendix P4.
MEASUREMENT PENALTIES
(a) If a boat is sailed without a centreboard stopper, or with no mast retention line attached (class rule 3(b) xi), a scoring penalty of 20
points will, without a hearing, be added to the boat’s score in the last completed race in which she was racing without the centrebo ard stopper or retention line in regattas with 20 or more competitors, and a 10 point penalty in regattas with less than 20 competitors. However, she shall not be scored worse than DSQ.
(b) Any changes to the boat which have not been authorized as per SI 5.2. will result in the sailor's disqualification without a hearing
from the last race completed when the change was made.
(c) For any other measurement protest, the jury may issue an alternative penalty to disqualification.
(d) Sailing Instruction 17.2 changes rule 63.1.
PROTESTS
Protests shall be written on forms available at the jury office and delivered there within the protest time which is 75 minutes after the finish of the last boat in the last race of the day in each fleet. The end of protest time will be posted on the official notice board and
may be different for each fleet.

Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or
named as witnesses. Hearings will be held in the protest room in mittelmole.
Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b).
A list of boats that have been penalized under Appendix P will be posted on the official notice board located near the race office.
Breaches of instructions 1.4, 4.2, 12.2, 22, 24, 26 and 27 shall not be grounds for a protest by a boat. This changes rule 60.1(a). For these
breaches the jury may apply another penalty in place of disqualification.
On the last scheduled day of racing a request for reopening a hearing shall be delivered
(a) within the protest time limit if the requesting party was informed of the decision on the previous day;
(b) no later than 15 minutes after the requesting party was informed of the decision on that day;
(c) no later than 15 minutes after a signal to abandon racing is displayed ashore. This changes rule 66.
On the last scheduled day of racing a request for redress from a jury decision shall be delivered no later than 15 minutes after the decision
was posted. This changes rule 62.2(a).
MEASUREMENT PROTESTS
Measurement protests shall only be accepted from the race committee or the jury. This changes rule 60.1(a).
Decisions of the jury will be final as provided in rule 70.5.
ARBITRATION SYSTEM
As an alternative to a complete protest hearing by the jury, competitors may be given the choice of using an arbitration system. A condition for this is that the parties present at the time scheduled for the hearing agree to accept the decision of the arbitrators. The arbitration system changes rules 63 and 64.
The arbitrators will be two members of the jury. They will take the evidence of the parties and give their opinion as to any rule breaches.
This opinion will be binding as a protest decision on the parties. However, the hearing may be reopened under rule 66. If a party to a hearing asks for a reopening, the penalty, if any, will be DSQ. If the arbitrators refer the case to the jury, or the jury initiates a reopening, the
penalty will be the penalty prescribed in instruction 19.3 or a greater penalty.
If the arbitrators penalize a boat, she shall receive a 30% Scoring Penalty calculated as stated in RRS 44.3(c).
If any of the parties refuse to accept the system when offered arbitration, the protest will be heard by a properly constituted jury and any
penalty score becomes a DSQ or more (DNE).

WHISTLE SYSTEM
To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule.
If no boat takes a penalty, the jury may lodge a protest.

SCORING
For all classes, 2 races are required to be completed to constitute a regatta.
(a) When fewer than 4 races have been completed, a boat’s regatta score will be the total of her race scores.
(b) from 4 to 7 races have been completed, a boat’s regatta score will be the total of her Race scores excluding her worst score.
(c) When 8 or more races have been completed, a boat’s regatta score will be the total of her race scores excluding her two worst scores.
If a points scoring penalty for a breach of rule 42 or under the Arbitration System would result in a score worse than DSQ, the penalty will
be that corresponding to DSQ. The scores of other boats will not be changed.
The scoring abbreviation for a discretionary penalty imposed under SI 17.2 or 18.5 will be DPI.
The scoring abbreviation for an arbitration penalty is ARB, and the scoring abbreviation PTS means scoring penalty for a yellow flag after finishing.

SAFETY
Competitors shall wear personal flotation devices at all times when afloat, except briefly while changing or adjusting clothing or personal
equipment. Wet suits and dry suits are not personal flotation devices. This changes rule 40.
Competitors who require assistance from rescue boats should wave one arm with hand open. If no assistance is required, the arm should
be waved with fist closed.
If considered necessary a competitor may be ordered by a race organisation boat to abandon his or her boat and board a rescue boat.
A boat that retires from a race shall notify the race committee as soon as possible. The boat shall complete a retirement declaration form
at the protest desk on return ashore.
Safety in the area of the sea channel Warnemuende:
• Attention: Large Ferry-Traffic volume, cross the fairway in the shortest and safest way
• Pay attention to maritime regulations (Collision Regulations and Seeschifffahrtsstrassenordnung)
• Pay attention to Instructions of the water police.
In case of extremely dangerous situations (weather conditions, …) the race committee will fire, together with or after the signals for abandonment of races, 3 guns with green stars. This signal will be repeated by as many Race Committee vessels as possible.
This means for racing boats:
Safety first for crew and helmsman. Sail your boat in the safest way to the nearest harbour.
This means for all other vessels in the area:
Watch and give assistance in rescuing crews and boats.

EQUIPMENT AND MEASUREMENT CHECKS
A boat and equipment may be inspected at any time for compliance with the class rules, wet clothing rules and sailing instructions at the
discretion of the class representative, race committee or international jury.

Boats shall display advertising supplied by the organizing authority as described on the official notice board.

OFFICIAL BOATS
Each race committee boat may display a white flag with “RC” and a flag with the colour of the race area.
Rescue boats may display a white flag with the word “RESCUE”.
The boat of the measurer will display a white flag with "MEASUREMENT".

TEAM AND SUPPORT BOATS
Team and support boats shall, at all times when afloat, be clearly identified by the country name, national letters or national flag of the
team they represent.
Team and support boats shall not be in the racing area during the period between the first warning signal of the first fleet in a race and
the finish of the last boat in the last fleet in that race except when a postponement is signalled, in which case they may be in the racing
area until the first signal after the end of the postponement. The racing area is defined in instruction 9.2.
If a team or support boat does not comply with instruction 26.1 and/or 26.2 a penalty may be applied to some or all associated competitors.
Instruction 26.2 will not apply to rescue operations.

TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.

PRIZES
Prizes will be awarded in the following categories subject to entry numbers:
Laser Standard Rig: Overall, Youth Under 21, Youth Under 19.
Laser Radial Rig: Men, Women, Boys Under 19, Boys Under 17, Girls Under 19, Girls Under 17.
Laser 4.7 Rig: Boys Under 18, Boys Under 16, Girls Under 18, Girls Under 16.

LIABILITY
The WARNEMUENDER WOCHE, Warnemuender Segel-Club, Hamburger Segel-Club, Rostocker Yacht Club and Segler-Verein Stoessensee, the
Deutscher Segler Verband and the International Laser Class Association, their officers, members and volunteers do not accept liability for
loss of life or property, personal injury or damage caused by or arising out of the Europa Cup and Laser Youth Grand Prix Regattas and com
petitors take part in the Regattas entirely at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way
limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of
a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is the
responsibility of each sailor to decide to participate in a race or to continue racing.
30.
RIGHTS TO USE NAME AND LIKENESS
By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity,
to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the
venue or on the water from the time of their arrival at the venue, until their final departure, without compensation for the purpose of news
reporting, regatta documentary, advertising to promote the regatta, the national or the international class association or sailing, and advertising where the above pictures/video recordings/etc are shown in the context of sailors/participants competing in a Laser Europa Cup
and Youth Grand Prix event.
31.
INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.000.000 € per event or the
equivalent.
