The aim of the project is to develop informing and engagement of the local civil society in the process of creating local policies. Direct users: 48 councillors from 4 municipal councils and 16 activists from 4 local NGOs Indirect users: 8000 citizens of the Central BiH Specific aims of the project ► Enabling 48 councillors and 16 NGO activists from Busovača, Fojnica, Kakanj and Kreševo municipalities to participate in the creation of democratic society based on the respect of human rights and involvement of citizens in the process of creating local policies and decision making ► Raised level of informing citizens about the European Convention on protection of human rights and basic freedoms, the European Charter on local self-government and the procedural rights and rules of citizens’ involvement in creating local policies ► Raised level of active participation of citizens in creating local policies in municipalities of Busovača, Fojnica, Kakanj i Kreševo Project is financed by the EU Project is implemented by NGO “Alternative” This publication is the sole responsibility of the Forum of Women “Alternative” Kakanj and does not necessarily reflect the views of the Municipalities of the Central BiH for Europe PREPARATORY ACTIVITIES Preparatory activities, undertaken during the first two months to ensure successful implementation of the project “Municipalities of the Central BiH for Europe”, included: engaging necessary staff; signing contracts with partners; presenting the project to the leadership of Busovača, Fojnica, Kakanj i Kreševo municipalities as well as to political parties’ representatives; promotion of the project in electronic and written media. Project team: Maksuma Topalović - Project manager Neven Radoš - Programme administrative assistant Mirnes Bajtarević - PR manager Meeting with the mayor and political parties’ representatives of Kakanj On February 24, 2006. the project was presented to representatives of those political parties that participate in the municipal council. Through a video presentation they were informed about the project and planned activities. The presentation was attended by the municipal mayor Mensur Jašarspahić, president of the municipal council Ivica Petrović, deputy president Nijaz Đokić, municipal council’s secretary Fahrudin Goralija, president of HDZ Kakanj Stjepan Tomić, president of SP/U Kakanj Ađul Salihbegović and president of SDA councillors’ club Mirha Kulović. Presenting the project to Kakanj’s councillors They all expressed their willingness to participate in the project. Meetings in Busovača, Fojnica i Kreševo Local associates engaged in the project presented it to the mayors and presidents of the municipal councils in Busovača and Kreševo, while the project team presented the project in Fojnica. Leaderships of these municipalities were informed about activities that will be realized during the project’s implementation. Mayors of these municipalities, Nikica Petrović, Mato Barišić and Salkan Merdžanić gave their full support to the project making all municipal resources available for implementation of activities. Meeting with the mayor of Fojnica Local partners received detailed information about all the upcoming activities and set the schedule for their implementation. Media presentation of the project Official presentation of the project in written and electronic media was held on December 12, 2005 in the office of NGO «Alternative” Kakanj. Following media were represented: Dnevni AVAZ, Oslobođenje, Naša Riječ, Kakanjske novine, TV IC Kakanj i Radio Kakanj. Kakanj’s mayor, Mensur Jašarspahić and president of Kakanj’s municipal council, Ivica Petrović expressed their full support for the project and readiness to cooperate. Participants were informed about the project’s activities and the schedule of their implementation. Informative meeting with trainers Meeting with trainers On March 6, 2006. we held a meeting with trainers in the motel Tiron. Through a video presentation trainers, Nijaz Begović, Boso Bošnjak, Gordana Čičak, Amra Kraksner and Julijana Selimović were introduced to the project and selected topics that they will address during workshops. In the following months selected trainers will deliver 12 workshops on following themes: Councillor as a facilitator/communicator/ decision maker/creator of new opportunities/negotiator/leader and public relations strategy. Trainers received the material that they will use for workshop preparations and agreed on future meetings. TOT seminar was held in the E-Net center at the Faculty of Economy in Sarajevo. 10 trainers attended the seminar. They will pass on new skills and knowledge to 48 councillors and 16 NGO activists involved in the project. Elizabeth Hanlis PhD, from the University of Alberta, Canada, Azra Busuladžić MSc and Amer Korić from the E-Net Center, at the Faculty of Economy in Sarajevo were lecturers in the seminar. TOT (training of trainers) TOT seminar was an opportunity for trainers to broaden their skills and knowledge of successful organizing and delivering workshops. Elizabeth Hanlis PhD – a professor at the University of Alberta and a distance learning specialist (Elearning) presented the skills of successfully delivering workshops. Trainers also took part in a short practical course of PowerPoint and its applications. TOT seminar was an opportunity for trainers to get familiar with modern means of distance learning using MOODLE (a software used for electronic communication). MOODLE will enable participants to communicate with each other as well as with councillors who will also be introduced to this software. MOODLE will enable trainers and councillors to discuss specific topics and provide their comments and suggestions thus broadening and improving their skills and knowledge. Certificates were awarded to trainers on the final day, marking their successful completion of the seminar. Certificates award ceremony PLACARD AND POSTCARDS A professional graphic designer created the placard and postcards as important elements in the implementation of the project. According to the plan the placards will be placed in the Info offices of mentioned municipalities as well as in those places from which their message will reach the citizens. Proposed placard and postcards designs were sent to and received approvals by the EU office. A printing company from Fojnica gave the best offer and was selected to print the material. Placard The postcards represent a new form of communication between citizens and councillors as they will enable citizens to ask questions and receive answers from councillors directly. Distribution of the postcards will be done through municipal Info offices. Citizens can post their written questions, comments, opinions and suggestions or put them in the boxes that will be provided in the Info offices. 12 000 postcards has been printed, addressing the following topics: My question for councillor is... Where do you want us to invest your money? Which activities do you want to participate in? Postcards containing contact information of citizens will be directly answered. Otherwise, all questions and answers (grouped by thematic similarity) will be printed in 4 brochures as planed by the project.
