LEDUC COUNTY COUNCIL Business Management Plan 2013 - 2015 www.leduc-county.com Mission Statement Leduc County provides quality municipal services to its citizens. Vision Statement As the southern gateway to the Capital Region, Leduc County offers an economic advantage, a sustainable agricultural network, environmental leadership and a quality of life unsurpassed for our residential and industrial citizens. Focus Area 1: Economic Development Our economic development plan leads us to a sustainable future and focuses on the complementary roles of business, tourism and residential growth. ➣ 1.1: The Leduc-Nisku Economic Development Plan is approved by County Council • Leduc Nisku Economic Development Authority to provide leadership and services. Issues to be addressed include: - growth strategy - Nisku Business Park infrastructure upgrade - economic diversification: study the scope and role of Nisku and future industrial business parks to position them for the future - agriculture/agri-business development - small light industry (e.g., home-based) to encourage sustainability ➣ 1.2: Develop and implement Being Business Ready strategy • emphasize positive interactions with the business community through timely and targeted service delivery • establish service levels for transactions with the business community ➣ 1.3: A tourism development plan is created • plan will speak to the roles of agri-tourism, eco-tourism, and historical points of interest ➣ 1.4: Promote status as a Safe Community economic development Focus Area 2: Regional Strategy We are a strong partner in the Capital Region and provide leadership to our sub-region. ➣ 2.1: Promote Leduc County’s leadership role within the Capital Region Board (CRB) ➣ 2.2: Pursue, with CRB partners, the goal of a more equitable decision-making model for the CRB ➣ 2.3: Build a stronger relationship with the City of Edmonton ➣ 2.4: Through collaboration, enhance Leduc County’s leadership within our sub-region • work with smaller municipalities to promote their viability • demonstrate effective, collaborative relationships with other municipalities in our sub-region • establish a leadership group to support our sub-region’s political and administrative activities ➣ 2.5: Pursue opportunities for joint service delivery within our sub-region group • affirm willingness to provide services using mutually-beneficial funding models regional strategy Focus Area 3: Partnerships Partnerships are our preferred way of working with neighbours and stakeholders in pursuit of shared sustainability and prosperity. ➣ 3.1: Initiate and promote municipal boundary partnerships • focus inter-municipal discussion on issues of partnership, with less emphasis on boundaries • partnership arrangements should address the triple bottom line of social, environmental and financial sustainability ➣ 3.2: Promote and enhance partnerships with business and economic development stakeholders ➣ 3.3: Further develop service partnership agreement/ arrangement with the Edmonton International Airport partnerships Focus Area 4: Land Use, Planning and Growth Our municipal development plan (MDP) shall reflect the varying needs of land use planning and growth within Leduc County and have the flexibility to respond to changing circumstances. ➣ 4.1: Update our municipal development plan to ensure optimal land use and development policy • identify priorities for both short and long-term development while addressing natural area preservation and providing for varied land usages (e.g. agricultural) • consider additional area structure plans for future development • develop flexible land-use planning guidelines to promote the viability of small towns and communities ➣ 4.2: Review planning bylaws to ensure they enable, not deter, responsible development ➣ 4.3: Identify and evaluate high-priority areas where Council needs to take action to protect and enhance citizens’ quality of life land planning & growth Focus Area 5: Making Efficient and Effective Use of Taxpayers Resources Understanding the role and unique requirements of Leduc County, we make wise and achievable choices regarding work priorities and investment in our infrastructure. ➣ 5.1: Develop and approve a 10-year infrastructure strategy that prioritizes investment and identifies financial strategies to support development and optimal land use ➣ 5.2: Commit to preparation of three-year business plans to guide the activities of the organization, give direction to the budget and promote proactivity • emphasis on business planning will ensure the County stays competitive within the metropolitan region and position it for positive growth ➣ 5.3: Consider alternate forms of service delivery to ensure capacity and capability to meet varying work demands ➣ 5.4: Initiate operational reviews to ensure optimal organizational structure, processes and outcomes • clarity in expectations and organization capacity will support positive relations between Council and employees • emphasis will be given for use of team building and mentoring tools • expand use of technology and improve technical competency in the organization effectiveness & efficiency 101, 1101-5 Street, Nisku, AB T9E 2X3 Phone: 780-955-3555 | Toll-free: 1-800-379-9052 Fax: 780-955-3444 | www.leduc-county.com
