Carlsbad desal
plant wins
international
award
The Claude “Bud” Lewis Carlsbad Desalination Plant has been
honored with a Global Water
Award as the Desalination Plant
of the Year for 2016 by Global
Water Intelligence. The award was
recently announced at the Global
Water Summit in Abu Dhabi. It
highlighted the plant for its technological and environmental
achievement.
The Carlsbad plant is the result
of a 30-year Water Purchase
Agreement between the plant’s
developer and owner, Poseidon
Water, and the San Diego County
Water Authority for the production of up to 56,000 acre-feet of
water per year.
As the largest seawater desalination plant in the nation, it
started commercial operations
in December 2015 and is providing the San Diego region with
a drought-proof water supply
during one of the most severe
droughts in California’s recorded
history. It utilizes reverse osmosis
membrane technology to produce
approximately 10 percent of the
region’s water supply; it is a core
supply regardless of weather conditions, and it is blended with
water from other sources for
regional distribution.
IDE Technologies operates
the plant and construction
was carried out by Kiewit-Shea
Desalination.

Village by the Sea is a major tourist destination.
Carlsbad has five core industries: Hospitality and tourism,
life sciences, clean technology,
action sports manufacturing,
and information and communications technology. The hospitality and tourism industry employs
nearly 15,000 employees. Last
year, Carlsbad’s hotels generated
$19 million in transient occupancy tax and are on course to
do the same this year.
The city and the Carlsbad
Tourism Business Improvement
District (CTBID) have been instrumental in promoting Carlsbad as
a world-class travel destination.

When the California Chamber of Commerce produces a
list of what it terms “Job Killers” among proposed legislation, the Carlsbad Chamber
of Commerce pays attention.
We often work side-by-side to
preserve jobs.
Thus, we want to encourage our members to spend a
little time reading these bills to
make sure they know what can
hurt them and relaying that
information to their elected
representatives in the state
legislature.
We will post watch updates
as legislation changes. Members can track the current
status of the job killer bills on
cajobkillers.com or by following @CAJobKillers on Twitter.
HERE ARE SOME
2016 JOB KILLER BILLS
Arbitration
Discrimination
AB 2667 (Thurmond;
D-Richmond) Arbitration
Agreements Discrimination — Prohibits arbitration
of Unruh Civil Rights violations made as a condition of a
contract for goods or services.
AB 2879 (M. Stone; D-Scotts
Valley) Employment Arbitration Agreements Discrimination — Prohibits an
employer from requiring an
individual who is a member of
the military to sign a mandatory arbitration agreement as
a condition of employment.
Increased Labor Costs
SB 1166 (Jackson; D-Santa
Barbara) Imposes New
Maternity and Paternity
Leave Mandate — Unduly
burdens and increases costs
of small employers, as well as
large employers, by requiring
12 weeks of protected employee
leave for maternity or paternity leave, in addition to up
to four months of existing
pregnancy disability leave, for
employees who have worked
for the employer one day, as
well as exposing employers
with 50 or more employees to
potentially provide 24 weeks of
protected leave in a 12-month
period, and all employers of 5
or more to the threat of costly
litigation.
Meritless Litigation
SB 899 (Hueso; D-Logan
Heights) Increased Meritless
Litigation Costs — Drives up
consumer costs and increases
GOVERNMENT
AFFAIRS
Tax Increase
TED OWEN
President & CEO
CARLSBAD CHAMBER OF COMMERCE
frivolous litigation similar to
the disability access lawsuits
in California, by prohibiting a retailer or grocery store
from discriminating against a
person on the basis of gender
with the price of goods and
subjecting them to a minimum $4,000 of damages for
each violation.
Tax Increase
ACA 8 (Bloom; D-Santa
Monica) Lowers Vote Requirement for Tax Increases — Adds
complexity and uncertainty to
the current tax structure and
pressure to increase taxes on
commercial, industrial and
residential property owners
by giving local governments
new authority to enact special
taxes for storm and wastewater infrastructure, including
parcel taxes, by lowering the
vote threshold from two-thirds
to fifty-five percent.
AB 2782 (Bloom; D-Santa
Monica) Targeted Tax —
Threatens jobs in beverage,
retail and restaurant industries
by arbitrarily and unfairly targeting certain beverages for a
new tax in order to fund health
programs.
2015 JOB KILLER
CARRY-OVER BILLS
Burdensome
Environmental
Regulation
SCA 5 (Hancock; D-Berkeley) Split Roll — Undermines
the protections of Proposition 13 by unfairly targeting
commercial property owners
and increasing their property taxes by assessing their
property based upon current
fair market value instead of
acquired value. Such costs
will ultimately be passed on
to consumers and tenants
through higher prices and will
result in job loss as businesses
struggle to absorb such a dramatic tax increase.
The Carlsbad Chamber of
Commerce has taken a stand
on the following bills:
Public Utilities
Commission
SB 512 Hill (D) – This bill proposes a suite of reforms of the
operations and governance of
the California Public Utilities
Commission (CPUC), including requiring the CPUC to hold
no less than six sessions per
year in Sacramento, expand
the information required of
the CPUC in its annual report
and workplan to the Legislature and Governor, require
specific information on its
website, apply the Code of
Ethics from the Administrative Procedures Act (APA) to
administrative law judges
(ALJs), and others. Carlsbad
Chamber supports
Increased Labor Costs
SB 32 (Pavley; D-Agoura
Hills) Slows Economic
Growth — Increases costs for
California businesses, makes
them less competitive and discourages economic growth by
adopting further greenhouse
gas emission reductions for
2030 without regard to the
impact on individuals, jobs
and the economy.
SB 654 (de León; D-Los
Angeles) Creates Unworkable
Hazardous Waste Permitting Process — Discourages
investment in upgrading and
improving hazardous waste
facilities by shutting down

hazardous waste facilities if
the Department of Toxic Substances Control (DTSC) fails to
take final action on the permit
renewal application within a
specified timeframe.
SB 878 (Leyva; D-Chino)
Mandated Scheduling
Requirement — Eliminates worker flexibility and
exposes employers to costly
penalties, litigation, and
government enforcement,
by mandating employers in
the retail, grocery, or restaurant workplace, including
employers who have hybrid
operations that include a
retail or restaurant section, to
provide a 21-day work schedule and then face penalties
and litigation if the employer
changes the schedule with
less than 7 days notice, even
when the change is at the
request of the employee.

DEB BEDDOE
Chairman of the Board
CARLSBAD CHAMBER OF COMMERCE
Task Force
aims to grow
local economy
The quality of life in Carlsbad
is important to us all, whether
we are business owners, employees, residents, or any combination thereof. The Carlsbad
Chamber of Commerce is not
only aware of that importance,
but has a desire and a responsibility to play a role in the initiatives that affect the quality
of life in Carlsbad over the long
term. We have been listening to
the needs of various businesses
and are aware of many issues
that we need to be involved:
•The future of the McClellanPalomar Airport;
•The modification of the city’s
Proposition H which forces
capital projects exceeding a cost
of $1 million to go to the voters;
•The council seats that are up
for re-election this fall, and the
leadership of our government
in general;
•The construction of the NRG
power plant;
•The expansion of the Carlsbad
Desalination Plant;
•The development of Ponto
Beach;
•The build out of Bressi Ranch;
•Completing the projects zoned
in Proposition D;
•Trenching the railroad tracks
through the Village;
•Attracting new business to
Carlsbad (higher education
institutions, clean technology companies, and corporate
headquarter relocations for
example);
•Retaining Carlsbad’s largest
employers (ViaSat, Callaway
Golf, and Thermo Fisher for
example).
The Carlsbad Chamber of Commerce is taking every step to stay
involved at the forefront of these
issues and the Quality of Life Task
Force is starting with a lot of positive elements out the gate.
It is comprised of a good balance of small, medium, and large
employers who are not afraid to
speak their mind and get things
done.
The excellent relationship the
Chamber has with the city staff
and elected officials will allow us
all to work together toward the
common good.
The employers who are on
the task force understand that
the welfare of their employees is
equally as important as the welfare of their business.
The businesses on the task force
are motivated to stay and grow in
Carlsbad, and can effectively communicate how their needs align
with the local economy, environment, and overall quality of life.
As my primary focus this
year is geared toward “listening to our members” I am very
excited that this Quality of Life
Task Force is doing just that,
with a view toward the future.
I look forward to sharing their
accomplishments with you in the
months to come.

Spring into summer fun in the Village

May and June are always
busy. Mother’s Day, Father’s
Day, graduations, and the
first day of summer all fall
in these two months. And
June still tops the list as
the most popular month
for weddings. What this
means for many of us is
that these two months
might also be packed with
visits from out-of-town
friends and family.
The Village of Carlsbad
has “friends and family”
written all over it with Carlsbad Chamber of Commerce
businesses ready to fill your
days. Consider a day in the
Village for a variety of activities from a day of pampering
to bike rides along the coast
to a night at the theater.

“The tenacity shown by the

only by the importance of

to California’s water crisis.
A canny combination of
state-of-the art energy
recovery technology with
an external energy offsetting programme makes
Carlsbad the first major

carbon footprint.”
Additionally, the project
gained praise for Poseidon’s partnership with
the U.S. Fish and Wildlife
Service to create, restore
and enhance 66 acres of
vulnerable local wetland
as part of the project scope.
“Poseidon is honored
to have received this recognition from so many of
the industry’s leaders for
what we accomplished
in Carlsbad,” said Carlos

“The Claude ‘Bud’ Lewis

retain and expand operations in the city and region.
The new Nordson facility will employ more than
500 people in advanced
manufacturing systems,
building upon the company’s presence in Vista
and Carlsbad. Nordson’s
Carlsbad campus is home
to several businesses in
the company’s Advanced
Technology group, including Nordson ASYMTEK,
DAGE, YESTECH, Matrix
and MARCH. The new
facility on Loker Avenue
will house manufacturing,
demonstration labs and factory support staff.
Nordson is a global
company that designs and
makes a full line of equipment used to manufacture
many devices that people
use every day, such as computers, mobile phones,
game systems, medical
instruments, automotive
electronics and aerospace
products. The firm operates
in more than 30 countries
and employs 6,000 people
around the world.
It is a high priority for the
City of Carlsbad to retain
firms like Nordson, which
provide quality, high-paying jobs in the increasing industry of advanced
manufacturing. The city

Nordson was one of the
firms that the City of Carlsbad had in mind when it
joined MiraCosta College
to bring the school’s Technology Career Institute to a
city-owned building in the
Carlsbad Research Center.
Several firms expressed to
the city’s economic development team that they need
highly skilled technical
workers to help them stay
and expand in the region.
Business retention is
one of the city’s goals, so
the city worked with MiraCosta to provide a building
at below market rate where
the college could expand its
Technology Career Institute. The building also
houses the San Diego North
Small Business Development Center, which provides programs for small
businesses
“Nordson was one of the
many companies expressing support for Carlsbad’s
MiraCosta Technology
Career Institute for accelerated certificate programs
for machinists and technicians,” said Carlsbad Mayor
Matt Hall at the ribbon cutting ceremony on March 22.
“MiraCosta trains skilled
workers for industries like
Nordson in high-tech manufacturing, maritime technology and biotech manufacturing. This provides a
pipeline of talent to our businesses and assists business
expansion programs.”
Carlsbad’s industry clusters, which include action
sports manufacturing, life
sciences, information and
communications technology, and cleantech, need
skilled engineers. To fill
that need, the city has a goal
of attracting an institute of
higher learning that would
offer a master’s program in
engineering. The city is in
regular conversations with
representatives of higher
education institutions to
achieve that goal.
Building partnerships for
talent development is a key
to keep our economy thriving. We have to consider the
impact beyond Carlsbad and
leverage partnerships that
enable the region’s success.
Two years ago, Carlsbad
joined neighbor cities along
state Route 78 — Escondido,
Oceanside, San Marcos and
Vista — in a collaborative
effort to retain businesses
along the 78 Corridor, rather
than risk losing them. This
effort, called Innovate78, was
instrumental in helping Nordson expand in Carlsbad.
In addition, the San Diego
Regional Economic Development Corp. was instrumental in leveraging regional
assets to ensure Nordson
was connected to local and
state resources. The EDC is
also the organization that is
contracted to manage Innovate78, so the synergies were
consistent throughout all
efforts from a local, regional
and state level.
Mayor Hall may have put
it best at the ribbon cutting,
when he said, “Projects like
these are truly special to me
because it shows the thriving
economy, success in manufacturing and good, well
trained talent is available.”

What golf teaches you about retirement
If you’re a golfer, you know the
joys (and occasional frustrations)
of the game. But you might not
realize that some of the lessons
you learn on the links can carry
over to other areas of your life
– such as retirement planning.
So whether you’re already
retired or are planning to retire
in the next few years, consider
the following suggestions:
Try to overcome the “yips”
When you miss those short
puts – the ones you know you
should be making – you might
be in the grip of your old friend,
the “yips.” As you know, it’s not
always easy to shake this problem, but many golfers have benefited by working to improve
their concentration, especially
by adhering to a strict pre-shot
and in-shot step-by-step routine.
When investing for retirement, or
managing their portfolios during
retirement, many people can get
the investment version of the yips
– that is, they get nervous during
market downturns, and then they
make mistakes, such as selling
quality investments when their
price has dropped. (Remember
the first rule of investing: Buy low
and sell high.) To overcome this
type of yips, the solution is the
same as for golf: Maintain your
focus and concentrate on making
appropriate moves, such as building and maintaining a diversified
portfolio that’s suitable for your
needs, goals and risk tolerance.
Forget about
that hole-in-one
It’s every golfer’s dream: a
hole-in-one. When you tee up

on that tempting par 3, and
you’re feeling good, you might
just want to go for it – but when
you do, you could end up overshooting the green or plunking
into the water. Many investors
also try for a “hole-in-one,” in
the form of pursuing that one
“hot” stock that’s going to make
them rich. However, by the time
they hear about such a stock (if it
even exists), it may have already
cooled off – and, in any case,
it might not be right for their
needs. Instead of looking for
that ultimate, one-time winner,
look for solid investments that
you’d be comfortable holding for
the long term.
Study the course
The more you know about a
course you’re going to play, the
better off you will be. You can
plan the approaches you’ll take
on various holes and think about
how to avoid the sand, water and
rough. When planning for your
retirement, or even when you’re
living it, you also need a strategy, one that addresses questions
such as these: How can I structure my investment mix to provide me with a long-term income
stream? How much should I
withdraw from my portfolio each
Consider these words from
World Golf Hall of Famer Nick
Faldo: “Visualization is the most
powerful thing we have.” If you
can visualize what you want to do
on each hole you play, you are well
on your way toward a successful
round. The same idea holds true
for retirement planning: If you
can envision the type of retirement lifestyle you want, you’ll be
more likely to achieve it by sticking with appropriate financial
and investment strategies.
Document your score
Are you improving? How would
you know unless you’re writing it
down? Do you know exactly how
much money you need in order
to retire and remain comfortably
retired? The answer for well-over
95% of those reading this is ‘no’
(and I’m being generous). I challenge you to change that and
create and maintain a written
strategy with a professional financial advisor. It should be reviewed
regularly to see how your ‘score’
is developing. You’re playing the
retirement game one day, whether
you like it or not, you ought to
know what you’re aiming for.
So, there you have them –
some ideas that play well on the
golf course and in the retirement
arena. Put them to work soon.

hillsides and rolling valleys in
Carlsbad. The Park Hyatt Aviara
Resort offers a luxurious 15,000
square foot Aviara Spa, undeniable
breathtaking wedding locales, five
exquisite culinary destinations, and
a world-class tennis facility, inspiring guests to relax and indulge.
Throughout 2015, Park Hyatt
Aviara strived like never before
to be the face of the luxury resort
sector in not only the San Diego
and Southern California markets,
but also on a national level. The
goal has been to be the pillar that
helps to bring the recognition that
Carlsbad deserves as a destination
unto itself in the luxury segment.
With its Forbes Five-Star Award
in 2015, Park Hyatt Aviara became
the only Hyatt Hotel, globally, to
receive this rating. This combined
with the AAA Five Diamond rating
created a unique and innovative
branding opportunity like none
other. This was backed up with a
robust national marketing campaign portraying the highest echelon of the luxury brand segment
– all based right here in Carlsbad.
The Park Hyatt Aviara’s, Aviara
Golf Club also hosts the annual
LPGA Kia Classic. Through a
unique arrangement with the
LPGA and the Golf Channel, Park
Hyatt Aviara launched a major
marketing effort throughout the
tournament to promote Carlsbad
through multiple on–air and advertising cut back features. This was
seen throughout the world by 95
million people, bringing an international awareness to Carlsbad.
The resort also launched the
inaugural Women’s Tennis Association (WTA), Carlsbad Classic in
November of 2015. Backed up by an
intense marketing campaign, the
tournament was viewed nationally
and internationally on the Tennis
Network as well as through Live
Streaming on ESPN. The word
“Carlsbad” was displayed on each
end of the base lines on the newly
constructed center court so that
there would be no doubt where the
event was taking place.
With both the Kia Classic and
the Carlsbad Classic, the resort has
done a great job in creating a unique
awareness on a national level, of
Carlsbad as a niche market in the
professional women’s sports arena.
Park Hyatt Aviara has created a
powerful brand that is taking the
luxury hospitality sector by storm.

Addressing total joint replacements
Not only can pain in
your hip or knee joints
keep you from enjoying
your favorite sports, it
can interfere with simple
everyday activities such as
walking, bending, climbing stairs and even sleeping. For some people, medications, physical therapy
and other treatments help
relieve pain, but often that
relief is only temporary.
When that happens, it may
be time to consider joint
replacement.
If you’re living with
debilitating hip or knee
pain caused by arthritis,
joint replacement surgery
can eliminate your pain
and improve your mobility. Joint replacement
surgery has come a long
way in recent years, and
hip and knee replacement
is easier, safer and more
effective than ever before.
Here are five of the most
common questions our
patients have about total
joint replacement surgery:
What happens during
joint replacement surgery?
Using state-of-the-art
medical equipment, the
surgeon replaces your
damaged joint with an
artificial joint (called an
implant) with outstanding
precision and accuracy
to mirror your natural
anatomy and movement.
The surgery itself can take
one to three hours.
TO YOUR
HEALTH
Binational collaboration aims to build a hospital that will
serve patients from both sides of the border.
CHRISTOPHER HAJNIK, M.D.
Orthopedic Surgeon
SCRIPPS HEALTH
Why is joint replacement
surgery so much better
than it used to be?
Both the technology
used in joint replacement and the surgical
techniques have greatly
improved. The implants
used in hip and knee
replacement today are
stronger and last longer, so
they can keep you moving
comfortably for up to 20
years. In many cases, minimally invasive surgical
techniques mean smaller
incisions, less discomfort,
a shorter hospital stay and
a faster recovery.
How long will I be
in the hospital?
You can expect to be
in the hospital for one
to two nights. You’ll
start moving and walking as soon as the day of
surgery. You will begin
physical therapy in
the hospital, and your
physical rehabilitation
specialist will develop
a personalized therapy
plan for you to follow
after you are discharged
to help you gain the
strength and mobility
to do the activities you
enjoy. You may spend a
few days in a physical
rehabilitation center after
you leave the hospital, or
you may have physical
therapy in an outpatient
center or at home.
What can I expect after
joint replacement surgery?
Hip and knee replacement surgery results are
usually excellent. Most
or all of your pain and
stiffness should go away,
and your ability to move
freely should improve
greatly. Most patients are
able to resume all of their
usual activities – and do
them without pain. If you
participate in sports, the
type of activity makes a
difference. You will likely
be able to do low-impact
activities such as swimming, cycling and golfing
sooner than tennis or
snow skiing. Full recovery
will take several months
to a year.
What qualifications
should I look for in an
orthopedic surgeon?
Where your joints are
concerned, experience
matters. Hospitals with
a high volume of joint
replacement patients have
been shown to have better
results. The same can
be said for high-volume
orthopedic surgeons
specializing in joint
replacement.
If you’re ready to live
without hip or knee joint
pain, find out if joint
replacement surgery is right
for you. For more information visit scripps.org/CBJ or
call 858-348-4210.

Partnership to establish
binational hospital
Scripps Health and Sistemas Medicos Nacionales
S.A. de C.V. (SIMNSA)
recently announced they
are partnering to build a
hospital in Tijuana aimed
at serving the health care
needs of the growing binational community along
the U.S. - Mexico border.
Scripps will provide
consultative services to
SIMNSA for the hospital’s planning, construction and operation, which
SIMNSA will design, build
and manage to achieve
the standards of the Joint
Commission International
Accreditation (JCI). The JCIaccredited hospital will be
co-branded as an affiliate of
the Scripps Health Network
as part of the arrangement.
This marks the first
binational collaboration
on a hospital built to serve
patients from both sides of
the border.
“We live in a binational
region where thousands
of people cross the border
between San Diego and
Tijuana daily for work.
Access to high quality
health care on both sides of
the border is important for
our regional economy,” said
Chris Van Gorder, president
and CEO of Scripps Health.
“We have been looking for
opportunities to expand
the Scripps Health Network
and our agreement with
SIMNSA is the perfect way
to do so in Mexico.”
The hospital will be built
in phases. The first phase,
anticipated to be completed
by early 2017, will consist of
an emergency room with
four operating rooms, an
intensive care unit and
30 inpatient rooms. Upon
completion of the project,
the hospital will have 200
beds, making it the largest
hospital in the state of Baja
California. The hospital will
be fully equipped to meet
the needs for emergency,
cardiology, neurosurgery,
oncology and labor and
delivery. The affiliation
will be governed by a joint
operating committee composed of members from
both companies.

Students who seek to keep their skills current reap significant rewards after finishing a few
courses.
Technical education
courses can boost wages
Some people come to
MiraCosta College to earn
a degree. Others come
here because of our success in sending students
to top four-year colleges
and universities throughout the nation. And today,
more and more people are
enrolling at MiraCosta College for yet another reason:
state-of-the-art career and
technical courses that can
help them embark into a
new profession or build
the skills needed to stay
current on advances at their
current jobs.
In fact, a new state study
shows that students who
take career technical education courses at a community college to add to their
job skills will see a median
gain of 13.6 percent in their
pay – or $4,300 annually.
Yet, for too long, students
who attend community colleges for classes to improve
their professional skills
have not been counted as
successes in state and federal accountability systems
because they did not earn
a certificate or transfer
to a four-year university.
Thanks in large part to
the California Community
College’s Strong Workforce Task Force, which I
was honored to chair, that
outdated view is changing.
A new category to define
these students, who are
dubbed ‘skills builders’, is
being added to the California Community Colleges’
Student Success Scorecard,
HIGHER
LEARNING
DR. SUNITA (“SUNNY”) COOKE
Superintendent/President
MIRACOSTA COLLEGE
an online tool allowing
anyone to track the effectiveness of all 113 community colleges in the state.
Skills builders include students who tend to be older
and take just one or two
career technical education
courses. Many of these students have already earned
degrees or certificates. And
in 2012-13, some 86,000
students falling into the
skills builders cohort saw a
median wage gain of nearly
14 percent, of $4,300, from
the period one year prior to
taking a career educational
course and one year after
finishing the course.
At MiraCosta College,
those taking skills building courses in child development administration
and management realized
a median gain of 32.6 percent in pay. Those taking
skills building courses in
hospitality saw a median
gain of 18.2 percent in pay.
And those taking skills
building courses in medical office technology saw
a median gain of 12.5 percent in pay.
Altogether, skills builders realized a $500 million
boost in wages statewide.
“These students come
to us seeking to keep their
skills current or move
ahead in their careers and
after finishing a few courses
reap significant rewards,”
said California Community
Colleges Chancellor Brice
Harris. “We finally have a
way to measure these successes and demonstrate
the tremendous return
on investment that these
courses provide.”
California Community
Colleges lead the nation in
providing postsecondary
career technical education and training. And at
MiraCosta College, where
we celebrated the opening
last spring of a new Technology Career Institute in
a city-owned building in
Carlsbad, we are helping
growing numbers of displaced workers to get training in areas ranging from
high-tech manufacturing to
maritime technology.
For too long, career and
technical education has not
been viewed as a priority of
the California Community
Colleges system and has
not commanded the attention or resources to meet
the needs of students and
regional labor markets.
That is now changing,
as today’s students and
incumbent workers rely on
a community college education to obtain the skills
needed to be competitive
and keep pace with a rapidly changing workplace.

A window
into the future
Carlsbad High School
senior Jesus’s “future identity” was that of a construction site manager making
$83,000 a year. Jesus, who
participated in the CHS
Virtual Enterprise program
and plans to study Business Logistics in college,
says, “Yes, that would be a
good fit for me. I could raise
a family.” Davina, another
CHS student, had a “future
identity” as a marketing
account manager, making
$3,400 per month. “Oh no,
I have to rebudget. I spent
too much!” she reports.
Jesus and Davina are two of
over 200 students in AVID
(Advancement Through
Individual Determination)
programs from Carlsbad
High School and Sage Creek
High School, and Financial
Algebra students from
Carlsbad Village Academy
who participated in the JA
Finance Park program in
March. AVID teachers Lauri
Britton, Jeff Spanier, Rachel
Newman, Aida Salah, and
Linda Payne organized
the experience which was
generously funded by
the Carlsbad Educational
Foundation.
The students begin
with classroom lessons on
income, savings, investing,
risk management, debit
and credit cards, and budgeting. Then they attended
an all-day field trip to the
JA Finance Park. Arriving
in the JA Situation Room,
they are handed a tablet and
assigned their new “future
identity” age, family situation, salary, and job. JA staff
provide an overview on how
to build successful careers
by getting the necessary
education and training, and
by developing the character,
work ethic, and out-of-thebox thinking skills needed
in every industry. Next, the
students are turned loose
in the simulation rooms
to build a budget for their
“future identity” by exploring and interacting with
information stations for a
multitude of real-life necessities such as housing, utilities, and insurance. They
might buy a car, deal with
unforeseen health costs, and
pay educational expenses.
At the end of the day, the
students have a balanced
spending plan in each of 19
categories so their expenses
do not exceed their income.

hope that even five students are affected by this
experience. I ask students,
‘What surprised you? Are
any of you going to take
this information home and
talk with your family about
budgeting, or about your
future, and choosing a college or career?’ I believe
that these hands-on activities and virtual simulation
experiences help students
learn to make lifelong personal finance decisions.”
What did our CUSD students learn through their
Junior Achievement experience? In the words of
Carlsbad Village Academy
students:
“You need to budget your
money in order to survive!”
“I had a good job, so I was
more flexible with my
budget.”
“If you have a bad job you
can’t afford much.”
“It doesn’t matter what you
have, it’s how you use it.”
“Our field trip provided a
new and refreshing learning experience.”
“I really enjoyed the
opportunity to learn about
finance in such a high tech
environment.”
And from Sage Creek High
School students:
“I feel more confident
creating budgets now, and
I have a better understanding of how they work.”
“I learned the value of insuring your items and why it
might be better to pay more
for better coverage.”
At JA Finance Park, students learn that their education and career choices
will have a real impact on
their true “future identities.” These are powerful
life lessons ones that students will carry with them
as they move on to college,
careers, and adulthood.

Carlsbad Chamber opposed minimum wage hike
California is the first
state in the nation to
move toward a plan to
raise the statewide minimum wage from $10 to
$15 an hour by January 1st,
2022. There is a one year
implementation delay for
companies employing 25
or fewer people.
Fourteen states and several cities began 2016 with
minimum wage increases,
typically phasing in raises
that will ultimately take
them to between $10 and
$15 an hour.
The Carlsbad Chamber
of Commerce strongly
opposed SB 3. One of our
underlying missions is to
examine the impact legislation such as SB 3 would
have on business in our
community.
The implications of
SB 3 are diverse and not
every business will be
impacted as greatly as
MINIMUM WAGE
REQUIREMENTS BY NUMBER OF EMPLOYEES
DATE
26 OR MORE 25 OR FEWER
1/1/17$10.50/hour $10.00/hour
1/1/18$11/hour $10.50/hour
1/1/19$12/hour $11/hour
1/1/20$13/hour $12/hour
1/1/21$14/hour $13/hour
1/1/22$15/hour $14/hour
1/1/23$15/hour $15/hour
others. But we believe our
small business community will face the brunt of
this major policy change.
In order to comply with
the legislation, many
small businesses will be
forced to consider cutting
their employee’s hours,
letting them go or some
may even have to shut
their doors.
SB 3 was rushed through
the legislative process to
undercut the ability for
small businesses to voice
their strong opposition.
The Carlsbad Chamber of Commerce wants
to thank the many businesses that answered our
call to advocacy.
We would also like
to thank the legislators
representing Carlsbad
including: Assemblyman
Rocky Chávez and Senator Patricia Bates.
CHANGES TO SALARY
REQUIREMENTS
Under California law, an
employee cannot meet the
commonly used administrative,
executive or professional exemptions from overtime unless
the employee earns a minimum
monthly salary of no less than
two times the state minimum
wage for full-time employment, in addition to meeting all
other legal requirements for the
exemption.
Under SB 3, that amount in
January 2022 will rise from
the current annual salary of
$41,600 to at least $62,400,
which is an increased cost
to employers of $20,800 per
exempt employee.
Employers should be mindful
of the effect of the minimum
wage increase on exempt/
nonexempt classifications and
ensure that employees meet the
salary basis test for the
particular exemption claimed.

Construction is underway at Carlsbad’s Dove

the remaining renovation

The library is scheduled
to reopen at the end of
June. When finished, the

The full closure of the
library comes after it
partially closed in February to begin preliminary
construction work. The
Ruby G. Schulman Auditorium will be remodeled
to improve accessibility
and enhance visibility of
the stage. The auditorium’s
video production and
other audio-visual equipment will be upgraded to
digital technology.
The construction is part of
the city’s $11 million investment to improve its two
libraries to meet the changing needs of the community
in today’s digital age. Renovation plans were shaped by
community input.

MAY / JUNE 2016
AN AWARD-WINNING, MONTHLY PUBLICATION OF THE CARLSBAD CHAMBER OF COMMERCE
Daring to change: Leadership we need
Within each of us, right now,
is everything we need to thrive
in the face of complexity and
change. We just have to decide
whether we are willing to do
the work and whether or not
we are willing to lead a more
daring life.
Join us Friday, June 3 for our
monthly First Friday Breakfast
from 7:00-9:00 a.m.
at the Sheraton Carlsbad Resort & Spa, 5480
Grand Pacific Drive.
Speaker, author
and coach extraordinaire, David Berry
will inspire you to lead
from your values. His
lecture centers on the BERRY
emergent qualities of
self-understanding,
relationship building and
continuous learning that we
must access and practice out
in the open if we are to sustain
a confident and committed
followership.
Here are the key tools you’ll
learn from the presentation:
•The most competitive
response to complexity
and change is to be
an organization
that learns more
than any other.
•Since no organization will “out
learn” its leaders,
its leaders must
go first.
This is the
daring part: learning requires as much
“heart” as it does
“head.” It demands
qualities of language
that are central to
change but are too

the workplace.
extraordinary growth from

In 2013, Berry
founded RULE13
Learning to serve
leaders who want
to be more resilient,
more effective, and
more human in the
face of change. Berry’s
work has been featured in the Training Magazine
article, “ Crafting a Coaching
Culture.” He’s a certified professional coach through the
Hudson Institute of Coaching
and is credentialed by the International Coach Federation at
the PCC level.
The cost is $32 for Chamber
members who register before
May 27. Afterward, the cost is

Match your passion to a chamber program
Our next member orientation meeting is fast
approaching. It will take
place Thursday, June 9.
New member orientation
meetings are held quarterly
and allow new members to
get acquainted with the
many chamber services,
programs, and benefits that
will help maximize their
return on investment in
membership. Members also
have the chance to network
over lunch, meet chamber
staff, and share information
about their business.
We held our first member
orientation of 2016 back in
March. It began with a lunch
sponsored by Casa de Bandini
followed by presentations by
our Executive Vice President
and COO Toni Padron and
myself. More than 30 new
members got an opportunity

networking events and

they could choose from.
No matter your business or
interests, there’s a chamber
program that will match
your passion.
NETWORKING
OPPORTUNITIES
First Friday Breakfast
These fast-paced monthly
inspiring breakfast meetings
feature speakers, chamber
and member updates, plus
facilitating networking, all
packed into a two-hour sessions. During First Friday
Breakfast, members are
assigned a table where they
meet seven new people. Each
person gives his or her own
17 second elevator pitch.
The table facilitator keeps
the conversation going by
asking each person questions. The chamber’s First
Friday Breakfast is Carlsbad’s
premier business networking event attracting between
100-120 industry professionals and business owners.
First Friday Breakfast allows
chamber members to network, while keeping up on
the latest happenings in
the business world and the
Carlsbad community.
Sundowners
Sundowners are informal
social gatherings held after
work. Members meet to
exchange ideas, network, and
enjoy appetizers and refreshments. Chamber members
are invited to attend these
monthly mixers.
Coffee Connection
These caffeinated morning meetings are held every
month. Business professionals connect with each other
in an informal setting where
attendees can make individual connections and build
long lasting relationships.
PROFESSIONAL
DEVELOPMENT
OPPORTUNITIES
Seminars & Workshops
The chamber sponsors
seminars and workshops
throughout the year to
present in-depth programs on topics of current
concern. Seminars have
included a symposium on
El Niño and terror attack
preparedness, Culture of
Excellence workshop, and
Microsoft Office classes.
Chamberpl8tes
Chamberpl8tes provides
an opportunity for eight
chamber members to meet
for breakfast or lunch and
learn more about each other’s businesses. A Carlsbad
Chamber member hosts
and facilitates the Chamberpl8tes at a local chamber member restaurant in
order to provide an in depth
networking opportunity
for a small group of members. Chamberpl8tes are
an extension of the regular
First Friday Breakfast program without a speaker.
Each facilitator has completed a training class.
Lunch Bytes
These noontime, luncheon meetings are held several times a year. Business
professionals and experts
offer valuable information
and instruction on topics of
interest, from social media to
Microsoft Office skills.
