The pioneer windows are among attractions of
the 1800s First Congregational Church, Washington at Williams, known as “The Stone Church,”
CIRCUIT JUDGE Gerald Lostracco, who was co-chair of the volunteer group
which began in about March 1985 to assure renovation of the landmark Shiawassee
County Courthouse spoke to the Board of Commissioners Committee of the Whole

The Courthouse Preservation Committee’s initial goal was to restore the ornate
Circuit Courtroom, then it expanded to the entire building, rather than let it deteriorate to the point where demolition was the only solution.
“We raised money for the work. I asked George Hoddy, who was then 80 years old,
to head our fund drive. He accepted and $1.5 million was raised. A Building Authority was established to bond for the rest on the $3.5 million project. We received state
grants as well.
“Because of this, the county did not have to ask for a millage. The Courthouse now
has a ‘True Market Value’ of $10 million, I’ve been told. I would be glad to meet
with board members on how the building authority can work so you can get information from bonding attorneys.”

Re-Bidding Underway
Owosso’s City Council voted to reject the sole bid received by the
city in late July for replacing the retaining wall along the Shiawassee
River adjacent to City Hall. City Manager Don Crawford had recommended holding the bid while seeing what could be done, since it was
valid for 30 days. That bid was for more than double the engineer’s
estimate of $305,000 for the work.
No bids were received for the city’s parking lot project involving
the lot between the Armory and Matthews Building, rebuilt several
years ago with a state grant, and the new more than 100-space parking lot just over half a block north of Wendy’s parking area, which

Director Adam Zettel said was because of the “parking shortage” in
the downtown.
Re-bidding on the parking lot project was underway by Aug. 8, with
plans to open bids at 3 p.m. Sept. 2, then confer with state officials
the next day on the nearly $700,000 state-administered Downtown
Infrastructure (DIG) grant.
The city has invested more than $100,000 in engineering for the
parking lot project as well as the retaining wall work.
During the meeting Tuesday night, councilmembers expressed
surprise to learn that the final Tax Increment Financing (TIF) plan
they had approved for the parking lot project did not include the

I would like to thank the voters of Shiawassee County
for recognizing the need to take care of our seniors by
voting yes on the Senior Millage on Aug. 5, 2014. It is not
without your continuous support that we are able to grow
our programs and to serve more seniors in their homes.

I wanted to add my personal “Thank You” to everyone
who donated and/or worked on the millage campaigns
this summer for the Friends of SATA. It takes a group
effort and the results were, once again, very rewarding;
as were transit millage election results statewide. SATA
has clearly demonstrated its value to the communities that
participate in its service area.
I also want to let everyone know that, after several years
as the chair of the ad-hoc Friends of SATA organization,
it is my intention to step down from this post in the coming year. I will remain on hand to assist current SATA
Director Larry Alpert and incoming Director Mary Rice
through the transitioning phase with Larry’s retirement
this Oct. 1, and I won’t be completely disappearing from
the Friends, but I’ll be reducing my own volunteer activities in the coming year and I think it is time for some
fresh leadership to step up.
I hope that someone in the community will be interested
and willing to lead the Friends effort in the future, and if
anyone is interested in doing so and wishes more information, please feel free to contact me and I’ll be happy to
share what it involves.

For Wednesday, Aug. 6, “What should the U.S. Senate
and Congress do about the border?” Close the border, 26;
Allow all that cross into the U.S. citizenship, 0; Allow all

Chrysler ‘Drive For Kids’
Slingerland Chrysler Dodge Jeep RAM has teamed up
with Owosso’s Central Elementary School for a Chrysler
brand “Drive For Kids” fundraising event during the annual Open House at the school, 4 to 8 p.m. Wednesday,
Aug. 27.
There will be new model Chrysler Town and Country
minivans, Chrysler 300 and Chrysler 200 vehicles on Lee
Street, alongside the school grounds, where fundraising
test drives will take place.
“This provides a no-pressure environment to check out
the new Chrysler brand products,” said Mary Slingerland.
“The school will receive $10 from Chrysler for every test
drive completed with a brief survey. Parents and friends
can help the school raise money without reaching into
their own pockets by participating in this event.
“Any licensed driver 18 years or older who presents a
valid Michigan license is eligible to complete a test drive.
The school will receive an additional bonus if 150 test
drives are completed in this four-hour timeframe.

Shiawassee Regional Chamber of Commerce being responsible for the $200,000 for the project which the
Downtown Development Authority will bond for. Chamber President/CEO Jeff Deason told the council the chamber has taken on the responsibility for moving the present
chamber building – and developing a public area in front
of the Armory. “We have been very open with the city.
We’ve involved city officials throughout our planning,”
said Deason during the Tuesday night meeting.
The city council’s next meeting will be at 7:30 p.m. Monday, Aug. 18.
Take-Home Pay
Reduction
With Shiawassee County’s continued budget deficits expected after voters rejected the four-tenths mill Headlee
Override Aug. 5, county employees will be asked to contribute about 1.5 percent more of their pay to the Michigan Employees Retirement System (MERS) fund. That is
because the county’s MERS liability is 60.9 percent funded – and MERS has recommended that the county ask
employees to pay 5 percent of their pay into the system.
A Finance Committee special meeting will review
“what” the request should be, said its chairman, Commissioner John Plowman. “I’m thinking about 1.5 percent
rather than the 5 percent MERS has recommended,” he
told fellow commissioners during Wednesday’s Committee of the Whole meeting.
County Administrator TJ Clark read a letter on behalf of
county employees asking that commissioners make their
decision as soon as possible since employees’ take-home
pay will be reduced.
County Clerk Lauri Braid said that whatever the commissioners decide, the change can be put into effect for
non-represented employees anytime, reducing their takehome pay. Most of the county’s unionized employees have
contracts that have been extended on a year-to-year basis,
so commissioners will have to ask to re-open those contracts to make the change, and the cut in employee takehome pay, Braid said.
After the special committee meeting, which will be open
to all, emphasized Plowman, the recommendation will go
to the full board in September for action.

The Shiawassee Conservation Association’s annual Beef
Barbecue, open to the public, will begin at noon Sunday,
Aug. 24, at the club grounds, 4247 N. M-52, north of
Owosso, continuing into the early evening.
Activities are in both the historic Clubhouse, where a
large portrait of author-conservationist James Oliver Curwood hangs over the stone fireplace, and at the nearby
Pavilion. Curwood donated the land for the Conservation Association. There is large historical marker at the
site where the Michigan United Conservation Clubs were
founded “beneath the large oaks.”

I want to thank all of those who came out and voted in
the Aug. 5 primary. Without your support, I would not be
moving on to the Nov. 4 election.
I also need to thank all who put out yard signs, stuffed
thousands of envelopes and assisted me in knocking on
thousands of doors. You know who you are, and your faith
in my candidacy is greatly appreciated.
Finally, I would like to give a special thanks to my two
primary opponents, who both ran positive campaigns and
were true gentlemen to me throughout the process.
As we take this campaign into November, please be assured that I will continue to fully serve the county as your
prosecuting attorney. I may not be able to reach out to as
many people as I would like, but my priority remains to
do the job I was elected to do. Thank you again, and on to

On behalf of The People’s Choice Committee, we wish to express our appreciation and
gratitude to the voters of Shiawassee County!
A democracy truly does spring from the grassroots level. We could not have had this
measure of success without all of you who attended board meetings, donated time/money, took a yard sign, talked to your family and friends; and, most importantly, voted Aug.
5 for improving our local government.
Our success moves us closer to bringing common sense and accountability back to
our county government. To complete this journey, we still must address several more
commissioner races in the Nov. 4 general election. This upcoming board’s election is all
about their direction and administration over the past 10 years.
The majority of the current board (with the exception of Commissioners Holzhausen and
Schneider) still does not get the message that all we ever wanted was for them to share in
the sacrifices, as has everyone else (i.e. the county employees and the taxpayers).

The Burns Township Board voted 3-2 on Monday, Aug. 11, to purchase the property
where the Streeter Funeral Home was located for no more than $80,000 (the property is
listed at $71,000) to build a new Township Hall and Library. The funeral home, which was
owned and operated by Ernie Streeter for many years, was destroyed by fire Jan. 27, 2011.
Township Clerk Sharon Granger had informed the board that the current site of the
Township Hall, which is on the north side of Bath Road at the corner of Champagne
Lane, is too small to accommodate the township’s fire staff and the Township Hall facilities together, so an addition or new building would be necessary.
Supervisor Dave Mitchell, along with Treasurer Valerie Ritter and Trustee Cheryl Cole,
believe that the Streeter site, which is further east on the south side of Bath Road, would
be optimal for many reasons. In addition to the existing township building needing upgrades to its equipment and storage space, the three also cited the benefit of being closer
to the downtown area as reasoning for their decision. The Streeter site also has two sewer
hook-ups and two water hook-ups, as well as two existing buildings that could be put to
use by the township.
The dissenting voters, Township Clerk Granger and Trustee Gary Adams, said they
were caught off guard by this proposal, and do not like the idea of spending upwards
of $80,000 to purchase a new site when the township already owns five acres at its current location. According to Clerk Granger, the board has been planning for nearly three
years to add on to the current building and has raised nearly $500,000 to do just that.
This proposal, which Granger says was “sprung on” herself and Trustee Adams, could
create many potential problems. If the township offices were moved across the street to
the new site, that would leave the Burns Township Fire Department to care for the entire
existing building with the 1 mill operating budget the department has, which Granger
said “would be next to impossible.” She said she is also worried that the Fire Department
would then be responsible for the much-needed repairs that the Bath Road facility is in
line for. These repairs include an update to the radiant heating system and the tiling of
the parking lot, which would have to come out of the Fire Department’s operating budget
or their 1/2 mill repair and equipment budget.
“I was completely caught off guard by this proposal, and I do not appreciate being put in
this position,” she said. Granger hopes that this is not the last word on the issue, and she
“hopes that the board would want the approval of all five members before going ahead
with such an expensive project.”

Charlie Keenan, who is president of the
Owosso Community Players, has grown
pumpkins at DeVries for four years,
which are available to the public. Aubrey
Grant was co-manager of the Downtown
Owosso Farmers’ Market during a transitional time.
It operates on the principal that fresh, locally grown food should be available and
affordable to everyone. The Market’s midweek hours of operation were selected to
accommodate anyone whose work schedule or family responsibilities limit their
ability to attend the traditional Saturday
morning farmers’ markets, said Algozin.
In addition to cash payments, the Market accepts Visa, MasterCard, Debit cards
and SNAP benefits (Bridge Cards). Individuals interested in volunteering at the

Art Bra Fundraiser Tickets
The Memorial Healthcare Foundation will host its fourth annual Silver Stars “Support
the Foundation” Art Bra event at the Comstock Inn and Conference Center on Aug. 21.
All 2014 Art Bra entries are displayed through Aug. 19 in the Memorial Medical Arts

Editor, The Independent:
If it wasn’t for the Headlee Amendment we would be renting our property from the
government as they do in Russia. The government would have taxed us out of ownership.
Government uses all the best reasons to increase their income under the pretext that
they are doing this because they need more income to help the Veterans, schools, roads,
ambulance service, fire departments, road improvement, elderly, handicapped and every
thing else that people are compassionate about.
When a person runs for office they should understand that they are being elected to
operate the office with the money that the voters have allowed them to use, not bypass
Headlee, create and raise everything they can contrive to increase revenue.
In 2007 our county commissioners voted in new private road requirements. Many
residential developments are created with private roads. The private roads are to be developed and maintained by the developer or the residents as agreed. The county has no
obligation to maintain or improve any part of the road.
In 2007 the best lake development since Manitou was under way at the former Springbrook Lake. It was a fantastic development with large lots and high-end housing. This
was being developed and budgeted with a private road agreement.
The county road commissioner wanted the private road to be upgraded to such high
standards that it destroyed the entire development. The Board of Realtors, myself and
several other realtors, the developer and others fought the new ridiculous upgrade to the
private road rules to no avail. The shortsighted commissioners destroyed what could be
bringing in huge amounts of revenue that could be used
for all the wonderful things I mentioned above.
Owosso has made destructive decisions for no apparent
good reasons that killed potential revenue. Now they want
us to pay more taxes for their shortsightedness. Say no to
all Headlee Overrides. Let them know that they will loose
elcome to
their jobs if they don’t think like responsible people that
are working on behalf of the citizens.

Problems
The City Council will talk about doing
something about nuisance cats, feral cats
and cat colonies in neighborhoods – all
after a Dutchtown resident asked the city
council’s members Aug. 4 to “do your
jobs” on enforcement of the City Code
which limits adult animals to three per
residence. Councilmembers turned to City
Manager Don Crawford and Public Safety
Director Kevin Lenkert to follow-up on the
Code enforcement. That will be during the
7:30 p.m. Monday meeting.
A year ago Crawford proposed that the
city license both dogs and cats when he
was asking that the city take licensing
away from Shiawassee County. The council held a public hearing on that, but put
the proposal on hold while enforcement
of dog issues was reviewed with county
commissioners.
The city has a leash law – requiring that
all dogs be on a leash when they are off an
owner’s property, except if they are at the
Bark Park, or face the potential of a fine up
to $500. Owners must clean up dog and cat
droppings under the Code, or face a fine
up to $500 as well. Dogs are banned from
being loose on a sidewalk or anyone else’s
property at any time in Owosso.
