1 Chairman’s Opening
Florian Butty welcomed everyone to the meeting. Nuno Almeida d’ Eça and Maria Bulgakova have let
Florian Butty, and the Council know in advance that they were not able to make it to this meeting.
2 2012 Ranking
A preliminary ranking was circulated to the Admincom January 25 in order to get their input. The
ranking was also circulated in the Council on January 26. It was noted by Admincom that the Tige
tour stop in France was not sanctioned by the French federation and can therefore not be included in
the ranking. A post-homologation document was filed for the competition and the event was a
recognized part of the tour. Also, in 2011 the event was part of the tour and included in the ranking.
Florian will contact the organizer of the Tige tour and then contact the French federation in order to
investigate if the competition should be excluded from the ranking or not. The ranking can thereafter
be published and distributed.
This year an issue appeared where two riders got the same number of ranking points. The Council
decided to publish the rules with split positions and later decide on a rule governing how to deal with
this situation in the future.
Remi Breivik suggested to publish also a list of the total ranking points per country to produce a
country ranking. This could be used by federations to show their position in relation to other
countries. The Council decided that this should be done.
Colin Hart stressed the importance of getting the ranking out at the end of the year and it was
explained that it has been a hassle to get results from the organizers. We were awaiting results from
South Africa but recently received those.
For a few years, since the new ranking system was introduced, no homologation fees have been
charged to the federations. The homologation fees will be reintroduced in 2013 according with the
Bye-Laws. The Council would prefer to have the same fees as for Racing, e.g. EUR 50 for national
competitions and EUR 100 for international competitions. Florian Butty will discuss the amounts with
Admincom at the May meeting or before.

The information about the homologation fees will be included in the homologation guidelines that
will be sent to all federations that report competition for the calendar.
3 2013 Additional Rules
Claes Scheffer circulated a number of documents prior to the meeting illustrating the differences
between the IWWF Wakeboard Word Rules and the 2012 IWWF E&A Additional Rules Wakeboard &
Wakeskate Boat and well as a draft for the 2013 E&A Additional Rules Wakeboard & Wakeskate
Boat. The Council went through the documents and decided on the following changes to be made:
1. Include information at the top of the IWWF E&A Wakeboard & Wakeskate Boat Additional
Rules to clarify that we have adopted the IWWF Wakeboard World Rules in order to
emphasize this.
2. There is a typo in the heading of section 14.6 of the draft the IWWF E&A Wakeboard &
Wakeskate Boat Additional Rules.
3. Change “It’s” to “It is” in section 4 of the draft the IWWF E&A Wakeboard & Wakeskate Boat
Additional Rules.
4. Put the parts about obstacles and the clarification about calculation in a separate document
called Judging Guidelines.
5. Add the parts about the wakeboard course to the IWWF E&A Wakeboard & Wakeskate Boat
Additional Rules. The Council decided that it is better to have pairs of buoys instead of single
buoys like the IWWF Wakeboard World Rules and that the diagrams over courses are useful
to have in the rules.
6. Move the list of appendixes to the top of the IWWF E&A Wakeboard & Wakeskate Boat
Additional Rules.
7. Rewrite rule 3.1 in the draft the IWWF E&A Wakeboard & Wakeskate Boat Additional Rules
to clarify that there is a different heat system in region E&A.
The Council decided to propose a number of changes to be made to the World Rules. Claes Scheffer
will put these into wording and send to the E&A Wakeboard World Council representatives in
preparation for the World Council meeting in Korea in August.
1. Change the wording of the section explaining falls to make it clearer.
2. Add “In case of an out-of-course fall or handle throw before the start of a rider’s first pass
the boat will start again from the jetty.” to the rule about out-of-course falls.
3. Add rule 15 in the 2012 E&A Rules about registration to the IWWF Wakeboard World Rules.
4 Documents to be Produced
Following the meeting the Council will produce a number of documents:

5 2013 International Judges & Officials Seminar
The Council has received a bid from the Latvian federation to organize the seminar in Riga on May 35, 2013. The Council decided to accept the bid. The Council held a discussion regarding the coverage
of the cost for the lecturers. Historically the seminar organizer has paid for the flight of one of the
lecturers, and the Council have paid for the other. Some lecturers have also had their flights covered
by their federation since the Council holds a meeting in conjunction with the seminar. But Colin Hart
will no longer get any funding from the British federation therefore Florian Butty will discuss with the
organizers what cost can be covered by them.
The participants at the Seminar will be asked to print and bring a set of the Rules to reduce the costs
of the seminar for them
6 Budget and Income
Neither the Council or Florian Butty has received anything from the treasurer Maria Bulgakova
regarding the economic situation of the Council. In 2013 the homologation fees will be reintroduced
and the Council estimates that approximately 30 competitions will be added to the calendar.
7 Coaching Seminar
Florian Butty is working with the Coaching Commission regarding a coaching seminar where
wakeboard will be represented as well. It has been suggested that the coaching seminar is organized
in 2013 in either St Petersburg, Russia or Lisbon, Portugal.
8 2013 E&A Championships
There is an interest from Latvia, Spain, France, Luxemburg, and Italy in organizing the 2013 E&A
Championships or later Championships. Florian Butty will continue the discussion with the
federations and organizers.
9 2013 World Championships
Unfortunately the 2013 World Championships in South Korea will take place on the same dates as
the E&A Cable Wakeboard Championships in Fagersta, Sweden. Colin Hart liased with Varna with a
view of the dates possibly moving and this was not possible for cable wakeboard, also Colin has been
in correspondence with John Lee regarding the number of riders that will attend the World
Championships and has contacted a number of federations in order to make an estimate. A
shortened bulletin version was produced for Colin and he has used this with Federations present to
gain an idea of support from E&A.

10 2013 Mediterranean Games
Florian Butty reported on the organization of the Mediterranean Games in 2013. It is still not decided
what boat will be used at the event and all three manufacturers, MasterCraft Ski Nautique and
Malibu, are interested. If MasterCraft is not chosen as the official boat Martin James will not be able
to be driver. In that case the Council will have to pick another driver. No obstacles will be used at this
event as the organizer could not raise the money to build obstacles.
11 Wakeboard School Certificate
The item was postponed to the next meeting.
12 Wakeboard Boat Council Annual Report
In the Annual Report sent by Florian Butty to Admincom and published amongst the Congress
documents there was an error. Florian Butty, by mistake, wrote:
“Since 2013 foreign riders will not be allowed to compete at National wakeboard boat
championships this due to ranking problems and final placement.”
This is incorrect and instead what was decided by the Council at its last meeting in Barcelona and
minuted is applicable:
“The Council discussed this matter and realized that the Council cannot prevent countries from
allowing this. It is also up to the national federations to decide how to consider the placement
of riders at the national championships. The only matter the Council can decide upon is
whether international riders at national championships should get ranking points or not. The
Council decided that international riders at national championships should get point towards
the ranking.”
The Council also decided to add this information to the Ranking Rules to make it clear to all.
13 World Games
Florian Butty has applied for extra funding from Admincom to contribute to covering the cost for the
flights for judges from the region at the World Games in Colombia in 2013 and also the World
Championships in Korea. Admincom did not accept the application and answered that it is possible
that the national Olympic committee in some countries will cover the expenses also for judges.
Florian Butty will investigate if any judges will be able to get funding from their national Olympic
committee.
