EXHBIT J – OUTLINE OF MINIMUM QUALIFICATIONS FOR CONCESSION
TENANTS AT DULLES AND NATIONAL
1)
Financial Condition:
a. Last 2 Years audited financial statements reflect Cash Flow = 2 x times annual
MAG; and
b. Last 2 Years audited financial statements reflect Net Worth = 5 x times annual
MAG; or
c. Guarantor who exceeds these minimum cash flow/net worth requirements; and
d. Cash security deposit or letter of credit (amount depends on level of risk and
annual MAG).
2)
Annual Sales Volumes:
a. Retail/Service: Kiosk: At least $300,000/year in a single location.
b. Retail/Service: Inline: At least $500,000/year in a single location.
c. Quick Serve/Food Court: At least $700,000/year in a single location.
d. Bar/Restaurant: At least $1.5M/year in a single location.
e. Signature Restaurant: At least $2.0M/year in a single location.
f. Snacks: At least $300,000/year in a single location.
3)
Operating Experience:
a. Retail/Service: 2 years of continuous experience in the last 5 years owning
and/or operating a retail/service store; or 3 years of continuous experience in the
last 5 years managing a retail/service store.
b. Quick Serve/Food Court/Snacks: 2 years of continuous experience in the last 5
years owning and/or operating a quick serve/fast food facility; or 5 years of
continuous experience in the last 7 years managing a quick serve/fast food
facility.
c. Bar/Restaurant: 3 years of continuous experience in the last 5 years owning
and/or operating a full service bar/restaurant; or 5 years of continuous
experience in the last 7 years managing a full service bar/restaurant.
d. Signature Restaurant: 4 years of continuous experience in the last 6 years
owning and/or operating a full service signature restaurant; or 6 years of
continuous experience in the last 10 years managing a full service signature
restaurant.
4)
A proven and funded business plan supported by a reputable financial institution or
other source of funding. Tenant must provide a pre-approval loan letter from a
reputable financial institution or other reputable source of funding.
5)
At least 3 reputable client references from landlords (free-standing, shopping centers,
regional malls, office building retail), and/or airports. If a new start up entity, at least
3 reputable business references.
6)
Westfield’s standard corporate business & credit background check for new tenants.
Exceptions to the foregoing minimum qualifications shall be approved by MWAA.
