The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual.
Each state analysis includes information in a standardized format: contact, legal limits, special permit limits,
general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone
numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers
are always advised to check with the state offices on current laws and procedures. This project could not have
been completed without the advice and consultation of many state officials. We thank all of those who provided
permit manuals, maps, laws, regulations, and various other forms of documentation.

A route survey is required for any vehicle or load that meets or exceeds any of the following dimensions:

(In addition to a route survey, a letter of release from all utility
companies throughout requested route. (Please note shipper is not allowed to move any overhead lines
without authority in writing from the utility companies.)
20’0” wide
**Route survey must list traffic lane(s) that survey was conducted in. If the load is over height, the route
survey must state at what height the survey was conducted. The survey must also state how all bridges,
traffic control lights and utility lines were cleared. If counter flow is required, contact names and telephone
numbers must be listed for the local law enforcement agency required for traffic control. ***Police dispatch
is not considered a point of contact for a Law Enforcement agency. Effective May 12, 2010.
Route surveys valid for 10 business days only.
PERMIT RESTRICTIONS
General - Permits are valid for three days. Travel is permitted from sunrise to sunset Monday through
Saturday. No travel is permitted on Sundays or major holidays. Overweight only permits may have
continuous movement. Sunday movement granted on a case by case basis and will only be allowed on fourNM-2

lane divided highways. Sunday movement may not exceed 12’ in width, 14’ high and no more than 90’ long.
Non-daylight movement granted for vehicles not exceeding 12' in width, 14' high, no more than 90' long.
Non-daylight movement will be required escorts and must be on four-lane divided highways.
Insurance — Certificate of insurance must be on file before permit can be ordered; proof of insurance
coverage of at least $50,000/$100,000/ $25,000.
Certificate of liability insurance must meet New Mexico requirements (18.19.8.52 NMAC)
Weekend/Night Travel – Movement after sunset or before sunrise on weekdays and Saturdays, or
movement at any time on Sundays or on legal holidays shall not be permitted, unless all guidelines in
accordance with 18.19.8.32 NMAC are being met. When considering whether a move can be permitted
during non-daylight hours, or on Sundays or legal holidays, the department will consider the following:
A. the size and/or weight of the vehicle or load to be permitted;
B. the route to be traveled;
C. the safety to the overall motoring public;
D. advice of the state highway and transportation department officials or law enforcement officials
concerning various aspects of the move; and
E. any other consequence of allowing or not allowing the move during such times.
Holiday – A. Unless expressly specified on the special permit, movement is prohibited on the following legal
holidays:
(1) New Year's day;
(2) Memorial day;
(3) Independence day;
(4) Labor day;
(5) Thanksgiving day; and
(6) Christmas day.
B. The department may designate other holidays on which movement will also be prohibited. When any of
these holidays falls on or is observed on a day other than a Monday or Saturday, movement restrictions
shall run from sunset of the day preceding such holiday to sunrise of the day following such holiday. When
the holiday falls on or is observed on a Monday, movement is prohibited after sunset of the preceding
Saturday until sunrise on the following Tuesday unless otherwise permitted in writing by the department or
unless otherwise specified on the special permit. When the holiday falls on or is observed on a Saturday,
movement is prohibited after sunset of the preceding Friday until sunrise on the following Monday unless
otherwise permitted in writing by the department or unless otherwise specified on the special permit.
Inclement Weather – Special permits may restrict movement during inclement weather to direct
movement to the nearest point of safety. Continuous movement is prohibited during inclement weather,
“inclement weather” means a natural occurrence which will create dangerous driving conditions and includes
any of the following:
(1) snow;
(2) ice;
(3) fog, rain, dust or other weather condition which limits visibility to less than 1000 feet (approximately
2/10 mile); or
(4) any weather condition which is determined by the department, the state highway and transportation
department, the state police, or other law enforcement official to create a safety hazard.
Permit Information Required — Tractor and trailer information; DOT number; load description; gross
weight; axle weights; overall dimensions; origin and destination; routes to be traveled; effective dates.

PERMIT TYPES
Single Trip - Special permits for single-trip movements are issued for a single one-way movement of
oversize or overweight vehicles or loads. The single-trip special permit is normally valid for three days,
unless otherwise specified on the special permit.
Multi-Trip — issued for a particular vehicle and specific load to move more than once and return. Permit is
valid for 12 months or expiration of insurance, whichever is first.
Multi-Trip Self-Propelled -
FEES
Single Trip Oversize Permit Fee is $25.00. If a State Police escort is necessary, the fee is an additional
$300.00 per day.
Single Trip Overweight Permit Fee is $25.00.
Exceeding 86,400 lbs:
Fee: $.025/ton/mile
Self-Issue Permits are available for manufactured home transporters and dealers, the fee is $250.00 for a book
of ten.
Self-Issue Permits are available for transporters of implements of husbandry, the fee is $150.00 for a book of
ten.
Multiple Trip Permit are available for combination vehicles not exceeding the following dimensions:
140,000 lbs.

15’ high
15’ front overhang
25’ rear overhang
The fee for a Multiple Trip Permit is $250.00.
ESCORTS AND SIGNS
Labeling — Flags must be red or orange and 12" square, and must be displayed on all four corners and all
extremities.
Oversize load signs (1' high X 5" long) must have black lettering (10” high x 1”wide) on a yellow
background, and must be displayed on all oversize loads front and rear.
Two flashing amber light, visible from 1000', must be affixed atop any escort.
Escort Vehicles and Personnel — Depending upon the size or weight of the load, an escort may be
required. The permittee will be advised of escort requirements when the permit request is approved. If an
escort is required, The type of escort will be stipulated on the permit.
The New Mexico state police has the authority to escort the movement for a distance of five (5) miles or
more of a vehicle, combination of vehicles or load which is twenty feet (20') or more in width on state
highways outside the corporate limits of municipalities or when passing through municipalities.
Escorts must have public liability insurance in effect at levels of at least $50,000/$100,000/$25,000. Route
Survey Checklist asks if the escort company is New Mexico Certified.
Flagmen shall be used on all loads twenty feet (20') wide or wider and whenever required by the special
permit. Flagmen may not be used in lieu of an escort vehicle but an escort vehicle may be used in lieu of a
flagman. A dismounted driver of an escort vehicle may serve as a flagman.

Certification – Pilot Car Escort Certification is not currently required; however, requires the vehicle to be
stickered/certified.
FINES
If a commercial motor vehicle is encountered in -ew Mexico without the required documentation,
is not correctly licensed, is unsafe, or the vehicle or driver are not in full compliance with -ew Mexico
requirements, citations or fines may result. In addition, depending upon the severity of the violation, the
vehicle or driver may be detained until the required credentials are obtained or corrective action taken.

Fines are calculated on weight in excess of permit allowance. Operators may be cited for either over-axle or
over-gross.
RESTRICTED TRAVEL
Moving heavy equipment at railroad grade crossings.
New Mexico state law requires prior notification to the railroad. New Mexico statutes annotated 66-7-344.
