The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual.
Each state analysis includes information in a standardized format: contact, legal limits, special permit limits,
general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone
numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers
are always advised to check with the state offices on current laws and procedures. This project could not have
been completed without the advice and consultation of many state officials. We thank all of those who provided
permit manuals, maps, laws, regulations, and various other forms of documentation.

useful in planning movements of overdimensional and overweight loads. This Permit Manual is not intended to be
an accurate summary of all the applicable laws and regulations. Users of the Permit Manual should confirm the
information contained herein before dispatching vehicles and loads. The SC&RA cautions Permit Manual users
that state laws and regulations are subject to change without notice, and that some time elapses between the

Self propelled equipment:
Maximum single axle weight 25,000 lbs and tandem 47,000 lbs.
Maximum GVW can not exceed 94,000 lbs on 4 axles, 107,000 lbs on 5 axles, or 120,000 lbs on 6 axles
(State Highways only).
Interstate Highways: No single axle over 20,000 lbs.
PERMIT RESTRICTIONS
General - Permits are valid for 10 days. Travel is permitted from one-half hour before sunrise to one-half
hour after sunset Monday through Sunday.
Travel embargos for Lincoln and Omaha as follows:
Lincoln - state highways only inside city limits but does not include I-80. Restricted from weekdays 7am to
9am and 4pm to 6pm, Saturday and Sunday after 12:00pm.

Omaha - restricted from travel inside city limits on state highways and interstates weekdays 7am to 9am
and 4pm to 6pm, Saturday and Sunday after 12:00pm.
Insurance — No filing is required through Permit Office. However, operators must have proof of insurance
on file with the state Public Service Commission. Coverage must equal federal DOT standards ($750,000 –
$5,000,000, depending on commodity and hazardous nature).
Weekend/Night Travel – Travel seven days a week, one half hour before sunrise until one half hour after
sunset.
Divisible load permits are not available.
Vehicles must have a trip permit if the vehicle is not prorated in Nebraska. In addition, all vehicles must
have a fuel trip permit.
Holiday – Observed Holidays – 2014
January 1, 2014 – New Year’s Office closed. Travel restricted from
12:00 p.m., December 31, 2014 until
sunrise January 2, 2015.
January 20, 2014 – Martin Luther King, Jr. Day Office closed. Travel permitted.
February 17, 2014 – President’s Day Office closed. Travel permitted.
April 25, 2014 – Arbor Day Office closed. Travel permitted.
May 26, 2014 – Memorial Day Office closed. Travel restricted from
sunset, May 23, 2014 until sunrise, May 27, 2014.
July 4, 2014 – Independence Day Office closed. Travel restricted from
sunset, July 3, 2014 until sunrise, July 5, 2014.
September 1, 2014 – Labor Day Office closed. Travel restricted from
sunset, August 29, 2014 until sunrise, September 2, 2014.
October 13, 2014 – Columbus Day Office closed. Travel permitted.
November 11, 2014 – Veteran’s Day Office closed. Travel permitted.
November 27 and 28, 2014 – Thanksgiving Office closed. Travel restricted from
12:00 p.m., November 26, 2014 until sunrise, November 29, 2014.
December 25, 2014 – Christmas Office closed. Travel restricted from
sunset, December 23, 2014 until sunrise, December 26, 2014.
January 1, 2015 – New Year’s Office closed. Travel restricted from
12:00 p.m., December 31, 2014 until sunrise, January 2, 2015.
Permits for Overweight Only, are valid 24 hours a day, seven days a week. This complies with
State of Nebraska, Department of Roads, Rules and Regulations pertaining to overdimensional
and overweight permits.
Inclement Weather – Nebraska does not post spring restrictions and does not specifically address OS/OW
restrictions for poor weather conditions; however it does note that permit extensions a made for weather
conditions.
Permit Information Required — Tractor and trailer information; overall dimensions; gross weight; axle
weights; bridge interior and exterior; origin and destination, routes to be traveled; effective dates.

PERMIT TYPES
Single Trip — For operation of vehicles with indivisible loads, for vehicles on which the load to be carried
exceeds the dimensions of the vehicle, for the movement of a load with a width between 8'6" and 16', or for
the movement of a vehicle which exceeds legal axle spacing or weight.
Extra Long Permit – For certain trailers and they must be empty.
Continuous Operation — For operations involving specialized equipment (e.g. oil well servicing equipment,
truck cranes), the use of which is confined to a limited area, and is specific to that machine or piece of
equipment. This permit is not available for movements on the Interstate or Defense Highway System, or for
vehicles which exceed 14' in width, 15'6" in height, or 65' in length. Permit is issued for no more than six
months.

FEES
Single Trip — $15 Overdimensional; $20 Overweight; $25 Overweight/Overdimensional
Extra Long Permit - $250
Continuous Operation — $25 per quarter (highway construction projects; Nebraska-based carriers only).
One fee covers multiple excessive dimensions.
ESCORTS AND SIGNS
Labeling — The department shall require OVERSIZE LOAD signs and flags as follows:
On loads more than ten feet in width, signs stating OVERSIZE LOAD must be displayed to the front of the
hauling vehicle and the rear of the load. The signage must comply with requirements in Section 001.26.
On loads more than twelve feet in width, red flags, not less than 18 inches square, must be displayed on all
four corners of the vehicle or vehicles.
Escort vehicles/light bar requirements for overdimensional vehicles and loads:
Escort vehicles conforming to the requirements of Section 001.10 may be required for the movement of
overdimensional vehicles or loads when such vehicles or loads exceed:
8'6" in width; 90' in length; 14'6" in height
Escort vehicles conforming to the requirements of Section 001.10 shall be required for the movement of
overdimensional vehicles or loads when such vehicles or loads exceed:
12' in width; 100' in length
Position of escort vehicles:
All undivided highways - to the front of the overdimensional vehicle or load.
Divided 4-lane highways - to the rear of the overdimensional vehicle or load.
Escort vehicle must travel no more than 300' from the overdimensional vehicle or load.
Light Bar:
A light bar may be allowed in lieu of an escort vehicle on divided highways when expressly stated on the
permit. The light bar attachment must comply with the following:
Must have a left and right rotating amber, yellow or flashing light of sufficient size to be seen at a distance
of not less than 800'.

Light bar attachment shall be mounted on the rear of the load at a height sufficient to be seen clearly by
traffic to the rear.
Pole Cars:
On loads which exceed 14'6" in height, a pole car may be required to the front of the overdimensional
vehicle or load.
On loads which exceed 16' in height, a pole car shall be required to the front of the overdimensional vehicle
or load.
On any overdimensional vehicle or load a route survey may be required.
A single escort or a flashing amber light is required for Interstate travel of vehicles with loads of over 12' in
width.
Certification:
Pilot Car Escort Certification is not currently required; flagging requires certification.

Operators may be fined for either over axle or over gross, whichever is the greater. Additionally, operators
may be fined separately if two axle groups are over. Court costs of $21 are allowed to each fine.
Vehicle loads may be shifted to avoid axle violation if the vehicle is over on only one axle by less than 5%,
provided the gross load and other axles are legal.
Operators may be fined based on legal weight. Those traveling off routes specified by permit or those not
properly licensed may be deemed to have given false information to the permit office. In such cases, the
state will not issue a new permit.
RESTRICTED TRAVEL
City of Omaha — also the city of Lincoln — travel restricted between the hours of 7:00–9:00 a.m. and
between 4:00–6:00 p.m.
The following state highways may not be used if the vehicle exceeds 8' in width:
Highway 30 — from the east junction with Highway 75 in Blair east to Iowa.

Highway 34 — from Plattsmouth east to Iowa.
Highway 159 — from Missouri River bridge east to Rulo.
Spring Weight – Nebraska does not post spring restrictions as such, but does have certain highways
restricted to no overweight permits issued during a certain period of time when the frost is coming out of
the ground.
Holiday Travel – Travel is prohibited on the following holidays: New Year’s Day, Labor Day, Memorial Day,
Thanksgiving Day, Independence Day, and Christmas Day.

PERMIT ORDERING
Nebraska does offer an Automated Truck Permit System accessible through the NE Department of Roads
website.
Overweight (Conditional Safety Permit) - this allows a carrier to run on the
interstate system over 80,000 lbs. -- divisible loads.
