ENVIRONMENT
The Territory and Municipal Services Directorate (TAMS) plays a key role in building Canberra’s environmental, social and infrastructure capital as well as
administering the majority of Canberra’s municipal services and public transport functions. This includes providing and managing public libraries; collecting and
recycling waste; managing and maintaining the Territory’s roads, footpaths and cycling paths, streetlights, parks and reserves; and delivering Canberra’s public
transport through ACTION buses.
The Directorate’s total budget in 2014-15 is around $490m with a further $98m in administered territorial revenue and $214m in capital works program. The Directorate
manages an asset base of around $9.3b.
The Finance Branch is responsible for facilitating the management of the Directorate’s budget, and providing financial advice to the Minister, the Executive Leadership
Team, and line managers. The Finance Branch plays a key role in developing strategic approaches to improving financial management practices, cost effectiveness
and resource allocation across the Directorate and co-coordinating the Directorate’s budget and financial processes. The Finance Branch works closely with Shared
Services to provide financial services, accounting and technical reporting capabilities to the Directorate.

This position is responsible for providing technical accounting directions, budgeting and financial management support to the Director Finance, a range of Executives
and line managers within the Directorate. This position contributes significantly to the development of budget processes, ensuring internal processes meet internal
business needs and external obligations, and managing relationships with key stakeholders within the Directorate and Shared Service Centre.

POSITION DESCRIPTION
1. Develop and monitor budget allocations for the current and forward years.
2. Provide financial reporting, analysis and advice that meets the needs of Executives and Line Managers.
3. Prepare financial statements, output reports, advice on financial trends and expenditure/revenue forecasts for relevant Business Units.
4. Prepare and/ or supervise monthly reconciliations and liaise with shared services for transactional processing.
5. Implement processes to ensure the recording of meaningful and accurate financial information in conjunction with the Shared Services.
6. Undertake financial support for specific programs and activities such as costing of budget initiatives, capital proposals and / or project costings and reporting.
7. Contribute to projects and activities within the Finance Branch.

SELECTION CRITERIA
1. Proven experience in the development and monitoring of internal budget allocations, capital / project work in progress, expenditure projections and providing
financial reporting, analysis and advice that meets the needs of Executives and line managers.
2. Ability to prepare financial statements including operating statements, balance sheet and cashflow statements for Business Units.
3. Demonstrates responsiveness, reliability, adaptability and the pursuit of excellence in supporting Directorate management outcomes. Ability to prioritise work
and work independently in a small team environment with a high degree of self motivation under limited supervision.
4. Demonstrated ability to consistently display commitment to the professional growth of self and others. Leadership in Customer Service, Workplace Diversity,
Occupational Health and Safety and Industrial Democracy principles and practices.
5. Highly developed communication (oral and written), negotiation, and liaison skills
6. Tertiary qualifications in accounting and professional membership or progress towards CPA / CA or comparable bodies.

7. Experience in the coordination of Directorate level budgets and forward estimates, budget proposals and other budget related documentation.
8. The ability to provide system support to the Directorate’s financial reporting and budgeting tools (including TM1)
