Next Steps/Closing Page 1 Leadership Committee Meeting Summary Date: Time: Location: Tuesday, February 23rd , 2015 2:00 – 4:00 pm St. Luke’s Hospital 1111 Amsterdam Ave. Attendance Attendees Ana Taras, David Ackman, Jay Gorly, Joan Carney-‐Clark, Jim Davis, Kumar Chatani, Neil Pessin, Ray Lopez, Sabina Liml, Sarah Samis, Scott La Rue, Sean Morrison, Tom Miexner, Co-‐Chairs & Supporting Art Gianelli, Ha Nguyen, Lisa Chan-‐Sawin, Mary Mali Trilla, Mike Ardieta, Jameece Pope Staff Meeting Topics Discussion Highlight Action Items Introductions • Welcome and committee member introductions Housekeeping • Previous meeting summary reviewed and accepted • DOH released an updated set of executive summaries on the project scores • MS Application scored an 89.91 which was right in the middle compared to the NYC PPS Updates • Score summaries from the state will be used as feedback to help develop PPS presentation in Albany on 2/20. • MS PPS presentation can impact our scores up to 50% • CRFP Partner Submissions: – 16 draft applications submitted to date – Estimate of over 200 million in CRFP ask with MS, IT and Non-‐IT Asks • • • • • • Final CRFP Proposals due 2/13/2015 Mount Sinai PPS to prioritize Final project applications with the distributed rubric on 2/16/2015 Mount Sinai PPS to submit consolidated CRFP Application to the state on 2/20/2015 OMIG has begun reviewing attestations submitted last Tuesday The MS PPS was asked to provide documentation of employment of Mount Sinai physicians The state approved the entire request of an additional $1.3M last week for the MS PPS Page 2 Leadership Committee Meeting Summary Date: Time: Location: Tuesday, February 23rd , 2015 2:00 – 4:00 pm St. Luke’s Hospital 1111 Amsterdam Ave. Meeting Topics Discussion Highlight • Harbage is currently working hard to reset the committees and subgroups, as well as tracking information released by the state on implementation planning • The final implementation plan template was to be released last week • Drafts will be due early March with the final due April 1 • GANTT Chart with the state’s request for deliverables for implementation planning was distributed and reviewed • Deadlines to fulfill this month’s Draft Implementation Plan that is to be submitted to KPMG were highlighted • Each committee and project team has a lead consultant responsible for supporting and ensuring the completion of the work required by the state – This plan will serve as a guide to keep track of projects as well as direct committee and project teams to the specific tasks they need to complete. • All committee schedules have officially been sent out except for Workforce • All other committees are business as usual, such as Leadership and IT • Clinical starts again next week and Theresa is in need of a Co-‐lead since Marco is in a new position at Manhattan Developmental Disabilities Council, a Board Member of the Inter-‐Agency Council of Developmental Disabilities Agencies • Project list is 80% solidified • Missing Project 2ai MS PPS Lead. • Project 2.b.viii and 2.c.i. need partner recommendations for the PPS Implementation Planning Independent Assessor Proposed Application Scores Action Items • • • • 30% of the score is based on the Organizational application and 70% based on the actual Projects Scale & Speed numbers are critical to DSRIP goals PPSs generally scored higher than downstate PPSs. There was a reduction to the organization section of the application (30% of the application score), while we received an increase to the project section (weighted at 70%). Below is the math. 2 points deduced from CNA CNA score went from 23.86 to 21.86 Overall Org score went from 95.36 to 93.36 Weighted Org Score went from 28.61 to 28.008 * Used 28.0 for the weighted org score to calculate the change in the project scores below. On average, the project scores increased by 1.39 to 1.4 points depending on the first IA score provided except for 4bii. *This includes the 2 additional points we received for the workforce bonus section. Page 26 Section 2.4 – Compliance: Description: A PPS must have a compliance plan to ensure proper governance and oversight. Please describe the compliance plan and process the PPS will establish and include in the response the following: *Compliance 1: Identify the designated compliance staff member (this individual must not be legal counsel to the PPS) and describe the individual's organizational relationship to the PPS governing team. A designated compliance officer will be hired from outside the PPS and have no direct ties in order to maintain integrity of the compliance process. The compliance officer will have autonomy in investigating compliance complaints to ensure minimal influence from PPS partners that can impact an investigation. MSPPS will create a reporting structure where the compliance officer is able to report freely and openly with the lead entity and PPS leadership about any and all compliance issues. The MSPPS will create a shared understanding that the main goal of the compliance officer is to protect the patient from harm and the PPS from bad actors. The compliance officer will ensure proper adherence to state and CMS requirements. He or she will work under the direction of the lead entity and Leadership Committee to ensure regulatory compliance, as well as support the PMO and MSO in performance management of DSRIP projects. *Compliance 2: Describe the mechanisms for identifying and addressing compliance problems related to the PPS' operations and performance. In consultation with state and federal regulators, the MSPPS will establish necessary compliance measures to ensure that partners are performing well and that patient care and safety are prioritized. Specific metrics will be tied to each measure to provide clear and consistent understanding, practice, and enforcement. The compliance officer will work closely with project managers to identify on-the- ground issues and provide guidance as needed to assist partners in complying with state and federal regulations. The compliance officer will also monitor partner achievement of performance goals through quarterly reporting. The officer will conduct internal unannounced audits of PPS compliance practices. The PPS may hire an outside vendor to conduct audits. Audit findings will be validated and reviewed longitudinally to ensure that smaller issues do not continue over time. Changes to the mechanisms for identifying and addressing compliance will be made to maintain patient safety as needed. *Compliance 3: Describe the compliance training for all PPS members and coalition partners. Please distinguish those training programs that are under development versus existing programs. MSPPS will have a yearly compliance training for all PPS members and coalition partners. Compliance training will entail an in-person review of state and federal requirements that pertain to DSRIP and other related programs. Standardized materials will be created with established training entities and updated as necessary. Any major changes will be communicated to PPS members and coalition partners on an ad hoc basis. The training will consist of presentations, speakers, videos, printed materials, and working group activities. The working groups may be required to present to those at the training or role play within their smaller group. Those who participate in this training will be required to meet a specific understanding of state and federal rules and regulations as determined by state, federal, and PPS leadership to ensure that patient safety is never at risk during the transition into an integrated health care delivery system. 1 Page 27 For partners who have existing yearly compliance training, and who would like to integrate DSRIP compliance training into their curriculum, the DSRIP PMO will work with their HR and compliance program managers to support this inclusion. Compliance 4: Please describe how community members, Medicaid beneficiaries and uninsured community members attributed to the PPS will know how to file a compliance complaint and what is appropriate for such a process. The PPS will establish a compliance complaint process that will be communicated to beneficiaries and uninsured community members through community board meetings, open public meetings, and borough specific events. The compliance complaint process will also be published on the PPS website and there will be a dedicated email account for individuals to report compliance concerns and issues. Interested parties will be able to request a mailed hard copy of the process and if necessary, a dedicated phone line and number will be created. This complaint process will consist of the specific compliance requirements that the PPS must abide by and a form for completion, as well as a detailed, step-by-step process to file a complaint. A response will be provided to the complaining party promptly with a detailed timeline as to what next steps are available to the complaining party. 2 Page 28
