be like Habakkuk… Instead of standing staring in the face of his
problem he backed off
from the problem and he
stood on solid ground.
He gave up on what he
didn’t know and started remembering what
he did know and instead
of worrying about why
things were going the
way they were going,
and why in the world
God was allowing this
and allowing that, he
just stood back and said,
“Now wait a minute, my
God is an eternal God,
He’s a righteous God,
He hates sin and He never does wrong, He always does right.” Once
he had established what
he knew about God then
it was much easier to
cope with what he didn’t
know about the events
around him.
Habakkuk’s attitude
was: God I don’t understand everything; I don’t
understand why you let
Israel go. I don’t understand why you’re bringing the Chaldeans to
judge them. I don’t understand why you’re going to wait to judge the
Chaldeans after that. I
don’t understand any of
the things, but I know
one thing God, You’re
the God that is righteous. You’re the God
that’s eternal. You’re the
God that never makes a
mistake. You’re the God
that hates sin. You’re
the God that never does
anything wrong and I’ll
stand on that and praise
you anyhow.
In Chapter 2, Habakkuk
is standing in the midst
of an absolute dilemma.
He is afraid. He is afraid
for himself, he’s afraid
for Israel. He can’t seem
to justify and rectify all
the parts of the situation, though he understands that God who allowed the situation is always right. He’s caught
in a dilemma, but he
does not ask for deliverance, he does not ask for
personal escape, he does
not ask for ease, he does
not pray that God should
spare Israel, he doesn’t
even pray that there
would be no victory for
the Chaldeans and that
they would lose the battle, he doesn’t pray that
Jerusalem wouldn’t be
sacked, he doesn’t pray
any of these things because he knows in view
of the kind of God that
God is, God must judge.
So he doesn’t even bother with those things.
What he does pray is
this: that God will do His
work and that God will
have His way…. What a

In 1964 President
Johnson, a Democrat,
received 94 percent of
the Black vote and since
then no Republican
presidential candidate
has gotten more than
15 percent of the Black
vote. Today, in the new
Millennium, our vote is
the most reliable block
of votes for the Democratic Party from local
elections to the Presidential elections. We are
not new Democrats, but
for almost 100 years, not
45 years since the voting rights act was passed
and not even since President Barack Obama was
first elected, but for almost 100 years, we have
been the most reliable
block of voters for the
Democratic Party. No
other group can boast
the same.
Yet, all other groups
get support, money and
their voices heard by
the Democrats. For me,
I think I have seniority! My people have been
their most reliable block
of voters for almost a
Century. Time vested
in this Democratic Party with blood, sweat and
tears and nobody else
can say the same. It’s
so bad, you can count
on one hand how many
African American’s are
on staff for the California Democratic Party,

change orders, partial change orders, Construction Directives, and compromises, which may increase and/or decrease the Contract Price and/or may increase and/or decrease the Contract Time for this Project. As such, the Vice Chancellor for Fiscal Services’ signature on a change order, partial change order, Construction Directive, and/or compromise is sufficient to bind the DISTRICT provided that the increased and/or decreased costs of individual changes do not exceed the amount specified in the applicable.

information regarding the level of the Vice Chancellor for Fiscal Services signature authority.

COMPLIANCE WITH BID REQUIREMENTS: Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions.
The DISTRICT reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding or any requirements of these specifications as to bidding procedures.
SUBCONTRACTORS: Each bidder shall submit with his bid, on the form furnished with the contract documents, a list of the
designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public
Contract Code sections 4100 et. seq.
BID SECURITY: In accordance with California Public Contract Code section 22300, the DISTRICT will permit the substitution of securities for any monies withheld by the DISTRICT to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the DISTRICT, or with a state or
federally chartered bank as the escrow agent, who shall then pay such monies to the Contractor. Upon satisfactory completion
of the contract, the securities shall be returned to the Contractor. Use of the Escrow Agreement form in the bid documents without alterations is mandatory.
Each bidder’s bid must be accompanied by one of the following forms of bidder’s security: (1) cash; (2) a cashier’s check made
payable to the DISTRICT; (3) a certified check made payable to the DISTRICT; or (4) a bidder’s bond executed by a California
admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the DISTRICT in the form set forth in
the contract documents. Such bidder’s security must be in an amount not less than ten percent (10%) of the maximum amount
of bid as a guarantee that the bidder will enter into the proposed contract, if the same is awarded to such bidder, and will provide the required Performance and Payment Bonds and insurance certificates. In the event of failure to enter into said contract
or provide the necessary documents, said security will be forfeited. Use of the bond forms in the bid documents without alterations is mandatory.
PREVAILING WAGE REQUIREMENTS: The DISTRICT has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality
in which this work is to be performed for each craft, classification or type of worker needed to execute the contract. These per
diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and
similar purposes, are on file at the DISTRICT, and are also available from the Director of the Department of Industrial Relations.
Pursuant to California Labor Code Sections 1720 et seq., it shall be mandatory upon the CONTRACTOR to whom the contract
is awarded, and upon any subcontractor under such CONTRACTOR, to pay not less than the said specified rates to all workers
employed by them in the execution of the contract.

No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids.
BONDS: Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required,
and shall be provided to the DISTRICT prior to execution of the contract and shall be in the form set forth in the contract documents.
All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120.
TELEPHONE/FACSIMILE: No telephone or facsimile machine will be available to bidders on the DISTRICT premises at any
time.
TIMELY DELIVERY OF BIDS: It is each bidder’s sole responsibility to ensure its bid(s) is timely delivered and received at the
location designated as specified above. Any bid received at the designated location after the scheduled closing time for receipt
of bids shall be returned to the bidder unopened.
LOCAL HIRE AND APPRENTICESHIP:
Local Hire: The DISTRICT strongly encourages its contractors to hire local residents as part of the contractors’ construction
workforce, and to participate in apprenticeship programs. With respect to application of the DISTRICT’s local workforce participation goal , bidders attention is directed to the following:
1. The DISTRICT’s Board of Trustees strongly encourages, within the constraints of federal and state law, “local hire” employment within SBCCD geographic boundaries.
2. A “local hire” is defined as an employee of the general contractor or any of its subcontractors whose residence is within the
DISTRICT’s geographic boundaries (San Bernardino County and Riverside County) at any time – and ideally at all times – during the duration of the construction project that is the subject of this bid.
3. With respect to the discussion herein of the DISTRICT’s local hire goals, the term “contractor” refers to both the general contractor and any of its subcontractors working on DISTRICT construction projects.
4. Bidders on construction projects will be required to complete a “Local Hire Information Form & Checklist” which indicates
the bidder’s effort to employ local hire.
5. To the extent possible and applicable and as permitted by law, bidders are expected to utilize the services of the Center for
Military Recruitment, Assessment and Veterans Employment and its “Helmets to Hardhats” programs to serve as a resource for
preliminary orientation, assessment of construction aptitude, referral to apprenticeship programs or hiring halls, counseling and
