(Note: This circular memorandum should be read by heads of all kindergartens, primary and
secondary schools)
Summary
The purpose of this circular memorandum is to inform heads of kindergartens, primary
and secondary schools about the distribution of learning and teaching materials by Curriculum
Development Institute, Education Bureau, and the related arrangements. Materials to be distributed
in this issue are: “Smart application of the13 HOT Skills: Practice the teaching of thinking in
primary school via different entry points, connections and dimensions” (Chinese version only),
Road Safety Bulletin Issue No. 34, “Driving through Junctions, Safety First” and “The Majesty of
All Under Heaven: The Eternal Realm of China’s First Emperor Exhibition” Interactive Learning
Package (Chinese version only).

Annex 1
“Smart application of the 13 HOT Skills:
Practice the teaching of thinking in primary school via different
entry points, connections and dimensions” (Chinese version only)
Purpose
This annex is to inform heads of primary schools about the distribution of the
captioned booklet.
Details

The captioned booklet was developed by the Gifted Education Section of CDI. It
aims to enhance the teaching effectiveness of social and humanities themes of General
Studies in primary schools through the demonstration and elaboration of exemplars in the
teaching of higher-order thinking (HOT). Besides, the booklet also features the experience
shared by members of the Gifted Education Teachers Network (General Studies), which
provides teachers with useful reference for nurturing students’ HOT and problem solving
skill. The content of this booklet includes examples of strategies for teaching HOT,
worksheets for tiered assignment and also school cases of Level 1 whole class gifted
education provision. It is hoped that these resources can further promote the development of
school-based gifted education.
3.
Each primary school and special school will receive ONE copy of the booklet by
post within two weeks after the issue of this circular memorandum. Schools are requested to
circulate the captioned booklet to all relevant teachers for their reference.

Annex 2
Road Safety Bulletin No. 34
“Driving through Junctions, Safety First”
Purpose
This is to inform heads of kindergartens, primary and secondary schools about the
distribution of the captioned material on road safety education.
Details

The Road Safety Council has issued the above Road Safety Bulletin to promote
road safety education. Schools could make use of the materials to heighten students’ road
safety awareness. Enhance their understanding of road safety rules and civic-mindedness.
Help them be responsible and considerate road users.
3.
Three copies of the captioned bulletin will be delivered to all kindergartens,
primary and secondary schools by post within two weeks of the issue of this circular
memorandum.

Annex 3
“The Majesty of All Under Heaven: The Eternal Realm of China’s First
Emperor Exhibition” Interactive Learning Package
(Chinese version only)
Purpose
This annex is to inform heads of secondary schools of the distribution of captioned
material.

The captioned package was co-developed by the PSHE Section and Hong Kong
Museum of History with an aim to encourage students learning Chinese History through
e-learning. The package was transformed into a virtual tour with exhibits and multi-media
programs rearranged and reorganized from the “The Majesty of All Under Heaven: The
Eternal Realm of China’s First Emperor Exhibition” held in the Hong Kong Museum of
History in 2012. The package provides teachers and students information in studying the
history of the founding and unification of Qin dynasty, as well as the Qin terracotta army
and the Mausoleum of the First Emperor.
3.
Two set of the package will be sent to all secondary schools within two weeks
after the issue of this circular memorandum. Schools are requested to circulate the
captioned package to all relevant teachers for their reference.
