A crisis that will define our future. Without reading, everything in life is harder. Over one in five
adults in Oregon function at the lowest literacy level, struggling to read a bus schedule, a job application or a
prescription bottle. Low literacy is linked to poverty, crime, dependence on government assistance and poor
health. Research has shown that parents who struggle with reading
pass this legacy on to their children.

The Library’s programs are unique because they reach vast populations of children of
different ages, they operate during the summer when other programs do not, and they
motivate readers through creative approaches that are not found elsewhere.
EARLY LITERACY. The brain grows to 90 percent of adult size by age 3. Vital physical
connections that support learning to read must be made during this crucial early window.
Library programs prepare babies, toddlers and preschoolers for learning to read, surrounding
them with adults who have the tools to positively affect their brain and language
development.

SCHOOL-AGE LITERACY. Dozens of research studies have shown that it is essential for
children to read outside the classroom. Library programs reach into schools and out into the
community, motivating young readers and helping them practice their reading skills.

More than doubling the Library’s reach to children at risk. Four years ago, recognizing
the urgency of the Library’s work, The Library Foundation launched The Campaign for a
Lifetime of Literacy. This ambitious effortwill more than double the Library’s impact on our
community’s literacy with a framework of successful programs.
A vital partnership with schools and community organizations. A network of literacy
programs is required in our community to reach every child and build literacy from birth to
adulthood. The Library works closely with hundreds of community organizations and with
all eight public school districts in the county.
Achieving Milestones
Last year, The Library Foundation set ambitious goals to strengthen the public’s commitment to a fully funded library system and build private support for our Library’s extraordinary work in children’s and family literacy. The Library Foundation and Multnomah County
Library have worked in close partnership to determine where private funds can be leveraged
to have the greatest impact while not supplanting the public’s responsibility for funding a
strong library system.
CHANGING OUR FUTURE
The Library Foundation closed another successful year in our campaign, raising more and
giving more to Multnomah County Library than ever before. Last year, the Foundation
supported 12 different programs and expanded 17 different collections including:
Reaching babies and children who are vulnerable to low literacy. Campaign-funded
literacy programs reached more than 130,000 children, parents, grandparents, childcare
providers and educators last year.
Getting books into the hands of those who need them most. The Library’s literacy
programs made 32,000 books available to children, families and adults, including many at-risk
families. In addition, 4,300 items were added to the permanent collection with our help.
Partnering with the schools. School outreach programs worked across all eight school
districts and supported the work of teachers in low performing schools.
Supporting parents and caregivers. Library programs helped parents and caregivers become
reading role models and be the first, best and most permanent teachers of their children.
Reaching an increasingly diverse community. Early literacy efforts focused on reaching
families in Spanish, Mandarin, Cantonese, Vietnamese and Russian.
Securing community support for our Library
Passage of the levy—Foundation board, staff and volunteers joined forces with other Library
supporters to pass the library levy, which provides 55% of the Library’s basic operating funds.
We worked to bring over six times the number of donors to the effort, compared to the last levy
campaign. Over 1,400 individuals, businesses and organizations gave their time and money.
More than 2,500 households across our community displayed lawn signs in support of the
Library. The Foundation was the largest supporter of the levy campaign.
Expanding outreach—Last year, we launched an e-newsletter designed to help our community understand the value of our Library. Made possible by the Foundation, the e-newsletter
reaches an estimated 24,000 library patrons monthly.
Showcasing our Library’s value—The Foundation produced a video to raise public awareness
of all that Multnomah County Library is doing to promote reading in our community. This
video is available on the Foundation website (www.libraryfoundation.org) and YouTube.com.
An Overview of Our Year
Dear friends,
It has been an extraordinary year for Multnomah County Library and The Library
Foundation. Thanks to many dedicated supporters, we achieved the important
milestones we set as goals last year.
Our work is not possible without a strong foundation of public support. Last year, voters
approved the library levy, securing over 55% of the Library’s operating support for the
next five years. The Foundation contributed to this success with time, expertise and
financial support.
The Campaign for a Lifetime of Literacy also made great headway. We raised more and
gave more to Multnomah County Library than ever before. In the final year of this $10
million campaign, we are close to reaching our goal.
Multnomah County Library has the highest circulation of any public library its size
in the nation and is a national leader in the field of children’s literacy. Library staff
and volunteers are working with children, parents and teachers to bring a framework
of solutions designed to reach every child, along with their adult role models. Our
Library’s extraordinary reach is making it possible to change the future of young people
most at risk.

Board Update
The Library Foundation board of trustees has elected its officers for 2007/ 2008. They
are Elisabeth Lyon, community volunteer – Chair; Brian Booth, Tonkon Torp LLP – Vice Chair;
Lora Meyer, community volunteer – Secretary; and Bruce Samson, retired executive with NW
Natural Gas Company – Treasurer.
The Library Foundation board also welcomes four new trustees. Ed Epstein is a partner
with Stoel Rives LLP with a corporate and securities practice specializing in mergers and
acquisitions, transaction and business structures, operations and financing. Scott Howard is a
founding partner of Kivel & Howard, LLP, and works in business planning and transactions,
succession, estate and charitable planning. Emily Karr is a partner at Stoel Rives LLP practicing
in the areas of estate planning, international tax planning and the administration of estates and
trusts. John Wrenn is the senior vice president of investments for the Wrenn Ferguson Group of
UBS and author of The Golden Goose, a children’s book on investing.
