9:00 AM “Proposed Waters of the US Rule”

In March, EPA and the Army Corps of Engineers proposed a rule to clarify protection under the Clean Water Act for streams
and wetlands that form the foundation of the nation’s water resources. The proposed rule is intended to provide the regulated
community with more clarity and predictability concerning federal jurisdiction over waters. Not all streams and wetlands
are currently protected equally from pollution, such as some headwater streams that provide the sources of drinking water.
The presentation will review the content of the WOUS rule as well as the waters that will fall under its future jurisdiction.
9:30 AM “Treatment Optimization for Potential Presence of Invertebrates in Source Water”

The Connecticut Department of Public Health – Drinking Water Section (DWS) has recently focused on treatment optimization at
all regulated surface water treatment plants (SWTP) following experiences with passage of invertebrates and plant performance
issues that in one case resulted in a large scale precautionary boil water advisory. As a result, optimization principles and
tools have been incorporated into existing sanitary survey procedures. This presentation will discuss our experiences with
plant performance issues discovered since 2009, lessons learned, and how optimization is critical in maintaining high quality
drinking water even when traditional measures of regulatory compliance are being met.

10:15 AM “IT IS NOT AN ALGAE BLOOM! It is Cyanobacteria”

The Cyanobacteria problem experienced in Toledo was caused by a Microcystis bloom, a genera that is known to produce
a toxin that affects liver function. Other genera of Cyanobacteria commonly found in New England reservoirs can also
produce a variety of toxins, including the buoyant N-fixing genera Anabaena and Aphanizomenon. This presentation
will describe the Toledo experience, the nature of Cyanobacteria most common in New England reservoirs, features that
stimulate bloom conditions, and management techniques to help reduce bloom potential.
10:45 AM “Cyanotoxin Monitoring and Regulation in Rhode Island Drinking Water”

The potential for the presence of cyanotoxins in drinking water is an emerging concern in Rhode Island. To address that concern,
the Rhode Island Department of Health is developing proficiency in analysis for microcystin, anatoxin-a, cylinderospermopsin
and saxitoxin; and all RI surface water treatment plants submitted raw and finished water samples to the Department of
Health for toxin analysis each week, June through September, 2014. The results of this testing will be presented along with
proposed regulations for monitoring and response to the presence of cyanotoxin in drinking water.

Julia will provide a summary of the design/build project that resulted in the recent construction of two new water treatment
plants that provide water to the City of Newport and other surrounding communities. **Attendees are welcome to tour
the new Lawton Valley Water Treatment Plant after the luncheon. See details at right.

accommodations for November 19th at the Hyatt Regency. The

Tour Information
Attendees are welcome to tour the new Lawton Valley
Water Treatment Plant (DAF, GAC filtration followed by GAC
contactors put into service in September) after the luncheon.
No transportation will be provided. Directions will be available
at the Registration Desk. Please indicate on the registration
form if you plan on visiting the facility for planning purposes.

From Points North/East: Take I-93 to Rte. 24 South toward Fall
River. Continue on Rte. 24 into RI. At the end of Rte. 24, merge
onto Rte. 114 South and proceed approximately 11-12 miles to
Newport. Continue one mile past the Newport city line and take
the first right after the police station onto Marlborough St. Follow
to the traffic light and turn right onto America’s Cup Avenue. At
the next light, turn left at the Goat Island Connector Rd./Gladys
Carr Bolhouse Rd. Proceed over the causeway to the Hyatt.
From Points West: Take the Mass Pike East to Rte. 146 South/
Providence via Exit 10A. Merge onto I-295 South toward
Warwick. At the end of I-295, merge onto I-95 South, staying left
to turn onto Exit 9. Follow Rte. 4 South for 10 miles. At the end
of Rte. 4, follow Rte. 1 South and take the first exit to Rte. 138
East and follow to the Jamestown/Newport/Bridges. Continue
over the Jamestown Bridge, then the Newport Bridge. Follow
directions below from the Newport Bridge.
From the Newport Bridge: Take the first exit after going over
the bridge, Scenic Newport/Rte. 238. Turn right at the stop sign
and proceed to the second traffic light. Turn right onto Rte.
238/America’s Cup Avenue, then right onto RI-238/Goat Island
Connector Rd. Follow for 0.2 miles. Proceed over the causeway
to the Hyatt.
