*PM Xanana pushes courts to work hard

Prime Minister Xanana Gusmao yesterday appeared in Dili district courts to encourage Timor-Leste’ judicial practitioners to continue carrying out their works after the
international judges left Timor-Leste. The Dili District Court Judge Administrator, Duarte Tilman made the comments after having a meeting with Xanana at the Dili
Dsitrict court. Mr. Tilman affirmed that PM Xanana had submitted a number of documents, relating to some cases which were being legally processed in the courts
and said he would hand over these documents to the Public Prosecution to learn them. “This process has not yet been in the court, but the courts will send them to
the competent organs to continue the ongoing investigation and these documents can become proofs.” “Encouraging the courts and trusting in the courts to seek for
solutions based on the laws,” he said.
*MOP holds seminar to discuss about rural roads construction
The Ministry of Public Works (MOP) and the country’s international development partners yesterday held one-day workshop, discussing about the country’s rural
roads rehabilitatation. Minister for MOP, Gastao de Sousa said the workshop was held to share ideas by presenting plans on the rehabilitation of the rural roads
throughout the country. “We discussed about the master plan for rural roads and what strategies that we need to use for rehabilitating those roads.” “So from this
workshop we can get thoughts from the development partners and the Government members,” he said.
*Marine Police seizes 100 boxes of wine at the border
The National Police Force (F-FDTL)’s Marine Unit (UPM) members have seized 100 boxes of wine at the border after a group of people illegally smuggled them into
the territory of Timor-Leste. A UPM officer revealed that they seized those boxes of wine in the sea of the border when a group of people tried to smuggle them and
said there were no proper documents found at the scene. “We were able to capture the people who involved in illegal transactions during our patrol in the maritime
area. The boxes of wines were from Atambua, Indonesia,” he said.
*National Combatants call for investigation into students’ protest against Xanana
The National Resistance Combatants Organization has called the National Police Force (PNTL) to hold investigation into the student movement members and a
group of young man who has alleged the country’s Prime Minister Xanana Gusmao of being corrupt. “We are insisting the competent institutions to investigate those
who have backed the students’ movement to hold rally during the commemoration of Santa Cruz Massacre Day,” Spokesperson for the Resistance Organization said.
This organization also condemned the students’ attitude as they had showed irresponsible and immoral actions against Timor-Leste’s national leader who had fought
for the country‘s independence. “We strongly condemn the attitudes of the students’ movement members that have alleged our resistance leaders Xanana Gusmao
of committing acts of corruption. And it is immoral attitude against the country’s national resistance,” he said
*MP suspects martial arts’ leaders of backing their members

The National Parliament Member, Cesar Valente said he suspected some of martial arts leaders continue backing their members to hold exercises and trainings in
the country. Mr. Valente was referring to the 50 members of martial arts who were captured at the border zone after trying to illegally cross the border to go into the
territory of Indonesia. He added that three of martial arts’ activities had been halted after the Government issued its resolution to close down the three martial arts
which always involved acts of violence in the country, but they still existed. “Some of the martial arts members are working for the Government. I have never seen
that they publically state, saying they have stopped joining their organizations,” he said.

Public Prosecution Office after being scanned. “PM Xanana presented the documents to TDD because TDD ordered him to do so as it is based on the Public Prosecution’ request,” Duarte Tilman said after PM Xanana submitted the documents as evidences for the case of Timor-Leste’s supports for Guinea Bissau’s electoral
registration process. The documents were handed over directly by PM Xanana to TDD’s Administrator, Judge Duarte Tilman yesterday at TDD.
*USAID launches project for Ermera District
The United States Agency International Development (USAID) launched a project for Ermera District in Gleno of Ermera yesterday. USAID works together with the
Ministry of State Administration (MAE) and the Ministry of Justice to implement the project which is aimed at providing capacity building training to local leaders to
prepare for municipality. The US Ambassador to Timor-Leste, Catherine Dueholme said this project named ‘Projetu Ba Distritu’ (Project for District) which would be
implemented for four years begun from 2013 until 2017. The fund for the project is six million dollars of America, including supports for vulnerable people. “We hope
that “Projetu Ba Distritu” will improve Village Councils’ capacities to strengthen coordination, communication, and active participation in the development process of
Ermera’s municipalities,” Dueholme said.
*TL gathers supports for Guinea Bissau
Timor-Leste through its Ministry for Foreign Affairs and Cooperation (MNEK) is gathering supports from international communities to support Guinea Bissau. To
gather the supports, Minister for MNEK, Jose Luis Guterres departed to New York of America to meet with the International Contact Group for Guinea Bissau and
participate in the United Nations Security Council (UNSC) meeting which is scheduled to be held on November 18, 2014. “As Portuguese-Speaking Countries (CPLP)
presidency, Timor-Leste participates in UNSC meeting on behalf of CPLP and there is also a meeting with the International Contact Group for Guinea Bissau which
will be attended by many countries to call international communities to support Guinea Bissau,” Minister Jose Luis said.

*Brigada Negra calls for investigation into KAK’s ex-advisor
The ex-combatant and Brigada Negra’s representatives have called on the Public Prosecution Office to hold investigation into the ex-advisor of the Anti-Corruption
Commission (KAK), Jose Fernandes Brito. The representatives of Brigada Negra yesterday met with the prosecutor-general, asking for the Public Prosecution Office
to legally process the ex-international advisor Brito as he had defamed the country’s resistance leader Xanana Gusmao. During an interview with Diario Nacional
Daily, Mr. Brito said Militia Brigada Negra which had relationship with Prime Minister Xanana Gusmao had called on the judicial practitioners to be quiet. Spokesperson for Brigada Negra, Akita Tamalaka said Brigada Negra was not a militia group, but it was a political force which had supported Xanana in the process of the
country’s national liberation.
*Farmers in Bariqui call for irrigations
Farmers in Bariqui, the eastern district of Manatuto have called on the Government to help rehabilitate the irrigations in the area to increase quantity of their agricultural productions. Priest, Benecditos who is representing the farmers said there were also tractors, but they had been damaged; therefore such conditions had complicated the farmers in producing rice with highest quantity. He affirmed that the farmers here really supported the Government’s program called “Loja do Povu” as it
could help the farmers to sell their products through this people’s shop and it seemed like cooperative. “The farmers here support much the Governments’ program
Loja de Povu and if it would be really set up here it can operate together with the cooperative here and that is good as it can help the farmers,” he said.
*CNRT call on Timorese people to save sovereignty of TL
CNRT Party has called on all the Timorese people to unite to save the country’s sovereignty as some certain people are trying to destroy it. “CNRT is calling on all
the Timorese people to be careful and not to fall into political maneuvers of the foreign nationals who are trying to destroy our state and the national sovereignty,”
Vice President CNRT Party, Virgilio Smith said during a press conference. Mr. Smith said it was good for all the Timorese people to use all the crises in the past as
lesson-learned from which the certain people destroyed the country’s national unity by dividing the Timorese people.
*Community in Uatulari call for application of environmental law
Communities in Besoru village of Uatulari, the eastern district of Viqueque have called on the Ministry of Commerce, Industry and Environment to apply the country’s
environmental law to sanction people who burn the jungle recklessly. The communities expressed their concerns regarding some irresponsible people who had illegally cut and burned down the trees in the area. According to them, such attitude will appear natural disaster like drought, landslide and erosion which may impact
the local residents’ lives. “We are calling on the State Secretariat of the Environment to apply the environmental law, so that everyone can respect and love their
nature,” a representative the community said.
*MPs concerned about shortcoming of medicine at Maloa Health Center
The Parliament Members have their expressed their concerns over shortcoming medicines at Maloa Community Health Center as the communities in Maloa really
need medicines. MP Eladio Faculto from the Committee F for Health and Education said he was very concerned about this situation it could impact medical treatment for the patients at referred clinic. MP Angelica Rangel questioned this shortcoming as the Parliament had approved large amount of money to be allocated for
purchasing medicines, but in fact there were no medicines at this health center. In response, a nurse at Maloa Health Center said she had many times contacted their
central hospital, but so far there had been no response yet.

for Finance Emilia Pires and State Secretary for Institutional Empowerment (SEFI), Francisco Borlaco to appear in the court. Director for LABEH, Julio “Gil” Guterres
said LABEH was very concerned about this situation because Xanana’s letter had intervened in other state organs’ competences. “Timor-Leste is a democratic
country, it has its own constitution and sovereign organs; therefore LABEH considers the letter which was sent to the Parliament is no is not a democratic decision,
but it is autocratic,” Guterres said.

*National Judges capable of processing corruption cases
Even though international prosecutors and judges have left Timor-Leste, the corruption cases will continue being processed because the national judges are capable
of processing the cases, the National Parliament member, Eladio Faculto says. MP Faculto made the comments regarding the Appellate Court President’s declaration, saying he did trust in the national judges to continued processing Minister for Finance Emilia Pires’ case and other corruption case after the National Parliament
and the Government issued resolutions to terminate the international judges and prosecutors’ contracts. “It is time for our national judges to show their capacity that
they are able to try any case even it is serious case,” Eladio Faculto told STL at the National Parliament on Monday 17.
*PN’s Resolution impedes corruption cases hearings
The National Parliament’s (PN) resolution that issued recently to terminate the international judges and prosecutors’ contracts has impeded hearing process of corruption cases filed in Public Prosecution Office. PN member from FRETILIN Bench, Manuel Gaspar da Silva said the Resolutions that the Government and PN made
could impede the hearings at the court. “We can see that the resolution could impede the hearings of people who are suspected of committing corruption case,” PN
member, Manuel Gaspar da Silva told STL on Monday 17. He considered the resolution was unconstitutional because it was against the Article 128 of the Magistrate
Council’s competence and it was also against PN’s regiment article 151.

*Govt to regulate communities’ livestock
State Secretary for Husbandry, Valentino Varela visited the communities of Laclo, the eastern district of Manatuto to explain about the Government’s Decree Law
which will be used to regulate the people of the country’s livestock. Mr. Varela said the Decree Law was very important to be used for regulating the movement of the
communities’ livestock in the districts. He affirmed that if the communities in the rural areas did not abide by the referred law they would be sanctioned. “There will
be implications of the law in the future, so all the people must abide by the law as they law will guarantee the farmers to farm in their corn and rice fields,” he said.
*Midwife association to strengthen community health program
Timor-Leste Midwife Association has pledged to strengthen community health program throughout the country as the best way to help facilitate communities in rural
areas. President of the association, Lidia Gomes made the comments during the swearing-in ceremony for the management of new members of six districts’ association last Friday. Ms.Gomes said the members of the Midwife would identify problem of health which the communities faced before producing programs. “So the
management which has been set up within the association will help facilitate the staff members in making the association’s programs,” he said.
*Jape Company makes complaints to police
Jape Company has made a report to the National Police Force (PNTL) regarding the staff members the state secretary for Commerce, Ricardo Nheu who have
recently destroyed the fence of the building which belonged to Jape Company in Hera. Director for the Company, Jape Kung Su said he had reported the case to the
police as Mr. Nheu had impeded construction process of pacific resort which would be a future touring object of the country. Mr. Kung Su affirmed that the company
had license of the construction and had made an agreement with the Government before constructing this resort.
*TMR promulgates and sends media law to Appellate Court
The President of the Republic, Taur Matan Ruak (TMR) has promulgated the Media Law of Timor-Leste and has sent it to the Court of Appeal to see whether it
breaches the country’s constitutions or not. Although the law has been promulgated, but TMR sent it the Appellate Court to confirm about its constitutionality. “President of the Republic has sent the media law to the Appellate Court to confirm about its constitutionality as stated in the Article 126 No. 1 section a, and Article 149 no.1
and article 164 of Timor-Leste’s constitution,” a press release revealed. Last few months, the Journalists associations protested this media law as it was considered
it to be unconstitutional. The Appellate Court suggested the National Parliament to amend several articles which were considered against the constitution.
