Mission
z
The outlook for city gas distribution (CGD) sector in India is beginning to brighten with the recent central government policy measures and also promise of action
by the Petroleum and Natural Gas Regulatory Board (PNGRB). The priority given to the CNG and PNG segments for domestic gas allocation will also help, with
increased domestic supply and lower costs.
z
This will not only improve the margins for the existing players but also generate more interest among new players to enter the sector. CNG continues to remain
competitive with alternative fuels even at a higher domestic gas price of $5.61 per mmBtu.
z
PNGRB is doing its bit by expediting the process of granting authorisation. Licences have been issued for Bhavnagar, Jamnagar and Hazira districts in the past
few months. It is also promising to soon award licences under the fourth round of bidding, which had been delayed due to lack of bidding in five of the 14 GAs
being offered. PNGRB has also identified 41 GAs for the fifth and the sixth bidding rounds.
z
Meanwhile, the market size of the CGD sector continues to grow. The pipeline network has grown at a CAGR of 32 per cent between 2009 and 2014 while the
number of CNG stations has increased at a CAGR of 19 per cent. However, the overall sales for the sector have declined in 2013-14 and some experts believe
that this is expected to remain the case in 2014-15 as well.
z
Going forward, however, with the assurance of gas supply, CGD sales are expected to pick up from 2015-16. The industry can also expect a faster roll-out of
networks in the years to come.
z
This will mean greater opportunities for technology providers and EPC contractors. Most CGD operators are testing world-class technologies and best practices
to ensure more effective operations. At the same time, the sector faces many operational challenges. The issues that need particular attention asset management,
improving trunkline connectivity, ensuring network safety, leakage detection and inefficient metering.
z
