European integration theories. Ample teaching experience in public administration, economics and
European studies, both at the University of Twente and as visiting professor at foreign universities.

13. Research Interests
1. application of first and second generation theories of fiscal federalism to European integration and
the demarcation of competences between different layers of government (EU, nation states, regions,
municipalities), including research on enhanced cooperation and other flexible (“smart”)
arrangements for cooperation within the EU/Europe;
2. public budgeting in the EU: the development of the public finances of the EU including issues of
efficiency and democratic accountability within a multi-level system of policy implementation;
3. the regional dimension of Europe 2020: the involvement of regional actors in the development and
implementation of the Europe 2020 policy agenda;
4. multi-level regulation of markets, especially a) financial markets, including research on private sector
involvement and on regulation on the global level, and b) the multi-level European patent system;
5. (the changing framework) for the provision of public services in Europe, esp. the introduction of new
forms of provision of public services in European regions that have to cope with demographic change;
6. Fraud and corruption
These issues are dealt with from a variety of theoretical approaches, of which neo-institutional economics,
institutionalist approaches to European integration, and classic public finance theories are most
important.
