GENERAL POSITION SUMMARY: The Senior Project Officer is a key position on Economic Recovery from Ebola for Liberia (EREL) team to support the Program Manager in the overall management and implementation strategy for the project. The Senior Program Officer is based in Voinjama Field Office and will report directly to the FFP Program Manager. The Senior Program Officer will be primarily responsible for overseeing and ensuring the smooth running of the program activities at the field, ensuring that program deliverables are met in the geographic zone and the quality of the program is high. . Responsibilities: 1. Contribute towards implementation of the plan of action for humanitarian response program according to the guidelines and schedules set by the Program Manager. 2. Ensure all program activities are implemented in coordinated and timely manner. Ensure that appropriate protocols are followed in response to the outbreak of Ebola Virus Disease. 3. Facilitate selection of, and maintain strong working relationship with, local organizations sub-granted to assist with beneficiary selection and program implementation. 4. Work with local partners and communities to select beneficiary households that meet program criteria. 5. Ensure that appropriate and secure cash transfer mechanisms are established, via local banks, mobile money or other means. 6. Work with Program Manager to assess agricultural conditions and value chains in region and establish effective mechanisms for increasing beneficiary access to agricultural inputs. 7. Coordinate with other programs in the region, funded by USAID, the Government of Liberia or other stakeholders. Ensure that the EREL program is complementary with those other programs, so that a greater number of vulnerable communities are reached overall, and communities are aware of the resources these different programs offer. 8. Ensure all aspects of distribution are managed according to Mercy Corps and donor regulations. This includes the creation of distribution plans and distribution monitoring plans that are in line with internal Mercy Corps procedures, budget and timeline. 9. Regularly coordinate with other Mercy Corps program, administrative and financial staff, local partners, and government officials, community stakeholders in relation to the distribution of the program products or other program activities. 10. Represent Mercy Corps, in coordination with the Program Manager to local partners, community groups and local administration; 11. Participate and/or facilitate coordination and collaboration with other agencies implementing similar activities to avoid duplication and maximize sharing of lessons learned and tools. 12. Set-up criteria for the selection of producer groups and work committees that the program will work with, support, and collaborate for the implementation of activities and build their capacities in community development activities. 8. From the identified lists of various producer groups and committees, identify the most eligible and qualified groups to be supported as program partners and beneficiaries. 9. Conduct institutional and community needs assessments of the eligible groups to determine their individual strengths and weaknesses and identify areas that need improvements. 10. Introduce the program to relevant stakeholders including local business owners, local representatives and community members. Foster ongoing positive cooperation with these stakeholders 11. Work closely with the Senior Program Officer and all other teams in designing and implementation of capacity building interventions of the project according to the approved work plan and budgets, project document and implementation strategies. 12. Facilitate linkage and networking of producer groups with other institutions for resource mobilization, marketing, research, policy advocacy, services accessing, among others. 13. Facilitate federation or combining of producer groups if and when necessary. 14. Develop the selected groups so that they are models of group-driven agri-business initiatives. 15. The Monitoring & Evaluation Manager will report directly to the Food for Peace Program Manager and will work in collaboration with al M& E officers and Project Officers in the field to ensure the that programs’ needs are being met and that data collection is proceeding according to the planned schedule. Oversee data management including the timeliness and completeness of reporting as well as data entry. Analyze data and provide summary reports as requested by the FFP Program Manager or other senior staff. Manage the tasks of any Data Management Clerks to achieve the aims of the monitoring & evaluation program. If no Data Management Clerk is available, enter program monitoring data as necessary. Collaborating with research institutions for data-based research projects, as directed by the FFP Program Manager. Supervises all the Monitoring and Evaluation Officers at the field level. S/he is responsible for all financial functions in at the field level including accounting, payments and grant financial management and compliance. He/she is responsible to make sure that all AAM, segregation of duties and policies and procedures are respected as per the FFM, procurement manual, assets management and other manuals/policies and procedures. Tracks contracts, leases and procurements for the field office. ESSENTIAL JOB FUNCTIONS: Administration • Oversee the smooth flowing of routine, administrative work of Mercy Corps Voinjama field office. • Ensure office and personnel policies are in compliance with Mercy Corps Field Administration Manual and National Staff Policy Handbook. • Ensure adherence to all Mercy Corps administrative procedures by support staff and proper functioning and maintenance of the office equipment and other facilities; • Along with Program Manager, oversee maintenance of Field personnel files for all Mercy Corps Voinjama Office and ensuring leave records of all staff are properly maintained and updated. • Handles all field timesheets and sends original copies to the head office in Monrovia before month end. Assist as required, with coordination of administrative duties in other Mercy Corps Offices • Participate in disciplinary actions, hiring and termination meetings with program staff upon request at the field office. • Maintains confidentiality of all national staff personnel issues including disciplinary procedures and contracts records keeping. • Attend coordination meetings as discussed and agreed upon by supervisor; • Ensure adherence to Mercy Corps national staff policies by all staff; • Assist Program Manager in conducting or arranging for trainings and/or other human resource development activities. In charge of the Logistics department, the Logistics Officer will make sure that all programs in the field are fully supported timely and accurately in all type of logistics needs. The Logistics Officer is the key person for all the Logistics arrangements, coordination and also serves as local security focal Point. In addition, this position will be required to perform other program support logistical duties, such as arranging flights, transportation, lodging, as the need arises. ESSENTIAL JOB FUNCTIONS: • • • • • Oversee all activities associated with the delivery and receipt of goods/commodities from internal or external vendors to the different planned destinations in VOINJAMA Field Office, in coordination with MC staff of all other offices in the Country. Plan goods delivery to MC offices and/or Project sites in accordance to the needs, while minimizing cost and taking in to account effects of seasonal rains. Maintain strict adherence to MC and relevant donor warehouse policies and procedures Adhere to proper goods receiving, storage and warehousing procedures Ensure proper storage of commodities and Assets is maintained at all time: irregularities are immediately reported to the relevant authorities. Procurement – in coordination with the Procurement assistant, oversee and perform all procurement activities to ensure purchasing is done according to Mercy Corps procurement policy File Maintenance: All logistics and operations files must be clearly maintained Asset Management: Maintain the asset records for the Voinjama field office and liaise with Monrovia head office for a centralized Assets inventory of all MC Liberia Offices Fleet management: Ensure that all vehicles are safe and road-worthy. So s/he is responsible for ensuring a warm welcome to all visitors and ensuring those who are not welcome are denied entry to the premises of office and guest houses. Under the supervision of the head guards, s/he is responsible for the safety and protection of Mercy Corps’ assets, property, personnel/staff, information and image. S/he provides local security information, directions, maintenance and receives all dispatched staff mails and parcels.. ESSENTIAL JOB FUNCTIONS: - Open the gate as required and ensure the yard and surroundings remain tidy and clean all the time Patrol assigned areas on foot to ensure the security of personnel, building facility and equipment. Examines doors, windows and gates to determine that they are secured at all time. Inform and warn violators of rule infractions, such as loitering or carrying forbidden items. Watch for and reports irregularities, such as fire hazards, doors left unlocked before/after working hours, alarm the staff in case of fire or presence of unauthorized persons in the premises. Acceptance/reception of visitors and vehicles to MC premises, receive incoming mails, etc Maintain properly the registration books (Visitors & Security Log books). Facilitate any incident reporting requirements as required. Operate and monitor the office/guest house generator, maintain generator’s running log sheet, and give updates and report. ESSENTIAL JOB FUNCTIONS: • • • • • • • • • Clean the offices, kitchen and bathrooms on daily basis and more often as needed to ensure these facilities are always thoroughly clean, dishes washed and put away and properly supplied. The recommended minimum schedule is mid-morning, after lunch and one hour before the end of the.. The work and reception areas should be swept, cleaned, trash emptied and properly disposed and maintained every morning and afternoon. The office should be thoroughly cleaned all the time (windows washed, all surfaces dusted, kitchen garbage cans emptied /disinfected, refrigerator cleaned, cobwebs removed, floors mopped, etc…). The Office cleaner will effect proper pest control measures (empty garbage cans every day) to make sure the office is kept free of rats, mice, ants, mosquitoes, etc. The office cleaner will make sure that there is water supply to the office for drinking and stored water for emergency in the tanks for daily use.
