KEY RESPONSIBILITIES

Ensure that cabling and poles of the Traffic Signals
Infrastructure are visible and in safe working condition.
Ensure that damaged traffic signals equipment (e.g.
controllers, Poles and heads) is replaced as and when
required.
Ensure that new traffic signals equipment is installed as per
agreed/set standards.
Ensure that intersections are re-cabled as per agreed/set
standards.
Monitor, document and review performance of teams working
to meet Depot service delivery key performance targets.
Ensure that work is done according to JRA standards and SA
Road and Traffic Signs Manual.
REQUIREMENTS AND EXPERIENCE

Qualified Electrician.
N6 or National Diploma in Electrical/Electronic Engineering.
Minimum of 3 years in Supervisory Position in Traffic Signal field.
Good knowledge of Road Traffic Act and SARTSM, coupled with IT
knowledge and willingness to learn are essential.
IT related experience with knowledge of traffic signals, as well as
project management.
Knowledge of JRA Management Systems Hansen and JDE will be an
advantage.

KEY RESPONSIBILITIES

Manage the day to day activities and routine maintenance
programs of the Traffic Signal Maintenance Division including
the Contractors so that the objectives of the Johannesburg
Roads Agency are met.
Ensure that the service delivery requirements are achieved
within the approved budget.
Ensure that work is done according to JRA standards and SA
Road and Traffic Signs Manual.

Advertising and receipt of bids greater than R30K and under
R200K.
Evaluate received bids by comparing specification of
received bids to that of bid requests on standardized items.
Recommend on winning bid(s) and bids declined.
Inform Manager of outcome of evaluation.
Perform administration duties that include registering winning
bids on the system.
Ensure proper filling and record keeping in the prescribed
manner of all bid documentation.
Compile monthly report on performance on the awarding of
bids.

Degree/Diploma related to Procurement or equivalent.
Minimum of two (2) years in Managerial/Supervisory experience in
Finance.

REQUIREMENTS AND EXPERIENCE
Load bid requests on the website under the relevant section
for seven (7) days.
Send bid request out to relevant registered suppliers from the
supplier database.
Compare specifications of received bids to that of bid
requests on standardized items.
Liaise with technical experts and/or bid requester to compare
specifications where the nature of bid requests are highly
technical and/or of a solution nature and the officer himself
does not have the the required knowledge to give an opinion
on the compliance of the bid specification.
Verify bid submission requirements such as CIDB
requirements (where applicable), tax clearance, BEE rating,
municipal rates compliance, declarations of interest etc.
Prepare an evaluation report with recommendations.
Compile monthly report on performance on the awarding of
bids.

Grade 12 and minimum competencies as per Government Gazette
publication number 29967 of June 3, 2007
Degree or Diploma in Supply Chain Management or Commerce demonstrate knowledge of SCM regulations, MFMA, CIDB and

Onsite visits within allocated region to inspect all COJ assets.
Record all defects findings on the inspection sheet
Handling of defect complaints, do physical inspection on site to verify
complaint.
Reinstatement of roads inspection e.g. Wayleave inspections, verify
measurement and quality of work done by DCP testers.
Inspection and reporting of non-compliance to bylaws, record details
of non-compliance by informing the JMPD of nature of illegal
activities.
Opening of cases for assets theft and damage, physical inspection
and follow up on reinstatement of damaged/stolen assets.
Investigate claims from public to the COJ.

Grade 12 or equivalent, with in service training.
Artisan qualification or suitable in-house training.
A minimum of 3 years road and stormwater maintenance
experience.
Report writing skills.
Planning and organising.

To provide administrative support, to ensure the smooth functioning of
the Information Technology department.
To manage departmental leave, in order to ensure that the
department has sufficient labour capacity to operate efficiently.
To arrange meetings logistics, in order to ensure effective
management of all meetings within the IT department.
To assist with design, implementation, administration, development,
maintenance and support of the SharePoint to ensure stability of the
JRA intranet and internet environment.

Knowledge of administration procedure is required.

KEY RESPONSIBILITIES

REQUIREMENTS AND EXPERIENCE
Assume clerical duties ensuring that employee related
documents are captured correctly and safely kept.
Assist the Admin Officer with inputs on timesheets on a
monthly basis.
Provide necessary assistance in checking and validating
dummy payroll; ensuring that all entries are correct in terms
of overtime paid, leave, normal time loaded, etc.
Compile work timesheets for costing purposes.
Assist in enforcement of Human Capital Management
regulations; liaising with employees while assisting the depot
in enforcing adherence to the regulations.
Assist with administration of WCA by ensuring that all
documents are correctly filled out.
Assist regional employees when there is someone who
passes away, making all necessary arrangements; for
example, arranging transport while following JRA’s
procedures.
Provide necessary support in maintenance of equipment
and/or building; checking status of equipment when
necessary.

Grade 12 and relevant tertiary education, with Administration courses.
Computer literacy is essential to be able to perform tasks.

REQUIREMENTS AND EXPERIENCE
Provide supervision on sites, ensuring that quality services
are delivered as expected.
Ensure that there are relevant tools, as well as machinery to
be able to perform duties.
Supervise the team; while facilitating adherence to safety
regulations by also ensuring that workers have protective
clothing.
Operate maintenance and/or construction machinery, as well
as the water tanker and/or the grader when necessary.
Work as driver.
Work with the team in performing maintenance tasks by
building and/or repair concrete kerbing, as well stormwater.
Provide general monitoring of the site/s, ensuring that sites
are left clean kerbs Inlets (KI’s).

Relevant driver’s license with PDP.
A minimum of 2 years supervisory experience
Ability to operate a variety of construction machinery, with good skills

as directed by the supervisor (Driver Sign Erector).
Paint roads using tools, machinery and material according to
prescription.
Dig and plant poles for road signs according to specification.
Apply street names by stencil to sidewalks etc.
Handle, store and ensure tools and material are safe and
cleaned according to requirements.
Ensure safety regulations are adhered to in own operations.
