GENERAL RULES 1. INTRODUCTION 1.1.
Slovak circuit-­‐Cup c.a. (further only CASCC) launches a series of automobile circuit races for the year 2015: - Circuit-­‐Cup (international circuit-­‐Cup for all riders without license) - Slovak circuit-­‐Cup (circuit-­‐Cup for all riders holding at least national license) CASCC is the sole organizer of the companies in this series and as such is responsible for sporting and administrative organization of the SCC. SCC is governed exclusively by these propositions, technical regulations and special provisions (SP) issued to each race individually. In case of any dispute or situation, which are not mentioned in the official documents of the organizer, that reserves the rights to decide in its sole discretion and those will be final decisions. 1.2.

2. DEFINITION 2.1. Competitor is any entrepreneur or legal person who enters the contest of the SCC by properly completed application and that will not be rejected by the organizer. The assigned starting number of the vehicle will represents the identification of the competitor. 2.2. Rider is a person who drives the vehicle. The rider must be stated in the application and must meet the following conditions: 1. Reached the edge of 18 years. 2. Holds a driving license of B category. 3. Has valid health insurance. 4. Signed a document – Statement of the rider, thus confirming and unconditionally accepts the terms and obligations arising from the Article 10 of this proposition. 5. In case of a start by a junior rider in age from 15 years, paragraphs 1. and 2. are replaced by notarized consent of both parents. 2.3. Boards of directors are: 1. Director of the race. 2. Three – members JURY 3. PROPOSITIONS 3.1. The organizer can customize the individual enactment of these propositions to prevailing conditions of the race by Special Provisions (SP). 3.2. The competition is open for vehicles that meet the following conditions: 1. The vehicle is approved for road use and this is documented by a certificate of roadworthiness. Engine type and chassis of the registered vehicle must correspond with the certificate of road worthiness. 2. Meets the technical regulations of the organizer. 3. Special and special racing vehicles. Vehicles are divided into following classes: 1. Group A –STC (small touring cars) Class 1 up to 1600cm³ Class 2 up to 2000cm³ 2. Group B – BTC (big touring cars) Class 3 up to 3000cm³ Class 4 up to 3500cm³ Class 5 from 3500cm³ 3. Group C – OFC (open and formula cars) Class 6 open (Caterham, radical, KTM X-­‐bow, Ariel, Praga) 4. Group Cup – (mx-­‐5 cup and Fiesta cup) About the final classification of vehicles into classes will be decided after the technical check by the technical commissioner. In case, when to each class enrolls less than 4 riders, the class will be connected into a group and will be announced as a group. Or will be connected. (For ex. 3, 4). 5. TIRES 5.1. To compete in the SCC it is possible to use only tires with E homologation, tires of semi-­‐slick or slick type. 6. FUEL 6.1. All vehicles must use unleaded petrol or diesel. 7. RACE NUMBERS 7.1. Race numbers will be allocated to the organizer on the first registration of the competitor to the SCC and for the rest of the season will remain the same. In case the driver changes the vehicle and it falls into a different category, than must get a new race number. This change needs to be notified before the technical check. The first race number is assigned to the rider free of charge, for assigning an additional number there will be a fee of € 6,-­‐ 8. MANDATORY SAFETY EQUIPMENT OF THE DRIVER 8.1. 8.2.1.
Each driver must use a helmet with a minimum of E type homologation. Body suit covering the entire body surface, closed shoes and gloves. Without this equipment is not allowed for the rider to come on the track. It is recommended to use non-­‐flammable clothing intended for motorsport. Using HANS throat protection is also recommended. Riders in the classes BTC and OFC must have mandatory non-­‐flammable clothing also with a forfeited homologation without any significant damages. 9. IMPROPRIETIES 9.1. 9.2 9.3.1 9.3.2 Improprieties mean one or several situations in which participates one or more competitors, or any act of the competitor, that: – interrupted the training or the race, – constituted a breach of this propositions, – caused an early start of one or more vehicles, – caused a collision, – forced the competitor to leave the track, – improperly obstructed to other competitor in permitted overtaking maneuvers, – improperly obstructed to other competitor in overtaking, – the competitor does not respect the signaling flagship. The director of the race and/or SC may impose to competitor who participates in improprieties some of these two options of penalties: DRIVE THROUGH – crossing the pit line. The competitor must pass through the pit line and join the race without stopping in his pit. A PENALTY OF 60s – which will be added to the final race time of the penalized competitor. 10. GENERAL RULES 10.1. All riders and competitors undertake to comply with all the provisions of these propositions and with the SP. The competitor must ensure that his vehicle satisfies the conditions of the technical regulations during the entire race. The vehicle on the technical check must have identical 10.3. 10.4. 10.5. parameters which correspond with the certificate of roadworthiness and with technical regulations at the same time. Participants of the SCC are required to follow the instructions of the organizers. Moreover their presence at the SCC is at their own risk. If the participant´s behavior is contrary to the rules of the SCC, he will be banned from the site of the competition without reimbursement of costs. On the roads where the race is held, it is necessary to observe the maximum speed of 20km/h and to follow the traffic signs. In the whole area is prohibited knowingly discharge any fluid. Their eventual leakage must be reported. If the participant is guilty of such an offense, is obliged to pay all the costs necessary to eliminate the consequences and possible damages. 11. PROCESS OF THE SERIES 11.1. In the season there will be listed 6 double-­‐races. The results of each race are counted automatically. 11.2. The duration and the venue of the competition will be announced in advance. The duration of the race is determined by the time interval between Start and Finish. A chequered flag will be waving over the leading rider at the time of passing the Finish after the timeout. 11.3. The rider is alone in the vehicle during the race. 11.4. The announcement of the winners will take place at the end of each race according to the timetable. 11.5. Points will be assigned after each race and for each class separately. If there is a merger of divisions, these will be evaluated jointly. 11.6. In case if two riders compete on one vehicle, to each of them must be assigned his own starting number. Points from the race will be assigned to each rider separately. 12. CUPS OF THE SCC 12.1. 12.2. The final classification will include all the participants. The announced participants will be placed on the first three places in class and in absolute ranking. 12.3. If equality points occur, the better positioning will be obtained by a participant who reached a better position in the last race of the season and other criterion is the number of podium placements. 12.4 We announce the TOP10 CC, which will include all the participants of SCC, CC, CUP. After each race a TOP10 will be created by the sum of the points and a TOP10 will be announced by the end of the year, TOP3 will be rewarded with a cup by the year-­‐end evaluation. If there will be less than 5 participants in the class, into the rank of TOP10 we will grant half points of the given races. If equality points occur, the better positioning will be obtained by the fastest time reached in specific races. In case of equal points scored at the end of the season, decides the fastest time of the round reached in the final race of the season. 13. REGISTRATION AND APPLICATIONS 13.1. Application, which is used for registration must be completed and sent to each event separately. 13.2. At the administrative check the applicant with his signature personally confirms that has read and understood the propositions and undertakes to comply with them. 14. ENTRY FEE 14.1. To participate in the race an entry fee must be paid and the cost of it will be announced in time and before each race. The entry fee does not include the rental of the pit. The payment of the entry fee can be done no later than the administrative check. If it is not stated otherwise in the SP, entry fee is as follows: -­‐ Seasonal entry fee for 6 double races is 959 EURO (must be paid to 31.1.2015) -­‐ The entry fee is 179 EURO if it is paid by bank transfer 14 days before the race. The payment of the entry fee after this limit is invalid and the rider is required to pay the difference on the spot. -­‐ The entry fee is 199 EURO paid by the participant of the SCC on the spot. 14.2. A participant, who pays the entry fee by bank transfer and for any reason cannot attend the race, requests the refund of the deposit within 7 days before the race, which will be refunded for him in full amount. After this date, the entry fee shall be forfeited to the organizer. 14.3. Entry fee will be not refunded for disqualified participant or for participant, who decides not to participate in the race. 14.4. In other cases, about the refund fee will be decided by the organizer. 15. ADMINISTRATIVE AND TECHNICAL CHECK 15.1. 15.2. The terms of the administrative and technical checks will always be set in the SP to each orderly race. None of the participants may participate in the race without administrative and technical checks. The necessary documents are controlled during the administrative check and the mandatory safety equipment of the vehicle is controlled during the technical check. 16. RACE DEBATE 16.1. On the day of the race, the race director shall convene a proper race debate, which time will be published in the SP. The attendance of it is mandatory for the riders! If the director decides to organize a race debate on the same day again, this will be organized according to his consideration. 17. GRID AND THE START OF THE RACE 17.1. The position of the vehicles on the grid will be determined by the results of the qualification. 17.2. The vehicles must be lined up in the pit 10 minutes prior to the start. After posting the sign PIT WINDOW CLOSED, the vehicle will be placed at the end of the starting grid, regardless on the results of the qualification. 18. THE STARTING PROCEDURE – FLYING START 18.1. 18.2. 18.3. 18.4. 18.5. In the time before the start of the race, cars will be lined up on the pit line. After the signal they move to the starting grid, where they will be positioned according to the result of the qualification. For vehicles left in the pit after the signal will not be accepted to start, they will be able to start from the pit only after passing around the entire starting grid. The start to the forming round will be after the safety car. At the end of this round, the safety car leaves the track trough the entrance to the pits. The first vehicle must maintain its speed and the other vehicles must be maintained in the formation of which were positioned at the start. Any deviation from the speed of the first car will be penalized by 30 penalty seconds. The first vehicle gets signal to a sharp start after the green light lit or by a waving flag and simultaneously accelerates all the other vehicles. If there is a problem during this procedure, no light will be turned on and the vehicles will continue with an unchanged speed to the next start up ground. RESTART – applied after interruption of the race by a red flag. It differs from the start by a green light lit, which makes possible to overtake other vehicles only after intersecting the starting line. 19. RACE 19.1. 19.2. During the race, the riders are on the track at their own risk. Each rider must maintain a safe maneuver when moving away and must demonstrate his intention in time. 19.3. If the rider must shut off his vehicle during the race, must do so outside the track. The rider will wait in the vehicle until the rescue vehicle arrives in case, that there is no danger of his health. 20. STATION, WORK IN THE PITS, REFUELING 20.1. 20.2. If after a stop in the pit a power-­‐tool remains on the pit line, it must be removed immediately in order to not create a barrier to other vehicles. Refueling is possible only outside the actual race. 21. GENERAL SAFETY 21.1. 21.2. White Flag – there is a slow vehicle on the track. Yellow flag – There is a danger on the track. First flag – no overtaking, slow down and be ready to change direction in case of danger. Two flags waving – no overtaking, slow down, the track is partially or completely impassible. Overtaking is possible only after the standpoint, where a green flag is hanged. 21.3. Red flag – shown in motion-­‐ director´s command, interrupting the race, everyone needs to slow down and be ready to return to pits. 21.4. Blue flag – in motion – a signal for the rider who will be overtaken by a round, overtaking must be enabled. 21.5. Yellow flag with red strips – change of adhesion due to the presence of water or oil. 21.6. Green flag – means the track is free, shown on the station after an incident which required yellow flags. 21.7. Black flag with starting numbers -­‐ disqualification, exclusion form the race. 210.8. Black and white checkered flag -­‐ Finish Riders must use only the indicated track. Systematic and repeated interference of overtaking a faster vehicle will be penalized by disqualification. 22. FINISH A signal of finishing the race will be given on the finish line as soon as the leading vehicle completes the entire length of the race. The leading rider will be hailed by a black and white checkered flag. 23. PARC FERMÉ – CLOSED PARKING After the end of the race, all the vehicles that receive a signal must be positioned on a reserved parking lot. Only a director and a technical commissioner can be present. The vehicles will be released from the riders and a technical check will be carried out within a short time for a possible penalty. 24. INCIDENTS 24.1. 24.2. 24.3. 24.4. Any breaking rules or behavior on the ground is considered for an incident. The director of the race can grant a Stop&Go. The penalized driver will see a sign of Stop&Go with his starting number. The driver is required to stop in the pit no later than in the second round after showing signs. When passing the pit, must stop on a reserved place for 10seconds and then can continue in the race. The maximum speed in the pits is 40kmh! During the penalization the rider is not allowed to leave the vehicle and on the vehicle cannot be made any work of mechanics. 25. PROTESTS AND APPEALS 25.1. 25.2. 25.3. 25.4. 25.5. Protest can be given only by a rider in written form within 30minutes from the end of the race. The protest is considered for valid only after the payment of the fee in the amount of 300EURO. The protest is not being valid if the time given for submitting it expires. The eligibility of the protest is verified by the director, technical commissioner and by a member of the organizing committee. If the protest is justified the fee will be returned. If the protest is justified the accused person is required to pay a penalty fee in the amount of 150EURO. The director has the full right to reject the protest, if he is immediately convinced about its ineligibility. 26. PROMOTION 26.1. 26.2. 26.3. All rights of advertising and promoting in the premises of the event are exclusively reserved by the SCC. Any promotion outside the racing cars and pits without the director´s consent is forbidden. In case, that the rider refuses the compulsory advertising will need to pay double price of the starting fee. The space of the arranged race is not a space designed for promotion and sale in any form.
