Introduction
The North Eastern Africa Council (NEALCO) is a regional livestock association constituted by
national livestock traders’ associations drawn from 13 countries, namely: Burundi, Djibouti,
Democratic Republic of Congo (DRC), Eritrea, Ethiopia, Egypt, Kenya, Rwanda, Somalia,
South Sudan, Sudan, Uganda and Tanzania. Its mandate is to promote, coordinate, share
information and advocate for enhanced trade in livestock and livestock products within and
outside the region.
NEALCO has a membership in Common Market for Eastern and Southern Africa (COMESA) ,
East African Community (EAC) and Inter Governmental Authority for Development (IGAD)
whose overall human population is estimated at 457,157,124 and covers an area of
9,553,151 square kilometres. In terms of livestock resources, the region subscribing to
NEALCO has an estimated 157,256,242 cattle, 134,493,940 sheep, 153,901, 070 goats, 16,
460,571 camels, 5,210,000 pigs and 132, 206, 000 poultry. In addition, livestock production
and trade contribute significantly to the national and agricultural GDP in this region. In
general, economic growth in the majority of countries in the region is highly dependent on
the performance of the livestock sector. Despite the rich livestock resource in the region,
several challenges still prevent unlocking its full potential. It is against this background that
NEALCO was conceived to coordinate and enhance trade in livestock and livestock products.
Currently, NEALCO receives support from a regional project, the Standard Methods and
Procedures in Animal Health (SMP-AH) being implemented by IGAD for Pastoral Areas and
Livestock development (ICPALD) and African Union Inter African Bureu for Animal resources
(AU-IBAR) in the Greater Horn of Africa (GHoA) with financial support from United States
Agency for International Development, East Africa Mission (USAID/EA). The SMP-AH
addresses sanitary barriers to intra and interregional trade in livestock and livestock
products.

NEALCO set-up and Secretariat
The association is registered in Kenya as a regional association whose membership is drawn
from national apex organizations and relevant affiliate associations/organizations from the
North East Africa region. The NEALCO Secretariat is housed at ICPALD, Nairobi. To achieve it

strategic objective NEALCO has four programmes, namely, 1) capacity building, 2)
Communication, information, Knowledge management and Networking, 3) Policy and
Advocacy and 4) Institutionalization of NEALCO.

Objectives of the consultancy
The overall objective of the consultancy is to strengthen the institutional and programmatic
capacity of NEALCO to deliver the desired services and benefits to stakeholders.

Specific tasks are:













Undertake mapping of livestock associations and other stakeholders in the NEALCO
member countries;
Operationalize NEALCO programmes;
Finalize the development of the NEALCO registration forms ;
Coordinate the membership recruitment campaign in countries subscribing to
NEALCO;
Finalize and initiate development of resource mobilisation concept notes;
Support the establishment of national livestock associations in Burundi, DRC,
Djibouti, South Sudan and Somalia;;
Support the establishment of NEALCO Secretariat;
Organize meetings for the NEALCO advisory committee;
Create awareness, through visits and other means, on the role of regional and
national livestock associations among the various stakeholders including pastoralists;
Facilitate and enhance partnership of NEALCO with relevant regional and
international bodies;
Maintain regular communication with NEALCO focal points in member states;
Initiate technical and financial mechanisms for empowerment of NEALCO, such as
trade fairs and trainings;
Develop a communication strategy for the NEALCO membership drive
6. Deliverables and expected out puts







Inception report and monthly progress and final reports;
NEALCO programmes operationalized;
NEALCO membership recruitment campaign initiated and enhanced in all countries
subscribing to NEALCO;
One concept note already prepared submitted to development partners and three
other concept notes in priority areas drafted, enriched and ready for submission to
solicit fund
NEALCO advisory committee meeting initiated & regularized;
NEALCO national focal points activated and operationalized;
Partnership agreements undertaken.

7. Scope of work and the Methodology
The consultancy is required to outline the indicative approach and methodology that shall
be followed by providing a clearly elaborate outline of the approach in response to the
TORs.
8. Required skills, knowledge and experience
The profile of the expert should be as follows:
Qualifications, skills and experience
Specific


Master degree or equivalent in Business Administration or Economics or
Management or Marketing with relevant experience in private sector support at
national and regional level
Ten years of professional experience in formulation and management of national
livestock associations or worked in related private sector with at least 2 years holding a
management position in known national or regional livestock association;

An excellent understanding knowledge on livestock and livestock products marketing
and trade with emphasis to the North East Africa region (Burundi, Djibouti,
Democratic Republic of Congo (DRC), Eritrea, Ethiopia, Egypt, Kenya, Rwanda,
Somalia, South Sudan, Sudan, Uganda and Tanzania) would be a distinct advantage;

Excellent experiences and knowledge in set-up and functioning of national livestock
associations and running of regional livestock associations and private sector across
East African Community (EAC), Intergovernmental Authority on Development (IGAD)
and Common Market for Southern and Eastern Africa (COMESA);

Good working experiences with development partners
Strong analytical skills

Excellent communication skills and fluency in English is mandatory. Knowledge of French and
Arabic will be an added advantage;
Duration and condition of the Consultancy
The duration of the consultancy will be for a maximum of 60 days; i.e. Mid of February to
Mid- April 2015. A draft report on deliverables to be submitted by end of April 2015. The
consultant shall be paid a lump sum consultancy fee of USD 7,606 for 30 days
10. Proposed Methodology and Approach
The consultant is required to outline the indicative approach and methodology that shall be
followed by providing elaborate outline of the approach in response to the TORs. The

consultant will also develop and submit a work plan and clear timetable at the
commencement of the assignment. Once the work plan is accepted, ICPALD will help and
facilitate the consultant to implement the work plan
11. Supervision
The consultant will work under the direct supervision of the Head, Livestock and Fisheries at
ICPALD with oversight from the Acting Director, ICPALD.
12.Medical cover
The consultants will be responsible for their medical and life covers during the assignment.

Nairobi at ICPALD office with a mission l to the participating countries as required
