Michael Josephson, Motivational Speaker from the Josephson Institute of Ethics Making Decisions that Produce the Best Possible Result
Back by popular demand, Michael Josephson, former law professor and founder of the National Ethics
Institute, will demonstrate how to make sound, value-based decisions. He will introduce and illustrate his
decision making model which focuses on identifying and achieving the best possible result. Though the
model is useful in all contexts it has been incorporated into multiple training materials such as
California’s Police Officer Standards and Training (POST) and the Department of Justice COPS division.
This presentation will identify the key barriers to the best possible result decisions and common
rationalizations that can lead us astray.

Discussion on the analytical data approach and how it can be applied to environmental crime sectors, such
as Renewable Fuel Identification Number fraud. This presentation will also demonstrate the
collaborative efforts between the USEPA – CID and international organizations such as INTERPOL.

Bakken Crude & Oil Transportation by Rail into California –
Where it comes from and where it’s going. This presentation breaks down the classification of oil and
describes the increase of crude oil along the California railways. Included is a discussion of incidents that
have occurred throughout the country and breakdown the NTSB, USDOT, and FRA activities to mitigate
and minimize such incidents. In addition, the statewide program that DFW-OSPR has embarked upon as
well as the Regional HazMat Team program that Cal OES has undertaken will be presented. Brian Abeel,

Discussion of the P-Listed Hazardous Waste Pharmaceutical Study conducted to determine the
amount of residue in P-listed empty containers (warfarin and nicotine). This discussion will
provide a brief background on the existing regulatory framework for hazardous waste
pharmaceuticals; results of the study; and discuss management strategies going forward,
including US EPA's proposed rule: Management of Hazardous Waste Pharmaceuticals.

Multi-agency investigation of a chop shop, operating as an auto body & paint shop, that resulted
in two separate criminal cases for hazardous waste violations. This case study will demonstrate
