Code Enforcement Officer

My purpose as the Village’s Code
Enforcement Officer is that of a
guiding hand, suggestion maker,
and finally enforcer of the rules the
Village has agreed to live by. I have
been tasked by the Mayor, Planning
& Zoning Commission, and Village
Council to improve the Village by
enforcing the standards written in
the Village Code of Ordinances
to a pristine residential bedroom
community.
I am not interested in “catching”
someone doing something wrong.
I much rather work with a property
owner to find the best solution
for the situation. As a Registered
Architect, I appreciate a well
maintained property where the
quality of the property has been
enhanced by good aesthetic
decisions.
There is a blissful quality to
living a life respectful of neighbors,
doing things the right way, and
helping all enjoy life living together.
I firmly believe successfully
enforcing the Ordinances of the
Village will result in Minerva Park
becoming a more desirable location
to live in and increasing property
values. I ask you to help me fulfill
the purpose I have outlined above,
so all may benefit.
Valentine’s Day Dance
Friday, February 13

Day. We will have music, a dance
contest featuring music from
various decades, and refreshments.
This event is a fundraiser for our
75th Anniversary celebration, so

MAYOR’S REPORT
Lynn Eisentrout
Well, so far this winter hasn’t been
so bad. I want to thank all who are
making a concerted effort to park
cars in driveways so the streets can
be plowed when it does snow. It
is extremely helpful for our friends
on the Blendon Township streetplowing crew. See the notice on the
back cover.
Volunteer Needed: We
are expecting a vacancy on the
Planning & Zoning Commission in
March or April. The meetings are
held on the first Tuesday of the
month at 7:30p. Please contact me
if you are interested in serving your

Council President Election:
Congratulations to Councilman Ed
Detwiler for his reelection as the
President of Council for 2015.
Golf Course: I have met with
two developers. The first withdrew
shortly after our meeting. The
meeting with the second developer
was a second meeting, but they
are just beginning to mull over the
project and are not in contract. I will
keep you updated.
All Council members were
present for the regular Council
meeting held in January, except for
Councilwoman Pauken, who was
excused.
EMS/Fire: Chief Hoechstetter
reviewed his monthly report. It was
an uneventful month. That means

Police: Chief Kim Nuesse
reported that Brittany Smith was
sworn in on January 12 as a new
police officer. She will work parttime while she goes through field
training. One more candidate
is in the hiring process. More
interviews are being scheduled for
potential candidates. The Chief is
researching grants for bulletproof
vests because the lifespan of
two or three of them are about to
expire, and new officers will need
vests. The federal government
has a program with matching
grants of up to 50%. A resident has
volunteered to form a block watch
in the area near Minerva Lake
Road and Cleveland Avenue.
Planning & Zoning:
Councilwoman Pam Park-Curry
reported that two fence permits
were approved at the January
meeting.
Code Enforcement: Scott
Doellinger reported that he is
making a lot of progress. Three
abandoned commercial signs are
being addressed. The dangerous
tree situations have been resolved
with the exception of one. He and
the property owner plan to wait
until spring to evaluate the health
of the tree.

reported that planning continues for
Minerva Park’s 75th Anniversary
celebration. •

Legislation,
Pam ParkCurry. I first
want to thank
the residents
who came to the Legislative
meeting and the Planning and
Zoning meeting in early January
while we were discussing the
motor vehicle service and repair
ordinance. I know that everyone
is busy these days, and making
the time to attend a meeting
means that it is a priority. The
constructive comments and
support helped make that piece
of legislation better because of
the resident input. Thank you all.
At the January meeting, several
pieces of legislation that had been
tabled were removed from the table
and voted on. Those include the
Motor Vehicle Service and Repair
ordinance, the Health Insurance
Agreement, and Franklin County
Public Defender’s contract. In
addition, there were readings of the
Fence ordinance, two resolutions
related to the 4 mil renewal levy
that will be on the May ballot, and
approving the HSA contributions
for the full-time police, full-time
staff, and the Mayor. Upcoming
resolutions will be related to
hiring police officers, authorizing
an on-line auction of used police
equipment, the vending service
for the pool and setting 2015 pool
fees, and passing a permanent
2015 budget. Watch for a postings
of the legislative committee
meetings that usually take place
during the last part of each month.

Safety, Todd Walter. The
Minerva Park Police department
has ordered its 2015 cruiser, a
Ford Utility Interceptor. The delivery
dated is between 60 to 120 days.
An NRA firearms grant has been
submitted for the acquisition of
a rifle, valued at approximately
$850. Notification of the award
status should be in early March
2015. Interviews of police officer
candidates are continuing. The
department is on track to meet its
staffing goal by the end of May.
Officer training on the use of
tasers has been arranged with the
Blendon Township Police for later
this month, at no charge.
Service, Jennifer Pauken. The
Service Committee will meet on
February 10 to discuss the next
steps for the Ohio EPA Director’s
Findings and Orders (the sewer
project). Residents are welcome

Finance, John Michels. On
January 12, Council approved
the November and December
financials of $71,881.99 and
$81,144.49, respectively. This
brings total Village spending in all
funds to $1,107,601.53, which is
nearly 20% below what Council
appropriated for calendar year
2014. Throughout the year, I have
highlighted numerous examples of
responsible spending and budget
savings achieved by the Mayor
and department chiefs, and we are
deeply appreciative of their efforts.
We are also deeply appreciative of
our residents who asked questions,
attended meetings, held Council’s
feet to the fire on budget issues,
and ultimately voted on the income
tax issue.
2015 will bring a new and
different set of challenges and
opportunities, as we look to fill
police staffing vacancies and start
to tackle some major projects
(lakes, earthen dam, sewers, etc.)
that will make Minerva Park an
even better place to call home.
One challenge, sadly, is that Fiscal
Officer Wade Steen has announced
he will be leaving us soon to
pursue opportunities in the private
sector. We are advertising for and
interviewing candidates, and Wade
has indicated a willingness to stay
on until a replacement is found. We
are grateful for his service and wish
him well as he grows his business.
The Finance Committee met
on January 22 to discuss the
2015 budget and employee health
insurance. Looking ahead, I am
pleased to announce that Franklin
County Auditor Clarence Mingo will
speak at the April 20 Coffee with
Council. The discussion will focus
primarily on two property tax levies
that are scheduled to appear for
renewal by residents on the May
and November ballots.
We encourage all residents
to attend committee meetings,
Council meetings, and Coffee with
Council events to offer your insight
on Village issues. Residents are

Trees Planted - In an effort to
create a natural playground, tree
professionals and 3rd- and 5thgraders planted seven new trees
in the warm soil before the severe
weather arrived: two hackberries,
two swamp white oaks, two red
maples, and one sugar maple. The
natural playground is being funded
by the PTO with help from the
Westerville Education Foundation.
Free T-Shirts - If you start
to notice a lot more school spirit
around the neighborhood, that’s
thanks to the Hawthorne PTO,
which is providing a free Hawthorne
Mustangs T-shirt for every student
and staff member. The shirts are
being paid for from PTO fundraising
efforts, with sponsorships from

appear on the back.
