Beggars Night Page 2 The Villager - October 2005 MPCA News Scholarship MP high school seniors who graduated in 2005 are eligible to win the Nancy Fischer Memorial Scholarship. This $250 scholarship is awarded annually to deserving Minerva Park graduates. The deadline to submit an application and a short essay is October 30, and the scholarship will be awarded at the November MPCA meeting. For further information or to obtain an application, please call Bob Gale at 882-8622. Garden Award The Minerva Park Four Season Garden Award will be judged in mid-October this year. Criteria include overall appearance, design, color, variety of plants, curb appeal, and backyard planting. MPCA Citizen of the Year, 2004 Congratulations to resident Janet Kohn, the 2004 recipient of the Community Association’s Citizen of the Year Award, known affectionately as the Duck Award. For several years, Janet has unselfishly donated her time to assist the MinervaFlora Committee and help with the annual Community Association Membership Drives. The Villager - October 2005 Page 3 MAYOR’S REPORT Lynn Eisentrout We are all still reeling from the devastation left by recent hurricanes, and our hearts go out to the displaced victims of Louisiana, Mississippi, and Texas. Minerva Park residents, Hawthorne Elementary School, the YMCA, and St. Paul’s St. Vincent de Paul Society were overwhelmingly generous with donations of clothing, non-perishable food, and cash contributions for Hurricane Katrina victims. Denice Morrison, a Wildwood Road resident, spearheaded a toy drive, and Innskeep Printers printed flyers at their own expense. Many thanks to Bethany and Karl Freudenrich; their friend Susan; Erica Dailey and her Women’s Group; Sarah and Kate Yarano; Riley, Colleen, and Kerrigan Morrison; Marie Baldasarro; and Craig and Jen Phillips for their generous donations of time and money. My eldest daughter, Sarah, a Red Cross Trained Disaster Relief Worker, and her friend Lauren Morris transported these items to the Dallas Reunion Arena for distribution (photos on page 11). Congressman Patrick Tiberi has co-sponsored and recently introduced HR 3452 in the House of Representatives. This piece of legislation will amend IRC 6103 to allow municipal income tax agencies such as the Regional Income Tax Agency (RITA) to engage in an exchange of information with the Internal Revenue Service. This will enhance our and RITA’s ability to effectively enforce our income tax ordinance and address those taxpayers that fail to file and/or pay municipal income tax. As a follow-up to last month’s Mayor’s Report on the Reverse 911 system ... The Council, ClerkTreasurer, Police Chief, and I viewed a presentation at the monthly Council work session to further consider the merits of implementing this system. It will enhance the Village’s ability to reach residents in case of an emergency. There is a new person in charge of the independent living facility on Lakewood Drive—the Chief Operations Officer with Consumer Support Services. She has pledged Village Clean-Ups October 22 & 29, November 5 9:00a Bring rakes, clippers, gloves, etc., and join us at the Community Building. MAYOR’S OFFICE HOURS M, W, F – 8a-1p and 4p-6p Tu – 8a-1p Th – 8a-1p and 6p-8p October 8 – 10:00a-noon to address some of the ongoing issues, primarily noise levels and personnel. She and I should be meeting sometime in October to assess the situation. The golf course owners and Joshua Homes continue the negotiation process and are keeping the Village informed. There will be a 1.9 Mill Replacement Levy on November's ballot. This is, as the title suggests, a replacement of a tax that has been in effect since 1980, amounting to $0.19 for each $100 of valuation, with a duration of 5 years. Revenue generated from this tax is for “current expenses,” such as trash hauling ($74,000/year), leaf pick-up ($19,750), Police ($396,000/ year), Fire/EMS ($17,000), etc. We appreciate your past and continued support of this tax issue. There were five Council members present at the regular Council meeting held September 12. Don Champney was absent because of illness. The following departmental reports were made: Police - Chief Hillard was on vacation. There has been more vandalism at the playground Page 4 The Villager - October 2005 and near the earthen dam. Foot and bike patrols will be increased. EMS - Chief Hoechstetter reviewed his monthly report. He conducted the Drug-Free Workplace Program training class for staff and volunteers on September 11. A 1hour module of that program about “club drugs” may be offered separately to the public if there is enough interest. It explains the popular drugs and how to detect their usage. Please call 882-5743 with your interest. Engineer - Mike Flickinger reported that the Ohio Public Works Grant Application packet for the 2006 Street Improvement Project has been submitted to MORPC. Many thanks to the residents who submitted testimonial letters to be included in the Supportive Documentation Section of the OPWC grant application. Legal - Alternate legal counsel Kerry Boyle introduced himself but had nothing to report at this time. Planning & Zoning - Code Enforcement Officer Dick Busick reviewed his report and the progress being made with code violations. Community Association MPCA Vice President Lisa Craddock-Thitoff reported that the Founders Day celebration was quite successful. The Children’s Halloween Party will be held Sunday, October 30, from 2:00p to 4:00p. Swim Club - Board member Lisa Craddock-Thitoff reported that the pool has continued to have a good season primarily because of the large volume of walk-in business. The following committee reports were made: Community - Councilwoman Sharon Bierman had nothing at this time. Finance - Councilwoman Pam Park-Curry asked for approval of the warrants paid in August, totaling $63,906.86. Legislation - Councilwoman Pam Park-Curry asked the Council to consider the following legislation: Resolution 2005-18 Authorizing the Mayor and the Clerk-Treasurer to enter into contract with Lisa A. Pride for the auditing services of the BMV records for January-December 2006. Second reading accepted. Remember, when getting or renewing your license plates, tell them you live in Minerva Park. Safety - Councilman Chuck Gibson reported that he intends to schedule a Safety Committee meeting with Chief Hillard and Chief Hoechstetter to address the needs of the two departments. Service - Councilman Dave Stahr reported that he has received only one proposal for this year’s leaf removal—from Tim Rannebarger for $19,750. The contract was approved and awarded to Tim Rannebarger. Streets - Councilman Ron Yarano reported on the following projects: There is an extensive punch list associated with the 2005 Street Project that will have to be completed before full payment will be made to Strawser. The alley behind the Cleveland Avenue businesses ... He had asked for approval of up to $5,000 at last month’s Council meeting, but the proposals have been higher than expected. An amount closer to $7,500 is needed to complete the project. In separate motions, $2,300 was approved for surveying the alley, estimating the clean-up, and ascertaining the boundaries of the alley and up to $4,000 for the clean-up and gravel. Old Business - Chuck Gibson was appointed to be the representative to the Planning & Zoning Commission from Council. Page 5 Leaf Pick-up Minerva Park will begin its leaf collection program as soon as the accumulation justifies a pick-up and will continue through December 6. It may be extended by one week if inclement weather interferes. The Village has been divided into five areas that determine the order of leaf pick-up. Please keep in mind that it takes approximately 6 days to sweep the entire Village, as long as the weather cooperates. So, regardless of where your home is located, you can expect a leaf pick-up every 6 days (weather permitting) or even sooner as the volume of leaves begins to taper off. The pick-up will occur in the following order by area: Area 1 - Minerva Lake Rd., Valley Rd., Farview. Area 2 - Lakewood, Maplewood, Alder Vista, Lakeland Ct. Area 3 - Wildwood, Elmhurst, Westbridge, Woodley, Cardinal Ct., North Bay. Area 4 - Jordan, Park Lane Dr., Park Lane Ct. Area 5 - Ponderosa, Carlton Ct., Kerrwood, East Shore Dr., North Lake Ct., East Shore Ct., Berry Lane Ct. Leaf pick-up begins the first week of October, and have your last leaves raked to the street no later than December 5. Pick-up usually is from 8:00a to 7:00p, M-F, with limited hours starting at 8:00a on Saturday. There is no leaf collection on Sunday because the dump site is closed. Leaf Collection Tips • No foreign materials, please, such as brush, twigs, or grass clippings. Objects such as stones, bricks, or large rocks can cause severe damage to the vacuum collection equipment. Please be a responsible neighbor and keep your curb and street area free of this debris. • Rake leaves to the curb area only – not into the street. Leaves left on the grass may cause discoloration, but yellowing is not long-term and grass recovers quickly. Leaves placed in the street become wet and may block storm sewers. • Refrain from on-street parking during scheduled collection weeks. Collecting leaves from behind parked vehicles significantly inhibits our ability to provide timely pick-up. • If you live on a cul-de-sac or circle, please park in your driveways, so the leaf collection machinery can navigate the tight turns on the street. The program outlined the Village’s policies concerning the use of any mood-altering drug in the workplace. Under the Village’s zero-tolerance policy, testing will now be done after all accidents, before any new employee is hired, and in cases of reasonable suspicion. The intent of the program is to both clearly state that we will maintain a completely drug-free workplace and to offer treatment to any employee who has a drug problem. The program also discussed most of the drugs that law enforcement has reported seeing, including the group called the “club drugs.” Drugs such as GHB, Ketamine, Crystal Meth, and Ecstasy are fairly recent developments now seen regularly in schools and other meeting places, and are even more dangerous and addictive than some of the older drugs. These drugs also involve new paraphernalia because the side effects are significantly changed. All meeting attendants signed an agreement stating that they will comply with the Drug-Free Workplace policy. A second meeting will be held in October to include all employees who were not able to attend the first meeting. The hour-long “club drug” presentation may be offered separately to the public if there is enough interest. The information will help parents and youth increase awareness about drugs and recognize the subtleties of drug paraphernalia and effects of drugs. MP The Villager - October 2005 Canoe Class on the South Lake By Jennifer Thurmond On Sunday, September 11, Columbus Outdoor Pursuits (COP) and Minerva Park residents enjoyed a leisurely paddle on the lake. Experienced paddlers, COP members, and Minerva Park residents Keith Finn and Jennifer Thurmond helped as volunteers to give paddling instruction. John Lane and Toni Hartley, COP volunteers, were trip leaders for the event. Rick Hoechstetter, Minerva Park Fire Chief and COP member, joined in the fun with his son, paddling recreational kayaks. Several Minerva Park residents stopped by to paddle the boats and explore the lake. Everyone enjoyed the relaxing experience and expressed interest in having additional events. Columbus Outdoor Pursuits is a non-profit educational organization with emphasis in the out of doors. Events, trips, and training are organized for canoeing, kayaking, bicycling, caving, hiking, backpacking, winter sports, and climbing. Give us your stories about any of the trees you have grown fond of, whether in the last couple of years or whether as a child growing up in the neighborhood. These trees could be your own or someone else’s. Send your short stories or anecdotes to Greg Wittmann at 2543 Lakewood Dr. or send an email to [email protected]. • Candidates Night This year, the MPCA will not host a Candidates Night in anticipation of the November election ... for 2 reasons: there really isn’t much on the ballot to warrant a get-together, and the lack of volunteers hampers having as many activities as the MPCA would like. If you would like to give of your time to help keep your community a great place to live, contact MPCA President Bob Gale at 882-8622. Nonetheless, look for the special Villager voter’s issue next month, outlining Minerva Park’s ballot. • V is for Victory Many residents are unaware of the outstanding victory that Minerva Park High School students and parents recently won. Until this year, the Westerville City School bus picked up and dropped off high schoolers at the gas station on the corner of Woodley Road and Cleveland Avenue and also in the Gordon Food Service parking lot. This time of year, with the long days and mild temperatures, the route may seem acceptable, but consider this: students are picked up before 7:00 in the morning, which for most of the year is in darkness; there is no sidewalk from Wildwood to GFS, which is a particular problem when snow is plowed in the walking path, forcing kids to walk in the street. Parents with students as young as 14 believed strongly about the busing arrangement and made many calls to the Westerville Transportation Department. The department was unwilling to change the route, stating it would be too time consuming to drive into the Village. Looking for a bigger voice, parents asked Mayor Eisentrout for help. With a letter written and signed by affected parents, Mayor Eisentrout went to George Tombaugh, Westerville Schools Superintendent, and advocated for Minerva Park parents, asking for a safer bus route to keep the students off of Cleveland Avenue. I am happy to report that this year high school students are being picked up and dropped off at the corner of Woodley and Westbridge, safely away from busy Cleveland Avenue. This article is to express gratitude to all residents who worked to make a change and to Mayor Eisentrout for being our advocate. When a community comes together, victories happen.
